plan
for

portion

neighborhood

change

home

single
family
homes
on
this
side

the
block
are
set
back
significantly
more
than
the
typical
situation
that
are
on
other
parts
of
the
block
and
the
overall
neighborhood.
Additionally,
with
the
curving
of
the
streets,
the
front
yards
of
the
buildings
get
significantly
larger
than
the
usual
setbacks
for
interior
tree
use.

The
size
of
this
parcel
in
interior
through
use
is
smaller
in
size,
but
it
still
meets
the
minimum
standards.
However,
the
size
does
make
the
development
of
the
site
challenging
the
development
team's
goal
is
to
provide
as
many
residential
units
with
views

the
park
and
the
river
and
minneapolis
fountains
downtown
skyline
beyond.

make
this
happen

to
provide
visual
interest
to
this
highly
visible
right
side
of
the
building,
we
have
incorporated
a
sawtooth
condition
at
each
of
these
right
side
units

the
aperture
floors.
The
proposal
is
to
have

angled
walls

angle
balconies,
facing
the
views.
The
requested
variance
is
to
permit
the
balconies
to
project
into
the
right
side,
courtyard
or
side
yard,
with
utility
easement
directly
next
to

property.

minneapolis,
and
many

neighbors
are
immigrants,
families

don't
understand

hoops

to
go
through
to
figure
out

to
participate
in

meeting

as
I
was
submitting
my
my
comments,
I
received
another
notification
from
the
planning
commission
about
two
other
buildings
that
will
be
built
directly
behind
us.

want
you

be
aware
that
this
is
going
to
completely
transform
a
neighborhood
of
family
homes.

neighborhood
without
the
input,

only
neighbor

people
don't
know

impact

side

building,
which
happens
to
be
where
our
home
is.

currently
not
zoned
for
the
type
of
building
that
they

requesting

lock,

houses

single
family,
home
and
they're
requesting
to
build

units
on
what
used
to
be
containing
one
home,
they're
asking

variances

grant
due
to
their
practical
difficulties
and
unique
nature
of
the
site.

appearance
is
that
their
requests
have
nothing
to
do
with
the
site
and
everything
to
do
with
the
design
that
they
have
put
in
place
and
the
fact
that
they're
trying
to
cram

units
onto
11
000
square
feet,
so
my
answer
to
them
would
be
it's
not
the
site.
That
means
the
variance
it's
that
your
design
is
cramming
too
many
apartments
onto
a
single
left.
I
If
the
lot
cannot
accommodate
the
plan
and
fit
the
current
requirements
of
zoning
in
the
city,
then
I
see
absolutely
no
reason
why
it
should
be
granted,
except
to
let
developers
run
roughshod
over
the
planning
commission
and
the
current
zoning
requirements
in
this
city.
The
only
reason
I
see
that
this
planning
commission
would
grant
the
variances
is
to
line
the
pockets
of
the
developers,
because
these
apartment
buildings,
as
as
council
member
caprini
noted,
are
studios
and
one
bedroom
300
to
you,
know
600
square
feet.
No
families
are
going
to
live
in
there.
I
The
the
apartment
building
has
no
affordable
housing
in
it.
So
I
don't
see
what
benefit
this
brings
to
our
community.
There
are
countless
buildings
that
have
been
built
in
this
community
over
the
past
10
years,
with
no
plan
about
the
impact
they
have
on
the
neighborhood
on
the
property
values
of
the
single
family
homes
in
the
neighborhood
or
on
how
the
neighborhood
looks
and
how
it
serves
the
community.

This
is
just
another
example
of
developers,
picking
off
single
family
loss
willy-nilly
and
putting
whatever
they
feel
like
up
in
place
to
the
detriment
of
the
residents
of
this
community.
We've
lived
in
this
house
for
23
years.
What
is
this
going
to
do
to
our
property
values
when
there
are
surrounded
on
three
sides
by
over
100
single
unit
apartments,
who's
going
to
want
to
buy
our
house
I'll?
Tell
you
who
the
only
people
who
will
buy
it
left
after
we
are
ready
to
move,
or
you
know
our
parents
get
too
old.

Are
the
developers
and
that's
their
plan-
is
to
pick
up
these
houses
one
by
one,
because
we'll

no
one
left

sell
them
to,

then
I
really
encourage
you
to
think
about
these
decisions
and
how
they
impact

residents

these
neighborhoods.

see

burden

these
buildings
being
put

other
neighborhoods

as
we

felt

they
say,
particularly
being
so
close
to
this
building,

think

project

excellent
example
of
the
extraordinarily
predictable
results
of
the
adoption
of
the
2040
comp
plan
with
that
came,
the
elimination
of
requiring
or
any
single
family
homes
anywhere
in
the
city
and
for
the
callers
and
for
other
people
who
weren't
on
the
planning
commission.

When
we
go
back
to
2017
and
2018
when
we
spent
so
much
time
debating
this
and
discussing
it.
This
is
the
this.
Is
the
impact
and
the
result
of
those
changes
which
you
know
the
threeplex
ordinances
and
everything
that
these
these
larger
buildings
and
everything
you
know
they.
They
can
go
everywhere,
citywide
now
and-
and
they
have
started
to
do
that-
and
I
can
understand
the
point
of
view
of
callers,
particularly
in
this
part
of
the
city,
who
believe
that
they're
paying
that
they're
burying
the
brunt
of
it.

may
be
the
case,
but
it's
absolutely
the
case
that
that
has
changed
and
that
changed
with
the
adoption
of
the
2040
comp
plan
and
my
feelings
about
that
plan
and
how
it
got
here
and
everything
are
absolutely
irrelevant,
because
that's
the
state
of
the
affairs
that
we're
in
now
and
that's
the
reality
of
the
situation,
recommendation
number
three
for
the
variance
speaking
to
the
light
and
air.

can
count
on
one
hand
the
number
of
times.

six
years

planning
commission,
I
have
seen
a
recommendation
to
deny
a
variance
based
on
that.
We
don't
usually
take
that
into
account
when
we
do
it,
and
so
that

me
a
departure
from
the
president
of
this
commission,

would
not
really
encouraging
the
side
yards
and
the
balconies
we've
been
critical
of
projects
that
don't
have
those
things
apartments
that
don't
have
balconies.

find

lansing's
comments
extremely
persuasive,
particularly
as
they
relate
to
the
limitations
of
developing
in
the
other
direction
on
the
south
side,
because
of
that
that
easement,
that
is
clearly
unique
to
the
property
and
outside
the
owner's
control,
and
then
I
just
want
to
say
one
other
thing.
I
think
I
think
it's
important
to
note
that
it
is
not
the
business
of
this
commission
to
decide
who
gets
to
live
where
or
who
moves
into
a
building
or
who
may
or
may
not
be
there
or
whatever,
that's
really
outside
our
purview.

they

apartments

me
doesn't
really
matter
at
all
consistent
with
our
president
on
this

sympathetic

the

fair

in
is
entirely
different
than
what
it

when

neighborhood
was
put
into
place
and

across

think
that's

conclusion
that
we
generally
defer
to

staff
to
make.

think

recommendations
from

make
sense
and

will
vote
according
to

staffing
recommendations.
