a
demolition,
historic
resource
application
for
the
property
located
at
21
washington,
avenue,
north
formerly
known
by
17
washington
avenue
north
the
knutson
company
office
building
next
slide.
Please,
the
subject:
property
is
a
five-story
modern
office
building
constructed
in
1969.

The
building
was
originally
suggested
in
the
minneapolis
star
as
the
first
in
the
area
that
utilize
precast
sections
of
bearing
walls
in
which
each
storey's
floor
supports
the
next
story's
walls,
and
it
may
be
among
the
earliest
examples
of
this
system.
Downtown
original
plans
for
the
property
detail,
unique
system
of
classification
for
determining
the
facade
pattern
of
alternating
linear,
concrete
panels
and
windows
labeled
a
through
g,
as
seen
here
with
glass
and
concrete
partitions,
clearly
defined
by
letters.
Each
panel
was
planned
to
give
the
building
its
characteristic
irregular
appearance
next
slide.

was
completed
as
part

the
knutson
company's
gateway
center
redevelopment,
commonly
known
as
the
gateway
district.
The
newtson,
the
knutson
company
held
exclusive
development
rights
to
the
approximate
17
block
area
of
the
city
between
1961
and
and
they
relocated
to
the
subject
location
while
planning
the
completion
of
their
projects.

Cped
has
known
the
property
to
be
a
potential
historic
resource
since
at
least
2018,
when
a
historic
review
letter
determined
that
property
may
be
eligible
for
designation
under
criteria.
One
three:
four:
five
and
six
in
a
2019
historic
review
letter
for
the
property.
Cpad
concurred
with
these
previous
findings
and
also
determined
that
the
building
appeared
eligible
under
the
same
criterion
and
also
determined
that
it
should
be
considered
for
possible
inclusion
in
the
previously
suggested
gateway
potential
historic
district
boundaries
that
were
identified
in
the
central
core
survey
in
2011.

applicant's
submitted
determination

eligibility

the
consultant
argues
that
the
property
has
lost
integrity
citing
alterations,
including
the
removal
of
91,
concrete
panels
and
replacement
of
those
with

windows

major
alteration
that
resulted
in
the
loss
of
design,
material
and
workmanship
at
the
property.

consultant
also
notes
the
setting
has
been
significantly
altered
through
demolition
of
adjacent
buildings
and
construction
of
contemporary
mid
and
high
rise
buildings

however,

areas
that
appear
to
meet

criteria

Letters
were
not
fully
examined
while
assessing
the
significance
of
the
property
and
the
eligibility
studies
submitted
by
the
applicant.

these
areas
include
greater
evaluation
of
the
recorded
novel
use
of
precast
panels
as
bearing
walls
at
the
subject
property.
The
unusual
inclusion
of
a
first
story
parking
area
suggested
in
records
as
one
of
the
earliest
examples
of
this
in
downtown
minneapolis
and
the
related
lack
of
basement,
corresponding
unique
placement
of
heating
on
the
roof
and
interior
climate
control
methods
at
the
property.
The
involvement
of
karl
walker
associates
and
structural
engineers
and
parking
consultants
was
also
not
explored.

greater
design
evaluation
of
the
distinct
use
of
categorized
patterning
system,
with
the
a
through
g
labels
to
create
the
recognized
feel
for
the
building
was
not
elaborated
on
either
next
slide.

the

development

analyzed
the
application
to
allow
the
demolition
for
the
building
located
at
21
washington
avenue
north
based
on
the
following
findings.
First
for
significance
and
cpet's
review,
the
subject:
property
appears
that
it
may
be
individually
eligible
for
local
designation
under
criteria.

One
three
and
four
staff
finds
that
the
pro
that
the
property
has
significance
under
criteria,
one
to
merit
local
potential,
local
designation,
since
the
properties
associated
with
significant
events
and
periods
that
exemplify
broad
patterns
of
cultural,
political,
economic
and
social
history.

The
knudsen
company
office
building
was
built
as
their
headquarters
as
part
of
their
redevelopment
project,
known
as
the
gateway
center
in
minneapolis's
lower
loop.
The
property
is
a
significant
part
of
the
greater
context
of
the
gateway
center
urban
renewal,
project's
built
and
social
history
under
criterion.
3.
The
property
contains
distinctive
elements
of
neighborhood
identity,
since
the
property
is
fully
characteristic
of
the
gateway
center
project
and
displays
modern
motifs
to
create
this
cohesive,
neighborhood
appearance
that
exists
among
buildings
constructed
as
part
of
this
project.

Since
the
subject,
property
was
recorded
as
potentially
the
city's
first
example
of
a
prefabricated,
concrete,
precast
building
that
was
constructed
without
a
traditional
steel
frame.
Although
another
example
was
identified
in
the
eligibility
study,
which
is
cap
towers,
there's
not
enough
evidence
to
suggest
the
subject.
Property
is
not
significant
as
an
early
or
distinguished
example
of
this
method
of
construction
or
engineering
type.
Further.
The
building
reserve
its
first
story
for
parking,
which
is
unusual
in
minneapolis.

At
the
time-
and
it
may
have
been
the
first
instance
of
this
downtown-
we
do
acknowledge
that
alterations
have
taken
place
at
the
property
while
they
they're
areas
where
concrete
has
been
replaced
with
glass.
The
original
design
interpretation
is
intact
to
convey
these
distinctive
characteristics
of
the
property's
design,
so
steve
cpet
finds
that
the
property
does
hold
significance
under
criteria
for
additionally,
the
subject
property
retains
integrity
required
to
be
contributing
resource
and
retains
integrity
of
location,
feeling
and
association.

However,
the
character
of
the
geometric
patterning,
as
well
as
much
of
the
original
imprint
of
harry
garrish's,
a
through
g
design
in
layout,
remains
the
property
is
still
able
to
communicate
significance
as
a
strong
example
of
a
modern
office
building
and
the
non-historic
window.
Openings
continue
to
allow
the
interpretation
of
the
original
patterned
form
original
spancrete
elements
at
the
building
have
been
removed
and
detract
from
overall
material
and
workmanship
integrity.
But
the
property
retains
enough
integrity
in
these
aspects
to
be
considered
for
designation.

The
property
in
integrity
of
setting
has
been
altered
with
recent
demolition
and
current
construction
on
adjacent
parcels.
However,
the
surrounding
blocks
retain
good
integrity
of
settings,
since
both
the
locally
designated
warehouse,
historic
district
is
located
directly
to
the
north
and
west,
and
the
previously
identified
boundaries
of
the
potential
histo
potential
gateway.
Historic
district
exist
about
one
block
to
the
east
or
southeast.

The
applicant
is
proposing
to
demolish
the
existing
building
and
construct
a
27-storey
mixed-use
building
with
429
residential
dwelling
units
at
the
location.
The
applicant
states
that
the
property
is
not
individually
significant
and
suggest
that
the
property
does
not
meet
local
or
national
register
criteria
for
designation,
saying
that
the
building
has
been
significantly
altered.

However,
cped
believes
that
the
property
retains
enough
integrity
to
communicate
its
precast
panel
construction
and
unique
modern
design.
Additionally,
cped
staff
has
previously
highlighted
areas
where
the
property
appeared
to
meet
designation
criteria,
and
some
of
these
areas
were
not
explored
in
greater
detail
or
clarified
in
the
submitted
application
materials.

an
individual
building
perspective,
but
would
a
designation
study
include
additional
information
about
the
building's
relationship
to
the
the
gateway
district
and,

my
concern
is
based
on
the
the
fact
that
both
royce
and
mead
and
hunt
looked
at
the
gateway
district
and
neither
of
them
included
this
building
within
the
boundaries
of
what
they
were
looking
at
and
yet
it's
very
clearly
part
of
the
gateway
development.

decent
amount,

this
were
to
be
picked
up
for
a
designation
study,
a
decent
amount,
would
be
in
relation
to
the
rest
of
the
gateway
district.
For
simply
the
fact,
its
relation
to

knutson
construction
company
and
their
significance
in
developing
the
district,
as
well
as
the
argument
under
neighborhood
identity,
in
which
the
gateway
center
development
encompasses
a
lot
of
modern
architecture
in
relation
to
this
subject:
property
again,
because
it
was
the
headquarters
of
the
company
that
had
exclusive
development
rights
for
this
area
of
the
city.

I
think
it
would
be
explored,
but
in
in
a
sense
that
would
support
any
argument
for
against
the
designation
of
the
subject.

development
team

the
ownership
group
cia
ventures,
along
with
our
partner,
the
harlem
irving
company,
we're
based
out
of
chicago
we've,
got
a
few
members
of
the
team,
also
on
the
line.
Rick
filler,
who
is
the
president
of
harlem
irving,
our
partner?
I
mentioned
neil
reardon
with
esg,
who
is
our
architect,
carol,
lansing
with
fager,
drinker
and
amy
lucas?

As
you
may
know,
we
are
the
same
developer
that
is
currently
building
270
hennepin
on
the
southern
portion
of
the
block
and
we
acquired
the
270
hennepin
site,
along
with
the
dolphin
building
in
august
of
2019
in
the
same
transaction,
but
had
not
actually
previously
intended
to
acquire
the
dolphin
building
site.
But
at
that
time
a
third
party
previously
under
contract
fell
through
at
the
last
hour
and
in
order
to
keep
the
270
hennepin
project
on
track
with
its
design
and
easement
for
a
construction
start
later
that
fall.
We
came
through
to
purchase
it.

We
have
also
met
with
the
downtown
minneapolis
neighborhood
association,
whose
district
we
are
in
as
well
as
had
a
courtesy
meeting
with
the
north
loop
neighborhood
association,
and
we
did
receive
letters
of
support
for
the
21
north
washington
project
from
both
of
them,
and
we
felt
that
we've
worked
very
closely
with
our
team
to
make
sure
through
all
of
this,
that
the
design
is
considerate
of
its
surroundings,
which
the
north
loop
neighborhood
association,
also
noted
in
their
letter
that
they
felt
the
project
was
attentive
to
the
surrounding
architecture
that
they
are
typically
concerned
with.

We
just
want
to
say
we
feel
we've
been
very
in
tune
to
the
historic
district,
even
though
we
are
not
in
it
and
have
made
sure
to
work
with
everyone
on
the
entire
block
to
really
accommodate
the
two
historic
buildings
that
are
there
and
provide
them
with
access,
egress
and
additional
parking
in
the
plans
for
the
new
construction
to
help.
With
their
long-term
viability
and
still
create
a
cohesive
architectural
palette
between
all
buildings
on
the
block,
so
again
just
want
to
thank
you
for
your

tonight.

completed
the
historic
evaluation
of
the
building.
I
just
wanted
to
go
through
actually
the
criteria
that
the
staff
discussed
not
really
all
the
way
through
this
report
again,
but
just
four
criteria
that
the
staff
felt
the
building
match
and
talk
about
them
a
little
more
in
depth
and
how
I
came
to
these
conclusions
and
where
the
research
went.
I
do
want
to
answer
one
thing
that
commissioner
howard
did
ask
about
a
previous
survey.

But
back
to
these
criteria,
staff
felt
that
the
building
met
criteria
number
one
for
a
significant
event
or
period.

They
had
said
that
earlier
in
their
evaluation
and
their
letter
resource
letter,
and
I
did
look
at
this
building
on
an
individual
basis
but
at
the
same
time,
it's
hard
not
to
evaluate
the
gateway
district
in
some
aspects,
and
I
did
spend
some
time
looking
at
the
buildings
that
were
built,
the
buildings
that
were
raised,
the
buildings
that
were
never
built
and
what's
left
of
the
district
before
knutson
came
on
board
the
public
service
buildings,
kind
of
the
east
side
of
the
district,
where
the
public
library
now
raised
for
the
family,
justice
center
city
of
lakes,
building
public
health
building.

What's
left
of
knutson
terms
or
the
national
life
insurance
building,
yamasaki's
building
most
people
have
determined
that
eligible
on
its
own
national
register,
individual
building,
the
federal
reserve
bank,
which
has
had
some
issues
with
internal
alterations,
building
additions,
river
towers
and
then
the
knudsen
building.

So
the
knutson
building
is
not
in
its
historic
context
any
longer
it
was
across
the
street
from
the
hamster
pontiac
building
and
next
door
to
the
food
and
drug
administration.
Building
both
of
those
sites
have
been
redeveloped.
As
we've
said,
the
one
next
door
is
underway
for
a
22,
I
think
story
apartment
building,
but
the
district
as
a
significant
event
or
period.

This
is
actually
kind
of
a
rare
criteria
to
use
it's
off
of
a
national
register
basis
where
elements
like
the
grain
belt,
sign,
stone,
arch
bridge
fauchet
tower
are
distinctive
elements
of
a
city
or
neighborhood
identity.
I
think
you'd
be
hard-pressed
to
find
anyone
past
or
present
that
associates
the
knudsen
building
with
minneapolis's
identity
or
even
the
gateway
district
identity
for
criteria
number
four
staff
felt
the
building
embodied
a
distinctive
architectural
engineering
type,
usually
here
the
first
or
the
best
when
this
is
discussed.

As
my
report
mentioned,
this
is
not
the
first
pre-cast
structural,
concrete
building
in
downtown
minneapolis.
The
cap
towers
in
1963
was
by
1969,
though
definitely
the
knudsen
building
was
not
an
innovative
or
distinctive
design.
In
fact,
it's
pretty
common
in
warehousing
industrial
areas.
I
just
wrote
about
one
today
actually
up
in
the
upper
harbor
terminal
area.
There
is
one
at
the
same
time
built
at
the
same
time.

The
previous
elevations
had
very
few
very
skinny
openings
when
in
the
80s,
when
they
opened
this
building
up
to
all
the
windows,
they
took
out
most
of
the
large
square
concrete
areas,
so
they
replaced
all
the
skinny
windows
with
the
green
glass
and
then
opened
up
these
pretty
large
expanses
all
over
the
building.

The
first
floor,
drive-through
bank
has
also
infilled
below
on
the
first
round
level
of
the
ground
and
then
finally,
six
fast
felt
that
the
building
exemplified
the
work
of
a
master
builder
and
master
architect.

Does
this
building
exemplify
knudsen
and
garish
knutson
was
under
a
scary
deadline
in
november
of
68?
They
still
had
to
sell.
They
had
to
sell
80
of
this
land
or
develop
it
by
march
of
69
or
give
all
the
land
back
to
the
hra.

It's
questionable
how
successful
it
was.
Obviously
later
on
people
wanted
windows
in
the
building
can
knutson.
As
a
master
builder,
I
can
see
when
people
designate
a
tp
healey
being
the
master
ability
builder
makes
some
sense
looking
at
just
designating.
Every
building
that
a
contractor
like
morton
center
knutson
builds
can
be
problematic.

They
built
this.
They
did
not
occupy
the
entire
building
pretty
soon
after
they
went
in
this
building.
They
actually
split
off
their
company
and
the
more
profitable
part
of
the
company.
Their
mortgage
company
went
to
bloomington
and
stayed
there
garrish.
The
architect
was
known
for
also
being
able
to
get
cheap
and
quick
apartment
buildings,
small
shopping
malls,
but
does
it
exemplify
their
work?
I
don't
know
because
it
also
has
major
integrity
problems
that
I've
discussed
all
the
way
through.

The
staff
report
mentions
the
50-year
mark
and
it's
true
if
the
building
is
usually
50
years
new-
and
this
one
is,
I
guess,
on
the
precipice
of
being
a
fairly
young
building,
but
they
can
it's
a
little
harder
to
designate
them
in
the
national
register.
But
I
haven't
had
that
problem.
I
just
designated
the
eco
lab
building,
not
50
years
when
I
actually
designated
a
degree
of
honor
building
in
downtown
st
paul,
also
modern,
very
new
pillsbury
academy,
1970s
dormitories
in
oatana.

larger
district.

earlier
meeting
hunt
report
did
and
stuck
to
a
concise
area
of
by
the
relia
star,
the
insurance
building
and
river
towers,
and
did
not
jump
over
blocks
this
far.
They
didn't
actually
get
into
with
their
recommendations

why
they
stayed
to
this
point.
This
area
that's
a
little
more
unclear,
but
they
also
didn't.
There
have
been
a
lot
of
demolition
since
both
of
those
evaluations,
but
it's
definitely
the
median
hot
report.

understand

significance

the
site

will
say
that
our
family
has
had
ownership
and
been
on
this
platform
before
the
the
the
the
knutson
building
was
built
and
I've
rarely
ever
heard
of
the
gateway
district.
We
we've
always
in
our
history,
always
talk
to
heard
of
the
warehouse
district
so
to
say
that
the
building
is,
at
least
from
our
perspective.

Cohesive
neighborhood
appearance
sounds
strange
to
us
as
being
on
this
block,
basically
forever
and
I'll
also
say
that
you
know
my
in
my
recollection
hearing
from
my
dad
that
it
was
really
one
of
expediency
to
to
build
it,
to
build
a
building
in
line
with
what
he
said.
That's
always
what
I've
heard.

I'll
also
say
is
we
are
supportive
of
the
development
they've
been
very
accommodating
to
us
for,
for
our
tuck,
pointing
and
corones
updating
that
we've
been
doing
that
we
have
been
working
with

hpc
to
get
approval
on
that
they've
been
helpful
in
working
with
us
to
shore
up
the
alley
infrastructure
and
also
say
like
many
historical
buildings.

struggle
with
lack
of
parking.

it's
part
of

development
we
will

provided

parking
spots
that

enable
us

retain
high
quality,
tenants
that
we
have

the
building
and
will
enable
us

continue

necessary
investments
in
our
buildings

investments.

need
to
make
so
we're
excited
about
the
development.

think
it
will
add
a
lot
to
the
block
and
we
think
the
demolition
of
the
knutson
building
will
not
diminish
the
block
at

I
I
think
that
this
is
a
very
handsome
building.
I
I
just
disagree
with
those
remarks
that
that
say
that
it
it
is
not.
I
think
that
the
additional
glass
window
openings
really
enlivened
up
the
facade.

makes
it
look
like
more
of
a
facade
of
how
a
commercial
building
should
be,
and
I
think
the
idea
that,
like
it,
has
a
corvu
character
of
of
being
perched
up
on
pillow
tea
and
I
think
its
form
really
fits
the
site
and
its
immediate
site,
and
it
really
blends
in
with
it,
contributes
to
the
overall
commercial
landscape.

revisions

disagree.

fact
that
that
did

enhanced

special

is
if

building
gets
knocked
down,
it'll
be
a
smaller
scale.

happened

the
metropolitan
building

torn
down

what
we
got
there

we
have
to
live

built

banal

architect,

consider
them
master
architects

builders,
we

don't
really
have
a
confirmation
that
they
are
aren't
and
if
they
are,
then
I
don't
really
have
a
good
sense
of
how
this
fits
within
their
portfolio
and
how
this
building's
integrity
fits
in
with
other
buildings
or
similar
buildings
within
their
portfolio.
So
it's
it's
really
just
a
tough
one.
For
me,
I've
been
going
back
and
forth.
I
think
it's
a.
I
think
it's
a
a
really
interesting
design.

the

precast
story
is
really
important,
especially
considering
what
was
going
on
in
the
gateway.

don't
have

good
sense
of
how
this
compares
to
other
precast
buildings
of
similar
structural
systems
and
things
like

enough

the

study
that
we've
received.

keep
going
back
and
forth.

there's
been
thirty
percent
of
the
panels
have
been
changed
out
right,
91
out
of
nearly
300
concrete
panels
have
been
removed.

modern

right
away
when
kind
of
this
application
came
through

started
looking
at
it
and

recognized

building
that
I
agree,
isn't
necessarily
character,
character
defining
for
minneapolis,
but
I
think,
contributes
to
character
and
has
a
interesting,
modern
character
of
its
own.

that
there
are

questions

is
it
the
first
precast
in
in
the
downtown
area
or
even
the
first
precast
in
the
region?

think
we
heard
some
counter
arguments
to
that
from
the
applicant,

those
are
questions
that
I
think
we
need
to
dig
into
further,
which
is
why
I
think
I
support
the
going
forward
with
the
study,
because
that's
the
point
of
studying
the
buildings
like
this
is
to
find
out
answer
those
questions.

about
the
the
architect
and
the
contractor
and
where
this
kind
of
fell
into
play
and
look
into
all
of
those
things.
So
I
think
we
heard
some
really
interesting
facts
tonight

think
there

really
great
counter
facts

the
applicant.

think
all
of
that
is
good
information
and
I'd
like
to
see
it
kind
of
all
laid
out
and
pieced
together

really
verified.

surprised

types

decisions

hpc

tasked
with
making

beauty,
contest

building

beautiful,

that
is
just
a
really
really
ridiculous.

measuring
stick
for
anybody
to
expect
us
to
use.

guidelines.

background
and
understanding
of
historic
buildings.
That's
where
all
we
all
have
individual
expertise
in
this
in
this
field.
That's
why
we're
here
and
that's
why
we're
making
these
decisions
so
just
because
any
one
individual
may
not
find
this
building
attractive,
that
that
cannot
and
should
not
weigh
into
this
decision.

think

just
don't
have
enough
information
at
this
immediate
stage,
but
I
do
want
to
underscore
that
the
decisions
that
are
before
us
are
have
to
be
based
on
factual
information
about
the
building
and
its
historic
relevance,
not
about
whether

not
it's
attractive

appreciate
it.

this

be
one

these
things
right,
where
we're
treading
into
this
period
of
time,
where,
if
we're
thinking
that
buildings
that

certain
age,

gets

building

in
this

buildings

received

appeal
on
the
demolition
of
614
15th
street
east
that
did
go
to
the
business
inspections,
housing
and
zoning
committee
today
and
that
appeal
was
denied.

upheld

hpc's
decision
to
deny
the
demolition,
and
that
goes
to
council,
I
believe,
on
january
15th,
for
a
final
vote.

of

new
