I

from

schwarzkopf,
who

I
think,
going

try

call

because
he
can't

but
we
do
have
a
quorum.
So
we'll
now
proceed
to
our

related
to
a
proposal
to
amend
article
7
and
8
of
the
minneapolis
city
charter
relating
to
administration
and
officers
and
other
employees
pertaining
to
the
creation
of
a
new
charter
department
to
provide
public
safety
services,
including
law
enforcement
and
the
removal
of
the
police
department.

stand-alone

amendment
and
further
to

According
to
a
recent
op-ed
piece,
written
written
by
editorial
writer,
jason
reilly,
who
happens
to
be
black
for
the
wall
street
journal,
a
gallup
poll
reveals
that
black
residents
favor
having
police
living
in
their
neighborhoods
by
better
than
a
two-to-one
margin
when
the
same
issue
is
pulled
of
white
residents
and
of
course
it
makes
good
sense
24-hour
a
day.
Cop
is
a
neighborhood
asset,
unlike
a
commuter
that
comes
in
and
leaves
after
doing
their
shift
a
24-hour
day.

cop
attends,
local
religious
institutions
with
his
family
sends
their
kids
to
local
schools,
their
wives
and
husbands.
Working
among
locals,
they
are
known
part
of
the
day-to-day
life
of
the
city
and
their
neighborhoods
and
as
such,
most
importantly,
by
their
constant
presence,
a
deterrent
to
crime.

change
in
the
law
to
make
that
a
requirement
is
not
before
us
