was
tied
up

years

litigation
which
drew
out
the
approvals
timeline
for
that
project,
and
the
applicant
is
returning
to
the
planning
commission
today
to
seek
alterations
to
primarily
the
site
plan
review
application
for
some
design
changes
to
the
proposal
since
that
time.

probably
the
biggest
difference
from
the
original
approved
concept,
which
was
41
stories.
The
current
proposal
is
28
stories,
294
feet
and
then
parking
is
also
a
change
from
the
original
project
which
had
a
much
higher
parking
ratio

units

stalls.

the
other
thing
to
note
about
those
previous
approvals
is
that
they
are
still
in
place.
This
application
is
being
considered
under
the
previous
zoning
code,
so
it
is
not
subject
to
the
new
built
form,
regulations,
the
floor
area,
ratio,
variance
and
conditional
use
permit
for
height
are
still
effective,
and
so
the
applications
before
you
are
an
amendment
to
that
previously
approved
site
plan
and
the
additional
variance
for
a
reduction
to
the
minimum
vehicle
parking
requirement.

project

historic
district
and
included
mostly
modifications
to
the
parking
podium
to

first
off,
I
just
want
to
say
it's
hard
to
believe
that
I'm
actually
at
the
end
of
my
tenure,
because
it
really
doesn't
seem
like
that.

remember
turning
to
the
mayor's
day
next,
to
me
and
saying
I
was
only
told
it
was
for
two
years,
like
three
years
seemed
like
forever,
and
here
I
am
over
12
years
later,
it's
crazy
time
flies
are
having
fun.
I
guess
I
want
to
thank
everyone
who
I've
served
with
on
the
cpc
during
this
time
the
data
junkie
in
me
kind
of
wishes.

would
be
a
little
bit
remiss
if
I
didn't
take
the
moment
to
thank
my
wonderfully
supportive
husband,
brent
and
my
awesomely
incredible
children,
maron
and
lucian.
It's
fair
to
say
that

time
commitment

this

working
mom

eaten
in
the

start
out
my
professional
life
with
any
intent
on
getting
this
familiar
with
land
use
policy.
You
all
know
I'm
an
architect,
but
while
variances
and
cpps
are
tangential
to
my
practice,
I
didn't
become
immersed
into
the
playing
world
because
of
it.

It
all
started
actually
because
of
volunteering
in
my
community
as
a
north
sider
and
every
north
sider
will
tell
you,
there's
no
shortage
of
causes
to
pitch
in
on
and
help
out
with,
and
my
needs
just
happen
to
be
service
related
to
the
built
environment.
So
after
years
of
working
with
neighbors
on
various
endeavors
in
this
capacity,
a
city
planner
who
I
have
just
immense
respect
for
encouraged
me
to
apply
for
a
spot
on
the
zoning
board
of
adjustment
which
sounded
terrible
and
boring.

But
because
I
really
respected
this
person,
I
decided
to
check
it
out
and
the
sincere
concern
and
thoughtfulness
that
the
members
of
the
board
of
adjustment
gave
to
each
and
every
item
that
came
before
them
really
became
a
template
for
how
I
viewed
the
projects
that
came
before
me
in
the
decade
plus
since
that
board
of
adjustment.
Experience
led
to
being
recruited
to
the
planning
commission
and
I'm
here
today.

So
I
went
for
being
largely
unaware
of
what
the
boarding
commission
even
did
to
being
a
person
who
spends
their
free
time
pouring
over
reports
in
academic
journals
and
land
use
data.
Someone
who's
made
connections
with
subject
matter.
Experts
from
around
the
country
in
a
quest
to
better
understand
policy
implications.

Someone
who's
lost
a
lot
of
sleep
pondering.
How
amendments
and
zoning
code
policy
will
play
out
in
different
neighborhoods
in
our
city
and
someone
who
spent
countless
hours
trying
to
find
ways
to
ensure
that
the
intended
outcomes
are
indeed
the
outcomes
we
actually
achieve?
So
here
I
am
in
my
last
day
of
service
and
in
a
typical
fossil-like
fashion,
being
the
senior
most
member
of
you
all.
I
just
have
a
few
nuggets
of
wisdom.
I
want
to
impart
on
everyone
who
is
or
will
be
in
service
to
the
city
in
this
manner
number
one.

Please
always
consider
things
with
a
critical
eye.
It
doesn't
mean
you
have
to
nay
say
everything,
but
you
should
never
be
afraid
to
ask
questions
and
expect
answers.
Sound
policy
can
withstand
scrutiny
and
number
two
remember
that
the
city
has
a
paid
staff
to
make
reports,
view
and
recommendations,
they're
phenomenal.
What
they
do.
Your
job
is
different.
It's
to
vet
those
ideas
and
not
just
blindly
cheerleader
them
along
the
process.

So
if
you
intend
to
support
policies
that
are
aimed
at
helping
neighborhoods
like
mine,
especially
in
the
areas
around
equity
and
fair
housing,
I
ask
you
to
scrutinize
those
proposals
and
suggestions
with
even
greater
gravity,
as
there's
less
room
for
error
and
we've
already
been
subject
to
decades
on
decade
of
other
good
ideas
of
the
past.
Related
urban
planning,
so
consider
not
only
the
good
polit,
the
good
that
the
policy
is
promising
to
deliver,
but
the
potential
for
harm
and
exploitation
thereof
as
well.

There
are
always
going
to
be
unattended
consequences
always
but
doing
your
best
to
mitigate
those
at
the
forefront
will
make
a
difference
using
critical
analysis
of
what,
before
you
and
remembering
that
vague
promises
of
utopian
outcomes
are
not
enough.
You
have
to
consider
that
you're
in
a
position
to
really
make
a
difference,
so
hold
the
work
accountable
to
the
lives
it
will
directly
impact
and
for
and
last
do
your
best
to
ensure
that
everyone's
voice
is
really
heard.

This
is
something
very
visceral
to
them,
whereas
we're
bound
by
clear
rules
of
law,
so
it
can
be
so
easily
perceived
that
their
voices
are
being
dismissed
or
overlooked
overlooked,
and
we
need
to
do
our
best
to
ensure
that
they're
heard,
regardless
of
whether
the
outcome
is
found
to
be
in
their
favor
or
not.
In
some
ways
we
may
be
the
only
face
of
the
city
they
see
and
it's
their
city.
So
keep
that
in
mind.

leave
the
hearing,
regardless
of
the
outcome,
knowing
that
their
testimony
merely
mattered
and,
in
conclusion,
there's
a
well-known
quote
by

life
for
it
and
as

turns
out,

exchanged
over
500
days
of
my
life
between
public
hearings

committee,

hall

think
