involved

lawsuit

their
mistreatment
of
residents
and
not
being
in
compliance
with
local
and
state
laws.

approved

a
youth
hostel
with
a
maximum
occupancy
of
58
people
via
a
historic
variance
by
the
heritage
preservation
commission
and
in
addition
to
that
approval,
the
applicant,

pre,
the
previous
owner.
Actually,
the
current
owner
north
bay
completed
a
major
renovation
interior
in
exterior
the
building,
as
well
as
the
site,
as
can
be
seen
in
these
images.

surrounding
properties
in
the
neighborhood.
It's
the
subject
site
is
the
or1,
almost
in
the
middle,
that
has
the
dot,
but
we
have
the
minneapolis
institute
of
arts,
minneapolis
college
of
art
and
design
nicholas
avenue,
which
is
a
good
goods
and
services
corridor,
and
also
a
space
for
a
high
frequency
transit
route,
is
only
two
blocks
to
the
west
and
within
this
area
there's
a
variety
of
zoning.

have
the
residential,
but
also
office
residential
in
in
that
600
foot
radius.

The
goal
of
the
use
is
to
provide
a
safe
and
stable
space
for
up
to
six
months
for
individuals,
the
applicant
confirmed
to
staff
and
in
the
in
their
application
that
this
proposal
will
meet
the
definition
of
an
emergency
shelter,
and
that
is
any
facility
that
provides
sleeping,
accommodations
and
restroom
facilities
on
a
day-to-day
basis
to
persons
without
permanent
housing
for
periods
of
greater
than
24
hours
in
less
than
six
months
next
slide.

specific
development
standards
that
must
be
met.

use
must
be
located
at
least
350
feet
from
all
existing
emergency

shelter
is
a

away
at
2201
clinton
avenue,

the
closest

applicant

stephens
is
closing

the
therefore
the
nearest
one
would
be
about
two
thousand

more
than
two
thousand
feet
away
at

the

development
standard

the

all
new
construction

additions

existing
buildings
shall

compatible
with
the

the

exits,
bathroom

restrooms,
the

replacing
the
hostel
that
was
able

accommodate
at

people,

second
condition

finding
is
that
the
conditions
will
not

injurious

enjoyment
of
other
property
in
the
vicinity
and
will
not
impede
the
normal
and
orderly
development
and
improvement
of
surrounding
property
for
uses
permit
in
the
district
again,
no
exterior
changes
are
proposed
from
what
you
see
in
those
images
and
there
will
be
staff
on
site
at
any
time.

applicants
addressing
the
finding
that
you
they
are
mitigating
traffic
congestion
by
they're
gonna,
be
looking
to
provide
bus
passes
for
the
high
frequency
routes
that
are
only
two
blocks
away,
as
well
as
bike
parking,
and
for
that
final
finding,
you
know
the
project
is
consistent
with
the
comprehensive
plan
with
the
urban
neighborhood
and
interior
three
guidance
of
maintaining
a
two
and
a
half
story:
historic
structure
by
providing
additional
housing,
providing
access
to
housing
that
those
that
don't
have
it
eliminating
homelessness
and
once
again
retaining
a
historic
structure
so
that
last
finding
there's
one
more
finding.

mention
the
conditions
permit
in
all
other
respects
shall
conform
to
the
applicable
regulations
of
the
district
in
which
it
is
located.

the
specific
development
standards.

applicant
is
committed
to
meeting
all

zoning
code
requirements
and,
before
I
hand
it
over
to

chair,
just
want
to
address
a
few
things.

there
was
a
bona
fide
attempt
to
meet
the
ordinance
and

note
in
the
applicant
can

about
this
in
more
detail
of
they've
gone
above
and
beyond,

flyering

neighborhood,
putting
flyers
out
to
properties,
not
just
property
owners,
but
residents,
and
also
going
to
the
neighborhood
meeting
on
two
occasions
and
receiving
a
letter
of
support
for
the
project.

an
emergency
shelter

an
overnight

To
set
a
a
brief
piece
of
context
for
this
proposal-
and
this
will
actually,
I
think,
get
a
little
bit
of
the
commission's
question
around
so
in
2019,
the
hennepin
county
board
of
commissioners
supported
a
new
vision
for
the
single
adult
shelter
system,
focused
on
lowering
barriers,
improving
outcomes
and
increasing
capacity
for
underserved
populations.

The
first
was
for
a
culturally
specific
shelter
focused
on
the
needs
of
the
native
american
community
and
a
new
permanent
50-bed
shelter
was
opened
last
winter
by
the
american
indian
community
development
corporation
in
the
city
of
franklin
corridor.
The
second
was
a
40-bed
medical
respite,
shelter.
This
opened
a
temporary
location
near
the
university
of
minnesota
and
will
transition
to
a
permanent
location
in
elliot
park
as
part
of
a
new
catholic
charities
200
unit
supported
complex
in
1922..

The
third
was
this
small-scale
30-bed
stand-alone
shelter
for
female
individual
identified
individuals
and
the
need
for
this
specific
program.
The
emergency
that
we
are
seeking
to
address,
which
is
very
much
about
the
individuals
being
in
an
emergency
situation,
was
an
excess
demand
for
female
shelter
spaces
that
led
to
some
being
turned
away.
The
higher
vulnerabilities
experienced
by
those
individuals
going
unsheltered
and
the
absence
of
any
existing
female,
only
shelter
program
in
our
community.

So
following
a
competitive
process
that
again
included
people's
lived
experience
of
homelessness,
salvation
army
was
selected
to
operate
this
new
shelter
and
provide
onsite
services.
The
program
began
at
a
temporary
location
in
the
norfolk
neighborhood
in
south
minneapolis
in
december
2020,
since
then
about
134
individuals
who
had
gone
unsheltered
in
the
past,
many
of
whom
returned
on
shelter
in
the
past,
rather
than
seek
shelter
in
larger
spaces.
All
those
where
men's
programs
co-located
have
reported
the
safety
they
feel
in
this
24
7
housing
focus
program
with
on-site
security.

Several
sites
across
the
city
were
considered
in
the
search
for
the
permanent
sites
and
the
site
and
location
under
discussion
today
was
prioritized
because,
firstly,
the
building
is
turnkey.
You
heard
about
the
recent
rehabilitation,
but
it
is
near
perfectly
fitted
out
for
offering
a
safe,
dignified
place
for
people
to
stay.
Secondly,
the
location
offers
great
immunities,
transport
links,
proximity
to
downtown
and
overall
access
to
opportunities.

As
you've
heard
a
little
bit
conversations
began
with
the
neighborhood
group
in
september.
Presentations
were
given
to
the
the
whistle
alliance
committees
twice
in
october,
and
there
has
been
firing
and
door
knocking
a
block
in
each
direction
from
the
property.

As
you've
also
heard,
there
is
a
requirement
that
new
homeless
shelters
be
located
at
least
350
feet
away
from
existing
homeless
shelters
in
the
earlier
presentations.
Since
steven
shelter
was
referenced,
and
I
do
want
to
make
sure
it's
clear
that
that
shelter
actually
already
closed
more
than
a
year
ago
and
relocated
away
from
the
neighborhood
last
summer,
leaving
simpsons
as
the
nearest
shelter
about
a
half
mile
away.

this
program
as

small
but
vital
part
of
that
larger
effort
and
one
that
is
already
transformative
in
the
lives
of
our
neighbors.

concerned
that
the
money
from
the
cares
act
available
to
the
county
that
may
have

deadline
to
get
spent
is
causing
rash
decisions
such
as
this
latest
attempt
to
own
and
operate
a
homeless
shelter
at
2400
students.

lived
in
this
neighborhood
for
41
years.
I've
witnessed
the
changes.
It
has
been
a
slow
evolution
40
years
ago.
You
would
never
see
families
raising
their
children
here
now
many
resident
families
have
toddlers
if
they
walk
in
their
strollers
through
barrels
park
in
the
neighborhood,
but
this
change
for
the
positive
still
hangs
in
a
delicate
balance.

county
wants
us
to
support
this
program
by
providing
a
welcoming
environment,
they
state
that
the
goal
of
the
program
is
to
create
a
sense
of
community
both
inside
and
out,
but
how
are
we
expected
to
be
supportive
of
yet
30
more?

only

living
here
for
30
days
or
less?
While
a
new
group
moves
in
a
continual
rotation,
the
delicate
balance
will
change
if
this
project
is
approved
and
we
will
suffer
the
negative
consequences
in
the
county's
application
for
the
conditional
use
permit.
They
state
quote
the

study
done
in
manhattan
several
years
ago
found
that
homes
located
within
1
000
feet
from
homeless
shelters
were
valued
at
17.4
percent
lower
than
homes,
not
near
shelters.
They
claim
that
there
will
be
no
increased
congestions
on
the
streets,
but
they
don't
offer
any
proposal
other
than
adding
a
few
new
parking
spaces
for
bikes.

out

there
is

world

difference

two
sites
that
homeless

acres

that
is
disingenuous

the
county
to
say
that
this
will

plopped
in
the
middle
of
a
residential
area
and
we
will
suffer
consequences.

avenue.

As
aaron
pointed
out
as
the
city
planner's
office
admits,
the
posting
requirements
were
not
met
between
november
fifth
and
eighth.
Simply
that
there
was
a
bona
fide
effort.
Maybe
the
dog
ate
their
orange
poster
and
they
couldn't
get
it
back
for
three
days.

2400
stephens
avenue
is
currently
vacant
and
unlicensed
for
business
use.
There
are
misrepresentations
of
its
capacity
in
the
county's
application.
It
was
used
and
licensed
for
years
as
a
six
up
to
11
bedroom
b
b
and
the
current
owner
has
fixed
it
up
into
a
hotel
that
would
have
been
a
nice
neighborhood
amenity
and
beneficial
to
neighborhood
businesses
and
the
city
coffers.

use
of
the
hotel
would
also
reduce
the
use
of
nearby
noaa
housing
as
short
term
rentals
such
as
airbnb,
which
we're
all
concerned
about
which
would
contribute
to
local,
affordable
housing,
the
hotel
use,
I
mean
the
proposed
use
of
an
emergency
filter-
doesn't
change
the
fact
that
it's
an
11
bedroom
house
with
shared
parking
area.
The
proposed
use
of
30
residents
is
nearly
the
maximum
allowed.
Under
the
emergency
shelter
exception
to
or1
rules.
It
would
not
provide
dignified
housing
with
a
semblance
of
privacy
for
the
residents.

Compare
this
to
a
conditional
maximum
occupancy
of
16
as
congregate,
housing,
which
would
provide
dignified
housing
to
the
residents
of
an
11
bedroom
home
a
huge
benefit
to
the
residents
of
the
house.
It
would
also
mitigate
by
nearly
half
all
the
predictable
negatives
which
are
ignored
by
the
applicant,
such
as
daily
food
deliveries
by
truck
cigarette
smoke,
drug
use
and
litter
in
the
in
washburn
charles
park.

minimum

years

meeting
our
staff

developed
a

community
survey

about

week

community

voice
concerns

support

literally

what's
so
important
about
this
piece,

this
portfolio

that
these
units
represent
over
80
percent

mpha
housing
for
families
with
children
and
our
critical

affordable
housing
infrastructure
for
the
city
of
minneapolis.
So
these
eight
sites
are
an
important
component
of
our
effort
to
try
to
continue
providing
affordable
housing
for
residents
of
minneapolis.

effort

to
have
some

clarity
and

for
everyone
on

mpha
created
community
housing
resources,
which
is
a
wholly
owned
nonprofit
by
the
mpha
chr's.

goal
and
purpose

work.
We
transferred
these
sites
over
to
the
community
housing
resources
in
october.

and
the
goal
of
this
was
to
provide
as
much
to
get
additional
rental
subsidies
so
that
we
could
do
the
new
construction
work,
but
also
to
take
advantage
of
financial
structures
that
other
nonprofit
developers
have
access
to

an
aeon
or
a
common
bond
or
a
beacon.
So
you
know
we
felt
that
it
was
important
to
take
advantage
of
financing
so
that
we
can
continue
to
continue
to
invest
in
our
public
housing.

moving
on

site
four,
it's
labeled
affordability
in
existing
residence.
So
you
know
this
is
something
that
we
wanted
to
be
extremely
clear
on
for
both
the
commissioners
as
well
as
everyone
on
the
call.
Unfortunately,
there's
been
a
lot
of
misinformation,
as
well
as
just
misunderstanding,
and
the
financing
that
we're
pursuing
so
mpha
will
be
the
long-term
owner
and
operator
of
these
properties.
They're
not
going
to
be
sold
off
to
a
for-profit
developer.
We're
not
disposing
of
these.
These
are
going
to
continue
being
a
part
of
mpha's
portfolio.

addition,
future
tenants
will
come
for
mphas
the
public
housing
authority's
family
housing
waitlist.
All
of
these
units
will
have
project-based
vouchers,
meaning
that
all
units
will
be
available
to
households
at
or
below,

ami
and
residents

continue

pay
30
of
their
income
as
they
have
up
until
this
point.
In
addition,
these
units
have
long-term
affordability,
so
that
means
that
these
are
not
going
to
be
converted
to
market
rate
they're
not
going
to
be,
you
know,
made
for
profit.
These
will
continue
to
be
a
part
of
mpha's
portfolio.

done
a
lot
of
work
to
meet
with
the
impacted
residents
at
the
16
sites
of
the
overall
project
that
we
worked
on.
We've
informed
them
of
the
project.
We've
discussed
how
their
housing
benefits
will
continue.
We've
also
discussed
housing
options
during
construction,
as
well
as
their
ability
to
return
to
the
site
after
construction.
These
are
very
important
components
of
this
piece.

something
that's
been
fantastic.

we've
been
having
ongoing
meetings
with
residents
that
are
impacted
by
this
project
to
receive
feedback
on
the
design,
the
construction,
as
well

a
temporary
relocation?
It's
been

process,

a
lot
of
fun.

residents
have
direct
input
on
the
design
that
we're
implementing
into
these
projects,
they
speak
directly
to
the
architects
and
it's
been
a
really
fun
project
and
and
process
moving
on

slide
number
five.

brought
us
here,
the
biggest
piece,
as
you
all
know,
is
just
there's
a
huge
demand
for
housing,
specifically
affordable
housing
both
in
our
city
but
across
our
country.
Mpha
currently
has
about
8
000
families
on
our
wait
list.
So
that
means
that
there's
8
000
people
out
there
that
are
currently
eligible
for
these
units
that
we're
trying
to
build
the
highest
demand
is
for
two
and
three
bedroom
units.

this
project
is
a
direct
response
of
that
that
demand,
in
addition,
mpha
as
part
of
a
strategic
vision
in
2018,
called
for
the
construction
of
new
units
in
its
portfolio.
So
this
is
a
part
of
that
piece
and
then,
as
part
of
the
site
opportunities,
we
worked
hard
to
identify
to
look
at
all
700
of
our
scatter
site
properties
to
identify
the
sites
with
the
best
suitable
characteristics,
both
from
a
physical
perspective
from
size
and
dimensions,
but
also
from
just
a
practical
perspective,
making
sure
that
they
have
access
to
transit.

high
density
areas
have
access
to
green
spaces,
to
parks,
to
greenways,
as
well
as
access
to
education
and
jobs.
So
we
worked
hard
to
to
find
sites
both
that
are
to
provide
affordable
housing
in
areas
where
it
doesn't
exist,
currently
as
much
in
the
city,
but
also
to
continue
investing
in
areas
where
it
does
so
moving
on
to
slide
number
six.

that's
overall
project

the

sites
that

mentioned,
that
are
the
overall
project,
eight
of
which
are

today's
agenda.

can
see,
these
are
spread
out
across
the
city
of
minneapolis,
which
is
really
exciting

us

be
able
to
provide
all
of
these
units
in
one
project
and
all
the
in
all
these
areas
within
the
city
overall,
there's

different

different
building
types,
there's
a
four
unit
which
is
a
two
story
and
there's
a
six
unit,
which
is
a
three
story
and
the
number
of
units
is
completely
based
on.

produced

each
site

what's
allowed
from
a
zoning
perspective,
but
also
what
physically
the
dimensions
are
of
those
sites.
Ultimately,
overall,
this
project
will
create
26
two
bedrooms
for
families
as
well
as
58
three
bedrooms
as
well.
Construction
is
currently
planned
to
start
in
2022.

on
the
project
we've
done

knocking

single
adjacent

butter
at
the
eight

bulk,

coverage

built
form
overlay
adopted
by

council
in
2021

complies

policies
and
goals
set
by
minneapolis
2040
around
density,
a
number
of
units,
the
intensity
of
the
development,
as
well
as
the
creation
of
additional,
affordable
housing.

desperately
needed
within
our
city.

public
housing
is
consistent
with
the
gold
and
policies
of

2040
plan.
Public
housing
belongs
in
every
neighborhood
and
these
small
scale
buildings
are
appropriate
for

neighborhoods
that
they
will
be

last
thursday.
I
actually,
I
called
juan
torrez
at
the
mpha
to
discuss
some
concerns
that
I
had
read
online
about
some
of
these
homes.

I
learned
that
these
homes
could
be
owned
and
operated
by
mpha
and
was
encouraged
to
learn
that
these
homes
would
be
available
to
our
lowest
income
residents,
those
making
less
than
30
percent
of
area
median
income,
and
also
that
they
would
pay
30
percent
of
their
income
as
rent.
I
also
learned
that
the
existing
residents
of
homes
on
these
sites
would
be
allowed
to
return
to
these
locations
when
construction
was
complete.

Current
residents
have
also
sounds
like
been
included
in
the
design
process,
and
I
believe
these
homes
will
have
all
the
amenities
that
we
expect.
Out
of

any
modern
home

as
central
air
and
heat
in-unit,
laundry

more,

really
think
that
public
housing
residents
deserve
those
things.

support

moved

I'll
keep
my
comments
very
brief.
I'm
calling
to
oppose
this
project
for
a
couple
reasons,
so
I
mentioned
this
earlier
when
I
mistakenly
commented
before
my
time.
So
you
might
recognize
my
voice,
but
mpha
is
currently
involved
in
a
civil
rights
class
action
lawsuit
brought
by
a
public
housing
residents
due
to
their
mistreatment
of
residents
and
also
due
to
the
fact
that
they're
not
in
compliance
with
some
local
and
state
laws.

So
I
think
it's
really
deeply
concerning
to
be
pursuing
this
project,
given
that
that
lawsuit
is
ongoing.
Secondly,
there
is
misinformation
going
around
the
previous
caller
was
participating
in
it
by
describing
this
housing
as
public
housing.
It's
not
public
housing,
it's
affordable,
housing,
which
is
still
great,
but
the
fact
is
is
that
these
projects
will
be
demolishing
currently
existing
public
housing
and
replacing
it
with
affordable
housing.

It's
great
that
he
was
able
to
receive
verbal
commitments
from
mpha
about
what
they
intend
for
these
units,
but
that's
not
the
same
as
legal
documents
and
contracts,
and
the
simple
fact
is
is
that
this
process
has
weakened
the
protections
that
these
houses
used
to
have
and
does
not
guarantee
the
same
levels
of
affordability
for
the
same
period
of
time
that
actual
public
housing
does.

this
reason,
we
are
seeing
an
actual
reduction
in
public
housing
in
minneapolis
and
movement
away
from
public
housing
towards
affordable
housing,
which

more
popular
because
it
allows
for
non-profit
developers
to
make
money
from
it,

the

district,
as
well
as

form
overlay

would
note
here
that
this
property
is
located
about
a
half
a
block

minnehaha
creek.

is
not

shoreline

they

seeking
