call

meeting

april
22nd

to
order,
as
we
begin,
I
will
note
for
the
record
that
this
meeting
has
this
meeting
is
remote
participation
by
commissioners
and
city
staff
is
authorized
under
minnesota
statutes,
section
13d
.021
due
to
the
declared
local
public
health
emergency.

whatever's

I
will
be
talking
about
a
look
at
racial
disparities
in
minneapolis,
public
or
police
department
traffic
stops
and
surges
in
2020..
Now
I
do
have
a
presentation
which
I
provided
to
the
committee
ahead
of
time.
Is
it
the
expectation
that
I
share
my
screen.

So
what
I
did
when
I
looked
at
this
data
was
look
at
all
information
and
all
stops
from
2020,
specifically
narrowed
down
to
moving
violations
and
equipment
violations.
There
are
some
other
types
of
violations
as
well
such
or
other
types
of
stops,
such
as
suspicious
vehicles
or
901
calls
what's
important
about
moving
violations
and
equipment
violations
are
that
they
are
the
stops
in
which
officers
really
didn't.

I
say
black
and
east
african
because
that's
how
the
mpd
dashboard
designates
and
those
are
two
different
categories,
so
I've
added
those
together
from
here
on
out.
I'm
really
just
going
to
refer
to
that
category
as
black
drivers.
You
will
see
that
about
a
quarter
of
those
drivers
that
are
stopped
are
white.

I
compared
that
with
the
percentage
of
the
population
from
the
u.s
census
bureau
estimate
in
2019
of
our
city
in
minneapolis.
So,
as
you
can
see,
the
percentages
are
not
really
matching
what
our
city
population
is.
There
are
obviously
other
races
that
have
been
stopped
by
the
minneapolis
police
department,
but
I
think,
given
the
nature
of
our
discussions
in
the
community
right
now,
the
focus
is
really
on
the
disparities
between
our
black
and
white
residents.

There
is
some
movement,
but
it
mostly
it
mostly
stayed
the
same,
and
my
hope
was
that
after
the
article
first
came
out
in,
maybe
it
was
august
of
last
year
that
we
might
see
some
changes
in
the
percentage
of
races
being
stopped,
but
we
see
that
those
percentages
stayed
mostly
the
same
and
is
is
continuing
to
be
concerning
if
we
could
go
to
the
next
slide.

You
might
be
wondering
well
perhaps
the
reason
that
black
drivers
are
being
searched
is
because
they're
committing
more
crimes,
but
I
have
data
that
shows
that
that's
not
actually
true
the
the
number.
So
what
I
have
here
are
the
dispositions
of
the
outcomes
of
the
calls
I
have
advised
all
okay,
which
is
generally
a
warning.
As
I
read
it
there,
these
drivers
are
leaving
without
citation
they're
leaving
without
being
arrested.

My
read
is
that
these
are
the
drivers
that
nothing
is
actually
found
once
a
search
is
initiated
and
completed.
Booking
is
somebody
that's
arrested
or
taken
into
custody
tagged
as
a
citation
just
like
a
ticket,
and
then
the
person
is
allowed
generally
to
drive
off
on
their
own.
These
numbers
that
I'm
showing
up
on
the
screen
here
are
percentages
of
drivers
within
the
race
group.
So
you
see,
for
example,
from
january
to
may
black
drivers
there
were
691
of
them
that
were
pulled
over
of
those
691
drivers.

50
of
them
were
released
without
any
further
ticket
or
arrest
which
to
me
suggests
half
of
our
driver.
Half
of
our
black
drivers
that
are
being
pulled
over
and
searched,
which
we
already
know
is
a
large
number,
are
not
suffering
well,
they
might
be
suffering
from
police
contact,
but
they
aren't
having
additional
contact
with
the
with
the
court
system
that
is
just
being
being
released,
basically
on
the
side
of
the
road

of
those
drivers
are
booked
into,
presumably
the
hennepin
county
jail.

Nonetheless,
when
you
look
at
the
second
half
of
the
year,
you
can
see
that
the
number
of
drivers
that
are
searched,
as
we
know,
drastically
drops
the
percentage
of
those
that
are
released
without
with
a
warning
also
drops,
but
most
notably,
I
I
found
the
the
statistics
around
white
drivers
in
the
second
half
of
the
year
to
be
really
startling,
because
now
50
of
those
white
drivers
that
were
searched
ended
up
getting
booked
and
only
2
percent
were,
I
would
say,
incorrectly
searched
or
the
officers
didn't
find
anything.
I
guess
I
can't
say
incorrectly
search.

White
drivers
get
into
their
cars
and
to
stop
white
drivers
in
the
city,
but
given
the
fact
that
it
seems
from
the
data
that
equipment
violations
are
more
closely
tied
to
black
and
east
african
residents,
that
more
of
them
are
being
stopped,
more
of
them
are
being
searched.
More
of
them
are
being
released
without
anything
to
some
degree,
it
is
a
level
of
harassment
that
individuals
feel
throughout
throughout
the
city.
So
that
concludes
the
numbers
that
I
have
for
the
committee.

there

in
the
way

a
comment

a
question
about

but
I
did
want
to
kind
of
kick
us
off
here,
real
quick.
First
of
all,
thank
you
so
much
for
this
presentation,
and
probably
more
importantly,
thank
you
for
your
work
in
the
public
defender's
office.
Is
there
a
way
that
we
can,
or
did
you
look
at
precinct
level
breakdown
of
this
information?

So
the
stops
themselves
between,
I
would
say
that
the
numbers
say
between
moving
violations
and
equipment
violations,
so
moving
violations
are
sometimes
not
using
your
blinker
within
100
feet
of
turning
I've
seen
a
fair
number
of
those
stops,
but
it
could
also
be
running
a
red
light,
not
stopping
fully
stopping
past
the
stop
line.
But,
yes,
those
are
those
are
predominantly,
as
I
mentioned
before
those
statistics.
I
can't
remember
the
exact
numbers
from
the
stops,
but
what
I
have
in
the
presentation
about
56.5
percent
of
stops
are
black
and
east
african
drivers.

I
will
recognize
myself

know,
is
there
at
the
opportunity
for
police
officers
or
I'm
not
probably
not
asking
the
right
question,
but
how
do
we
know
the
race?
Is
this
designated
by
the
police
officer
and
if
so,
what
if
they
don't
know
the
race
of
the
individual
they're
stopping.

So
the
the
race
data
comes
in
and
one
of
the
options
is
unknown,
so
they
could
put
unknown.
I
I
don't
actually
know
how
the
data
is
inputted.
I
would
say
it
is
probably
based
on
what
I
am
seeing
so
far
in
the
year,
2020
or
2021.
It's
probably
officer
choosing
to
do
that
or
looking
at
a
driver's
license
and
selecting
the
race
from
from
that
data.

saying
and
no

don't
have
that
the
the
stop
data
the
dashboard
does
not
at
all
have
anything
related
to
complaints.
If
I
wanted
to
or
if
we
wanted
to.
The
data
does
include
incident
numbers
like
the
the
police
report
numbers
and
if
there
are
complaints
that
are
tied
to
incident
numbers,
I
think
that
that's
a
way
that
you
could
see
those
connections,
but
otherwise
I
don't
know
how
you
would
be
able
to
to
run
those
side
by
side.

And
I'm
recognizing
myself
chair
sarah,

just
you
know
in
your
capacity
as
a
public
defender,
if
you,
if
there's
a
citation
or
you're
you're
even
booked
for
a
traffic
related
offense,
I
mean.
Is
that
impactful
to
an
individual,
or
could
you
maybe
speak
just
to
how
that
would
impact
the
individual
being
cited
or
or
charged.

Yes,
two
things:
first,
if
you're
sighted
and
you
are
unable
to
afford
the
ticket
or
that
you're
sighted
through
the
mail
rather
than
on
the
side
of
the
road
and
that
ticket
never
actually
makes
it
to
you
and
you're
not
able
to
know
about
it,
you
will
end
up
with
a
suspended
license
due
to
failure
to
pay
fines.
Once
you
end
up
with
a
suspended
license,
you
get
pulled
over
again
driving
after
suspension,
that's
another
ticket
and
it
continues
to
add
up.

I
have
numerous
clients
that
have
thousands
of
dollars
over
their
head
trying
to
get
a
valid
license
and
they
are
just
unable
to
pull
themselves
out
and
thus
the
cycle
of
poverty
continues.
Do
you
fix
your
car?
Do
you
fix
your
license?
Do
you
pay
for
your
apartment
if
someone's
booked?
That's
a
completely
different
disruption?
D
Obviously,
if
you're
booked
on
a
friday
you're
not
going
to
be
seen
in
court
until
monday,
sometimes
if
you're
booked
on
a
more
serious
offense
you're
in
for
a
little
bit
longer,
depending
on
what
day,
you're
in
and
or
you're
held
in
for
weeks
or
months.
But
if
you,
if
you
actually
are
booked
on
something
and
it's
it
falls
through
or
there
isn't
actually
a
solid
enough
evidence,
you
could
lose
work.
You
could
lose
your
apartment
because
of
that
you
could
you
don't
have
child
care.

I
mean
the
list
goes
on
and
on
about
how
things
affect
these
people,
and
not
only
not
only
is
booking
or
or
getting
citations
like
a
monetary
issue,
but
we
haven't
even
touched
the
psychological
effects
of
being
stopped
by
police,
especially
now
we're
there.
I
have
so
many
clients
share
with
me
the
fear
of
being
stopped
by
police
reactions
when,
when
stopped
by
the
police
are
tense
right
now.

And
if
I
may
chair
sarah,
I
just
well
while
I
we
were
talking,
I
looked
up
the
precinct
numbers
that
commissioner
sylvester
had
asked
about.
I
believe,
and
I
see
in
2020
the
number
of
total
stops
for
black
any
black
and
east
african
drivers
were
significantly
in
the
fourth
precinct
and
I'm
talking
about.
If
there
were
9
360
stops.
Total
2500
of
those
stops
were
black
drivers
in
the
fourth
precinct.

Obviously,
as
you're
probably
aware,
if
there
is
a
warrant,
then
obviously
the
officers
are
able
to
in
more
more
situations
than
not
tow
the
car
search
the
car,
as
well
as
search
the
person
because
they're
being
arrested,
so
there
are
searches
also
that
occur
simply
because
of
of
a
warrant
status
and
you.
You
are
also
probably
aware
that
the
license
plate
is
tied
to
the
registered
owner
of
the
vehicle.

I

to
say

My
name
is

a
former
public
defender

lawrence
attorney
in
minneapolis,
and
I
just
wanted
to
thank
mr
wong
for
this
important
work.
I
know
how
busy
he
is
as
a
public
defender
and
to
put
in
his
free
time
to
do
this
important
work
and
share
this
information
is
just
so
wonderful.
So
thank

mr
wong,
and
thank
you
to
the
subcommittee
for
giving
him
this
platform.

Are
there
any
other
questions
from
the
commissioners
or
discussion
to
this
presentation?
I
do
have
one
discussion
item
if
no
one
else
has
anything
to
bring
up
very
well,
I
will
I
will
share
my
thoughts
with
the
group
in
in
look
and
hearing
these,
these
staggering
statistics
from
mr
wong
and
actually
reading
about
them
last
year
and
then
revisiting
them
now.
It
strikes
me
that
the
city
really
has
to
take
some
action.
B
It
it's
my
personal
opinion
that
we
can't
just
kind
of
ignore
it
or
push
it
aside,
that
we
really
must
do
something,
and
so
recognizing
that
this
is
an
advisory
commission.
Nevertheless,
I
I
have
some
proposals
for
advice
that
we
could
give
to
the
city
council
or
to
the
mayor.
I
see
some
options
for
us.
One
is
just
to
do
nothing
which
I
personally
dislike.

Another
would
be
just
to
ban
traffic
stops
all
together,
which
is
obviously
you
know.
The
extreme
another
option
would
be
a
moratorium
that
the
minneapolis
police
department
stopped.
All
traffic
stops
until
they
have
a
plan
to
address
these
just
incredibly
staggering
racial
inequities
and
another
option
on
the
table
is
that
the
city
through
the
mayor
or
through
the
chief
of
police
could
voluntarily
adopt
a
bill.
That's
currently
been
passed
by
the
house
and
it
will
be
presented
to
the
senate.

That
bans
or
excuse
me
limits
precious
secondary
stops
for
these
limited
issues
around.
You
know
the
equipment
violations
like
the
license
plate
light
and
that
kind
of
thing,
and
it
only
allows
those
kind
of
stops
in
very
limited
circumstances
and
it
doesn't
allow
for
citations
unless
other
other
circumstances
are
present.

So,
even
though
we
cannot
influence
state
law,
I
mean
the
city
could
adopt
that
practice
itself.
You
know
without
waiting
for
it
to
pass
the
senate,
if
that's
something
the
city
wanted
to
do
so.
Those
are
some
ideas
I
had.
I
would
just
like
to
present
them
to
my
subcommittee
colleagues
and
invite
your
thoughts.

I
guess
I'll
go
first.
I
I
agree
that
something
definitely
needs
to
be
done.
I
I
I
I
don't
necessarily
you
know
as
a
resident
of
the
fourth
precinct.
I
don't
necessarily
love
the
idea
of
banning
all
stops.
You
know
we
live
very
close
to
west
broadway
and
for
many
people,
west
broadway
is
both
a
local
street
and
you
know
a
state
highway
and
is
treated
as
such
from
94
all
the
way
into
robbinsdale.

Right,
like
that's
a
safety
hazard
but
criminalizing
poverty
doesn't
get
us
absolutely
anywhere.
You
know
what
I
mean,
so
there
has
to
be
a
balance
between
this.
My
city,
councilor.
Thankfully,
philippe
cunningham
is
working
on
some
pretty
interesting
pilot
projects
about
alternative
traffic
enforcement.
I
think
they're
getting
there.

Yeah,
I
would
be
interested
in
looking
at
specifically
the
fourth
precinct
on
like
what
we
could
do
around
equipment
violations.
I
do
agree
with
commissioner
sylvester
is,
I
don't
feel
credible
just
completely
abolishing
traffic
stops
because,
like
I
think
like
there
are
like
some
reasons
on
why
those
happen
but
yeah.
I
am
really
interested
in
this.

Just
a
complete
ban
is
you
know,
that's
obviously
an
extreme
position
just
to
address
one
point
that
commissioner
sylvester
made
that
that
the
the
bill
that
was
passed
in
the
house,
which
is
vehicle
equipment
secondary
offenses
it
would,
it
would
still
allow
traffic
stops
for
something
that
puts
a
human
life
in
danger
like
having
a
garbage
bag
over
your
windows,
so
that
you
cannot
see
out
your
window.
That
would
still
be
permissible
under
under
the
proposal.

What
would
be
prohibited
is
a
stop
based
only
on
something
dangling
from
your
rear
view,
mirror,
which
is
not
an
issue
or
let's
see
the
light
over
the
license
plate,
or
you
know
things
of
that
nature,
and
so
I
guess
what
I
see
is
sort
of
a
middle
ground
that
is
reasonable
to
all
the
different
concerns
you
know.
Bikers
pedestrians,
drivers,
people
of
color,
being
targeted
and
harassed,
is
to
suggest
that
the
city
follow
voluntarily.

know
elect
to
follow
this,
this
bill
that
has
passed
the
house
and
will
be
before
the
senate.
You
know
they
already
did
the
research,
they
already
wrote
it
up,
they
already
put
in
the
appropriate
limitations
and
so
forth.
So
I
I
would
like
to
to
make
a
motion
to
the
group
that
we
bring
that
to
the
full
commission
for
consideration
and
discussion
to
to
offer
advice
to
the
mayor
and
the
chief
of
police
who
voluntarily
about
that.

I
there's
a
document
that
maybe
you
got
and
I
don't
a
one-pager
and
I
would
like
to
get
it
shared
so
that
we
can
have
that
up
there
and
before
I
go
kind
of
go
through
this
a
little
bit
though
I

want

say
why
I'm
doing
this
and
why
I'm
bringing
it
to
you.
I
guess
I
think
one
reason
why
I'm
doing
it
is
because
now
there
seems
to
be
more
interest
in
doing
it.

I
will
tell
you
that
back
in
2012,
I
think
it
was
when
the
ordinance
was
amended
and
we
kind
of
removed
the
civilian
review
authority
and
created
this
commission.
I
didn't
support
the
way
that
was
designed.
I
was
one
of
the
votes
against
it:
a
big
minority
of
votes.
I
think
there
were
only
two
of
us,
maybe
for
a
lot
of
different
reasons
and
one
of
the
reasons
had
to
do
with
such
a
close
partnership
with
the
police
department,
especially
in
terms
of
the
review
panels
of
compliance.

We
see
in
other
places
that
the
discipline
rate
is
higher
there.
I
know
there
were
two
federal
consent:
decrees
over
cities
in
seattle.
It's
it's
a
roughly
20
percent
of
citizen
and
internal
misconduct.
Complaints
are
disciplined
and
in
new
orleans,
it's
14
and
if
it's
internal,
it's
actually
15
53
get
disciplined
and
people
have
raised
that
concern
a
lot
and
there's
lots
of
concerns
about
the
oversight
system
we
have
now
and
in
the
state
of
minnesota
and
there's
lots
of
state
laws
that
are
also
getting
in
our
way.
H
H
and
I
suppose
we
could
say
that's,
maybe
appropriate
and
justified,
because
they
aren't,
you
know
they
shouldn't,
but
actually
many
more
were
sustained
and
there
are
issues
with
the
whole
system.
So
I
decided
to
dig
into
this
and
I
actually
had
the
help
of
abigail
sarah
who's.
Give
me
some
advice
on
this.
I've
also
met
with
civil
rights
staff.
I've
met
with
two
former
members
of
the
civilian
review
authority,
including
the
first
chair
of
the
authority,
michael
friedman
and
dave.
Bicking
is
somebody
who
I
also
talked
to.
H
I
saw
him
here
earlier
commenting
on
that
and
what
I
have
right
now
is
a
framework
now.
My
intention
is
to
go
and
look
at
the
chapter
and
make
amendments
to
it
not
to
rewrite
the
whole
ordinance,
but,
but
sometimes
once
I
get
started,
the
city
attorney
even
comes
back
and
says:
let's
just
redo
the
whole
thing
so
we'll
see
where
that
goes.

I
consider
this
such
a
big
and
important
issue
right
now
that
we
really
need
to
do
more
outreach
and
have
more
community
input
more
engagement
over
more
eyes
on
this,
so
that
we
can
make
the
most
of
it.
I'll,
also
note
that
this
is
going
on.
Well,
we
have
a
state
investigation
and
I'm
thinking
we're
going
to
hear
back
from
this
investigation
from
the
human
rights
department
recommendations
about
how
we
could
change
this
too.

Now
we
also
learned
today
that
we
have
a
federal
investigation
coming
in,
and
so
there
may
be
some
input
there
and
whether
or
not
we
can
line
those
all
up
and
it's
in
the
right
kind
of
timing
for
these
amendments
or
not
we'll
have
to
wait
and
see,
but
I
just
wanted
to
make
sure
to
call
that
out
then
some
of
the
basic
things
that
I'm
doing
and
you
can
see
on
the
sheet.
One
of
the
first
things
I
want
to
do
is
kind
of
elevate.
H
The
police
conduct
oversight,
commission,
and
I
mean
that
literally
in
the
ordinance
right
now,
it
comes
way
down
in
the
ordinance,
and
I
want
to
put
this
section
first
and
I
want
to
have
the
police
conduct
oversight
commission
kind
of
having
over
overseeing
also
the
rest
of
what
these
reviews
happen.
So
you'll
notice
here,
if
you
look
through
the
list.

Commission
members,
in
fact,
I
would
like
there
to
be
at
least
three
on
it
and
that
they
end
up
being
the
chairs
of
the
review
panels
and
you'll.
I
think
see
that
later
in
this
I
I
know
that
you
review
summary
information
now
from
investigations
and
review
panels,
but
I'd
like
you
to
have
better
access
and
more
access
and
I'm
not
really
sure
what
kind
of
information
you
get
in
those
summaries.
How
aggregated
it
all
is
I'd
like
you
to
have
access
to
investigative
files.

If
you
want
and
if
necessary,
the
redactions
can
be
there.
I'd
like
the
commissioners
to
be
able
to
attend
as
observers
on
the
panels
if
they
want
to
I'm
not
sure
if
you've
ever
requested
that
and
if
you
can
now,
but
it's
I'm
not
in
the
ordinance.
I
and
I
think
that
this
issue
the
next
one
has
to
do
with
coaching,
and
this
is
something
we
really
need
to
dig
into,
and
we
also
may
have
to
have
some.
I
don't
know
what
some
legislative
action
at
the
state.

was
going
to
say
some
battles
with
the
state
legislature,
but
it's
not
neces
some
action
to
help
us,
but
we'll
see
where
we
can
go
with
this.
I
would
like
to
push
the
limits
of
it.
I
think
we
could
be
really
clear
what
coaching
actually
means
and
when
coaching
might
turn
into
discipline,
if
they're
saying
it
can't
be
disciplined
and
we
keep
seeing
that
and
while
we're
on
that
I'll.

The
defining
discipline
is
a
key
part.
I
want
to
highlight,
because
I
think
it's
really
important,
that
we
do
that
in
the
ordinance
and
I
want
to
require,
to
the
greatest
extent
possible,
that
all
sustained
complaints
must
be
disciplined
and
we'll
see
what
that's
going
to
be
problematic.
So
that's
why
I
put
in
the
greatest
extent
possible,
but
I
think
there
should
be
an
expectation
that
there's
some
form
of
discipline
for
sustained
complaints.

would
probably
like
that
to
be
even
stronger
than
we'll
find
we
can
allow.
The
next
piece
is
establishing
a
division
of
police
oversight,
which
is
similar
to
what
we
have
now
in
the
civil
rights
department,
and
I'm
I'm
please.
The
office
of
police
conduct,
review
opcr
doesn't
have
the
same
kind
of
confidence.

In
fact,
what
I
want
to
do
here
is
give
it
extra
work,
and
so
we
could,
if
I'm
I'm,
proposing
that,
maybe
we
rename
it
as
a
division
of
police
oversight,
but
the
name
isn't
that
important
to
me,
but
its
effectiveness
is
very
important
to
me
and
I
outlined
some
of
its
duties
here
and
one
the
first
one
is
what
it's
doing
now
to
staff
the
police
conduct
oversight.
Commission
and
the
review
panels,
although
I
also
see
that
you're
staffed
very
heavily
by
the
clerk's
office.
Thank

I
think
that's
really
important.
I
also
want
them
to
establish
kind
of
three
new
things
that
they
would
do.
These
are
three
new
bodies
of
work.
I
think
maybe
the
civil
rights
department
has
dabbled
into
some
of
this
a
little
bit
now.
There's
a
ketamine
report
that
they
did
a
while
ago,
which
was
some
really
good
investigations,
which
was
maybe
a
little
bit
similar
to
some
of
these,
but
one
is
to
establish
a
system
to
assist
with
background
checks
of
potential
peace
officers
before
hiring.

We
have
a
lot
of
flexibility
with
hiring
before
we
hire
and
I
think
we
have
to
do
a
better
job
and
I
think
it
would
help
us
to
have
some
investigating
particularly
trying

assess
implicit
or
explicit
biases
and
other
concerns
that
could
interfere
with
their
ability
to
work
in
minneapolis,
and
if
we
can
make
sure
that
the
hiring
decision
makers
get
that
kind
of
information.
It
could
be
very,
very
helpful.

So
that's
one
piece,
I'd
like
them
to
work
on
and,
of
course,
they'd
have
to
help
develop
what
they
were
actually
looking
for
and
how
to
interpret
it.
The
second
piece
is
to
implement
something:
that's
had
variety
of
different
names,
an
early
warning
system.
We
used
to
call
it
an
early
intervention
system,
it's
been
called,
but
some
way
to
do
performance,
reviews
regularly
of
police
officers
or
peace
officers
who
are
licensed.
So
we
can
identify
those
that
might
need
some
extra
training,
maybe
some
special
assignments,
maybe
some
restricted
work
and
maybe
some
directions.

I
don't
know
if
you
can
hear
that
so
there
it
seems
to
okay,
so
that
I
think
is
important
and
that
will
also
have
to
be
defined
to
me,
I'm
thinking
of
it
as
more
than
some
software
program
that
would
make
these
alerts
as
data
got
entered.
It
would
actually
be
reviewing
information,
reviewing
complaints
and
those
kinds
of
things,
and
I
think
the
civil
rights
department
has
the
capacity
to
do
that
now
and
do
it
in
a
way
that
honors
all
the
privacy
that
it
should
and
would
keep
that
information
private.

The
third
thing
that
is
a
little
different,
would
be
establish
and
maintain
a
system
for
conduct
conducting
use
of
force
reviews.
I
think
this
could
be
very
helpful
and
it's
been
called
out
in
a
few
other
areas.
I
know
that
internal
according
to
what
I've
been
told
from
city
staff,
internal
affairs
does
these
fairly
regularly.

Now
this
could
potentially
be
employees
and
attorneys
within
the
civil
rights
department.
I'm
open
to
that
as
well.
But
this
is
the
way
it's
worded
in
the
framework
right
now
and
maybe
having
outside
counsel
would
be
better.
But
I
think
there
can
be
kind
of
a
conflict
of
interest,
and
I
just
want
to
say
to
all
of
you
that
I
think
a
lot
of
us
have
unwittingly
and
sometimes
trying
to
do
the
best.

One
of
the
things
that's
happened
with
a
lot
of
our
complaints,
especially
when
we
were
relying
on
coaching.
It's
kept
all
the
information,
private
and
that's
just
kind
of
helping.
I
think,
strengthen
this
blue
wall
of
silence
and
and
am
concerned
that
coaching
has
become
a
tool
and
other
things
have
become
tools
for
just
keeping
things
hidden,
and
I
think
we
need
to
just
shine
the
light
on
what's
going
on
and
as
much
as
we
possibly
can
and
open
the
doors.

I
just
want
to
talk
a
little
bit
about
the
panels
and
I'm
sorry,
if
I'm
rambling
too
long
and
then
one
idea
at
the
end
that
isn't
quite
fully
maybe
finished,
but
it
has
some
potential,
so
the
review
panels
would
be
set
up
much
as
they
are
now
and
I'm
not
necessarily
thinking
these
have
to
be
the
numbers.
But
I
want
to
have
a
framework
to
put
out
there
so
the
up
to
nine
members,
and
maybe
we
think
it
should
be
more
if
they're
going
to
be
doing
more
work.

I
would
like
at
least
three
of
them
to
be
from
the
oversight
commission
to
and
be
appointed
to
the
panel.
I
think
it
should
be
open
to
all
minneapolis
residents
who
are
not
employees
of
the
city.
I
also
think
that
current
or
former
sworn
mpd
police
officers
shouldn't
be
serving
on
the
review
panels.
As
I've
said
earlier,
you
can
look
at
these
details
too.
I
don't
think
there's
that
many
dramatic
changes.
I
am
interested
in
trying
to
push
the
panels,
though,
to
maybe
have
access
to
more
information.

Could
you
go
out
investigator
and
staff
and
have
another
interview
and
ask
some
additional
questions?
I
think
there
may
be
benefits
and
I'm
proposing
in
this
framework
that
they
are
able
to
review
evidence,
including
camera
footage
and
other
things,
and
also
have
witnesses
or
complaints
come
in
to
talk.

I
guess
because
the
mayor
is
the
one
that's
responsible
for
discipline
and-
and
you
can
certainly
see
the
recommendations
he
or
she
and
send
them
right
to
the
chief
or
some
other
entities
within
the
department
as
he
or
she
sees
fit
to
help
finish
the
recommendation
about
it,
but
I
think
it
would
be
really
good
if
mayors
see
this
and
get
that
recommendation,
I
also
want
complaints
to
be
anonymous.
It's
a
little
unclear
to
me
if
they
can
be
now.

Typically,
people
are
required
to
sign
a
complaint
before
it
will
be
considered
complete
and
taken
in.
I
think
we
need
to
have
room
for
anonymous
complaints.
I
know
people
will
be
worried
about
frivolous
complaints,
but
investigators
can
be
responsible
for
trying
to
investigate
those
just
like
they
would
a
signed
complaint
to
find
out
what
kind
of
you
know
merit
it
has
and
if
they
can
substantiate
it.

Need
to
do
get
better
at
that,
and
I
know
we're
trying
to
now.
The
last
thing
offers
an
alternative,
and
this
doesn't
necessarily
make
much
sense
unless
we're
already
in
agreement
that
discipline
of
all
sustained
complaints
is
going
to
happen.
But
this
offers
some
leverage,
and
maybe
it
could
only
be
something
that
could
be
offered
at
a
lower
level
kind
of
a
offense
complaint.

If
everybody
agreed
to
it,
it
wouldn't
be
a
mediation,
but
it
would
be
a
restorative
justice
process
and
if
discipline
of
all
sustained
complaints
was
there,
this
would
give
an
incentive
of
officers
to
accept
this
option
and
it
actually
there's
some
hope
that
it
could
actually
lead
for
some
more.
You
know:
transfer
transformation
and
education
by
going
through
this
process,
understanding
a
little
bit
better,
that
oh
yeah
swearing
like
that.

Isn't
product
or
that's
just
an
example-
isn't
productive
and
wasn't
helpful,
and
I
now
understand
how
it
actually
harmed
somebody
and
and
hurt
the
relationship
and
my
ability
to
be
effective
and
I'm
going
to
change
in
that.
Those
kinds
of
things,
so
that's
an
idea
out
there
and
that's
I,
I
guess
I'll.
Let
you
know
that
I'm
planning
on
taking
this
framework
and
sharing
it
more
broadly.

would
also
like
to
do
a
larger
community
engagement
meeting
and
and
quite
frankly,
I
would
be
interested
in
seeing
if
the
commission
would
like
to
or
maybe
even
do
a
couple.
I
know
in
the
past,
when
we
had
a,
we
were
able
to
have
a
very
robust
conversation
about
tasers,
for
example,
and
this
was
a
long
time
ago
there
was
at
least
a
north
side
and
a
southside
community
meeting
and
I'm
not
quite
sure
how
we'll
do
community
meetings
in
this
day
and
age
in
the
pandemic.

They
could
be
virtual
and
maybe
that
geographic,
it.
You
know,
geography
isn't
as
important,
but
nevertheless
I'm
planning
on
doing
one
at
the
end
of
may,
which
will
no
doubt
be
virtual
zoom
meeting,
and
if
the
commission
had
time
and
wanted
to
co
sponsor
and
facilitate
that
that
would
be
fantastic.
I
know
that
the
department
civil
rights
director
is
committed
to
being
there
to
listen
and
I'd
like
other
folks
to
come
and
listen
and
and
be
part
of
it
in
that
way
too.

pounds

beef

sandwich

we're

seeing,

it's

very
attractive
for

commission

look
at
because
of
this
grandiose
complaint
about
a
gun

put

somebody's
head.
But
at
the
end
the
only
thing
the
investigators
found
was
that
one
person
didn't
turn
their
camera
on
within
the
appropriate
time
and
which
leaves,
unfortunately,
this
huge
gap
for
interpretation.

huge
fan
of
restorative
justice
practices.
I
think
that
is
something
that
we
can
really
latch
on
to
in
the
city.
I
in
my
day,
job
I'm
a
paramedic
with
hcmc
and
I'm
currently
going
through
a
restorative
justice
practice
with
a
a
person
that
pulled
a
knife
on
me
and
it
has
just
like
completely
turned
the
it's
completely
turned
the
whole
experience
around
for
me
right.

This
restorative
justice
process
has
been
incredibly
helpful,
so
anything
that
we
can
do
to
support
that.
I
would
love
third,
the
community
meeting
chair
sierra
and
I
were
even
talking
about
this
the
other
day
we
get
a
a
small,
a
small
stipend
for
being
on
this
commission.
Whatever-
and
I
I
know
a
number
of
my
fellow
commissioners
just
haven't
really
even
filled
out
the
paperwork
kind
of
accept
that,
and
I
think
we
even
talked
about
august,
maybe
putting
together
a
community
meeting
in
a
park.

working
with
city
staff
to
get
that
broadcast
online,
but
having
a
meeting
in
a
park
where
we
could
invite
people
in.
We
could
use
that
some
of
that
money
that
that
clearly
me
and
maybe
others
aren't
claiming
to
buy
some
food,
I'm
thinking
about
maybe
hiring
like
a
local,
barbecue,
aficionado
and
really
kind
of
throwing
a
large
barbecue
in
a
park
and
invite
people
in
as
a
restorative
justice
process
to
give
public
comment
on
this
initiative
or
traffic
stops
or
whatever
people
want
to
come.

proponent

healing

those
conversations

like,
is
there
like
a
reason
on
why
it's
not
gonna
be
like
a
mediation
process
like
what
does
that
look
like.

my
understanding-
and
I
got
this
advice
from
a
lawyer-
I
think,
maybe
retired-
that
you
didn't
want
to
call
it
mediation,
because
sometimes
when
it's
mediation,
that
means
somebody
listens
to
both
sides,
and
that
makes
a
decision.
So
we
wanted
to
call
it
restorative
justice
because
that
made
it
seem
like
it's
a
process
that
both
people
buy
into.

think
that's
the
whole
plan
and,
as
and
as
I
said,
it's
kind
of
a
little
bit
half-baked
at
this
point
and
that's
a
whole
would
be
a
whole
new
section
of
the
ordinance
that
we'd

But
I
I
think
at
least
that's
what
I
think
michael
was
thinking
of
that
calling
it
mediation
will
make
people
think
it's
more
of
a
legal
process,
and
it
can't
just
be
that.
