The
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.
This
meeting
is
public
and
subject
to
the
minnesota
open
meeting
law.
At
this
time,
I
will
call
the
meeting
to
order
clerk.
Will
you
please
call
the
rule
to
verify
a
quorum.
B
E
C
And
one
more
time,
commissioner,
baxley,
are
you
with
us.
A
All
right
we
have
a
quorum,
so
next
we
will
proceed
to
the
agenda,
a
copy
of
which
was
posted
for
public
access
to
the
city's
legislative
information
management
system,
which
is
available
at
limbs.minneapolismn.gov.
A
Commissioner
mcguire,
second,
all
right:
we
have
a
motion
and
a
second
clerk.
Will
you
please
call
the
roll
on
the
motion.
I
I
J
I
I
am
here,
but
I
don't
know
what
the
motion's
on
so
I'll
abstain
on
that
one,
because
I
just
joined.
Thank
you.
Wonderful
all
right.
So.
A
A
Commissioner
mcguire,
oh
second,
all
right,
we
have
a
motion
and
a
second.
If
there's
no
discussion
clerk,
please
call
the
roll
for
the
motion.
I
E
E
A
All
right,
our
next
item
is
our
only
item
tonight.
It's
our
a
discussion
item
and
it
is
number
four
satori
apartments,
tiff
district
plan,
west
broadway
and
bryant
avenue.
North
and
staff
is
brianne
golding.
K
Good
evening,
commissioners,
my
name
is
bree
golding
and
I'm
a
senior
planner
in
the
long
range
planning
division
in
cped,
and
I
am
presenting
the
satori
apartments,
which
is
seeking
approval
for
their
district
tif
plan.
The
plan
is
to
help
finance
112
units
apartment
building,
which
is
nine
parcels
on
the
intersection
of
west
broadway
and
bryant
avenue
north
in
the
north
near
north
neighborhood.
K
The
six
story
mixed
use
building
is
in
compliance
with
the
minneapolis
2040
plan.
The
built
form
is
corridor,
six,
so
they're
maximizing
that
which
is
a
good
thing
and
it's
land
use,
is
corridor,
mixed
use
and
so
they're
planning
on
having
the
112
units
on
top
with
commercial
at
and
retail.
On
the
bottom
floor,
and
with
that,
we
we
are
recommending
approving
the
tif
plan.
A
Okay,
commissioners,
any
comments
or
questions
discussion.
A
I
have
a
question:
oh
there
they
all
come
in
we'll.
Let
commissioner
mcguire
go.
L
Thank
you.
Sorry,
my
camera's
just
a
little
glitchy,
so
my
question
is
if
this
tonight,
if
this
review
is
also
meant
to
act
towards
site
plan
review
or
if
it's
just
for
the
tiff
discussion,
so
I
wanted
to
know
if
staff
wanted
comments
on
the
building,
the
design
that
type
of
thing
or
just
the
the
tiff
tonight.
So
if
I
could
just
get
clarification,
that
would
be
great.
Thank
you.
Yes,.
A
All
right,
commissioner,
smiley
go
ahead.
Yeah.
H
Thanks,
thank
you
bri.
I
just
have
a
quick
question
related
to
the
duration
of
this
tiff
district,
which
I
think,
if
I
remember
correctly,
says
it's
going
to
the
maximum
of
26
years
and
then
just
kind
of
wondering
what
will
happen
after
that,
and
also
how
or
if
the
residents
at
that
point
will
be
impacted
when
the
duration
of
the
tif
is
over.
H
K
Tiffany
glasper
who's,
the
residential
housing
coordinator,
can
answer
the
other
part.
So
after
the
26
years,
obviously
they
are
going
to
have
to
start
paying
taxes
on
it.
How
that
affects
the
residents
tiffany
would
know.
K
So
I
can
definitely
forward
that
question
to
her
and
she
can
email
I'm
guessing
the
best
way
to
do.
It
is
just
the
entire
commission,
or
I
can
do
it
directly
to
you,
either
order.
H
I
guess
if
others
may
be
interested
in
the
answer
to
that
question
too.
So
I
think
if
you
can
and
email
it
to
everyone,
not
breaking
any
open
meeting
law
situation,
I
think
that's
fine.
H
M
A
Ago,
okay,
thanks
for
that
kimberly,
we
have
a
question
from
commissioner
ford.
E
Thank
you
two
questions.
Well,
one
question:
I
get
two
two.
First
of
all,
you
said
that
when
the
26
years
is
up,
then
they'll
be
be
paying
full
taxes,
aren't
they
paying
full
taxes
the
whole
time,
but
some
of
that
money
is
going
in
for
a
particular
purpose.
K
E
Sure
the
well
yeah
my
understanding
and
we'll
have
to
ask
unless
tiff
has
changed
the
person,
the
the
taxpayer
is
still
paying
the
full
taxes,
but
some
portion
of
it
is
going
back
in
effect
to
his
or
her
benefit
in
the
tif.
But
eventually,
when
the
tip
just
explain
expires,
then
the
full
amount
of
the
taxes
goes
to
the
various
goes
to
the
to
the
city's
general
fund.
Well,
maybe
maybe
this
second
question
is
for
tiffany
too,
and
that
is
so.
What
is
the
tif
subsidy
being
used
for
in
this
particular
project?.
M
A
Okay,
well,
I'm
not
seeing
any
other
comments
or
questions
so
brie.
I
hope
that
was
the
feedback
you
needed.
Yeah.
Okay,
I'm
used.
A
A
All
right,
commissioners,
any
thing
you
need
to
any
matters
that
need
to
come
before
us
before
we
adjourn
for
the
evening.
I
A
Yeah,
I
believe
this
was
just
a
discussion
item.
Okay,
someone
can
correct
me
if
I'm
wrong
all
right.
So
we've
completed
all
the
items
on
the
agenda
and
if
there's
no
objection,
I
will
declare
this
meeting
adjourned.
