From YouTube: March 15, 2021 Northside Green Zone Task Force
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
All
right
so
welcome
everyone
to
the
march
15th
special
board
and
commission
meeting
for
the
northside
green
zone
task
force.
I
am
kelly
mullman.
I
am
going
to
start
us
off
with
some
roll
call
vanessa.
Just
a
heads
up.
There
is
some
background
noise
on
your
end.
Oh
I'm.
Sorry,
no
you're
good,
all
right!
So
let
me
start
with
so
I'll
say:
everybody's
name
just
say
if
you
are
here,
if
you
are
present
georgian.
C
D
F
D
A
A
A
A
I'm
here,
thank
you,
leslie.
A
A
A
All
right,
so
that
makes
a
quorum
and
we
can
officially
kick
off
the
meeting.
H
First,
off
with
any
of
the
new
leadership
members
want
to
run
the
meeting.
Are
you
okay
with
that
me
taking
us
through
this
quick
reading.
H
C
H
It's
nothing
but
reviewing
three
letters
and
decide
another
three
letters
which
one
we
want
to
send
and
then
the
agreement
to
send
the
letter
for
the
fruit
trees.
B
H
According
to
I'm
sorry,
yeah,
the
acceptance
of
the
menace
is
after
the
agenda.
H
H
B
H
H
C
J
A
A
F
C
H
Is
so
next
on?
The
agenda
is
the
minute
from
the
second,
a
law
school
come
back
here,
come
on.
I
H
A
Yes,
ma'am
all
right,
starting
again
with
georgian.
B
J
K
A
L
J
I
A
L
A
C
H
It
is
so.
The
next
agenda
item
is
the
three
letters
that
we
are
writing
to
the
city
about
the
upper
harbor
terminal.
Did
everyone
get
a
chance
to
read
them
ahead
of
time.
H
C
H
H
If
you
look
at
the
the
email
that
you
got
from
miss
kelly,
what
was
this
today
earlier
today
was
yesterday
yesterday
we
got
them
and
in
there
you'll
see
on
the
discussion
on
the
agenda
on
the
discussion.
You
see
common
letter
on
upper
harbor
terminal.
U
a!
U
a
r
scoping
document
and
then
you
see
version
one
version,
two
and
version
three.
B
Yes,
I
see
that,
but
kelly,
could
you
clarify
which
one
is
virgin?
One
version
one?
Is
it
the
march
eighth
one?
Is
it
the
march
11th?
There
are
two
of
them.
A
Yep
version
one
is
the
march
8th
letter
and
I
wonder.
A
E
A
That
roxanne,
michelle
leslie
and
lynnae
were
the
primary
authors
for
the
three
letters.
So
I
would
vanessa,
if
you're
all
right
with
it,
maybe
if
they
could
provide
a
little
overview.
K
I
I'm
not,
and
this
is
leslie-
I
want
roxanne
to
point
out
the
differences
because
she
spent
a
lot
of
time
more
than
I
did,
because
I
just
started
a
job,
and
this
was
her
ideal.
I
support
her.
I
want
to
say
this
before
we
went
into
discussion
with
this
letter
and
we
broke.
K
I
didn't
understand
the
whole
just
of
the
letter
and
why
it
was
not
inc.
Green
zone
wasn't
included
later
after
doing
a
thorough
investigation.
I
found
out
that
several
members
of
the
green
zone
was
not
recepted
to
the
upper
terminal
and
I
feel
unjust.
I
feel
that
it
should
have
been
known
bef,
while
this
discussion
was
going
on
in
our
last
meeting,
who
was
opposed
of
it
and
that
would
have
saved
me
a
lot
of
time.
K
I
understand
people
wanted
different
projects
and
things
like
that.
We're
moving
forward,
hopefully
with
this
project,
and
I
feel
that
people
should
have
been
honest.
I
look
at
this
group
of
being
honest
with
each
other
and
upright.
I
want
to
also
say
this
to
you:
vanessa,
not
out
of
spite
or
to
put
you
on
blast,
but
when
you
did
reveal
that
you
were
on
the
cpap
and
that
you
didn't
say
anything
and
didn't
report
back
to
the
group,
I
thought
that
was
kind
of
like
a
blow.
K
I
feel
that
this
group
is
supposed
to
up
hold
and
be
honest
to
represent
the
north
side.
That's
why
you
this
committee,
put
together
the
definition
of
community
and
community,
is
working
within
and
not
against.
I'm
a
strong
believer
of
education
and
keeping
everybody
informed
on
the
same
page.
K
I
didn't
want
to
go
into
a
tangent
of
yelling
or
putting
my
anger
reviews
into
this
letter,
but
I'm
more
angry
at
the
members
of
not
being
honest
and
exposing
themselves
and
their
trueness
about
this
whole
thing
before
we
went
and
they
spent
tedious
hour
me
spending
hours
of
finding
out
and
talking
to
other
people
in
the
community,
and
I
just
want
to
say
that
and
so
moving
forward.
I
hope
people
can
be
honest
and
be
transparent,
because
I
am,
I
have
nothing
to
hide
my
agenda
of
anything.
So
please
moving
forward.
K
Please
keep
yourself
transparent
in
this
in
this
group
and
any
information
that
you
might
be
opposed
of.
That's
brought
up,
please
let
it
be
known
and
that's
only
honest
that
we
can
deal
with
this
either.
You
were
against
it
or
not,
and
we
just
deal
with
it
as
we
vote
and
and
there's
no
harm
or
no
shame
calling
because
everybody
is
has
a
right
to
their
opinions,
their
thoughts
and
their
feelings.
K
But
I
feel
that
it
should
have
been
part
to
the
table
and
I
shouldn't
had
to
find
out
through
me
being
in
other
groups
and
other
people
in
the
community,
and
that
being
said,
we're
going
to
move
forward
with
these
letters.
I
want
to
thank
roxanne
and,
and
michelle
and
lynne
for
working
on
this.
I
want
to
thank
kelly
for
setting
up
the
meetings,
and
I
appreciate
the
rest
of
the
group
and
moving
forward
with
that.
K
H
And
to
piggyback
on
what
you
said,
I
have
been
honest
with
this
group
from
the
very
beginning
before
I
was
on
the
sea
peps,
I
was
on
this
group
before
the
sea
pass
and
when
the
group
asked
me
to
go
before
the
cpap
committee
and
ask
them
why,
when
are
they
going
to
have
the
meeting?
I
did
everything
that
I
was
instructed
to
do
by
the
green
zone
committee,
so
I
have
not
been
dishonest
in
anything.
I'm
a
god-fearing
woman,
I
believe
honesty
is
the
best
policy
sweetheart.
H
K
H
H
D
Awesome
moving
forward
moving
forward.
I
just
want
to
say
I
know
everybody's
a
little
tense
right
now,
including
myself,
but
I
feel
like
we
do
need
to
move
forward
and
next
time,
if
there's
an
issue
or
a
belief
that
somebody's
being
dishonest
I've
learned
over
in
life
that
it's
really
hard
to
like
just
even
every
other
day.
D
Sometimes
I
have
issues
where
I
have
an
issue
with
somebody
and
if
I
bring
it
up
in
front
of
other
people,
it
just
blows
up
as
opposed
to
like
me,
bringing
it
up
with
them
privately
at
first
and
then,
if
that
doesn't
work,
then
you
go
to
the
group,
and
so
I
would
just
say
that
please
y'all,
we
don't
have
that
much
time.
D
I
hope
that
y'all
can
talk
after
this
meeting
and
as
far
as
what,
as
far
as
this
letter,
I'm
not
going
to
point
out
any
details
because,
first
of
all
the
letter
is
ex
self-explanatory.
D
I'm
down
for
somebody
else
had
a
suggestion
of.
Should
we
just
read
the
letters
I'm
down
to
that?
I
don't
think
we
should
necessarily
say
this
letter
is
michelle's.
The
sweater
is
rock
stands.
This
letter
is
leslie,
you
know,
I
think
we
should
just
read
each
letter
and
then
I'm
not
on
microsoft.
Right
now,
I'm
on
a
I
called
through
the
phone
line,
because
my
phone
is
janky
and
cheap.
D
D
Well,
I
can't
even
you
know
I
want
if
somebody
could
read
each
letter
and
then,
let's
discuss,
you
know,
discuss
them
as
one
two
three
you
know
and
four.
G
Yeah
before
we
read,
I
just
wanted
to
ask
ms
lilly:
did
davis
carter
had
their
head
up
at
some
point?
I
don't
know
if
they
wanted
to
say
anything
before
we
start.
L
Sorry
this
is
miss
lily
today
was
carter.
I
just
had
a
question.
So
is
this
north
side
green
zone?
Is
it
council?
Is
it
like
the
south
side
green
zone
council?
L
D
No
this
so
they
started
out
like
in
2014
with
the
combined
green
zone
that
had
folks
from
south
and
west,
and
then
they
had
decided
that
maybe
we
should
separate
and
have
our
own,
because
we
have
you
know,
even
though
we're
similar
in
you
know
in
equities.
We
are
still
have
different
scenarios,
so
they've
separated
it's
northern
and
southern,
and
so
now
we're
like
north
side
and
northeast
side.
D
D
B
We
strongly
feel
that
redevelopment
of
any
site
in
this
corridor,
particularly
a
publicly
owned
site,
must
be
consistent
with
the
northern
green
zone's
work
plan,
recommendations
and
the
city's
climate
action
plan.
The
northside
green
zone
task
force
would
like
to
hear
back
from
the
city
on
these
specific
points.
One
assessment
and
reduction
of
cumulative
impacts.
B
Doing
an
overall
commun
cumulative
impact
assessment
is
particularly
important
as
the
uht
site
neighbors
facilities
such
as
gaf
that
do
not
have
to
undergo
permit
reviews
because
they
are
grandfathered
in.
We
would
like
to
know
how
the
city
is
assessing
the
cumulative
impact
of
this
development
and
assuring
the
community
that
a
reduction
and
net
benefit
is
occurring
during
any
projects.
Construction,
remediation
and
operation
number
two
people-centered
development
plans
for
the
site
should
prioritize
healing
and
investing
in
people
in
the
surrounding
community
that
have
borne
the
legacy
of
the
uht
operations
along
a
heavily
industrial
corridor.
B
Displacement
and
gentrification
pressures
from
the
development
should
be
assessed
and
concretely
mitigated
number
three
correlation
with
the
city
and
state's
climate
goals.
The
city
should
fully
assess
the
impacts
from
the
project's
construction
and
operation
on
energy
consumption
and
climate
change,
and,
in
particular,
on
the
states
and
city's
climate
mitigation
goals.
There
should
be
an
analysis
of
how
to
reduce
greenhouse
gas
emissions
from
construction
and
operation
with
an
adherence
to
low
carbon,
green
building
design
principles,
how
the
buildings
will
be
heated
and
the
materials
used
are
all
important
factors.
B
B
There
is
concern
over
the
regional
environmental
impact
on
the
mississippi
river
ecosystem,
given
the
location
of
uht
and
the
likelihood
of
contaminated
soil,
such
as
arsenic
and
dissolved,
lead
in
surface
water
is
one
example.
Given
the
potential
for
soil
erosion
into
the
mississippi
river.
There
are
serious
concerns
about
contaminants
in
the
soil
being
released
into
water
and
air,
impacting
the
ecology
and
human
health.
Health,
minimal
wildlife,
habitats
and
native
plant
species
currently
exist
on
site,
which
should
be
remediated
with
habitats
native
plant
communities
re-established
with
pollinator
habitat
native
plant
species.
B
In
summary,
the
north
side
green
zone
task
force
appreciates
the
opportunity
to
submit
these
comments
to
the
city
of
minneapolis
and
looked
forward
to
continued
dialogue
on
these
important
issues.
The
north
side
green
zone
was
designated
by
the
minneapolis
city
council
and
the
community
is
eager
to
see
the
city
take
action
in
accordance
with
the
values
and
goals
established
by
the
green
zone
resolution
to
protect
the
health
and
well-being
of
overburdened
residents.
B
A
Actually,
georgion,
that
was
an
accidental
inclusion
from
a
southside
comment
letter,
so
that
will.
B
H
It
says
the
north
side
green
zone
task
force
is
writing
with
two
objectives
surrounding
the
upper
harbor
terminal
development.
First,
given
that
this
redevelopment
project
will
take
place
within
our
north
side
green
zone,
we
should
be
an
integral
part
of
the
decision
making
process.
The
concept
plan
listed
us
as
collaborators,
but
as
of
yet
we
have
not
been
included
in
collaboration
since
its
passing
in
2019.
H
This
is
concerning
and
we'd
like
to
set
up
a
meeting
with
the
city
council
members
and
staff
to
discuss
the
process
project
that
will
impact
our
community
for
decades
to
come.
It's
one
thing
to
add
green
zone
principles
where
one
thinks
they
belong
and
another
to
discuss
those
principles
with
people
who
have
been
appointed
to
uphold
them.
We
met
the
first
tuesday
of
every
month
at
5
pm,
and
we
could
also
set
up
a
special
meeting
if
needed,
to
accommodate
as
many
of
your
schedules
as
possible.
H
H
Auar
scoping
document
of
the
harbor
terminal
redevelopment
project
here
are
our
recommendations
and
concerns
the
mississippi
river
critical
area.
Overlay
development
height
is
limited
to
six
to
five
feet
and
thirty
five
feet
when
thirty
three
hundred
feet
from
shore
the
northern
green
zone
task
four
believes
the
city
should
comply
with
the
standard
set
by
the
mississippi
river
critical
area
overlay,
rather
than
apply
for
conditional
use
permit
contaminants.
H
H
We
asked
why,
as
of
yet,
there
has
been
no
remediation
and
the
sculpting
document
says
that
developer
silly
will
need
to
work
with
the
mpca.
What
does
this
mean?
What
kind
of
work
would
you
do
with
the
mpca?
H
The
contaminants
at
the
site
are
many
and
not
limited
to
petroleum,
contaminated
soil
and
groundwater,
former
above
ground
storage,
tanks,
ast
diesel
range
or
organics
dro
contaminated
soil
and
ground
water
and
arsenic
and
dissolve
lead
in
surface
water.
How
will
you
store
the
co
continent
and
where
is
it
possible
to
safely
dispose
of
any
of
those
continents?
H
Next
bullet
point
is
unidentified
mitigation
strategies.
The
scoping
document
says
these
strategies
will
be
identified
in
the
auar,
even
though
the
city
is
asked
to
identify
them
in
a
uar
scoping
document
we'd
like
to
know
what
the
answers
are
now
one.
What
are
the
indication
strategies
for
protecting
the
impaired
waters,
one
mile
away
mississippi
river
entering
a
creek
two?
What
are
the
mitigation
strategies
for
storm
water
impact?
H
H
The
clerk
berglin
law
protects
the
neighborhood
of
east
phillips
and
creates
a
different
set
of
standards
for
their
community
when
looking
at
projects
such
as
this,
the
north
side
and
the
north
side,
green
zone
in
particular,
should
be
protected.
In
the
same
way,
the
neighborhoods
who
suffer
in
our
environmental
injustices
should
have
a
higher
set
of
standards
for
developers
to
meet
next
bullet
is
stationary
source
emissions.
H
H
How
will
the
auar
study
the
impacts
on
the
four
state
and
federal
like
listed
in
dangerous
species
within
a
mile
of
the
site,
and
what
will
those
impacts
be
next
bullet
point
is
wetlands:
where
are
the
wetlands
and
how
are
they
going
to
be
predicted?
H
Next
bullet
point
is
a
uar
versus
e
a
w.
We
prefer
that
the
city
complete
a
more
intensive
environmental
review
like
an
environmental,
accept
assessment,
worksheet
eaw
rather
than
an
auar,
especially
given
all
of
the
environmental
impacts
at
this
site
that
could
affect
those
who
were
who
would
live
there
for
generations
to
come.
Somebody
bring
them
real
hard
is
y'all,
okay,
okay,
our
role
as
disappointed
delegates
is
is
one
we
take
very
seriously.
We
value
this
opportunity
to
represent
our
fellow
community
members
who
continue
to
be
burdened
by
environmental
environmental
injustice.
H
I
Jeremis
dvorak,
the
north,
the
north
side,
green
zone
task
force
is
pleased
to
be
to
be
riding
with
two
objectives
surrounding
the
upper
harbor
terminal
development.
First,
given
that
this
redevelopment
project
will
take
place
within
our
northside
green
zone,
we
should
be
an
integral
part
of
the
decision-making
process.
The
concept
plan
listed
us
as
collaborators,
but
as
of
yet
no
one
has
collaborated
with
us
since
the
passing
of
it.
I
I
just
noted
a
typo,
so
we'll
fix
that
this
is
concerning
and
we'd
like
to
set
up
a
meeting
with
city
council
members
and
staff
to
discuss
this
project
that
will
impact
our
community
for
decades
to
come.
We
meet
the
first
tuesday
of
every
month
at
5
pm,
and
we
could
also
set
up
a
special
meeting
if
needed,
to
accommodate
as
many
of
your
schedules
as
possible.
Please
respond
to
our
staff
kelly
nielman
so
that
she
can
schedule
the
meeting
for
us.
I
We
strongly
feel
that
the
redevelopment
of
any
site
in
this
corridor,
particularly
a
publicly
owned
site,
must
be
consistent
with
the
northern
green
zones,
work
plan,
recommendations
and
the
city's
climate
action
and
the
city's
climate
action
plan
before
we
meet.
We
want
to
let
you
know
about
a
few
points
that
are
particularly
important
to
us,
so
we
can
all
be
better
prepared
for
our
discussion.
One
assessment
and
reduction
of
cumulative
impacts.
A
development
site
cannot
be
reviewed
in
isolation.
I
If
the
health
of
the
community
is
to
be
protected,
it
must
be
reviewed
within
the
context
of
the
pollution
quarter
in
which
it
is
situated
as
stu
as
studies
have
shown.
The
cumulative
pollution
of
particulate
matter,
volatile
organic
compounds,
hazardous
air
pollutants
and
other
toxic
air
pollutants
has
resulted
in
increased
infant
mortality,
lung
disease,
asthma,
cancer
risk
and
other
developmental
issues
for
residents
surrounding
industrial
corridors.
I
Environmental
pollution,
drivers
of
these
underlying
health
conditions
are
also
now
linked
directly
to
increased
death
rates
and
risk
to
kova
19,
which
is
hitting
black
and
brown
communities
disproportionately
harder
here
in
our
city
and
state.
An
expanded
cumulative
impacts,
analysis
of
current
pollution
sources
surrounding
facilities,
I-94,
etc,
must
be
conducted
to
assure
a
reduction
in
cumulative
pollution
legacy
in
this
area.
Doing
an
overall
cumulative
impact
assessment
is
particularly
important
that,
as
the
uht
site,
neighbors
facilities
such
as
gaf,
do
not
have
to
undergo
permit
review
since
they
are
grandfathered
in.
I
I
The
city
should
fully
assess
the
impacts
from
the
project's
construction
and
operation
on
energy
consumption
and
climate
change,
and,
in
particular,
on
the
states
and
cities
climate
mitigation
goals.
There
should
be
an
analysis
of
how
to
reduce
greenhouse
gas
emissions
from
construction
and
operation
with
an
adherence
to
low
carbon,
green
building
design
principles,
how
the
buildings
will
be
heated
and
the
materials
used
are
all
important
factors.
There
should
also
be
a
much
better
understanding
of
semi-truck
parking
and
a
transit
plan
that
better
than
or
then
we'll
figure
it
out
later,
four
repair
the
ecosystem.
I
There's
concern
over
the
regional
environmental
impact
of
the
mississippi
river
ecosystem,
given
the
location
of
uht
and
the
likelihood
of
contaminated
soil,
such
as
arsenic
and
dissolved,
lead
and
surface
water.
As
one
example
given
the
potential
for
soil
erosion
into
the
mississippi
river,
there
are
serious
concerns
about
contaminants
in
the
soil
being
released
into
water
and
air,
impacting
the
ecology
and
human
health.
Minimal
wildlife,
habitats
and
native
species
currently
exist
on
site,
which
should
be
remediated
with
habitat
native
plant
communities
re-established
with
pollinator
habitat
and
native
plant
species.
I
Second,
we
submit
the
following
comments
in
response
to
the
alternative
urban
area
review.
Auar
scoping
document
of
the
upper
harbor
terminal
redevelopment
project,
the
northside
green
zone
task
force
appreciates
the
city
of
minneapolis
completing
this
necessary
environmental
review,
and
the
opportunity
to
provide
comment
here
are
rec.
Here
are
our
recommendations
and
the
questions
we
have
when
there
are
gaps
in
the
scoping
document.
J
Yeah,
I
was
just
saying
so
now
you're
getting
to
all
the
points
that
miss
vanessa
just
read
so
yeah
exactly
this
wording,
so
I
was
just
thinking
you
could
jump
to
the
end.
Then.
I
Yes,
okay,
so
this
is
a
duplicate
or
this
this
part
overlaps
so
by
100.
So
I'm
just
going
to
jump.
To
summary
is
that,
okay
with
folks,
since
you
just
heard
it
I'm
going
to
go
ahead
and
do
that?
In
summary,
the
northside
green
zone
task
force
appreciates
the
opportunity
to
submit
these
comments
to
the
city
of
minneapolis
and
looks
forward
to
continue
dialogue
on
these
important
issues.
I
The
northside
green
zone
was
designated
by
the
city
by
the
minneapolis
city
council
and
the
community
is
eager
to
see
the
city
take
action
in
accordance
with
the
values
and
goals
established
by
the
green
zone
resolution
to
protect
the
health
and
well-being
of
overburdened
residents.
We
look
forward
to
setting
up
a
time
with
you
in
the
very
new
near
future
to
discuss
the
role
moving
forward,
sincerely
minneapolis
northside
green
zone
task
force
adopted
date
and
then
the
carbon
copies
that
that
were
also
covered
earlier.
B
Vanessa
vanessa
georgian-
I
like
this-
I
like
this
third
one
because
I
believe
it
combines
version
one
and
version
two.
However,
do
you
think
that
the
city
council
will
take
time
to
read
the
whole
thing.
B
H
They
might,
and
whoever
put
this
together,
seemed
like
you
could
move,
pull
it
four
up
to
page
so
that
it
doesn't
be
so
long
too.
You
can
meet
page
four.
We.
D
Can
ask
we
can
ask
for
we
hope
to
get
a
response
from
the
city
within
the
next
week
or
something.
H
J
This
is
michelle.
I
had
a
community
member
reach
out
to
me
and
ask
that
we
include
something
in
there
about
noise
cumulative
impacts.
H
But
then
everything
that's
in
number
three
is
and
number
two
is
in
this
number
three,
so
that
that
part
that
has
the
north
control
need
to
be
added
to
that
to
number
three
it'll
be
a
long
letter.
Yes,
but
I
think
you
can
condense
it
bring
it
up,
bring
it
bring
bring
it
up.
H
Point
number
four
up
to
write
on
the
three
and
that'll:
bring
it
to
maybe
two
and
a
half
pages
two
and
a
half
pages,
and
if
you
change
the
font
from
12
to
like
11
or
10
that'll
shrink
it
even
more,
and
if
you
go
into
the
spaces
and
hit
that
two
lines
with
the
bubble
on
it
or
you
on
it,
hit
that
and
then
you
can
change
the
space
into
point
eight
and
then
it
should
fit
on
two
two
pages.
H
I,
like
the
tricks
that
I
learn.
I
pass
them
on
to
other
people
so
that
they
can
be
knowledgeable
too,
because
we
all
one
family,
the
human
race,
one
family.
So
with
that
being
said,
you
guys
everybody
heard
the
letters
everybody
got
in
they
mind
which
one
they
like
right,
so
we
can
take.
We
could
have
a
motion
to
vote
on
the
letters
and
because
it's
10
minutes
to
six
and
we
shall
be
done
at
six.
H
I
say
when
your
name
is
called
you
either
say
one
two
or
three
and
the
letter
that
the
letter,
the
number
that
gets
the
most
to
be
the
letter
we
go
with,
but
I
would
I
would
like
all
of
these
issues
in
these
letters
in
all
letters
to
be
addressed.
So
now
I'm
changing
from
two
to
three,
because
two
is
in
three,
so
I'm
I'm
I'm
gonna
change.
My
vote
to
three
when
they
come
to
me
is
that
okay,
everybody.
B
A
I
have
a
question:
I
have
a
clarifying
question
in
letter
two
and
three,
the
final
bullet
that
says
the
alternative
urban
area-wide
review
versus
environmental
assessment
worksheet.
A
It
says
they
would
like
a
more
complete
and
extensive
environmental
review.
Maybe
leslie
can
clarify
this
point
for
me,
but
my
understanding
is
that
the
environmental
assessment
worksheet
is
actually
a
less
rigorous
environmental
review
than
either
the
alternative
urban
area
wide
review
or
the
environmental
impact
statement.
A
And
so
I
would
wonder
if
we
want
to
change
this
point
to
say
we
would
you
know
this.
We
prefer
that
the
city
cl
completes
the
most
like
rigorous
or
most
extensive
environmental
review
and
and
something
well.
They
they.
H
K
D
A
No
leslie
had
sent
some
information
to
me
and
then
I
forwarded
on
to
everybody
about
the
difference
between
the
different
environmental
review.
D
So
were
you
asking
her
to
clarify,
or
were
you
basically
just
trying
to
help
us
to
understand
that
one
one
that
the
auar
is
actually
more
stronger
or
more?
I
forgot
the
words
you
use.
D
A
My
understanding
is
that
yeah,
the
environmental
assessment
worksheet,
is
not
a
more
regular,
rigorous
environmental
review,
and
so
I
was
wondering
if,
if
leslie
had
more
information
to
clarify
that,
because
maybe
we
would
just
want
to
say
like
that-
we
want
this
auir
to
be,
as
you
know,
quantitative
and
rigorous
as
any
like
thorough
environmental
impact
statement,
or
something
like
that,
because
I
mean
leslie
is
right-
the
city's
not
going
to
do
multiple
of
these,
but
my
understanding
is
with
either
the
auar
or
the
environmental
impact
statement.
A
There's
like
mitigation
required
if
there
is
environmental
impact,
whereas
the
environmental
assessment
worksheet
is
more
of
a
screening
document
to
see
whether
you
would
do
an
environmental
impact
statement.
H
K
K
Okay,
so
the
eaw
is
more
intense
than
an
auar
and
if
you
look
at
the
previous
documents
with
the
who
did
the
the
land
survey
they
use
the
eaw,
this
developer
is
only
using
the
a
uar
which
is
less
detailed
information,
so
they
do
say
they're
going
to
submit
permits,
but
once
the
permits
are
submitted,
then
it
goes
into
another
category,
so
they're
going
to
remove
the
soil,
so
they
said
they're
going
to
do
the
soil
erosion
management,
but
you
won't
be
able
to
see
how
they're
going
to
manage
the
soil
you're
not
going
to
see
how
they're
going,
how
much
they're
going
to
get
rid
of
where
they're
going
to
do
it
or
what's
their
plan,
the
a?
K
U
a
r
is
just
a
brief
summary.
Where
another
detail
is,
one
is
more
detailed
and
the
information
you
would
have
been
able
to
see
of
the
comparisons
that
was
submitted
for
all
to
see.
So
that
being
said,
I
worked
at
the
state
pollution
control
in
feedlots
worked
on.
Some
permits.
Read
permits
studied
a
whole
series,
a
whole
semester,
how
many
ever
hours
you
want
to
say
on
doing
eaws
and
the
difference
of
the
auar,
because
my
topic
of
subject
of
study
was
soil.
K
So
when
it
comes
down
to
it,
I
read
it
and
we
do
and
we
are
looking
at
an
eaw
that
was
submitted
last
meeting
and
you
can
look
at
how
detailed
it
is
and
how
the
word
it
is
and
how
they're
trying
to
change
it.
So
that
being
said,
you
have
free
opportunity
to
still
review
that.
So
you
won't
think
that
I'm
giving
any
misinformation
and,
as
far
as
my
background
and
me
working
with
a
city,
has
nothing
to
do
with
knowing
and
being
able
to
read
documents
and
doing
a
comparison.
E
H
K
That's
what
letter
two
says
and
they
don't
have
to
do
an
a-u-a-r,
but
they
do
have
to
do
it.
Environmental
impact.
Okay.
So
if
you
go
in
to
look
at
permits-
and
you
see
the
different
components-
that's
not
open
to
the
public,
the
eaw
does
do
that.
So
again,
look
at
the
document
ask
kelly
to
submit
it
to
everybody,
so
you
can
read
for
yourself
the
documentation
or
you
can
even
google
it.
Google
is
your
best
friend.
H
H
J
This
is
michelle.
I
just
have
a
real,
quick
question,
so
yes,
then
do
we
just
want
so
do
we
just
want
to
do
something
like
kelly
was
asking,
because
I
don't
know
if
that
they
are
going
to
actually
change
their
environment,
their
environmental
review.
So
do
we
just
want
to
ask
them
to
do
more,
vigorous
or
rigorous
review
like
the
eaw
and
add
that
to
what
they're
already
doing
in
the
letter?
K
The
thing
is:
when
you
go
to
these
reviews
and
you
sit
in
these
council
meetings,
you
can
voice
your
opinion
and
the
people
that
do
these
reviews
can
go
back
and
modify
them.
So,
yes,
kelly
is
right
too,
but
we're
writing
this
as
a
as
a
group
and
a
concern,
and
it
is
important
to
let
them
know
that
we
do
understand
the
differences
and
that
you
know
we
don't
have
to
go
on
about
the
sea
and
all
you
know
the
water
and
all
the
different
species
where
it's
more
detail
than
eaw.
K
So,
yes,
kelly
is
right
and
we
could
probably
do
a
modification,
but
we
tell
them
that
we
prefer
this
over
that
because
of
the
the
information
and
the
description
that
is
given
so
yeah.
We
can
do
that,
but
we
can
tell
them
we
don't
we
don't
accept
it
and
they
have
to.
They
can
go
back
to
the
drawing
board.
So
in
these
town
meetings
and
people,
fight
and
people
don't
get
with
the
proposal,
the
people
have
to
go
back
and
do
another.
H
I
I'll
make
a
motion
to
fix
that
sentence.
According
to
the
discussion
we
just
had
about
enhancing
how
rigorous
the
review
process
is.
J
Yeah,
I
will
second,
that
okay,
no
excuse,
one
of
us
you've
got
to
work
out.
H
H
So
can
you
restate
your
motion
with
the
with
adding
that
change
in
that
sense
in
that
sentence,
miss
michelle.
I
I'll
try
so
motion
that
in
is
it
letters
two
and
three
that
we're
talking
specifically
are
needing
that
change
right.
I
A
I
think
vanessa,
if
I'm
interpreting
you
correctly
and
lynnae.
If
I
can
perhaps
offer
an
amendment
to
the
motion,
might
be
something
like
move
forward.
The
vote
on
the
three
letters
and
for
those
who
are
voting
on
letter
number
three,
there
will
be
a
modification
or
maybe
I
think,
yeah.
It
is
letters
two
and
three.
There
will
be
a
modification
to
the
final
bullet
to
make
the
sentence
more
rigorous
or
something
like
that.
H
H
L
A
A
Jackie,
you
think,
just
rejoined.
Do
you
need
a
repeat
of
what
we're
doing.
F
Well,
I
was
gonna
vote
for
number
three,
all
right
so
well.
That
makes
that.
F
D
F
A
D
D
K
H
H
You
the
next
one,
the
next
thing
that
we're
doing
is
the
fruit
tree
ladder.
A
J
J
St
paul
has
an
application
process
where
they
have
a
few
different
fruit,
trees
that
are
allowed
to
be
grown
on
the
boulevard,
and
we
just
want
to
be
able
to
have
that
here
too,
and
we're
asking
for
a
pilot
to
be
had
and-
and
the
president
essentially
just
wants
to
know
that
there
are
groups
in
addition
to
edible
boulevards
and
project
sweetie
pie
that
support
this
and
and
northside
green
zone
was
one
of
the
first
groups
that
I
thought
of,
and
we've
been
working
with,
pillsbury,
united
and
they're
behind
it.
H
F
F
So
so
I
was
reading
the.
J
So
I'll
just
say
right
now:
edible
boulevards
has
a
city
pilot
going
on
because
technically
we're
not
allowed
to
grow
food
on
our
boulevards
and
the
boulevards.
J
Anything
that
is
on
the
boulevards
other
than
trees
is
a
part
of
the
city,
responsibility
and
then
trees
is
park,
board
responsibility,
and
so
that's
where
the
two
different
pilots
come
into
play.
J
Well
because
this
group
here
falls
under
the
city
and
so
we
have
to
go
through
our
city
council.
So
like
this
group,
we
have
to
send
this
to
the
city,
and
this
city
has
to
send
it
to
the
park
board.
Maybe
kelly
can
clarify
that
a
little
better
than
me.
A
The
I
guess
the
limitations
of
the
body
is
that
it
advises
the
city
council
and
the
park
board
is
a
separate
entity
and
so
we're
writing
this
letter
to
the
city
who
lent
to
share
the
message
with
the
park
board.
It's
a
little
cumbersome.
E
Now
I
have
a
question
now.
I
wonder
if
it
makes
if
it
benefits
that
we
see
see
the
park
boards
sort
of
as
a
heads
up.
K
A
B
A
A
Technically
copy
them
either.
This
would
be
this.
B
Yeah
kelly,
could
we
ask,
in
this
letter
for
the
city
to
advise
the
park
board
that
they
receive
this.
A
Yeah
and
mish
I'm
gonna
see
if
I
don't
have
the
letter
pulled
up,
I
think
we
were
trying
to
make
that
clear
in
the
letter.
So
if
it's
not,
I
would
recommend
that
we
add
some
more
clarifying
language
about
that.
J
So,
can
you
remind
me
what
was
that
again
to
somehow
have
them?
Let
us
know
that
face
sent
it
forward.
B
H
13.,
so
how
about
you
make
the
motion
that
we
accept
the
letter
and
if
it's
okay,
then
we'll
cc
the
two
entities,
if
it's
okay?
If
not,
then
we
ask
that
before
to
the
two
entities.
