A
I'm
gonna,
I'm
gonna
read
off
names
and,
if
you
could
just
say
here,
that'll
be
fine,
I'm
not
using
any
formal
meeting
techniques
right
now.
I
think
we'll
just
treat
this
as
a
task
force
and
speak
freely.
Okay,
names,
jake
mccormick!
Are
you
present
yep
great
beth,
toso.
B
A
Great,
thank
you
zechariah
adam
here.
Did
I
pronounce
that
right
yep,
you
can
call
me
zach,
zach,
okay,
kitty
stratton
here
kitty.
Do
you
prefer
katrina
or
kitty
depends
who
you
are.
C
A
Okay,
erica
ma
modern
motor.
A
Thank
you
thor,
william
gullickson
yep,
I'm
here
great.
Thank
you,
james
brown.
Yes,
I'm
here,
okay,
bill
graves.
A
E
A
A
Okay,
then
I
saw
earlier,
but
I'm
not
gonna,
mark
yet
and
jocelyn.
Here
we
go
here
great.
Thank
you.
Okay,
why?
Don't
we
get
started
today
was
a
light,
a
light
load
for
us.
You
probably
noticed
that
the
only
thing
we
had
were
the
the
fleet
was
that
it
jocelyn
it
was
just
fleet.
A
So,
yes,
yeah.
What
I'm
gonna
suggest
is
we
just
parked
that
in
the
back
of
our
minds,
because
next
week
we're
we're
gonna
have
a
a
large
piece
of
the
action
for
those
who
have
not
done
this
before,
and
I
would
suggest
that
you
go
over,
spend
a
little
more
time
listening
to
their
the
videos
when
they're
available
and
also
going
through
their
accounts,
you
should
have
a
better
sense
of
of
the
types
of
questions
that
are
sort
of
impactful
with
them.
A
There's
a
second
part
to
this,
which
is
your
questions
also.
Oh
robert.
F
F
A
F
A
I
remember
this
now.
This
is
it's
not
part
of
the
distribution
system,
it's
that
hub
of
the
distribution
system.
So
yes
thank
you,
wtr18
that
that
would
be
the
other
exception.
That's
ours
from
today.
A
Okay,
so
the
way
to
the
way
that
I
would
have
used.
The
information
you
got
today
on
is
to
go
through
the
rating
sheet
and
do
all
the
transportation
ones
and
do
preliminary
ratings
for
yourself.
It's
gonna,
save
you
a
lot
of
time
rather
than
waiting
to
the
last
minute,
and
things
are
fresh
in
your
mind
right
now.
A
So
do
the
rankings
prepare
for
next
week-
and
I
I
don't
know
if
there's
anything
else,
we
need
to
do
jocelyn.
C
Any,
oh,
I'm
not
on
mute.
That's
a
funny
thing!
Usually
I'm
on
mute,
so
I
was
like.
Oh
let
me
unmute
myself,
one
of
my.
I
guess
one
of
my
questions
would
be
in
the
past.
I
feel
like
there
was
conversations
about
and
maybe-
and
maybe
this
happens-
maybe
this
happens
a
little
later,
but
there's
maybe
some
conversations
about.
I
think
it's
it's
been
around
the
contribution
to
city
goals
so
like.
A
C
Have
the
conversation
of
as
as
a
as
the
hd
group
if
we
feel
like
it's
a
strong
contribution
so
just
kind
of
having
some
level
of
of
ranking
and,
as
I
think
john
said
in
a
previous
meeting,
if
you
just
feel
so
strongly
to
go
outside
of
that,
that
that
is
your
prerogative.
But
I
think
that
that's
one
of
the
places,
if
my
memory
serves
me
correct
that
we
as
a
as
a
committee
have
can
have
some
input
around
particular
projects.
A
Yeah,
so
one
of
the
things
will
will-
and
this
is
related
to
what
jocelyn
just
said.
One
of
the
things
we'll
be
able
to
share
next
week
are
the
scores
that
these
projects
got
last
year.
I
we
haven't
received
them
yet
and
robert.
I
I
assume
you're
gonna,
send
it
to
us
a
little
later
to
jocelyn
and
me
and
then
we'll
go
over
the
the
previous
year
scores
with
the
with
the
crew.
F
Yeah,
so
we
we
have
the.
If
I
understand
the
question
correctly,
one
of
the
things
that
we
did
last
year
was.
We
noted
the
ranges
that
we
were
recommending
for
everybody
to
use
for
these
projects,
and
we
do
have
a
spreadsheet
that
we
could.
You
know
for
the
group
right
now.
We
could
even
circulate
that.
That
has
the
ranges
that
we
used
last
year
to
guide
everybody
in
terms
of
how
these
projects
were
being
ranked.
It
would
that
be
something
to
be
helpful.
A
I
I
think
it
would
let
let
me
I
see
a
hand
up
rich,
give
me
one
second
I'll
finish
it
and
then
thor
the
the
reason
we
have.
These
ranges
is
not
to
tell
you
what
to
where
to
vote,
but
rather
it
sort
of
tells
you
what
what
the
norm
is
within
our
group.
So
we'll
have
a
discussion
as
a
group
and
sort
of
agree
well.
A
D
Thank
you.
I
think
you
guys
are
going
to
give
that.
I
was
just
looking
as
being
a
first-time
member
to
have
some
some
demonstration
of
how
this
works
in
the
point
system.
So
yes,
any
any
examples,
be
it
even
someone's
person.
I
don't
know.
Maybe
we
don't
share
personal
ones,
but
any
examples
that
I
could
have
that
will
help
me
wrap
my
head
around
how
we
do
these
grading
things.
So
thank
you.
G
Rich
rick,
so
in
that
vein,
I'm
also
a
first
year
member,
I
did
take
some
time
to
look
through
the
old
rankings
and
the
new
stuff,
and
I
think
overall,
the
process
looks
pretty
clear.
I
don't
really
have
a
problem
with
that.
My
question
is
really
about
what
we
saw
today
and
what
I
think
I've
been
hearing
a
lot
of
is
people
seem
to
have
very
particular
little
points
about
there's
a
light
pole
here.
G
There's
a
gap
on
the
sidewalk
there
there's
something
about
this
intersection
I
don't
like,
and
it's
like
they're
trying
to
direct
the
proposal,
and
I
was
really
looking
for
more
context
about,
like
we
have
these
giant
proposals
that
are
going
to
be
lots
of
money.
How
are
we
going
to
distinguish
between
them
and
what
I
thought
I
was
hearing
today
was
a
lot
of
like
well
about
this
particular
proposal.
I
really
wish
I
would
have
seen
this
particular
thing.
G
So
are
these
people
trying
to
direct
like
trying
to
say
if
you
include
this,
then
I'll
give
you
a
higher
ranking,
what's
sort
of
the
what's?
What's
the
what's
the
political
gain
here,
I'm
due
to
all
of
this
at
all,
so
I
apologize
if
this
is
yeah.
A
G
A
It
it's
just
not
fair,
because
we
don't
really
understand
the
complexity
of
the
jobs
that
they
have
or
how
many
bosses
each
of
those
managers
really
has.
Frankly,
each
of
them
has
14
bosses.
They've
got
the
mayor
and
they've
got
13
council
members
that
they
have
to
sort
of
keep
out
of
the
way.
So
I
I
I
try
to
nudge
and
and
within
this
room,
because
the
department
people
aren't
here,
I
think
it's
helpful
and
it'll
come
to
you
over
the
next
couple
of
years
to
have
specifics
in
mind.
A
A
When
I
jump
into
a
rain
garden,
it's
it's
it's
not
because
I
want
them
to
go.
Do
it
it's
it's
just
saying
to
them:
hey!
We
can
get
to
this
level
of
granularity
and
you
can
still
talk
to
us.
We
care
at
that
level.
This
isn't
just
it's
just
not
at
the
highest
level,
so
that
that's
how
I
handle
it
jocelyn.
How
do
you
think
about
it.
C
Rich,
I
think
I
felt
like
you
in
my
first
year,
I
felt
like
people
were
lobbying
for
things,
and
so
I
I
put
I
when
I
do
rankings-
and
this
is
in
grants-
or
here
I
am-
I
am
objective,
so
I
what
you
put
on
your,
what
you
put
in
the
cbr,
what
what
you
say
in
your
video,
that's
what
I'm
taking
I'm
not
so
for
those
that
are
asking
those
very
specific
questions.
C
If
that's
going
to
help
them,
how
they
score,
then
that's
going
to
help
them
how
they
score,
but
how
I'm
going
to
I'm
not
going
to
go.
Oh,
I
know
about.
I
know
about
this
thing
on
this
street,
and
this
is
the
thing
that's
going
to
make
me
score.
You
lower
I'm
going
to
go.
What
information
did
you
give
me
in
the
cbr?
What.
C
E
C
Directors
in
our
in
our
presence,
we're
just
going
to
lobby
for
those
sure-
and
I
I
think
it's
a
both
I
am,
but
how
I
go
about
it
is
what
I've
been
given.
A
G
Does
that
help?
Yes
very
much,
I
mean
I
think,
jocelyn
really
encapsulated
what
my
sense
of
it
was
really.
The
bottom
line
was
we're
not
really
here
to
make
the
policies
we're
not
really
here
to
drive
these
choices.
G
A
Yeah
so
so
last
year
you
might
remember
there
was
a
comment
regarding
there's,
not
enough
policy
advice
for
us
from
from
the
city
on
what
to
do
with
mpd,
so
we
just
called
it
out.
We
said
it
wasn't
enough
policy
for
us
to
know
where
the
investments
should
go.
G
A
B
A
B
At
home,
but
anyway
I'll
get
some
tech
support.
I
had
a
couple
questions
and
I'm
also
it's
also
my
first
time
on
the
committee,
so
I'm
sort
of
drinking
from
the
fire
hose.
E
B
But
I
the
first
one
was
actually
a
request
to
this
to
our
city,
the
finance
folks,
and
if
this
is
not
possible,
that's
fine.
B
But
for
me
it
would
be
really
helpful
on
this
summary
to
see
what
the
what
these
projects,
if
they
were
around
in
2021,
were
funded
at,
because
I
think
that
would
help
for
me
to
see
if
people
are,
if
they're
asking
for
more
funding
if
they're
on
hold,
if
they're
new,
just
kind
of
at
a
glance
that
would
be
helpful
for
me
but
and-
and
I
don't
know
if
there's
a
hidden
column
in
this
worksheet
and
that's
really
easy
or
if
it's
a
lot
of
work.
B
B
A
B
F
F
F
F
E
B
F
A
B
F
Yeah
we
we
do
have
the
data
on
all
of
those,
so
we
should
be
able
to
kind
of
merge
those
together.
A
B
And
then
my
other
question,
I
don't
have
any
more
requests,
but
I
have
a
question.
One
question
is:
when
I
look
at
this
worksheet,
I'm
trying
to
understand
the
timing
for
us
individually,
getting
this
done
the
capital,
the
rating
form,
whereas
I
think
on
the
schedule
so
that
sometimes
so,
there's
some
date
in
may
when
it's
due,
but
it's
but
in
terms
of
process.
We
have
some
discussions
before
that
date.
B
So
should
we
be
having
this
done
before
certain
discussions
as
individuals
or
is
that
something
that's
just
all
due
at
the
end?
After
we
have
discussions.
G
B
F
C
F
Sure
I
can
try
and
I
can
bring
it
up
or
if
justin
has
it
available,
it
might
be
easier,
but
I
do
have
it
up
if
that
makes
sense.
Oh
yeah.
E
I
A
Oh,
no,
what
I
would
say
have
it
done
before
the
before
may
5th.
A
See
may
5th
there
that's
where
we
as
a
test
group,
will
will
convene
and
go
over
each
of
those
projects
ourselves.
What
happens
at
the?
A
B
Perfect
and
then
my
last
is
just
just
some
advice
on
how
to
look
at
projects
that
are
already
in
process
or
in
progress.
B
A
So
I
I'm,
I
have
different
views
on
that.
Just
because
something
was
a
high
priority.
Last
year
does
not
mean
it's
still
a
high
priority
this
year
you
know
other
priorities
may
have
displaced
it.
So
that's
how
I
tend
to
treat
projects
year
by
year.
There's
no
free
pass
just
because
you
got
you
know
you,
you
got
in
two
years
ago
with
a
horse
and
buggy
and
we've
got
electric
cars.
So
folks,
let's,
let's
start
cutting
down
on
buying
hay,
that
sort
of
thing.
A
A
H
C
E
A
Okay,
then
kitty.
I
C
No
it
no!
No
it's
not
it's
not
so
I
would
say
what
we
what
we
are
doing
it
when
we
do
our
rankings.
That
is
our
preliminary,
so
that
when
I'm
doing
my
rank
is
I'm
doing
what
jocelyn
believes
of
all
of
the
projects
programs
whatever.
However,
we
want
to
talk
about
that,
but
if
we
get
input
from
when,
if
we
get
input
from
the
community
on
a
particular
project,
you
still
have
that
opportunity
to
say.
C
Oh,
I
can
let
me
let
me
re-look
at
the
rankings
for
the
particular
projects
that
they're
talking
about,
so
that
you
have
that
room
and
then,
as
we
have
these
tasks,
for
as
we
have
our
task
task
force
meetings
as
we
are
having
conversations
with
each
other,
that
is
another
opportunity
for
you
to
re
to
re-evaluate
to
say:
oh,
I
didn't
look
at
it
like
that.
C
Let
me
let
me
go
back,
but
it's
so
may
5th
is
saying:
have
let's
do
our
work
so
that
when
we
come
when
we
get
into
all
these
other
feedback
points
that
we're
able
to
be
able
to
kind
of
zero
in
on?
Oh,
we.
Let's
talk
about
the
the
mbc
and
the
xyz
thing
that's
happening
within
in
that
versus
like
what
are
we
talking
about?
It's
just
re.
I
I
take
this
as
that
first
level.
C
Let's
let
us
do
the
work
that
we
need
to
do
so
that
when
we
go
into
the
our
task,
for
me,
our
task
force
force,
meeting
public
input
and
then
combining
with
transportation
that
we
then
are
able
to
still
be
in
this
place
of
a
little
bit
of
flux,
but
that
we
have
our
general
rankings
done.
Does.
A
Okay,
justin.
H
Yeah
thanks
eric
just
in
response
to
beth's
questions
and
sorry
for
the
delaying
getting
the
schedule
up.
I
was
trying
to
pull
up
the
2021
adopted
city
council
budget.
I
don't
know
if
that
got
shared
with
everybody
or
beth.
You
might
not
have
been
on
that
email
earlier
this
term,
but
I'm
certainly
able
to
pull
up
that
document.
B
Yeah,
it
was
just
a
reference,
it's
just
a
just,
a
quick
reference
way
to
refer
to
that
information.
So
anyway,
that
sounds
like
the
way
to
get
it.
A
Okay,
robert
and
then
kitty
is
your
hand
still
up.
You
have
another
question,
no.
A
F
So
I
do
have
the
I've
got
the
ranking
spreadsheet.
I
found
the
one
from
last
year
with
the
the
ranges
that
we
had
provided,
so
those
should
be.
I
think
those
should
be
helpful
for
the
work
that
you
know.
We
typically
do
today
and
depending
on
how
you
want
to
do
it.
If
the
chairs
want
to
kind
of
manage
that
and
collect
the
notes
from
today,
I
think
that'd
probably
be
the
easiest.
I'm
I'm
a
little
bit
concerned.
F
I'm
not
going
to
be
able
to
stay
constantly
on
this,
just
because
I've
got
some
some
things
going
on
behind
me
here,
but
usually
I
think
what
happens?
Is
we
kind
of
go
through
this
process
today
of
saying?
F
Okay,
we
look
at
the
like
the
level
of
need
category
and
the
contribution
to
city
goals,
and
I
think
jocelyn
was
touching
on
this
a
little
bit
and
we
generally,
as
a
group,
start
to
assign
these
projects
to
one
of
those
general
areas
and
by
the
end
of
this
we'd,
you
know
generally
assigned
the
projects
to
one
of
those
categories
so
that
we
can
compile
those
and
then
send
it
to
everybody
in
click
and
everybody
and
click
can
use
that
guidance
to
say.
F
Okay,
like
we
agree,
this
project
makes
a
strong
contribution
to
city
goals.
What
score
within
the
range
of
scores,
for
that
do
we
want
to
use
in
order
to
you
know
finally
score
the
project
it
kind
of
helps
whittle
down.
All
the
work
helps
provide
some
collective
feedback
on
the
project
scoring
process
and
click.
Members
are
also
entirely
okay
going
outside
the
scores
if
they
feel
strongly
about
how
the
how
the
scoring
process
works.
F
A
F
Sure
now
let
me
let
me
just
touch
base
with
justin
here,
I'm
not
sure
what
the
easiest
way
will
do
this.
I
do
have
the
spreadsheet
myself.
F
F
And
I
think
what
from
my
understanding,
what
the
transportation
task
force
has
done,
I
I
also
didn't,
I
think,
follow
transportation
last
year,
as
they
kind
of
they
work
through
these
and
they
either
take
a
motion
on
each
one
or
they
go
through
all
the
scores
and
then
make
a
general
motion
on
how
how
the
scores
are
going
to
be
recommended.
F
So
what
we
can
see
here
and
justin
if
you
could
scroll
all
the
way
to
the
left,
there's
that
one
water
project,
but
the
sewer
projects
are
also
bundled
into
human
development,
so
like
up
on
rows
eight
through
eleven.
Here
we
have
this
level
of
need
and
what
click
committees
have
typically
done
in
the
past,
and
this
is
just
me
based
on
two
years
of
staff
perspective.
Basically,
but
what
click
has
typically
done
in
the
past
has
worked
through
and
said:
okay,
sanitary
center
sanitary
tunnel
and
sewer
rehab
project
sa001.
F
Do
we
feel
like
this
is
a
critical
need,
significant
important
or
desirable?
The
group
makes
an
assignment
of
that
score.
We
mark
it
with
an
x
and
then
once
we're
done
with
all
these
presentations,
we'll
compile
a
completed
score
sheet
with
these
recommended
ranges,
and
then
individual
click
members
can
feel
really
confident
about
saying.
Okay,
I'm
going
to
mark
it.
You
know
somewhere
in
the
51,
to
65
range
or
by
a
very
good
reason
to
go
outside
of
that,
and
I
feel
like
this
project
just
doesn't
rank
there.
F
I
can
go
outside
of
that
range
if
I
want
to,
and
then
our
other
area
that
we
typically
work
through
is
down
below
and
it's
the
contribution
to
city
goals
area,
we
just
kind
of
work
through
those,
as
a
group
too,
based
on
based
on
feedback
from
the
task
force.
You
know
how
folks
are
interpreting
the
guidelines
and
you
know
to
us
to
a
smaller
extent.
I
think,
based
on
how
it's
been
ranked
in
past
years.
But
again
you
know
this
is
not
this
ranking
is
not
needed.
F
You
don't
need
to
follow
this
ranking,
so
I
just
wanted
to
kind
of
tee
that
up
for
the
for
the
group
at
this
point
and
see
what
the
best
way
might
be
to
work
through
it.
Okay,
we've
got.
H
I
So
looking
at
the
score
sheet,
for
instance,
when
somebody
a
department,
you
know
some
people
put
high
medium
alone
and
others
one
through
75.
I
A
Yeah
yeah,
so
in
terms
of
the
three
years,
we
don't
score
that
what
you
see
that
gray
area
here
robert
will,
in
the
background
automatically
give
them
15
points,
because
it's
been
in
there
for
three
years.
So
we're
not
marking
any
of
that
in
the
gray
area.
I
A
A
Oh,
we
yeah,
we,
we
don't
have
to
follow
the
the
department's
priority.
Okay,
so
we
we
can
go
ahead
and
and
say
you
may
consider
it
desirable,
but
we
consider
it
critical.
We've
done
that
many
times.
We've
pushed
things
up.
I
A
Okay,
okay,
thank
you
within
each
of
those
points
ranges
you
know
just
remember
it's
not
going
to
be
an
x
when
you
mark
the
the
spreadsheet
number,
so
I
would
take
advantage
of
that
wide
range.
C
A
C
A
Okay
lower
hand,
any
other
questions.
Folks.
E
Luke
yeah
thanks.
I
just
was
looking
through
the
spreadsheet
and
noticed
that
I
think
there
was
c
through
a
b,
maybe
which
you
know
is
26
or
seven
projects,
and
we
heard
at
least
as
many
today,
if
not
many
more,
I'm
curious.
If
there's
another
spreadsheet,
coming
with
more
of
these
projects
on
it
or
how
we
will
rank
those.
So.
E
A
E
A
A
E
E
A
What
I'm
going
to
suggest
is,
if
you
have,
if
you
think
of
any
questions
between
now,
the
next
meeting
feel
free
to
contact
either
jocelyn
or
me,
or
if
you
want
the
real
authority,
get
to
robert
or
or
or
justin
but
josten,
and
I
can
pretty
much
answer
most
of
your
questions.
C
C
I
think
when
we
have
our
next
task,
for
when
we
have
our
next
task
force
meeting
come
with
your
opinions
of
of
the
the
rankings
for
project,
priority
and
city
contribute
and
city
goals,
because
since
we
didn't
do
that,
since
we
haven't
done
that
right
now,
I
think
let
us
take
a
moment
and
then
now,
I'm
looking
at
the
thank
you
for
putting
the
schedule
back
up,
as
I'm
making
said
suggestion
so
for
our
for
our
yep,
for
the
meeting
on
the
on
the
30th,
when,
if
we
have
a
breakout
when
we
have
a
breakout
after
that,
come
with
come
with
those
opinions
so
that
we
can
just
kind
of
we
can
zoom
through.
C
I
A
I
A
F
I
think
it'll
just
be
just
trying
to
work
with
your
schedule
and
availability
to
kind
of
work
through
these
yeah.
A
Okay,
folks,
I
don't
want
to
steal
your
saturday
if
there
are
no
other
comments
and
people
are
comfortable,
knowing
that
you
can
call
on
us.
If
you
have
any
individual
questions,
I
think
we
can
adjourn.
A
Oh
one
point
please
be
aware
that
these
these
sessions,
these
task
forces
task
force
meetings
are
being
recorded.
A
So
let's
keep
reminding
ourselves
I'll
I'll
start
reporting
I'll
start
re,
reminding
us
at
the
beginning
of
each
of
these
task
force
meetings:
okay,
you
guys
have
a
great
saturday
enjoy
your
sunday
and
take
monday
off.
