A
All
right,
the
regular
meeting
of
the
capital
long-range
improvements
committee
will
now
begin.
B
Before
we
begin
I'd
like
to
note
that
this
meeting
includes
the
remote
participation
of
members
as
authorized
under
minnesota
statute,
section
13d
.021
due
to
the
declared
local
health
pandemic.
I
will
now
call
this
meeting
to
order
and
ask
the
clerk
to
call
the
rule
so
that
we
may
verify
the
presence
of
a.
C
D
E
E
G
B
Okay,
very
good,
thank
you
with
that.
We'll
proceed
to
our
agenda,
copy
of
which
was
posted
for
public
access
to
the
city's
legislative
information
management
system,
which
is
available
at
lims.minneapolismn.gov
and
to
simplify
things
and
move
things
along.
We
will
do
item
2
adoption
of
the
agenda
and
item
three
acceptance
of
the
minutes
with
the
same
roll
call.
B
If
there
is
no
objection
and
unanimous
consent,
so
the
clerk
would
probably
want
to
project
the
minutes
if
possible
and
when,
when
click
members
are
making
their
motion,
please
state
your
name
and
then,
when
you
do
the
second,
please
state
your
name.
So
is
there
a
motion
to
accept
to
approve
the
agenda
and
accept
the
minutes
of
april
14,
2021.
B
H
E
A
Steve
brandt,
james
brown,
hi,
luke,
cunningham.
J
A
A
F
A
And
mcconnell
dan
miller.
K
B
F
B
B
So
the
city
of
minneapolis
has
adopted
the
principles
of
community
engagement
from
the
international
association
for
public
participation.
Ip2
and
part
of
that
is
that
we
we
explain
in
the
spectrum
the
degree
to
which
the
public
has
input.
So
it's
ranges
from
inform
where
you
provide
the
public
with
balance
and
objective
information
to
understand
problems,
alternatives
and
solutions,
and
so
we're
looking
for
your
informing
information
tonight
running
all
the
way
to
empower
where
the
elected
officials
place
final
decision
making
in
the
hands
of
the
public.
B
B
B
L
Yes,
if
no
one
else
wants
to
go,
this
is
peter
schmidt.
I'd
love
to
talk
about
a
few
different
things.
If
you
have
some
time
very
good.
B
Okay:
let's
go
with
peter
schmidt.
L
L
As
you
may
know,
the
the
manual
of
uniform
traffic
control
devices
is
up
for
revision
for
the
first
time
since
2009
secretary
of
bootage
has
just
extended
the
comment
period
for
another
few
weeks.
This
is
a
document.
That's
really
it's
given
oversized
importance,
in
my
opinion,
compared
to
the
content
of
the
actual
document,
but
a
lot
of
merit
is
put
on
it
and
it's
particularly
interesting.
L
It
doesn't
have
a
pedestrian
section
at
all,
though
it
is
adding
an
autonomous
vehicle
section,
which
I
find
an
interesting
prioritization,
but
it
would
be
great
if,
from
you
know,
the
public
works
side.
We
could.
You
know
have
comments
put
forth
by
the
city,
particularly
around
allowing
kind
of
more
innovative
traffic
controller
signal
control
devices,
one
that
I'm
particularly
passionate
about
is
moving
traffic
signals
to
the
near
side
of
an
intersection.
Essentially
thinking
about
you
know,
that
is
an
idea
of
when
you're
going
on
an
on-ramp
and
there's.
L
You
know
the
two,
the
two
lights
before
you
know
letting
you
on
you
know
the
traffic
or
the
signal
is
close
to
you,
so
your
car
has
to
stay
back
far
enough
to
see
that
light
same
concept
applies
for
near
side.
Signals
in
that
you
know
you
have
a
traffic
signal
on
the
near
side
of
the
intersection
which
forces
a
car
back
far
enough
that
it
maintains
the
clarity
of
the
of
the
the
crosswalk.
L
I
know
we
have
stop
bars,
but
this
is
a
much
more
effective
version
of
that
which
is
seen
pretty
prima
pretty
pretty
frequently
in
europe.
I
lived
in
germany
in
australia
for
a
long
time.
L
This
was
the
standard
and
it
really
protects
the
pedestrian
box,
which
is
which
is
huge,
but
under
the
current
mutcd
guidelines
near
side
signals
are
a
supplemental
signal,
but
not
a
primary
signal
and
the
only
way
to
get
around
that
is
either
to
go
through
the
variance
process,
which
is
extra
work,
which
I
I
know
generally
is
not
desired
by
by
folks
or
choosing
to
ignore
the
mutcd
guidelines,
which
you
can
do
we've
chosen.
L
Not
to
so
you
know,
I've
attended
a
lot
of
public
meetings
for
different
projects
and
I'm
often
you
know
given
different
guidance
on
where
to
advocate
for
nearside
signals,
but
this
seems
like
a
good
opportunity
to
express
this
to
click
and
express
this
to
public
works
that
I'd
love
to
see
this
piloted
somewhere.
You
know
I
was
hoping.
Bryant
seemed
like
a
really
good
opportunity,
brian
avenue
south,
but
it
seems
like
that's,
probably
sailed,
but
I
think
this
would
be
a
great
way.
L
You
know
in
the
same
way
that
we're
piloting,
chicanes
and
other
traffic
calming
measures
near
side
signals
would
be
huge
and
the
other
two
are
a
little
bit
much
shorter
explanation
and
I'll
pass
on
passing
my
time,
no
turn
on
red
signs
again.
This
is
an
idea
of
protecting
pedestrian
crossings,
oftentimes
you're,
seeing
cars
looking
to
the
left
when
pedestrians
might
be
coming
from
the
right,
which
is
creating
that
kind
of
dangerous
interaction,
so
particularly
in
heavy
pedestrian
areas.
L
L
There's
there's
regular
cars
parked
on
both
sides,
so
that
might
change
with
the
reconstruction,
but
for
all
user
types,
cars,
bikes
and
pedestrians
you're
stuck
in
this
awkward
situation
of
kind
of
having
to
lean
out
beyond
the
parked
cars
to
see
if
traffic
is
coming,
which
is
dangerous
for
everyone
and
kind
of
an
easy
and
cheap
solution.
Is
you
know
putting
a
mirror
on
the
far
side
of
the
intersection
to
show
that
angle?
L
You'll
sometimes
see
this
coming
out
of
alleyways
or
loading
docks,
but
it'd
be
an
interesting
thing
to
pilot
to
be
again
quite
cheap?
You
know
it's
not
like
you
know.
The
plastic.
Reflective
surfaces
are
particularly
expensive,
but
it'd
be
great
to
see
if
that
helped
with
that
visibility
for
all
users.
So
again,
this
is
generally
on
on
signals.
I'd
love
to
see
something
from
clicker
public
works,
and
I
have
other
comments
for
other
topics,
but
I'd
love
to
yield
and
come
back.
B
All
right,
thank
you,
mr
schmidt.
Do
you
want
to
tell
us,
I
think
the
city
usually
asks
for
either
your
residence
or
neighborhood.
B
Thank
you
we'll
come
back
to
you
with
another
round
for
the
next
three.
I
promise
my
others
are
much
shorter,
oh
glad
to
have
you
here
next
next,
caller
just
name
and
address
or.
M
Oh
jim
hagen,
on
47th
avenue,
south.
M
Oh
great
yeah,
thanks
so
much
thanks
for
the
chance
for
the
engagement
here.
I
had
several
questions
comments
related
to
a
problem
we
have
with
our
water
main
on
the
3800
block
of
47th
avenue
south.
M
M
The
first
flush
of
the
season
was
today
and
one
of
the
neighbors
came
out
and
had
no
water
pressure
at
all.
Sometimes
they'd
come
out
from
the
shower
like
that,
and
then
it
causes
a
lot
of
damage
to
the
interior
of
the
house
by
shooting
rusty
water
through
the
house
anyway.
So
the
concern
is:
we've
had
communication
with
the
department
of
public
works
and
we
can't
identify
any
plan
to
fix,
upgrade,
replace
or
maintain
these.
This
part
of
the
capital
infrastructure,
and
I
was
curious
in
your
last
report
from
2020.
M
M
For
how
this
would
be
maintained
see
now
it's
obviously
a
lot
of
old
pipes,
and
I
wondered
if
you
have
a
response
from
anybody
or
if
you
expect
a
response
from
anybody
to
that,
I
I'm
not
sure
who
the
audience
for
that
comment
is,
but
I
would
be
curious
to
know
if
there
is
any
plan
and
what
motivated
you
to
make
that
comment.
What
was
the
concern
that
you
all
had
that
you
you
had
the
same
thought
I
did
that
it
would
be
helpful
to
have
an
inventory
and
a
plan
to
prioritize
replacements
and
repairs.
B
Thanks,
mr
hagan,
I
think
what
I
will
ask
is
our
first
of
all,
I
want
to
say
it's
impressive,
that
we
have
a
resident
who
actually
read
the
click
report,
a
positive
note
there
and
I'm
going
to
ask
our
transportation
task
force
vice
chair
or
chair.
The
vice
chair
is
here
katie
jones.
Perhaps
I
have
the
report
in
front
of
me.
E
I
Hi,
my
name
is
eric
wong
and
I'm
the
chair
of
the
human
development
task
force
over.
I
did
off
to
that
comment
which,
which
came
through
the
entire
click
committee,
the
thinking
there
was
that
we
know
that
the
capital
infrastructure
across
the
country
is
in
bad
shape
and
there,
given
that
we
know
that
the
administration
is
likely
to
to
push
some
funding
to
to
re,
rebuild
the
infrastructure
of
the
country.
We
needed
an
inventory.
I
The
priority
given
by
the
federal
government
is
generally
for
shovel-ready
projects,
which
means,
if
you
have
the
inventory
and
you
can
identify
those
areas
needing
specific
help.
You
get
to
the
front
of
the
line,
so
that
was
that
was
our
thinking
on
why
we
should
have
an
inventory
developed
for
the
entire
city.
I
hope
that
helps.
M
Oh,
that
really
does
I
mean
that
makes
total
sense.
That
was
part
of
my
question
about
our.
Do
we
have
the
list
of
things
that
are
shuttle
ready
to
take
advantage
of
this,
because
we
certainly
have
a
lot
of
need
for
funding
for
this.
So
what
is
the
answer
when
you
make
that
recommendation
in
this
official
report?
B
Yes,
we
do
mr
hagan,
we,
the
committee,
expects
that
the
the
you
said,
the
the
audience
for
the
report,
of
course,
is
the
mayor
and
the
city
council
members
and
the
professional
city
staff
who
are
responsible,
but
the
general
public.
Also-
and
yes,
it
is
an
expectation
of
the
click
committee
that
we
do
get
responses
and
answers
to
the
questions
posed
before
and
this
this
session
is.
This
hearing
is
really
early.
B
M
Well
thanks
so
much
so.
Basically,
if
I
understand
that
right,
then
it
would
be.
When
you
make
a
recommendation
in
one
year's
report,
you
wouldn't
really
expect
a
response
until
they're
making
a
request
in
the
following
year
and
the
response
would
be
embedded
in
their
requests
in
the
following
years.
That
did
I
understand
that
right.
I
Yeah,
I
I
I
I
I
understand
your
question
regarding
the
follow-up
and
part
of
what
we
have
here
is
the
click
is
a
a
volunteer
group
of
of
people
who
come
together
primarily
to
review
the
the
requests
that
come
in
at
the
beginning
of
the
year
and
our
opportunity
to
review.
What's
done
comes
with
the
next
next
cycle,
so
we're
going
to
be
looking
at
what
we
suggested
or
what
we
advise
the
mayor
and
council
on
last
for
the
2020
to
gosh
20
to
20
20
20
to
2026
time
frame.
I
I
I
as
I
would,
I
would
repeat
what
jeff
said
we
we've
just
received
these
requests,
so
we're
not
quite
sure.
What's
in
there
yet
and
we'll
know
more
over
the
next
week,.
B
And
I
might
suggest
to
both
mr
hagan
and
mr
schmidt
a
further
opportunity
where
your
comments
are
transcribed
and
put
verbatim
into
the
click
report
will
be
that
official
joint
public
hearing
with
planning
commission
on
wednesday
may
12th
at
6
pm,
and
so
you
should
I'm
sure
if
you
reach
out
to
the
city
staff,
helping
manage
this
meeting,
they
will.
They
perhaps
can
help
you
sign
up
for
notice
for
that
meeting.
M
B
B
E
N
M
Follow-Up
great,
thank
you
very
much.
I
really
appreciate.
B
Roll
up
on
that,
why
don't
you
go
ahead.
C
M
Yeah
for
the
budget
request,
I
think
it's.
It
was
wtr
12
for
water
distribution
improvement.
It
listed.
You
know
I
looked
at
several
years
and
it's
sort
of
a
rounded
dollar
amount,
each
time
which
does
not
give
any
it
doesn't
give
any
specific
projects.
So
I
wasn't
quite
sure
how
you
evaluate
those,
but
I
know
that
this
year's
my
understanding
is
there's
several
very
specific
projects,
maybe
three
in
minneapolis
where
they
are
replacing
water
mains.
I
just
wonder
in
their
requests:
why
are
they
an
exception?
M
They're
so
different
than
other
projects
where
they
don't
actually
tell
you
tell
us
what
the
projects
are
that
they're
proposing
to
do
the
work
on
and
then
also
I
wondered
when
they're
all
done.
Is
there
some
way
to
find
out
then?
If
what
projects
they
did
because
they
do
have
names,
they
have
street
block
numbers.
It's
not
just
sort
of
random.
You
know
valve
here
valve
there,
so
I
just
wondered
that's
something
that
we
could
have
identified
more
on
a
project
basis
in
their
budget
request.
B
We
can
certainly
do
that.
That's
something
that
click
members
would
be
asking
about.
Oftentimes
there
will
be
a
presentation
when
you
have
a
program.
Specific
project
areas
will
be
identified
during
our
presentations.
D
Yeah,
so
this
is
amelia
kruver,
and
I
see
that
justin
has
very
helpfully
pulled
up
that
that
very
capital
budget
request
and
we
can.
We
can
make
sure
that
the
link
to
these
are
available
to
folks
because
they
are
available
to
the
public
right
now
and-
and
it
I
think,
would
help
answer
the
question:
what
what
is
sort
of
shovel
ready,
because
these
are
the
requests
that
click
is
reviewing
and
represent
the
proposals
coming
from
city
departments.
So
we
are
happy
to
share
these
to
help
answer
that
question.
M
Well
well,
thank
you
so
much.
I
think
I've
seen
those
before
for
the
water
distribution
improvement
and
read
the
actual
request,
but
I
just
don't
see
anything
specific
about
where
the
work
is
anticipated
or
what
what
means
they
want
to
do
when
so,
I
think
I've
already
seen
what
you're
talking
about,
but
it
just
seems
like
sort
of
insufficient.
B
Once
again,
scott
engel
from
your
reward,
may
be
asking
that
question
about
your
specific
location
that
you
asked
about
48,
47th
avenue
and,
and
they
can
perhaps
get
back
to
you
with
that
question
as
well.
If
you're
willing
scott.
M
L
M
Much
I'll
be
in
contact
with
you
directly,
though.
Thank
you
appreciate
that,
and
I
know
there's
another
person
on
our
block.
Who
was
who
has
the
same
issues
with
perhaps
different
questions,
but
I
I
guess
I'd
like
to
yield
my
time
back
to
other
people.
I
appreciate
the
your
responses
so
far
thanks
very
much,
and
I
know
someone
else
from
our
block
has
a
limited
time
just
to
get
in
and
he
has
another
meeting
tonight.
So
thank.
B
You
right
so
we
have.
Mr
schmidt
has
a
second
set
of
comments,
but
is
there
a
person
who
hasn't
yet
spoken
a
resident.
G
Sure
I'm
wendy
hahn
I'm
at
38
24
47th,
so
I'm
on
the
corner
of
47th
avenue
south
in
dowling
right
where
the
dead
end
hydrant
is
located.
B
G
And
I
have
to
tell
you
that
it's
when
I
run
a
bath,
it's
bright
orange,
my
water
is
always
brownish
colored.
I
have
multiple
filters
on
my
water,
but
I've
lived
here
about
19
years
and
it's
kind
of
disturbing
to
think
I've
been
drinking
this
water
for
so
many
years.
G
You
know
they
come
and
empty
the
hydrant
and
then
I'll
have
no
water
pressure
at
all,
and
I
don't
know
when
it's
going
to
happen,
but
it
happened
today
and
a
neighbor
down
on
48th
avenue,
texted
me
and
said
my
water's
brown
again.
So
you
know
it
covers
quite
a
few
blocks
in
this
area.
So
you
know
we're
very
concerned
about
getting
it
replaced
and
fixed.
So
anything
I
can
do
or
get
involved.
If
you
can
advise
me
how
I
can
follow
up
on
this,
I'd
really
appreciate
it.
G
So
I
guess
it's
good
to
keep
in
touch
with
steve
angle,.
G
B
B
And
we,
those
of
us
who
are
appointed
by
council
members,
for
example,
I'm
appointed
by
fourth
ward
council
member
philippe
cunningham,
and
so
we
we
will
serve
as
contacts
for
the
community
residents
in
our
ward
who
have
questions,
and
we
certainly
can
make
note
and
follow
up
when
we
do
the
question
and
answer
on
those
on
that
type
of
program.
Project.
B
G
Appreciate
just
the
other
people
on
the
block
may
have
not
had
had
a
chance
to
call
in
today,
but
maybe
it's
quite
a
concern
of
ours
and
I've
been
living
with
it
for
quite
a
while,
so
I'll
be
in
touch
with
them,
and
hopefully
we
can
get
the
hydra
place.
B
J
Not
to
cut
you
off
scott,
but
I
I
I
have
taken
notes
on
both
these
issues
from
jim
and
wendy,
and
I
also
have
jim's
contact
information.
I
don't
have
wendy's
if
wendy,
if
you
I'll,
send
an
email
to
jim
so
that
he
has
mine
and
then
maybe
you
know
we
could.
He
could
connect
the
two
of
us
along
with
scott,
and
you
know
we
will
make
note
of
your
your
comments
in
the
public
saturday
session.
B
Very
good
and,
as
I
mentioned
to
the
other
gentlemen,
the
miss
han
the
joint
public
hearing
with
the
planning
commission,
if
you
wish
to
attend
those,
those
meeting
minutes,
are
transcribed
and
go
right
into
the
click
report.
So
that
will
be
wednesday
may
12th
at
6
00
pm.
So
you
may
want
to
calendar
that
to
attend
and
make
your
comment
there
as
well.
G
L
All
right,
I
also
noted
the
the
public
hearing.
I
will
use
this
as
a
quasi-dry
run,
to
get
my
my
kinks
out
then
as
well.
My
next
couple
comments
are
related
to
various
bike
infrastructure
pieces
around
the
city.
Some
are
my
own
opinions
and
some
are
also
folks
that
that
I'm
friends
with
that
couldn't
be
at
the
meeting
tonight.
The
first
is
under
bp003.
L
I
would
love
it.
If
we
could
increase,
we
could
increase
the
prioritization
for
cedar
lake
trail
and
greenway
resurfacing.
It's
they're
both
both
great
trails.
I
I
personally
love
the
the
cedar
lake
trail.
My
parents
live
out
west
of
the
cities
and
it's
a
beautiful
ride,
except
that
you
hit
a
major
bump
every
10
feet,
so
I
end
up
just
riding
with
no
hands
until
I
get
out
of
the
minneapolis
portion,
because
it's
so
terrible
on
your
wrists
and
neck
and
back.
L
I
know
this
is
in
the
plans,
but
I
just
would
love
to
up
the
priority,
and
I
know
with
the
greenway
now
that
the
bridge
construction
is
done.
It'd
be
great
to
get
resurfacing,
since
those
got
that
that
trail
got
beat
up
pretty
bad.
During
the
bridge
work
so
any
way
to
move
that
up,
I
know
by
by
driving
standards-
they're-
probably
not
bad
roads
yet,
but
for
biking.
L
It's
just
a
totally
different
metric
in
terms
of
comfort,
so
just
want
to
advocate
for
for
those
two
next
one
on
on
bike
infrastructure
is
a
friend
of
mine
was
just
lamenting
lives
in
north
and
would
love
to
see
some
more
bike
instructure
around
the
lindell
avenue
corridor.
It's
you
know
it's
a
great
opportunity,
but
it's
very
difficult
to
use
as
a
bike
rider.
L
At
the
moment
it
doesn't
really
have
any
protective
infrastructure,
you're,
either
kind
of
stuck
riding
in
tight,
pretty
fast
traffic
or
on
the
sidewalk,
which
you
know
we're
not
supposed
to
do
so.
You
know
it'd
be
great
to
see
some
future
plan,
adding
lindell
avenue
north
to
it,
whether
it's
part
of
the
protected
bike
lanes
budget
request
in
the
future
or
not.
L
So
those
two
pieces
I
did
want
to
give
a
shout
out
to
those
those
dunwoody
protected
bike
lanes
are
pretty
awesome,
so
more
of
that
is
is
really
great.
It
particularly
connects
well
to
lidonia,
which
I'm
going
to
give
a
quick
shout
out
to
slodonia
is
great
and
then
one
other
bike
project,
I'm
not
sure
if
this
fits
within
the
scope
of
what
click
can
do,
but
under
pb158
the
hennepin
avenue
project
reading
through
this
report
and
kind
of
the
goals
of
this
project
would
just
be
great.
L
If
click
as
a
group
could
submit
a
comment
in
support
of
you
know
currently
option
one.
I
know
there's
going
to
be
another
iteration
coming,
but
you
know
a
lot
of
the
goals
of
of
this
project
spend
was
to
meet
the
transportation
action
plan
goals
and
I
think
it'd
actually
be
pretty
impactful
to
have
a
comment
come
from
click
in
support
of
dedicated
bike
infrastructure,
since
that
was
part
of
that.
L
That
project
budget,
and
specifically,
I
think,
could
actually
be
linked
with
a
different
project,
spend
the
the
safe
routes
to
school
budget
item,
though
it
doesn't
currently
include
hennepin,
I
think,
could
be
added
to
that
budgetary
scope,
since
it
does
run
in
front
of
jefferson
community
school
and
with
the
school
district
reshuffling,
there's
actually
going
to
be
a
lot
more
students
coming
from
north
and
west.
So
you
know
this
would
quite
literally
fall
into
a
very
nice
safe
route
to
school
option.
L
So
again,
not
sure
if
that's
given,
where
it
is
in
in
you
know,
within
the
the
five
year
process,
or
you
know
that
one
might
turn
out
to
be
a
seven
year
process
with
the
2024
delay,
not
totally
sure,
but
I
think
click's
voice
could
be
really
impactful
in
that
project.
So
those
are
kind
of
my
three
bike
comments
and
then
the
the
next
direction.
L
I've
got
kind
of
two
more
well
two
to
three
more
topics
to
cover,
so
I
can
pause
and
see
if
there's
any
other
comments
before
I
before
I
keep
moving
forward.
Are
there
other
members
of
the
public
that
want
to
go
before?
I
continue.
B
C
B
Thank
you,
katie
jones,
very
good.
Let's
we
can
go
on
mr
schmidt.
L
All
right
I'll
keep
firing.
The
next
piece
came
from
a
colleague
of
mine
who
lives
down
on
fremont
between
35th
and
36th.
He
unfortunately
works
late
and
just
couldn't,
compete
this
meeting,
but
he
had
a
lamentation
and
he
sent
me
some
pictures
of
this.
The
alleyway
on
on
that
block
makes
it
so
he
actually
can't
access
his
his
garage
two
months
a
year.
The
drainage
is
such
that
it
creates
roughly
18-inch
ice
curbs
in
the
winter
from
the
the
freeze-thaw
cycle.
L
Evidently,
a
city
engineer
has
been
out
and
stated
that
it
either
needs
to
be
resurfaced
and
potentially
needs
to
have
drainage
added
to
it
to
address
the
problem.
It's
it's
a
pretty
gnarly
set
of
pictures
and
I
believe,
based
on
sorry,
I'm
pulling
up
my
my
notes
based
on
pb006,
based
on
that
on
that
map
from
pb-006.
L
I
believe
it
is
part
of
the
you
know
under
consideration
to
be
added
to
the
repaving
scope.
It
was
a
little
bit
hard
to
see
where
the
cross
streets
were
on
that
map,
but,
if
possible,
I
would
love
to
advocate
to
move
that
that
alleyway
on
fremont,
between
35th
and
36th,
into
the
the
2022
to
2027
repave
bucket,
I
believe,
that'd
be
something
that
could
be
added
to
the
budget
request
directly
again,
I
I
know
it's.
L
I
know
it's
garages
which
which
isn't
necessarily
our
priority
as
a
city,
but
you
know
not
being
able
to
access
part
of
your
property,
because
the
city
infrastructure
is
crumbling
to
that
degree
is,
is
certainly
frustrating.
I
know
he
also
is
looking
at
repaving
his
asphalt
connection
to
the
alleyway,
and
you
actually
can't
get
a
contractor
to
do
so,
because
the
flooding
is
so
frequent
that
asphalt
won't
set
in
time.
So
again,
I
really
do
feel
like
it
probably
merits
being
moved
into
that
2022-2027
set.
B
B
So
comments
are
so
noted.
We
don't
have
the
technical
capacity
here.
But
if
your
neighborhood
friend
for
the
joint
public
hearing
we
did
have
people
who
submitted
electronic
reports,
including
photographs.
L
Okay,
I
can
certainly
work
with
him
to
get
that
submitted
ahead
of
the
public
hearing
as
well.
B
Pv06,
if
not
anything
else,
mr
schmidt.
L
Yep
I've
got
one
more
quick
one
and
then
one
semi
tongue-in-cheek,
one
for
you.
So
my
next
one
is,
it's
generally
a
general
request.
So
I
know
there
is
a
water
infrastructure
section
and
it
generally
has
this
electrical
service
rehabilitation
line.
Item
wtr31.
L
I
was
wondering
if,
as
click
as
a
request
for
the
future,
if
if
an
electrical
infrastructure,
subsection
as
a
whole
could
be
added
specifically
aimed
at
requiring
excel
and
telecommunication
infrastructure
to
be
buried
at
any
road
reconstruction
or
we
can
or
rebuild
whether
this
would
have
to
be
done
through
an
amendment
to
the
franchise
agreement
with
the
city
between
the
city
and
excel
is
a
little
unclear,
but,
having
recently
been
fighting
with
excel
and
centurylink
and
comcast
to
remove
a
poll
on
our
property
which
was
illegally
placed,
I
would
love
to
see
this
infrastructure
out
of
our
our
view,
shed
and
put
more
safety
underground.
L
It
increases
resiliency.
It
also
removes
a
lot
of
redundant
poles
because
excel
has
a
pretty
bad
habit
of
removing
their
infrastructure
from
poles
and
then
just
leaving
the
pole
or,
as
we
saw
in
the
hennepin
avenue
bike
lane
downtown.
We
end
up
with
random
poles
in
the
middle
of
the
bike
lane,
which
is
incredibly
infuriating.
Theoretically,
they
come
back
and
do
it,
but
again
having
worked
with
utilities
for
a
long
time.
I'm
a
solar
developer
myself,
it's
incredibly
difficult
to
get
actually
a
response
for
them
to
do
that
work.
L
So
if
there
was,
I
know
there
is
already
utility
coordination
with
a
lot
of
these
projects,
but
if
there
was
a
directive
from
public
works
or
from
click
or
from
the
city,
where
all
visible,
electric
and
telecommunication
lines
had
to
go
underground,
that
would
be
the
right
time
to
do
it
cost
effectively,
and
it
would
slowly
allow
us
to
get
all
of
our
infrastructure
underground
outside
of
just
the
downtown
core.
L
B
I
don't
see
anything
but
comment
so
noted
all
right.
L
And
then
my
my
final
again,
quick
semi,
tongue-in-cheek
piece
for
you.
I
know
everything
I've
requested
so
far
is
a
big
money.
Item
generally-
and
I
know
a
big
part
of
the
limitations
on
what
click
can
do-
is
the
fact
that
the
state
has
largely
gutted
the
budget
for
us
to
do
these
kind
of
projects,
among
other
factors,
we'll
we'll
say
that,
but
it'd
be
great.
If
there
was
some
kind
of
either
advertising
campaign
or
lobbying
effort
or
marketing
campaign.
L
To
advocate
for
more
sending
you
know,
spending
on
cities,
whether
it's
you
know
that
that
money
should
be
allocated
on
a
you
know,
dollars
per
you
know,
number
of
people
served
per
per
road
mile
or
something
some
other
metric
to
to
reduce
the
amount
of
funding
that
cities
are
getting
as
opposed
to
kind
of
having
city
infrastructure
decay
because
of
either
inconsistent
or
deteriorating
funds
again
a
bit
of
time
in
cheek.
L
I
don't
think
we
have
any
budget
to
do
a
lobbying
or
marketing
effort,
but
I
do
appreciate
the
work
that
this
group
does
and
what
and
that
the
city
does
overall,
but
it's
it's
very
challenging
when
money
is
either
sporadic
or
declining.
I
just
want
to
add
that
in
as
a
general
thought.
B
Thank
you
for
that
comment.
Maybe
I
will
defer
to
amelia
kruger
for
that,
and
then
we
have
scott.
Engel
has
a
hand
raised.
N
Yep
peter,
could
you
explain
what
you
mean?
There's
utility
poles
in
the
middle
of
bike
lanes
on
hennepin
avenue.
L
L
Theoretically,
I'm
guessing
they're
supposed
to
be
temporary
as
they're
switching
over
to
the
new
signals,
whether
that
removal
actually
happens,
I'm
not
quite
sure,
but
it's
interesting
in
one
of
the
sections-
there's
definitely
one
of
their
telemetry
boxes
right
next
to
it
so
actually
creates
like
a
two
or
three
foot
gap
for
you
to
get
your
bike
through
which
I'm
capable
of
doing.
But
if
I
had
a
cargo
bike
or
a
trailer,
it
would
force
me
to
go
into
the
pedestrian
part
of
the
sidewalk.
L
So
there
are
workarounds
right
now,
but
right
now
and
head
up-
and
there
are
two
instances
of
that
and
then
again,
like
I
know
in
our
backyard,
I
went
and
looked
through
the
history
of
our
of
property.
There's
no
easement
for
excel
to
have
a
poll
on
our
property.
Yet
they
had
polls
on
our
property
and
when
we
tried
to
force
the
issue
to
get
them
making
get
rid
of
it.
L
They
kind
of
scoffed
and
said
now
we're
not
going
to
do
that
so
just
in
general,
I
think
it's
it's
good
practice
overall
to
have
electrical
structure
underground,
it's
much
more
resilient,
much
safer,
but
it
also,
of
course,
costs
more
money.
So
if
we
can
coordinate
that
with
reconstruction
projects,
when
the
road
is
already
open,
putting
an
extra
bit
of
conduit
underground
is
actually
not
that
big
of
an
adder.
N
Yeah,
I'm
just
going
to
add
that
I
am
planning
to
advocate,
through
the
americans
with
disabilities
act,
that
more
utilities
be
buried.
The
city
has
had
a
habit
in
the
past
of
keeping
that
infrastructure
as
obstacles
in
the
middle
of
sidewalks,
for
example,
and
yeah
reconstruction
should
be
an
opportunity
to
bury
them,
or
at
least
move
them.
O
Yeah,
this
is
rich
ward
13..
This
is
my
first
year
at
click,
I'm
not
familiar
with
the
process,
but
I
had
a
question
about
just
overall.
I
apologize
if
I
missed
it
in
the
instructions.
Are
these
comments
and
recommendations
somehow
captured
in
proposals
that
we
will
be
grading.
B
This
meeting
is
being
recorded,
and
so
we
will
have
access
as
click
members
to
these
comments.
So
these
are
our
fellow
residents
making
providing
public
engagement
input
that
we,
as
click
members,
can
take
into
consideration
and
thoughtfully.
Consider
in
our
in
our
capital
budget,
request
review.
O
Right,
so
the
question
is
so
based
on
the
input
we
just
were
hearing.
Are
those
proposals
captured
in
at
least
one
of
the
proposals
that
we
will
be
grading,
or
are
these
just
sort
of
general
comments
that
cover
any
number
of
proposals
that
we
may
or
may
not
see?.
B
I'm
not
trying
to
obfuscate
or
not
answer
your
question
sure
rich,
but
was
that
maybe
I'm
not
getting
it.
O
No,
I
think,
you've
answered
the
question,
so
this
was
just
my
question
about
sort
of
how
this
is
put
together
and
how
this
works,
whether
I'm
expecting
to
see
sort
of
these
line
item
comments
included
in
something
I
will
be
reading
later,
or
is
this
just
something
we
hear
tonight
and
then
need
to
remember
later
on
when
we're
doing
the
processing
of
the
grading.
B
B
I
saw
that
katie
katie
jones.
B
Very
good,
so
do
we
have
any
other
members
of
the
public
attending
who
have
not
yet
spoken.
L
Sorry
to
button
one
more
time
I
just
realized-
I
forgot
to
mention
the
budget
number
for
my
first
set
of
comments,
the
signals
I
think
they
would
fall
immediately
under
tr02.
B
B
Under
traffic
parking,
okay-
and
I
I
did
want
to
ask
amelia
if
she
would
respond
to
the
I
know
the
from
experience.
The
city
has
a
robust
intergovernmental
relations
department,
yeah,
and
so
I
I'm
sure
that
the
city
is
there
to
lobby
at
the
state
and
federal
levels
for
increased
infrastructure
funding.
D
Yep
happy
to
answer
that
question.
So
the
we
do
have
an
intergovernmental
department
that
works.
We
have
a
policy
agenda
that
the
city
puts
together.
We
put
it
together
in
a
process
that
that
happens
every
year,
so
departments
will
bring
forward
their
policy
change
ideas,
they'll
be
sort
of.
G
D
And
prioritized,
and
and
will
sort
of
pass
through
council
our
priority
for
policy
making
in
the
next
year
at
the
state
level.
D
So
I
think
that
bringing
these
ideas
up
when
we
talk
particularly
to
departments
in
the
next
couple
sort
of
half
day
meetings
where
we're
asking
questions
directly
of
departments
is
a
great
idea,
so
that
these
policy
changes
can
sort
of
start
with
the
department's
most
impacted
and-
and
I
think,
bringing
up
specifically
the
idea,
just
as
you
did
today,
of
of
the
city,
considering
it
as
something
that
they
are
bringing
to
the
state
is
the
that's
the
track
to
be
on.
D
So
I
think
if
we
can
bring
this
forward
when
we're
working,
particularly
with
the
departments
in
the
next
couple
weeks,
that's
the
right
place
to
start.
B
Very
good,
thank
you,
and
so
we
won't
have
a
transcription,
but
we
will
have
the
meeting
recording
for
members
to
view
so.
Okay,
let's
just
see
if
there
are
any
more
members
of
the
public
here
tonight,
to
make
any
comments.
B
B
Do
any
clinic
members
have
any
any
further
comments
before
we
close
the
public
hearing,
so
we'll
close
the
public
hearing
and
with
that
members
we've
actually
completed
our
agenda
for
tonight.
B
B
I
Yeah,
a
quick
reminder
regarding
saturday's
budget
present
presentations
by
the
department
of
public
works.
That
meeting
on
saturday
begins
at
8
00
a.m
and
runs
until
a
bit
afternoon.
K
You
know
just
a
question:
it'd
be
very
helpful
to
have
the
rating
sheet
for
22
27
before
the
meeting
this
this
saturday.
If
it's
possible,
it's
just
helpful
to
begin
to
do
a
rough
out
of
projects
as
the
presentations
are
being
made.
B
Yes,
dan,
I
believe
from
our
executive
committee
meeting
lunchtime
today,
city
staff
will
be
sending
that
that
template
out
amelia.
D
Yep,
I
was
just
gonna
say
I
think
those
are
coming
out
right
away
where
we've
sent
that
out
to
for
a
final
review
from
our
internal
and
executive
team
members,
and
we
will
send
that
right
out
to
you
as
soon
as
we
fix
anything
that
needs
some
last-minute
corrections.
D
K
B
Very
good
with
that
we've
completed
all
items
on
the
agenda
for
this
meeting.
I
will
ask
members
and
staff
if
there
are
any
other
matters
to
come
before
this
meeting,
not
seeing
any
hands
raised,
if
not
and
without
objection,
I'll
declare
this
meeting
adjourned.
