village

service
district
advisory
board.

that

meeting
includes
the
remote
participation
of
members

due
to
the
declared
local
health
pandemic.
I
will
now
call
this
meeting
order

call
the
role

that
we
may
verify
the
presence
of
a
quorum
advisory
board
members.

the
city
of

there

a

removed
just
over

000
cubic
feet
of
trash
from
your
district
maintained,
receptacles
and
24
000
cubic
feet
of
recycling
material
from
your
29
one
sort,
recycling,
receptacles
and
pan
and
broom
resulted
in
over
600
cubic
feet
of
trash
removed.

allocated

dollars
from
a
budgeting
perspective

sidewalk
snow
services
to
be
that
snowy
day
fun
or
snow
reserves.

we

final
restrictions
here
lift
over
the
course
the
next
four
to
six
weeks.

certainly
continue
to
keep
an
eye

increase
those
frequencies
as
needed
to
make
sure
that
we

not

overflowing
trash

certainly
the

litter

recycling

something
we
dialed
down,

was
also
a
contributing
factor

just
dialed
things
up
back
the

service
requests
for

remainder

this
calendar
year.

plan
is
to
continue
to

what
we've

expecting

level

normalcy
going
into
the
school

this
fall

welcome

typically

try
to
make
things
look
their
best.

first

families
and
the
students
coming
back,
so
all
that
we
will
are
planning
to
do
as
we
have
done
in
the
past,
so
that
kind
of
comprehensive
cleaning.

advance
and
then
really
monitoring
those
service
levels
as
the
as
the
school
year,
you

through

summer
and
then
with
the
beginning
of
school
year.

so

know,
I
fully
expect
some
of
these
frequency
levels

probably

back
to
where
they
were
here
in
the
next
couple
of
months.
So
as
especially
as
a
lot
of
the
businesses
start
to
reopen-
and
you
know
have
in
in
restaurant
dining
and
those
types
of
things,
yeah.

seeing
anything
that
we
might
need
to
shift,
focus
on
and
pay
more
attention
to
any
anything
out
there
that
any
gaps
in
service
or
anything
like
that
or
things
look
pretty
good.

do
see
an
uptick
in
graffiti
in
the
in
the
summer
months,
especially
once
the
kids
get
out

school,
but
just
to
manage
expectations
too.

only
remove

tags

the
public
right-of-way,
so.

on
private
property
on
on
private
buildings,
please
report
those
to

three
one
one
and
those
will
get
to
the
proper
channels
so
that
they
can
notify
the
property
owner.

we

can
supplement
it.
But
you
know
the
security
is,
is
because
bigger
issue-
and
I
think
you
know
when
speaking
to
umpd,
they're
they're
having
the
same
issue

everybody
else

they're
they're
they're
not
able
to
respond.
They
don't
have
the
officers,
I
think
they're,
seeing
an
exodus
of
officers
they're
getting
harassed
when
they're
on
the
streets,
so
we're
seeing
more
homeless
in
the
area
which
leads
to
the
tagging.

Uptown
has
probably
made
the
most
progress
in
implementing
some
level
of
security
services
through
the
service
district
through
a
buy
back
program
for
police
officers
during
you
know
specific
hours
over
the
course
of
the
week,
also
with
a
kind
of
one-time
investment
in
enhancing
the
security
cameras
as
well.

dinky,
town
and
stadium
village
had
this
unique
arrangement.
Obviously,
with
the
university
there
may
be
some
partnerships
or
alliances
there
that
we
could
potentially
seek
out
to
see
how
best
to
coordinate
on
the
part
of
that
as
well.
That's
those
are
some
relationships
that
we
should
probably
foster
a
little
bit
further.
So
if
there's
some
context,
you
know
from
the
you
that
may
be
helpful,
and
maybe
the
answer
is
that
they
do
their
own
thing
and
we
do
our
own
thing
and
but
that's
still
good
information
for
us
to
have,
but.

you

we're
hearing
it
more
even
more
from
our
guests
as
well
they're,
just
not
feeling
the
same
as
they
did
two
years
ago
and
I
hate
to
use
the
word
safe.
I
mean
we're
we're
getting
more
people
wanting

stay
here
than
downtown
because
we're
only
two
stops
from
the
front
from
the
district
downtown.

hopefully
you

yes
we'll
start
to
see
some
improvement
there,
but
clearly
security
services,
our
legitimate
expense
on
the
part
of
the
service
district,
are
certain
things
we
are
doing
in
other
districts
that
could

replicated

implemented
in
stadium
village.
I
will
say
you
know
there
is
you
know,
uptown
being
our
largest
district
has
a
has
a
budget
to
to
accommodate
for
those
extra
services.
They
do
come
at
a
price,
smaller
districts.

some
other
options
if
that
kind
of
prices
you
out,
but
you
know
we
can
definitely
engage
with
you
in
terms
of
what
the
kind
of
art
of
the
possible
is.
If
you
know,
if
you
continue
to
see
kind
of
a
negative
trend
towards
this,
knowing
that
the
service
district
can
can't
assist
in
that
regard,
we
can
have
that
conversation
can
can.

that's
a
good

We
have
not
met
with
that
advisory
board
yet
this
year,
and
I
would
imagine
we'll
have
a
similar
conversation
with
them.
So
you
know,
obviously
each
board
has
its
own
advisory
board.

there

some
autonomy
there
in
terms
of
decision
making
each
has
their
own
budget,
but
you
know
there
would
be
a
way
to
which
to
kind
of
structure
that
independently,
but
you
know
still
provide
for
complimentary
services
if
you
will
in
both
those
districts,
but
we
can
definitely
circle
back.

hope
that
with

start
of
the
school
year,
you
know
you're
just
in
a
unique
environment
with
students
to
begin
with,

if
you're
seeing
an
escalation
to
a
certain
point,
we

definitely
assist

that.

we
meet
with
dinkytown
and
by
that
point,
maybe
we
all
have
a
had

chance

reach
out
to
the
university
as
well
and
get
some
more
data

set
program
where
we
work
with
the
local
precinct
inspector
on
a
coverage
schedule
on
a
daily
basis
in
that
district,
and
they
provide
mpd
one
or
two
officers,
so
that
is
definitely
something
we
can
do
and
set
up,
and
in
your
case
it
would
be,
of
course,
with
the
second
precinct.

is
not
my
understanding.
My
understanding
is
mpd,
be
you
know,
umpd
does
the
campus,
and
this
is
where
we
get
in
there's
jurisdictional
things.
Chief
matt
clark,
though,
is
a
former
mpd
officer,
so
you
know
there's,
I
think,
there's
very
good
partnerships
between
mpd
and
umpd.
That's
certainly
been
my
experience
in
the
past,
particularly
with
chief
chief
clark
that
they're,
you
know.
My
sense
is
there's
always
been
an
overlap
in
part,
because
umpd
officers
always
patronize
the
businesses
in
dinkytown
and
stadium
village.

So
there
was
always
that
cross-pollination
of
just
those
officers
being
in
these
respective
districts.
I
would
include
west
bank
in
that
as
well
see
the
riverside,
but
there
you
know
I
mean
someone
else
would
have
to
tell
us,
but
my
understanding
is
if
it's.
If
it's
non-u
of
m
campus,
it's
mpd
and
that's
certainly
been
my
understanding,
but
knowing
that
there's
a
collaboration
and
crop
cross
pollination
of
you
know,
you
know,
strategies,
one
would
presume,
but
you
know,
buy
back
program
is
certainly
an
option.

Safety
ambassadors
like
downtown,
would
be
an
option.
Although
again,
your
district
is
kind
of
small
to
be
able
for
the
economies
of
scales,
economy
of
scale
to
really
work.
Well,
cameras
might
be
again
an
initial
foray
into
security
type
services
and
then,
as
andy
was
saying.
So
if
there
were,
you
know
both
dinky
town
and
stadium
village
said
hey.
These
are
services
we
want.
Certainly,
we
could
structure
a
contract
that
would
segregate
costs
but
provide
those
services
and
therefore
both
districts
could
benefit
from
the
economies
of
scale.

Yes,
and
we
expect,
as
andy
said,
we've
already
had
some
advisory
board
members
bring
up
safety
issues
to
our
you
know,
and
it's
something
we
have
talked
about
with
dinky
town.
They
haven't
finalized
any
strategies
in
part
because
they
are
budget
sensitive,
as
all
districts
are.
So
it's
it's
really
weighing
what
provides
the
biggest
bang
for
the
buck.
You
know
what
generates
the
most
yield
in
terms
of
moving
the
needle
on
safety
issues
relative
to
the
budgets
they
have
so
but
to
andy's
suggestion.

think,
let's
meet
with
dinkytown,
see
where
the
see
what
we
hear
from
them,
and
then
we
can
circl.
Certainly,
circle
back
and
you
know,
buy
back-
is
relatively
straightforward
for
us
to
implement,
so
that
could
be
implemented
relatively
quickly.
Things
like
ambassadors,
take
a
little
bit
more
lead
time,
because
we'd
have
to
get
a
contract
on
the
street
the
camera
program.

could
certainly
work
with
the
second
precinct
that
we
just
expanded
the
camera
system
in
in
uptown,
and
I
would
say
you
know,
partly
because
of
everything
that
was
going
on
in
the
community
from
a
safety
perspective
over
the
last
several
months,
that
camera
program
probably
took
a
90
to
120
days
to
get
those
additional
cameras
online,
but
it
it
could
potentially
happen
faster.
So.
A
Reallocate
in
this
budget
so
that
they're
available
for
this
spending
going
forward.

could
do
that
in
the
2022
budget
here
that
we're
going
to
talk
about
in
literally
just
a
second
and
or
we
could
consider
that
an
amendment
as
part
of
next
year
presuming
you
would
have
a
surplus.
You
know
unless
we
get
a
lot
of
snow
at
the
end
of
this
year,
that
you'll
end
likely
in
2021
with
a
surplus.
So
there
are
a
couple
ways
to
do
that
anything
else
on
2021.
Otherwise,
let's
quickly
shift
to
2022,
okay,
there's
no
action
required
on
this
item.

my

it

bog

draft
2022
budget
in
your

It

flat
budget
from
both
a
revenue
and
a
service
charge
standpoint
at
least
it
is
drafted.

did
increase
the
sidewalk
snow
services
by
a
thousand
dollars.
That
is
a
contract,
we're
going
to
be
rebidding,
so
I
expect
that
there
might
be
some
increase,
so
I
added
two
percent
and
that
got
us
up
a
little
bit.
I
dropped
streetscape
and
landscaping
maintenance
down,
and
that
was
based
on
looking
at
your
22
actual
cost.
I
felt
like
there
was
a
little
bit
of
room
there,
so
it
seemed
like
we
could
keep
it
flat.
We
don't
have
to
keep
it
flat,
but
that's
usually
the
place
we
kind
of
start.

some
program
or
initiative
to
david's
point,
you
could
add
a
fifth
line
here.
We
could
shift
these
numbers
around
a
little
bit

the
goal
was
to
keep
the
service
charges
similar.

based

happened
economically

local
community,

well

services

we

of

not
considered
