Hello,
everyone
and
welcome
to
the
regular
meeting
of
the
city
planning
commission
for
thursday
september
9th
2021.
My
name
is
raya
smiley.
I'm
the
president
of
this
commission
I'll
be
chairing
the
meeting
tonight.
B
B
C
C
B
A
A
B
B
B
C
My
apologies
I'm
trying
to
connect
with
commissioner
caprini
with
that
commissioner
baxley.
A
A
B
B
I
will
briefly
say
that
consent
items
are
those
that
we
will
pass
without
any
discussion
and
all
the
conditions
that
are
on
the
staff
reports
within
the
agenda
will
apply.
If
you
agree
with
the
recommendation
and
any
ethical
conditions,
you
don't
need
to
do
anything.
We,
the
commission
will
pass
that
as
recommended
and
if
you
do
disagree
with
the
recommendation,
please
indicate
that
you
would
like
to
speak
against
that
item.
When
I
ask,
and
then
we
will
put
that
item
on
the
discussion
agenda
with
that,
we
will
move
through
the
agenda.
B
Item
number:
four:
oh
sorry,
I
lost
track
item
number
four
is
on
the
consent
agenda
already:
8
17
8,
819,
821
and
825
west
broadway
avenue,
1828,
1830,
1832,
1836
and
1838
bryant
avenue
north
and
this
item
is
for
the
consent
agenda.
It's
not
part
of
the
public
hearing,
so
we
will
move
to
the
next
item.
Item
number
five:
411,
east
38th
street
staff
is
recommending
this
item
for
consent.
B
B
B
Okay,
not
hearing
anything
item,
number
seven
is
going
to
be
continued
to
the
next
cycle,
so
we
will
not
be
discussing
item
number
seven
today
and
that
was
just
for
the
record
that
was
31
28
brian
avenue
south.
This
will
be
continued
and
then
that
next
meeting
is
on
september
20th
item
number.
Eight
is
621
and
625
10th
avenue.
Southeast
staff
is
recommending
this
item
for
consent.
B
Not
hearing
anything
that
item
item
number
eight
is
put
on
consent.
Next
item
is
item
number
nine
and
that
is
regulation
of
in
amphitheaters
ordinance,
and
this
item
has
also
been
recommended
for
consent.
B
That's
the
end
of
our
agenda.
So
just
to
review
items
that
are
put
on
consent
are
items
number
four,
five,
six,
eight
and
nine
and
item
number
seven
will
be
continued
one
cycle.
B
A
C
B
Thanks
that
motion
passes
and
the
agenda
has
been
approved
so
now
we
will
proceed
with
the
public
hearing
with
the
consent
agenda
and
the
public
hearing
part
of
it.
So
I
will
open
the
public
hearing
for
consent
items
and
we
will
approve
those
again.
These
are
going
to
be
approved
as
recommended,
but
if
anyone
has
any
comments
you
can
make
that
comment
at
this
moment
and
now
I
am
opening
the
public
hearing
on
the
consent
agenda.
B
B
D
B
Hearing
anything,
oh
hearing,
an
echo,
not
hearing
anything.
I
am
now
closing
the
public
hearing
on
this
eye
on
our
consent
agenda
and
I'm
asking
if
anyone
would
like
to
put
in
a
motion
to
adopt
items
number
four:
five:
six,
eight
and
nine
on
consent.
B
A
Yeah,
I
just
wanted
clarification
about
how
item
number
nine
regarding
the
amphitheater
ordinance
is
going
to
work
from
here
on
out,
because
it
says
in
the
staff
report
that
some
of
the
revisions
are
being
returned
to
the
author.
So
does
that
mean
that
they're
going
to
come
back
to
us
in
the
future?
I
just
appreciate
an
update
about,
what's
going
to
happen
for
me
right
now,.
E
Commissioner
meyer,
I
believe
andrew
leliska
is
here
and
can
speak
as
well,
but
typically
we
over
notice
chapters
when
we
don't
know
which
parts
of
the
code
are
actually
going
to
be
affected
by
a
particular
text
amendment.
So
those
chapters
that
weren't
modified
as
part
of
this
amendment
are
just
being
returned.
E
B
B
F
A
G
B
B
Item
number
seven,
as
I
mentioned
item
number
seven,
which
was
3128
bryant
avenue
south,
is
going
to
be
continued
one
cycle
to
the
planning
commission
meeting
on
september
20th.
However,
since
it
was
already
posted
on
this
on
this
agenda,
we
will
be
opening
a
public
hearing
for
this
item.
If
you
are
already
here
for
this
item,
you
would
like
to
speak
to
it
at
this
moment.
When
I
open
the
public
hearing,
you
can
go
ahead
and
do
that.
B
Otherwise,
when
this
item
is
coming
back
on
our
next
meetings
agenda,
that
would
be
when
we
will
fully
go
through
the
item
and
approve
or
not
like
make
a
take
an
action
on
the
item
at
that
point.
But
if
you're
already
here-
and
you
would
like
to
speak
to
the
item-
please
go
ahead
and
do
that
now
that
I'm
opening
the
public
hearing
on
item
number
seven.
B
B
G
A
A
B
Thank
you
and
with
that
that
motion
passes
and
item
number
seven
will
continue
one
cycle
to
our
next
meeting.
E
D
D
Yes,
thank
you
kimberly
members
of
the
planning
commission,
president
of
smiley,
I'm
ken
taylor
from
the
clerk's
office.
D
I
I
believe
this
actually
happened
prior
to
the
most
recent
meeting
of
the
planning
commission,
but
I
think
it
didn't
come
up
for
whatever
reason,
but
at
its
august
20th
meeting
the
city
council
did
extend
the
local
public
health
emergency
that
is
in
place
through
november
7th
and
they've
directed
the
clerk's
office
and
city
staff
to
come
back
with
a
plan
to
return
to
in
person
or
a
form
of
hybrid
meetings
prior
to
november
7th.
D
At
this
point,
it's
it's
safe
to
assume
that
all
of
the
planning
commission's
meetings
will
continue
remote,
certainly
through
late
october.
At
the
earliest,
there's,
certainly
a
chance
that
things
could
that
council
could
adopt
a
plan
that
started.
You
know
earlier
than
november
7th,
but
I
wouldn't
anticipate
it.
It
would
begin
much
earlier
than
november
7th-
and
you
know
as
as
we've
all
seen
in
the
last
year
and
a
half
things
can
change
quickly
and
it's
certainly
possible.
Things
would
be
extended
again.
D
B
Okay,
thank
you
ken
for
that
update.
Are
there
any
of
the
commissioners
who
have
any
questions
on
this
item
or
this
announcement.
E
Additional
clarification,
just
if
you
want
real
dates.
We
have
a
november
first
planning
commission
meeting
and
a
november
15th
planning
commission
meeting
so
we'll
keep
you
posted
on
what
that
means.
For
the
november
first
meeting.
B
G
D
Sure,
commissioner
barwa,
so
there
there
are
more
limitations.
State
statute
does
give
us
the
ability
to
have
kind
of
a
a
hybrid
meeting,
but
once
the
local
public
health
emergency
ends,
we
we
no
longer
have
the
ability
to
have
a
completely
remote
meeting,
but
there
are
some
some
some
things
in
statute
that
give
us
an
ability
to
have
a
hybrid
meeting.
D
I
I
from
the
top
of
my
head,
I'm
not
gonna,
be
able
to
tell
you
everything
in
there,
but
some
of
the
key
items
related
to
those
hybrid
meetings
state
that
there
there's
a
requirement
that
at
least
one
member
of
the
body
is
at
the
physical
location.
So
all
of
the
members
don't
necessarily
need
to
be
at
the
physical
location,
but
at
least
one
member
of
the
body
does
need
to
be
there
and
all
members
of
the
body
need
to
be
both
seen
and
heard
during
the
meeting.
D
So
that
means
that,
whether
you're
in
person
or
remote,
all
members
need
to
be
able
to
both
see
and
hear
each
other
and
members
of
the
public
participating
in
the
meeting
need
to
be
able
to
see
and
hear
each
other.
One
of
the
other
key
requirements
is
that,
as
a
member
of
the
body,
you
would
be
required
to
be.
D
You
you're
only
allowed
to
miss
a
certain
number
of
meetings.
I
think
it's
three
you're
only
allowed
to
to
not
be
in
person
for
a
certain
amount
of
meetings,
which
I
think
is
three
and
you
need
to
have
a
specific
reason
laid
out
in
statute
for
not
being
in
person,
and
those
include
certain
medical
reasons
and
military
reasons
as
well.
So
we'll
certainly
have
more
information
and
details
on
that.
D
If
and
when
we
move
to
some
sort
of
hybrid
version
of
meetings,
but
there
are
certainly
more
requirements
on
on
the
board
members.
If,
if
and
when
that
happens,.
B
B
G
Sorry
for
all
the
questions,
I
have
a
quick
question
when
it
comes
I
as
a
commissioner
who
did
most
of
this
all
virtually
as
as
a
few
of
us
have.
I
guess
I
was
curious
on
an
agenda
like
tonight
where
there
was
you
know
a
very
light
agenda.
It
was
mostly
consent
items
something
to
continue.
Would
we
still
is
there?
G
For
another
term,
so
I'm
just
trying
to
understand
it's
been
so
nice
getting
to
do
this
virtually
and
all
the
best
practices
that
have
come
out
of
that,
but
looking
forward.
What
does
that
look
like
for
us
as
commissioners
as
someone
who's
not
really
ever
been
in
person.
B
B
D
Just
a
little
bit,
there
there's
also
one
other
kind
of
key
detail
that
I
I
did
omit
which
kind
of
answers.
Commissioner
marwa's
questions
which
may
or
may
not
be
helpful
to
commissioners,
but
as
part
of
if,
if,
if
the
council
chooses
to
include
a
hybrid
option
depending
on
when
we
return,
there
is
a
provision
that
allows
commissioners
to
participate
in
a
meeting
remotely
at
their
choosing.
D
But
it
needs
to
be
a
public
location
that
any
other
member
of
the
public
could
join
them
and
it
would
need
to
be
publicly
noticed
that
obviously
adds
in
a
slew
of
logistics.
So
I
I
can't
even
suggest
right
now
whether
or
not
the
council
will
be
interested
in
going
that
route.
But
it
is
an
option
in
state
statute
right
now.
So
while
there
would
be
provisions,
as
I
mentioned
earlier,
that
would
allow
a
member
to
participate
remotely
for
a
medical
reason
and
not
have
their
location
disclosed.
D
They
would
also
be
able
to
participate
remotely
for
other
meetings
with
a
publicly
disclosed
location
and
a
publicly
accessible
location,
but
as.
D
I
I
can't
necessarily
tell
you
whether
or
not
council
will
choose
to
make
that
option
available
for
for
the
various
bodies
at
the
city,
because
it
does
present
a
another
series
of
logistical
challenges.
E
I'll
also
add
to
that
right
now,
with
the
remote
meetings,
we
have
the
added
benefit
of
people
signing
up
to
speak
in
advance
of
the
meeting
online
and
for
hybrid
meetings
that
will
likely
still
be
an
option.
You
know
we'll
work
out
some
of
those
details,
but
we
often
don't
know
with
in-person
meetings
which
members
of
the
public
are
going
to
show
up
to
speak
when
it
is
held
in
person.
E
If
they
don't
sign
up
online
to
speak,
they
could
certainly
come
to
council
chambers
and
speak
if
we're
doing
a
hybrid
model.
So
a
lot
of
details
to
consider,
but
we'll
keep
you
up
to
date
as
it
progresses
and
as
we
get
closer
to
returning
to
council
chambers.
G
Okay,
thank
you
both
just
to
consider
those
two
points,
while
you're
thinking
about
the
reopening
plan
as
well,
we're
working
through
all
the
details
on
on
my
end
too.
In
the
same
way.
B
Yeah,
thank
you
for
asking
that
question
and
the
clarification
from
staff
before
I
move
on.
Are
there
any
additional
comments
on
anything
for
staff.
