this
meeting
of
the
eighth
street

service
district
advisory
board.
Before
we
begin
I'd

to
note
that
this
meeting
includes
the
remote
participation
of
members
as
authorized

minnesota

declared
local
health
pandemic.

will

the
annual
report.
For
last
year
we
do
an
overview
of
the
district.
We've
got
the
board
members
listed
the
role
of
the
advisory
board.
It's
going
to
spend
just
a
couple
of
minutes
going
through
the
we
did
put
led
lighting
on
the
250
street
trees
in
october.
Obviously
we
maintained
them
during
the
during
the
lighting
season
and
made
any
electrical
system
repairs.

Plant
sidewalk
planters
so
know
that
that
was
all
in
there
that
included
a
both
summer
plant
material
as
well
as
winter,
plant
material,
greening
material,
the
we
watered
some
of
the
young
trees
on
the
that
were
along
the
corridor.
We
do
that
weekly,
where
we
refill
that
reservoir
gator
bag
with
about
15
gallons
of
water.

we
did
that
we
removed
just
over
2
000
instances
of
graffiti
from
the
right
of
way
within
the
district
over
the
course
of
the
year,
and
we
also
had
some
minor
streetscape
fixture
repair
and
replaced
some
trash
liners
and
trash
lids
in
part
due
to
the
the
response
to
the
civil
unrest.
Some
civil
unrest
damage
that
did
occur
in
the
district
last
year
on
the
litter
and
debris
management
went
too
far
here,
so
we
removed
over
34
000
cubic
feet
of
trash
from
the
district
60
trash
receptacles.

Those
are
the
black
decorative
receptacles
and
just
just
under
20
000
cubic
feet
of
recycling
material
from
the
district's
32
district
maintain
one
sort.
Recycling
receptacles
district
also
performed
pain
and
broom
services,
35
times
march
through
october,
resulting
in
almost
cubic
feet
of
trash
removed
from
the
district,
in
addition
to
the
spring
and
fall
seasonal
cleanups
and
then
the
just
the
sidewalk
snow
services
at
the
corner.

did
that

done
for
every
snow
event
and
we
did
end
up
with
56.4
inches
of
total
snow
accumulation
cleared
from
the
corners
for
the
calendar
year,
so
that
includes
the
period
january
through
may,
as
well
as
october
through
december,

bit

the
financial

I'm

this
quick,
but
we're
happy
to
stop
and
answer
any

The
district's
budget
was
215
thousand
dollars.
We,
the
actual
spend,
was

carried
forward

those
that
carry
forward

approved
by
the
city
council.
So
those
dollars

available
to
the
district
this
year,

then
the

approach

snow

heavy
accumulation

we

the
flexibility
to
spend
those
dollars
in
these
other
line
items

if

desired
by
the

the
advisory

budget

this
year

because
sometimes
it
trips
people
up
this
service
charge
amount
did
not

We
just
rolled
over
those
dollars

they're
available
to
spend
this
year.
I
was
going

go
through
just
a
couple
of
highlights
for
for
this
year,
so
that's
the
financial
aspect
quickly,
just
to
recap,
pan
and
broom.
We
are
doing
that
once
a
week.

If
it's
getting
pretty
cold
already
and
snowy,
we
tend
to
turn
that
service
off
by
recommendation
of
the
advisory
board.
So
that's
done
again
once
a
week
every
every
tuesday
it
starts
up
right
around
march
or
april,
depending
again
when
spring
starts
so
kind
of
that
heavier
footfall
time
of
year
in
terms
of
the
trash
and
recycling.
So
there
are
34
district
maintained
trash
receptacles.

of
them
are
serviced
twice
a
week,
two
of
them
at
grant
and
nicolette
one
at
25th
and
nicolette
are
serviced
an
additional
time
per
week,
which
is
every
wednesday.
So
it's
monday
and
friday.
Everything
these
these
couple
retain
receptacles
are
serviced
in
additional
time
on
wednesday,
and
then
we
have
one
down
at
25th
and
nicolette
that
we
service
every
saturday
down
in
front
of
a
coffee
shop,
and
then
we
have
the
six
receptacles
at
franklin
and
nicolet
that
we
actually
service
daily
because
they
are
so
full.

So
we
can,
we
can
kind
of
mix
and
match
and
that
helps
keep
the
cost
lower,
where
we're
only
servicing
those
receptacles
that
we
need
to
on
the
on
the
recycling
receptacles
we
service
those
twice
a
week,
every
monday
and
friday
that
has
been
sufficient
for
the
recycling
receptacles,
so
just
wanted
to
give
everybody
sort
of
a
refreshed
line
of
sight
on
that.

On
the
graffiti
abatement,
I've
mentioned
that
already
we
do
that
once
a
week
year-round.
So
no
and
that's
again
within
the
public
right-of-way
sidewalk
planters,
everything
was
planted
late
in
may.
We
was
a
little
dodgy
there
because
we
had
a
couple
of
cold
snaps
that
middle
of
may,
but
we
were
able
to
get
stuff
in
where
nothing
died
from
any
overnight
cold
temperatures.

So
all
of
that
was
put
in
in
october
at
the
end
of
the
growing
season,
we'll
remove
all
the
plant
material
and
then,
in
early
november
we
come
back
and
put
in
the
spruce
tips
and
the
winter
greening
for
the
for
the
winter.
We
pull
that
stuff
out.
Typically
in
march,
there's
a
little
bit
of
a
delay.
You
know
just
because
there
isn't
anything
to
grow
until
we
could
plant
the
summer
material.

So
that's
sort
of
the
life
cycle
of
those
planters
mike
just
so
you
know
there
are
about
24
of
those
receptacles
dispersed
throughout
the
district.
We
tend
to
folk,
concentrate
them
north
of
franklin
and
north
of
the
freeway
in
part,
because
the
south
of
that
area
has
a
lot
of
landscaping
beds
that
are
maintained
by
the
district,
where
the
decorative
fencing
is
where
that
northern
part
of
the
district
doesn't
have
any
planting
beds.
So
it
was
trying
to
balance
out
sort
of
the
foliage
and
the
greening
if
you
will
throughout
the
district.

But
we
do
have
planters
throughout
the
district,
not
just
north
of
franklin
so
just
or
in
the
freeway.

We
are
going
to
move
one
receptacle
on
the
2000
block
or
one
knob.
Excuse
me
receptacle.
One
planter
on
the
2000
block.
It's
now
in
front
of
a
business
where
a
lot
of
people
are
sitting
on
the
planter
using
it
as
a
bench,
we're
going
to
move
it
across
the
street
and
down
the
block
with
the
goal
of.
Hopefully
it
won't
get,
trampled
and
and
replant
the
flowers
in
it.

So
just
giving
you
a
heads
up
on
that
seasonal
lighting,
we
have
all
the
led
stringers
were
taken
down
and
they're
stored
for
the
for
the
off
season.
Here,
we'll
be
putting
them
up
again.
Here
in
in
september
and
october,
mike
just
so,
you
know
the
group
switched
three
years
ago
to
led
stringers.

This
will
be
our
fourth
season
and
the
stringers
have
really
held
up.
So
we've
been
really
pleased
with
this
product
and
with
the
the
visual
and
it's
allowed.
The
system
to
stay
on.
We've
had
many
many
fewer
issues
with
you
know:
gfi
resets
and
our
things
like
that.
So
we've
been
pleased
and
we're
going
into
the
fourth
year
and
sam,
just
because
you
were
part
of
that
conversation
I'll
note
that
the
break-even
point
was
if
we
could
get
three
seasons,
we
were
money
ahead
so
that
we're
entering
our
fourth
season.

We
we're
being
very
good
stewards
of
the
of
the
the
ratepayers
dollars
because
we
we're
pretty
confident
we'll
get
a
four
season
out
of
these
at
some
point,
they'll
need
to
be
replaced,
but
it's
been.
It's
been
a
good
exercise
from
our
perspective.
So
far
in
terms
of
how
they
have
worked
and
visually
I
mean
our
personal
opinion
is.
We
think
the
districts
never
looked
better
these
last
couple
years
because
the
lights
are
brighter
and
again
they
stay
on
much
more
consistently.

it's
really,
we
think,
been
a
boon
and
I
know
one
of
the
local
news
channels.
I
watched
the
reporter
lives
near
eat
street,
so
I
would
often
see
our
led
stringers
is
his
backdrop
on
his
remote
reporting
from
nicolette
avenue
on
whatever
he
was
reporting.
So
it
was
a
a
real-time
way
for
me
to
do
system
checks
just
by
watching
the
news,
but
you
know
part
of
the
reason
he
was
using.
That
backdrop
was
because
it
looked
great.

You
know
so
final
comment
on
two
final
comments
on
this
year
for
streetscape
light
pole
banners
we
did
just
order
some
vinyl
replacements
in
the
blue
and
the
gray
theme
for
so
we
had
some
inventory
one
of
the
things
we
wanted
to
do,
not
that
we
need
to
have
a
final
decision
today,
but
for
the
board
to
think
about
those
are
about
five
years
old.
Historically,
the
district
has
kind
of
changed
gone
with
the
same
design,
but
changed
the
color
scheme
to
freshen
the
banners
up.

sort
of
five
to
six
years,
so,
if
that's
something
the
group
might
want
to
think
about,
perhaps
for
next
year
funding
it
and
doing
it
next
year.
I
just
we
wanted
to
plant
that
seed,
but
know
that
we
ordered
enough
inventory
that
should
carry
us
through
the
remainder
of
this
year
and
into
next
year
in
terms
of
any
banners
that
fall
down
because
of
wind
or
whatever
that
kind
of
thing,
and
then
two
final
comments
on
this
year
and
then
I'll
pause
we
can
discuss
anything.

would
like
to
both
your
streetscape
and
snow
contracts
are
going
to
be
rebid
this
summer
the
snow
contract
will
start
this
fall.
The
new
contract
and
the
streetscape
contract
would
start
in
january
of
next
year.
So
we
say

one

the
board.
It
is
possible.

district
may
end
up
with
another
different
vendor
than
the
current
contractor,
because,
again
we're
required
to
competitively
bid
the
work
and
the
work
is
required
by
law
to
go
to
the
lowest,
responsive
and
responsible
bidder,

different
vendor
than
your
current
vendor
on
both
of
those
contracts.
So
just
stay
tuned
and
also
with
any
rebidding.

pricing
could
change.

budget

we're
going

based
on
the
best
information
we
have
available,
which

current
contract,

know

the
pricing

those

streetscape

are

contractor

have
used
them

lighting

tree
lighting.

we've
been
really
pleased
with
this
vendor.
They've
done
good
work.

little
bit
longer
conversation,
maybe
not

but
that
we
are
required
to
use
the
target
market
program
which
takes
certain
contracts
of
certain
amounts
and
targets
them
to
smaller
vendors.

correct

I
think,
there's
probably
15
different,
maybe
15,
to
20
contractors
in
that
pool
who
potentially
would
get
the
invite
and
based
on
prior
rebids.

actually
end
up

two

three
bids
average,
so
it
just
because
some
self-select
out
you

they
don't
like
the
work.
It's
not
exactly
what
they
do
that
kind
of
stuff.
So
there
is
a
specialty
to
this
stuff.

We
are
a

service
issues

few
little

working
on

some
tree
pits

grates

those
smaller,
more
granular

we're

taken

part
and
parcel
of
what
we
do.

a
lot
of
cases,
we
don't
even
bring
it
up
just
because
we

it
anyways.

draft
budget.

this
is
the
meeting
where
we'll
ask
the
board
to
make
a

budget
recommendation
for
next
year.
This
would
go
to
council.

fall

advance

public
hearing

the
council.
Just
like
every
other
year
that
the
district
has
existed.

would
be
a
mailing
to
all
the
to
the
right
payers
telling
them
that
there's
a
public
hearing
telling
them
what
their
rate,
what
or
their
service
charge
is
proposed
to
be,
and
then
something
we've
been
doing
for
the
last
couple
years
is
including
a
proposed
operating
plan.
To
really
spell
all
this
out,
rather
than
just
sort
of
the
the
budget
there's
a
little
bit
more
narrative
to
it.

So
this
draft
budget,
whatever
the
final
recommendation,
is,
would
be
incorporated
into
that
proposed
2022
budget,
an
operating
plan
that
would
go
out
to
all
the
property
owners.
So
what
you
can
see
is
I
in
the
draft
budget
you
know
we
we
always
go
back
and
look
at
the
the
year.
We
just
ended
so
in
2022
took
a
look
at
that
and
said:
okay
is
there
anything
we
need
to
change,
modify,
increase,
decrease
and
so
forth.

So,
after
doing
that
analysis,
we
think
you
could
come
in
with
a
a
budgetary
flat
in
terms
of
a
of
total
revenue
of

net
revenue

and
a
total
projected
spend
of

but
because
this
year
we
were
had
to
recoup
that
small
deficit
from
2019.

represents
a
small
decrease
in
the
actual
service
charges,
at
least
in
draft
format,
from

we
don't

would

overall

highlight
that
all

the

think
these
are
all
good
numbers
to

forecast

this
year

the

the
coming

that's
why
we
felt
comfortable
coming
in
the
other
thing.

doing

clearly
well
acknowledged
that
this
has
been
an

you

phenomenally
different
year
economically
for
businesses
so
being
able
to
come

with
a
no
increase
on
service
charges.

think
a
lot
of
property
owners
and
businesses
who
often
pay
that
service
charge
would
see
the
value
in
that.
So
that's
another
reason
we're
not
recommending
any
increases.
We
don't
think
you
can
decrease
unless
you
there
was
a
service
you
wanted
to
take
out
of
your
budget,
but
we
think
we
can
get
through
this
next
year
without
an
increase.

the
district
is

a

think
it'd
be
a
little
easier

everybody

away
our
most
common
basis
for
prorating
service
charges
in
minneapolis
service
districts,
and

one

reason
we

least
drafted
a
a
revised
methodology
that
that
described
just
using
lineal
frontage
thoughts
on
the
methodology
and
sam.

budget

properties

talking
