district
advisory

all

we
are

just
wanted
to
hit
a
few
highlights.
So
this
is
the
annual
report
for
last
calendar
year.
This
has
already
gone
to
council
and
been
received
and
filed
wanted
to
spend
just
a
minute
talking
about
recapping.
We
did,
of
course,
the
holiday
lights
on
the
150
light
poles.

had
just
over
56
inches
of
snow
for
the
year,
both
at
the
beginning.
At
the
end
of
the
year,
we
did
as
part
of
the
pan
and
broom
services,
which
were
done
70
times
throughout
the
whole
year
removed
over
1500
cubic
feet
of
trash.
We
did
a
number
of
other
services
spring
and
fall
cleanups
monthly,
weed
and
debris,
removal,
turf
renovation
and
so
forth.
I'm
going
through
this
quick,
but
please
stop
me.

you
have

streetscape,
maintenance
and
repair,
we
continued
to
do
the
weekly
graffiti
abatement
on
the
within
the
public,
right-of-way
and
removed
over
1500
instances,
instances
of
graffiti
throughout
the
calendar
year
and
did
continue
to
maintain
the
district's
electrical
system.
All
the
banners
were
inspected
monthly
and
any
issues
dealt
with.
I'm
just
getting
moving
on
and
then
we
removed
over
1700
bags
of
trash
from
the
district's
public
trash
receptacle.
So
that's
a
quick
recap
on
the
services
from
a
financial
standpoint.
This
is
the
the
final
year
in
budget.

see
total
the
amended
budget,
so
there
was
some
substantial
surpluses
that
had
been
rolled
over
was
396
0403.
We
spent
249
for
439
of
that
and
the
total
surplus
at
the
end
of
the
year
was
146
964..

That's
actually
split
into
sort
of
two
sort
of
subpots
and
you'll
see
those
numbers
reflected
in
your
amended
budget
for
2021..
So
there
was
a
substantial
surplus
as
expected
at
the
end
of
last
year
and
then
the
last
piece
of
this
is
just
the
the
service
frontages
for
the
year.
Any
questions

the
2020
annual
report.
Otherwise
we
can
move

okay,
moving
on
to
20,
there's
no
action
required
on
that
item.
So
we'll
just
keep
moving

So
this
is
your
amended
2021
budget.

see
that
those
surpluses
have
been
those
have
been
carried
forward
and
those
dollars
are
now
available
to
spend
in
this
calendar
year.

helps
have
that
those
funds
available
to
to
take
care
of
the
the
snow
services
and
not
have
a
huge
increase
in
service
charges
the
following
year,
which
is
what
we'd
have
to
do.

there
was
a
deficit
situation,
the
other
component,
which
is
the
the
flat
rate
component,
we
added
that
to
streetscape
maintenance
and
repair
to
that
line
item
but
know
that
we
have
the
flexibility
to
spend
those
dollars
throughout
any
of
these
other
flat
item
line
items
in
the
budget,
so
just
to
quickly
recap
the
we
are
doing
the
pen
and
broom
twice
a
week
in
the
summer
we
are
emptying
all
the
trash.
Receptacles
are
empty
twice
a
week,
we're
obviously
staying
on
the
mowing.

the
planting
beds
are
gone
through
every
once
a
week,
pull
out
any
garbage,
remove
any
weeds,
any
pruning,
that's
needed.
If
needed.
We
can
do
watering.
Obviously
it's
been
a
little
dry,
so
we
may
need
to
start
watering
some
of
the
terp
area
depending
on
the
conditions
and
we're
doing
the
graffiti
abatement
still
once
a
week
throughout
the
year.

our
plan,
unless
there's
additional
guidance
from
the
board,
is
to
continue
with
the
work
plan
that
we've
had
in
place
for
the
last
several
years
in
terms
of
the
work
plan
and
services
for
this
year.
So
I'll
pause
there
and
just
ask
if
there
are
there
any
issues
all
included
in
that
would
be.
You
know
this
prepping
for
the
seasonal
decor
installation
in
the
fall
with
with
the
with
the
garland
and
the
snowflakes
and
so
forth
anything
else.
The
group
would
like
to
accomplish
this
year
from
a
maintenance.

just
a
quick
question:
the
the
sidewalk
buckling
or
anything
like
that
who
takes
care
of
that
at
the
special
service
district
or
is
that
the
actual
city.

Yeah,
that's
a
great
question.
So
sidewalk
are
are
not
part
of
the
special
service
district
scope
of
work
they
could
be,
but
the
past
practice,
as
recommendation
from
the
board,
is
that
they
not
be,
and
so
how
that
is
dealt
the
city,
and
this
happens
everywhere
in
the
city,
where
there's
a
sidewalk.

is
an
an
inspection
process
and
a
sidewalk
condemnation
process,
and
typically
that
occurs
on
sort
of
a
seven
year
cycle
generally,
where
they
kind
of
move
around
the
city
and
do
their
sidewalk
inspections
and
you've
probably
seen
this.
If,
if
you
know
you
live
in
minneapolis,
your
own
property
you'll
get
a
notice,
hey
your
sidewalk
was
condemned.
There
are
options
for
how
it's
dealt
with.
So
one
of
the
things
that's
happening
right
now,
because
reconstruction
is
in
the
neck
will
happen
in
the
next
few
years.

have
suspended
any
sidewalk
condemnation,
they've
been
making
patches
where
needed,
to
address
any
life
safety
issues,
but
with
the
thinking
that
it
doesn't
make
sense
to,
you
know,
assess
someone
to
replace
their
sidewalk
when
it's
all
going
to
get
torn
out
in
just
a
couple
of
years.
So
it's
been
very
much
deliberately
as
a
way
to
not
double.
You
know:
double
hit
the
the
property
owner
with
those
costs,
so
that's
been
the
strategy
they
but
appreciate.

included
a
draft
budget
in
the
packet
one
of
the
things
we
do
each
year
for
all
the
districts
is
as
we're
preparing
this
draft
budget
very
much
subject
to
today's
conversation
is
we
kind
of
look
at
where
the
money
was
spent
last
year?
So
what
were
our
actual
costs
of
just
like
a
business?
Would
you
know
like
what
are
you
know?
What
are
our
actual
costs?
What
are
what's
our
run
rate
on
things
so
went
through,
and
this
is
the
draft
budget
we
were
recommending
on
the
on
the
sources.

On
the
revenue
side,
our
preference
has
been
just
because
it
has
been
clearly
such
an
economically
challenging
year
for
almost
all
business
and
property
owners
anywhere,
but
we
have
really
strived
to
come
in
with
no
increases
in
service
charges
as
we
go
into
2022,
just
recognizing
the
economic
impact
of
everything.
That's
happened
over
the
last
year,
so
this
draft
budget
does
not
result
in
any
increase
in
service
charges
to,
as
in
total,
to
the
property
owners
within
the
district.

So,
and
that
was
accomplished
because
the
group
has
some
surplus,
I
feel
that
we
can.
We
can
reduce
the
snow
assumption
in
the
past.
We
had
we
used
to
assume
60
inches
of
snow
in
budget
for
60
inches
of
accumulation
in
the
in
a
year.
We
then
a
couple
years
ago
dropped
that
to
54
inches
again
with
the
idea
that
you're
carrying
forward
these
surpluses
each
year,
so
the
typical
snowfall
in
the
twin
cities
is
48
to
50
inches
of
accumulation
in
a
typical
winter.

Therefore,
we
can
drop
this
budget
line
item
accordingly
and
that
allows
you
to
have
a
no
increase
from
a
budgetary
perspective
in
the
service
charges
going
into
next
year.

rest

other
tweaks.
The
seasonal
decor
is
a
little
bit
more
expensive,
so
I
bumped
that
up,
but
I
adjusted
some
of
these
other
line
items.
But
again
this
would
result
in

no
increases
but
still
providing
those
services
that
the
business
and
property
owners
have.

we
