another
non-affordable

units,
10
studios
that
are
tiny,

square
feet
and

one
bedroom
units
that
are
around
500
square
feet

I'll

here
we're
pleased
here
in
steno
that
many
people
of
color
immigrants
and
families
use
our
little
dickman
park
here
in
our
neighborhood,
and
these
projects
are
pushing
out
diversity
in
families.
These
studio,
apartments
at
1,
000
main
of
354
square
feet,
don't
even
have
a
closet
in
the
apartment.

I'm
really
concerned
about
ghettoizing
our
neighborhood
with
the
same
kind
of
units
and
the
neighborhood
group
has
stood
also
on
that.
So
that's
my
personal
opinion
and
now
I'd
like
to
read
just
highlights
from
our
letter
that
the
channel
board
approved
unanimously
again
on
october
14th,
after
nearly
a
two-hour
discussion
on
in
september,
we're
reaching
out
to
you
because
we
are
desperate
to
try
to
keep
diversity
of
housing
projects
in
our
neighborhood.
We
understand
density
and
we
want
it
to
occur
because
we're
a
prime
neighborhood
for
it.

But
this
is
the
fourth
project
within
a
five
block
neighborhood
that
has
just
under
50
units,
and
it
does
do
an
attempt
to
do
the
bare
minimum
regarding
the
city
mandated
affordable
using
housing
piece,
which
is
good.
But
this
new
build
consistently
is
five
to
seven
stories:
stiff,
build,
dense
market
rate,
offering
very
little
to
known
parking
which
again
is
appropriate,
but
you
you,
you
forget
what
this
does
to
our
neighborhood.

Oh,
I
went
off

there
for
a
second
sorry,
they
lack
diversity
and
housing
type,
and
we
want
to
keep
our
families
and
the
people
of
color
and
our
seniors
in
our
neighborhood,
because
they
need
the
crucial
transit
lines
that
do
run
through
our
neighborhoods.
Not
just
these
studio
and
one-bedroom
apartments.
Over
500
dwelling
units
have
been
added
to
our
neighborhood
in
just
the
last
couple
of
years,
all
being
market
rate
apartment
buildings,
with
the
exception
of
just
a
very
small
handful.
This
one
is
one
of
the
few
that
is
doing
some
affordability.

The
speed
of
population
growth
is
already
causing
great
strain
on
our
neighborhood.
Parking
has
been
a
huge
challenge
already
in
many
of
our
streets,
and
the
amount
of
pets
in
improper
waste
is
just
astonishing,
as
well
as
the
health
of
our
river,
which
we
are
next
to
crosswalks
and
intersections
are
becoming
more
dangerous
and
we've
had
some
issues
regarding
that
in
2010,
our
estimated
population
was
2
200.

currently,
with
the
estimates
for
2020
to
21,
show
that
the
average
of
our
population
is
2885..
That's
not
even
including
the
near
200
units
that
are
on
the
in
construction
or
in
planning
for
us
at
this
pace.
Our
neighborhood
will
see
90
growth
by
2040.
and
in
just
two
years,
we've
seen
31,
which
is
a
growth.
That's
well
above
the
26
growth,
we're
paying
the
price
of
growth.

For
the
rest,
I'm
sorry,
I
went
off

again,
we're
paying
the
price
for
the
rest
of
the
city
of
minneapolis,
so
this
character
of
minneapolis
housing,
crisis
means
families
are
being
pushed
out
of
the
city
and
young
peoples
are
being
eaten
up
by
these
rising
rental
costs
and
student
debt.
We
are
in
the
midst
of
a
global
pandemic
and
we
would
like
to
see
projects
with
more
affordable
units,
larger
bedroom
count,
not
just
these
market
rate,
studios
and
one-bedroom
units.

strives
to
be
an
entirely
inclusive
neighborhood
and
we
would
welcome
propos
housing
proposals
that
come
before
our
board
to
reflect.

levels

government

surprises

people
get

many
different

when
that
site's
plan
is
finished
by
architect.

on
the
discussion

the
committee
wants
to
inform
the
planning
commission
that

we
are
not
in
support
of
any
request
to
spot
rezone
these
properties
from
r2b
to

We

commission

wait
and
rezone
the
area
at
one
time
guided
by
the
2040
plan

density
goals,
we
are
frustrated
by
the
ongoing
loss

south

applicant

amended
the

clarified

exterior
material
on
the
rear
elevation.

ensure
that
the
exterior
materials
are
complementary
and
compatible
and
similar
on
all
four
sides.
So
we
don't
want
to
see
a
situation
where
the
highest
quality
materials
are.

front,
for
example,
and
the
sides
and
rear
have
a
lower
quality
material,
and
this
that's
the
case
here.

have
brick

michigan
on
the
street
sides
if
you
will

facing
31st,
32nd
and
lake
street,
but
then
on
the
rear
elevation
facing
residential,
it's
split,
phase,
concrete

so
staff

not

case

also
note
that
there
is
a
larger
space

a
half
linear
feet
of
a
blank
wall.
Typically,
we
recommend
not
providing
blank
walls
to
do
graffiti
mitigation
to
add
visual

staff
is
recommending
that
the
applicant
comply
with
the
blank
wall
standard
and
they
have

variety
of
options.
They
can
provide
windows
or
other

can
do
recesses
projections.
They
can
change

not
required,
for
example,
to
provide
windows
on
that
facade,
but
they
have
they
have
options
on
how
to
comply.

also
highlight
the
crime
prevention
through
environmental
design.
As
we
talk
about
some
of
the
windows
staff
doesn't
find
that
this
floor
plan
employs
the
best
practices
to
increase
natural
surveillance
and
visibility,

because

views
in
and
out
of
the
window
are
not
at
a
pedestrian
height,
seven
foot,
four
there's
not
a
pedestrian
typically
was
going
to
be
able
to
see
in
at
that
height.

areas

requested

staff

opening

five

stores

rebuilding
in
town
near
faye
last
week,
and
this
will
be
our
sixth
opening
and
we're
coming
to
the
second
floor.

are
proposing
to
rebuild
on
the
existing
foundation
of
the
previous
building,
while
rebranding
to
the
latest
walgreens
prototype
for
a
fresh
new
look
in
comparison
to
the
previous
design,
which
exceeded
the
city
requirements
by
over
20
percent.
Walgreens
is
taking
moderation
in
the
new
design
and
the
interest
of
safety
and
security
to
meet
the
30
glazing
requirement.

bottom
pane
of
the
glass
and
the
more
secure
areas
along
lake
street
will
be
spandrel
glass
to
provide
a
pleasant
look
from
the
exterior
while
providing
added
safety
to
the
occupant,
while
still
allowing
natural
light

store

the
transparent

above
seven
foot.

design
does
maintain
views
into
the
building
along

parking
lot

32nd
avenue,

that
they
have
to
comply
with
the
window
requirements.

percentage
they
were
previously
were
closer
to
40

50
percent,
which
is

excess

the
required

the
staff
recommendation
follows
the
zoning
code
guidance

recommendation
for
windows,
it
would
still

less

they

originally
