brief.
I
do
live
in
the
northrup
neighborhood,
but
I'm
here
to
comment
more
from
my
perspective.
As
the
president
and
ceo
of
the
minneapolis
downtown
council,
I
would
like
to
argue
that
the
the
current
precincts
that
are
part
of
the
third
ward
on
the
in
the
riverfront
district
of
our
downtown
really
are
a
community
of
interest
that
should
be
maintained
as
as
such.

If
you
think
about
those
precincts,
they
share
a
common
boundary
on
one
side
at
linear
riverfront
park.
They
on
the
other
side,
all
adjacent
to
kind
of
a
bustling,
downtown
commercial
district,
whether
it's
the
cbd
or
the
or
the
north
loop
area.
Those
neighborhoods,
while
they're
divided
into
separate
neighborhoods,
really
share
common
interests
and
common
concerns.
They
often
work
together.
They
inform
themselves
about
issues
of
the
day
together.

So
I
think
that
that's
a
classic
case
of
a
community
of
interest
that
should
be
maintained,
and
there
are
people
on
the
commission
smarter,
smarter
than
this,
that
about
this
than
I
am,
but
I
also
understand
by
removing
one
of
those
precincts
and
putting
it
in
the
sixth
ward
that
has
the
effect
of
potentially
diluting
the
opportunity
that
exists
in
the
sixth
ward
for
our
thriving
and
important
somali
community
to
also
have
political
representation
on
the
city
council.
So
I
would
urge
you
to
try
to
remedy
that
situation.

that
would
be
the
right
thing

director
for
programming
policy
at
the
state
olympic
community
council.
I
also
live
in
the
mercy
homes
neighborhood,
so
I'm
gonna
keep
it
brief

Just
two
comments.
One
is
really
a
concern
leading
with
that
I've
been
following
the
work
of
this
commission
really
good
work,
and
I
know
the
stress
about
and
all
the
different
interest
groups
that
you
do
have
to
to
really
balance
there.

But
with
regards
to
transparency
early
in
the
website,
there
was
really
a
good
timeline,
at
least
for
our
communities,
to
be
able
to
engage
and
understand
when
would
be
appropriate
specifically
for
the
community
council,
we
plan
on
having
community
members
really
engage
and
submit
their
own
draft
maps,
so
I
did
notice
their
change
there
and
those
timelines
were
removed
from
the
city
website.
So
I'm
wondering
if
there's
any
changes
to
those
timelines,
particularly
the
commenting
and
opening
commenting
for
drafts
between
the
month
of
january
and
february.

There
is
definitely
a
community
interest
here
at
the
neighborhood
level,
theater
riverside
community
council
and
really
residents
and
neighbors
have
been
divided
since
the
last
creation
in
the
division
between
ward,
two
and
six
for
the
neighborhood.

see
a
a
possible
revision
on
that
guideline
and
hopefully
entertain
what
will
be
a
future
map
from
the
neighborhood
association.

regards
to
that,
and
with

appreciate
the
work
that

council

at
the
map

maps

I've
worked
on,
I
would
like
to
see
the
marcy
holmes.

Neighborhood
remain
contiguous,
not
split
in
dinky
town,
as
the
map
shows
it's
very
much
a
student,
the
the
neighborhood
is
made
up
of
a
student
population
in
many
ways,
so
in
keeping
dinky
town
contiguous
and
the
marcy
holmes
neighborhood
not
split
further
in
a
map
draft
that
I
put
together.

Two
entire
wards
can
fit
on
the
east
side
of
the
river
thinking
of
the
mercy
homes
and
what
would
be
the
second
ward
being
separate,
and
maybe
even
echoing
a
little
bit
of
steve
kramer's
comment
that
you
know
keeping
the
other
side
of
the
river
with
a
downtown
ward
and
marcy
holmes.
And
and
what
would
be
the
the
second
ward,
is
very
different
than
downtown.

ward

but
I'm
on
the
board

preserved
historic
dinky
town,
and
I
want
to
echo
what
mr
wunderlich
just
said
with
a
letter
that
was
written
and
unanimously
approved
by
the
board
of
preserve
historic
dinky
town.
So
I'll
read
the
letter
as
a
group
of
residents
and
businesses
working
to
preserve
historic
dinky
town,
we
strongly
support
keeping
the
marcie
homes
neighborhood
together
in
the
same
ward.

Our
neighborhood
is
dominated
by
students
who
constitute
a
majority
of
our
residents,
and
we
would
like
to
keep
that
continuity
and
influence,
and
this
statement,
as
I
said,
was
unanimously
approved
by
our
board
and
signed
by
kathleen
riley
who's,
president
of
historic,
preserve,
historic
dinky
town.
So
thank

draft
map
designed

redistricting

we

the

you

north
loop
neighborhood
and
I'm
speaking
behalf
on
tonight
on
behalf
of
the
north
luke
neighborhood
association,
the
vast
majority
of
the
north
loop
neighborhood
lies
within
ward
3..
However,
there
are
two
very
narrow
pieces
of
land
that
are
officially
assigned
to
ward
5
rather
than
ward
3.,
and
when
the
maps
were
first
developed
or
last
last
developed.
I
guess
these
two
areas
were
really
undeveloped
and
they
looked
a
whole
lot
different
from
what
the
north
blue
even
looked
like
back
then.
I
Also,
the
city
seems
interested
in
maintaining
what
I've
heard
referred
to.
I
guess
as
communities
of
interest
and
in
that
respect,
ward
5
has
been
designated
or
is
considered
or
is
plan
may
be
being
considered
a
minority
majority
ward,
with
the
exception
of
those
parts
of
the
ward
that
are
actually
within
the
north
loop
neighborhood.
I
So
the
bottom
line
we'd
like
you
to
reassign
north
5th
street
and
the
north
side
of
10th
avenue
north
to
ward,
5,
ward
3
rather
than
ward
5..
There
are
way
too
many
numbers
in
this
and
that's
the
the
gist
of
our
comments
we
did
send
and
I
did
attach
an
official
letter
from
the
association
that
includes
a
map
of
our
of
our
neighborhood.
So
that's
what
I
have
to
say.

were

east
neighborhood.
I
spoke
last
meeting
asked
me
that
I
talked
about
a
desire
to
have
east
harriet
all
in
one
ward.
The
easiest
way
to
do
that
I
mentioned
was
moving
it
into
war,
13
and
then
moving
west
today
mccoska
into
ward
7..

This
feedback
was
then
the
commissioner
perry
made
a
map-
that's
called
east
harriet
in
all
of
ward
13,
which
essentially
does
what
I
suggested
to
do
and
that
maps
I
achieved
that
goal.
There
have
been
other
folks
who
have
commented
on
that
map
who
also
live
in
the
east
heritage
neighborhood,
who
also
agree
that
the
east
area
is
better
suited
to
be
in
ward
13..
I
mean
mainly
because
each
period
is
a
residential
neighborhood.
It's
currently
the
only
majority
homeowner
neighborhood
in
ward
10..
The
next
closest
is
echo
and
that's
like
easter.
A
It's
like
55
percent,
homeowner
echo.
The
next
closest
is
like
29,
homeowner
and
currently
world
war.
10
has
always
been
a
uptown.
Now
it's
not
sound
whittier
focused
award
and
the
interest
and
issues
that
folks
have
in
the
more
southern
tier
down
in
the
east
period
are
often
ignored,
because
the
base
of
the
ward,
of
course,
is
farther
south
or
far
farther
north
sorry
in
the
uptown
in
whittier
area
and
by
moving
it
into
ward
13.
A
It's
now
in
the
rest
of
southwest
mid
indianapolis
in
a
in
a
area
which
is
much
more
similar
to
the
east
harriet
neighborhood,
and
this
one
lasting
just
just
to
note
that,
since
at
least
1972,
the
east
harriet
has
been
split
between
at
least
so.

think
that
they've
been
split
for
almost
50
years
and
I
think
that
should
change
next
this
time.

floor,
but
in
the

keep
it
in
the
third
ward,
and
I
think
it's
very
important
that
that
be
done.

a
plan,
that's
been
created,
I
think,
by
the
advisory
member

created

plan

being
supported
by
many

issues

remind
people
of
this

second
public
hearing
and
there

comments

ought

be

considered

and
I
know
a
lot
of
the
people
I

work
with
were
very
concerned.

comments
already

want

remind
you
that
the
first
public
hearing
had

lot
of
comments
which
were
in
favor,
of
keeping
the
riverfront
and
keeping
cedar
riverside
whole.

neighborhood
association,
and
I
will
be
reading
a
statement
that
was
approved
by
our
board
last
night
that
hovers
right
at
two
minutes.
Chair
clegg,
members
of
the
charter.
Commission,
thank
you
for
the
opportunity
to
comment
tonight.
The
mercy
homes,
neighborhood
association,
strongly
requests.
This
group
respect
established
communities
by
adhering
to
the
redistricting
principles
established
to
guide
your
work.

We
ask
that
you
keep
mercy
homes
together
in
one
ward,
with
the
university
district,
neighborhoods
avoid
cracking
this
area
of
the
city.
The
population
of
east
minneapolis
supports
two
full
wards
and
one
partial
ward
avoid
crossing
the
mississippi
more
than
necessary.
Multiple
crossings
would
only
dilute
the
political
influence
of
the
umn
related
population
by
splitting
it
across
many
wards.

If
division
is
necessary,
do
so
only
once
and
do
it
in
a
thoughtful
manner,
avoid
boundaries
between
segments
of
communities
within
mercy
homes,
whether
it
be
between
old
and
new
construction,
between
homesteaded
and
rental
properties,
or
between
upper
and
lower
income
areas.
The
current
12th
avenue
southeast
boundary
between
wards,
2
and
3
is
arbitrary.
This
divides
our
community
keeping
some
constituents
with
other
university
neighborhoods
and
pushing
others
toward
a
fundamentally
different
part
of
the
city.
Downtown
marty
homes
is
distinct
from
downtown.

It
is
an
east
side,
university-facing
neighborhood,
that
is
nearly
90
percent,
renter
80
under
the
age
of
35
and
nearly
50
percent
under
the
poverty
line.
This
is
unlike
the
mill
district
or
the
north
loop.
When
our
state
passed
legislation
in
the
late
2000s
to
create
the
university
district,
we
know
today
it
included
all
of
mercy
homes.
A
u
of
m
impact
report
from
2008.
Explicitly
states
quote
the
university
of
minnesota
twin
cities
campus
and
its
surrounding
neighborhoods
are
a
unique
educational,
cultural
and
economic
asset
for
the
twin
cities
and
the
whole
state.

The
destiny
of
the
university
is
inextricably
linked
to
the
destiny
of
the
adjacent
neighborhoods.
If
these
neighborhoods
are
weak,
the
university's,
attractiveness
and
vitality
is
weakened
and
its
competitive
advantage
compromise
end
quote:
we
ask
that
your
group
redraw
the
boundary
between
wards,
2
and
3..
Please
move
the
currently
drafted
boundary
to
central
avenue
as
far
as
east
hennepin
avenue,
thus
keeping
mercy
homes
together
with
other
university
district
neighborhoods.

southeast
in
marcy
holmes,
ward,
3.,
chair

and

I
oppose
the
plan
to
divide
the
marcy
homes
neighborhood
into
two
different
wards
advocates
for
keeping
communities
of
interest
together
and
applaud
your
doing
so
with
the
promo
neighborhood.

propose
that
you
do
the
following:
one
keep
all
of
marzi
homes
together
in
a
single
university-facing
ward,
there
are
large
student
populations,
including
sororities
and
fraternities
throughout
the
entirety
of
marcy
holmes.
I
know
living
west
with
all
my
neighbors
students
dividing
the
neighborhood
into
two
wards,
whether
separated
by
12th,
avenue,
southeast
or
35w
will
dilute
their
political
strength
as
a
voting
bloc.
Having
two
council
members
means
their
voting.
Strength
will
not
be
meaningful
in
either
ward.

Major
initiatives
have
included
historic
designations
of
commercial
dinkytown
and
the
three-year
road
to
greater
dinkitan
project
designed
to
build
community
within
the
student
population
and
supported
by
the
university
of
minnesota,
the
mercy
homes,
neighborhood
association,
preserve
historic
dinky,
town
and
the
dinkytown
business
alliance.
These
initiatives
also
gain
support
from
our
council
member.
The
question
is:
will
such
support
be
forthcoming?
If
the
two
council
members
have
different
perspectives,
three
recognize
marcy
holmes,
historic
association
with
other
southeast
neighborhoods
that
surround
the
university
of
minnesota.

was
a

guess

tonight
in
support
of
the
map
from
the
somali
community
and
I
believe
it
was
drawn
up
by
the
by
mr
megan,
as
as
tony
scallon
mentioned

I'm
calling

support
of
that
map
which
really
helps
to
solidify
the
somali
community
in
the
sixth
ward,
and
it
also
and
it
brings
in
parts
of
of
elliott
park
as
well,
which
which
seems
like
a
good
fit,
and
it
allows
the
third
ward
to
remain
along
the
riverfront,
which
I
think
is
very
important
for
a
couple
of
reasons,
but
one
of
which
being
the
communities
of
interest,
as
was
mentioned
earlier
so
and
this,
and
I
think
that
this
particular
proposal
is
better
than
one.
