I
want
to
note
for
the
record
that
this
meeting
includes
the
remote
participation
by
members
of
city,
council
and
staff
as
authorized
under
minnesota
statute,
section
13
d
.021
due
to
the
declared
local
public
health
emergency,
the
meeting
is
being
recorded
and
will
be
posted
on
the
city's
website
and
youtube
channel,
and
this
meeting
is
subject
to
minnesota
open
meeting
law.
At
this
time.
I
would
like
to
ask
the
clerk
to
please
call
the
role
to
confirm
that
we
have
a
quorum.
D
E
F
B
B
E
C
E
D
B
That
motion
passes
and
the
minutes
of
our
last
meeting
are
adopted.
Our
next
order
is
to
order
businesses
to
organize
the
public
hearing
agenda.
Again,
the
agenda
is
available
on
limbs.gov.
B
If
you
agree
with
that
recommendation
and
any
applicable
conditions,
then
you
don't
need
to
do
anything,
but
if
you
disagree-
and
you
would
like
that
item
to
be
discussed-
please
speak
up
and
say
that
you
would
like
to
discuss
that
item
for
anyone
who
is
attending
from
the
public.
Please
press
star,
six
to
unmute
yourself
and
and
state
that
you
would
like
that
item
to
not
be
on
consent
with
that.
The
following
items
on
the
agenda
for
this
evening
are
9.
26
item
number
four
926
17th
avenue.
B
B
Hearing
none
item
number
five
is
put
on
consent
item
number,
six,
1001
or
1001
gosh
14
46th
street
east
staff
is
recommending
this
item
for
consent.
Is
there
anyone
who
would
like
to
speak
against
that
recommendation?.
E
B
If
you
just
have
clarifying
questions,
but
if
you
like
the
item
to
be
discussed
and
like
presented
and
everything,
then
we
it
would
need
to
not
be
on
consent.
E
B
B
B
B
B
That
okay
hearing
none
item,
number
nine-
is
also
on
consent.
So
for
tonight
all
of
the
agenda
items
are
slated
to
be
on
consent.
These
are
again
items
number
four,
five,
six,
seven,
eight
and
nine
with
the
change
from
the
what's
on
the
agenda
for
item
number,
eight,
that
would
be
a
return
of
the
application.
B
E
E
B
Great
with
that,
the
agenda
has
been
adopted
as
amended
and
all
the
items
again
are
put
on
consent,
but
we
will
now
proceed
to
handle
the
consent
agenda
with
a
public
hearing.
So
I'm
opening
now
opening
the
public
hearing
on
the
consent
agenda.
If
there
is
anyone
who
would
like
to
speak
on
any
of
the
items
that
are
on
the
agenda
for
tonight,
please
press
star
six
to
unmute
yourself
and
proceed
with
your
name
address
and
any
comments
you
may
have
on
any
of
the.
B
A
I'm
speaking
on,
I've
never
been
to
a
medium
like
this,
so
I
don't
really
understand
the
procedures,
but
I'm
speaking
on
agenda
item
number
six,
I
believe
the
saint
joseph's
former
site
soon
to
be
former
site.
My
name
is
nelia
hoffman.
I
live
at
4724,
portland
avenue.
I've
been
a
resident
of
the
field
neighborhood
for
about
four
years
now
I
live
within
walking
distance
of
the
st
joseph
site
and
wanted
to
give
my
input
as
a
resident.
I
have
two
young
children,
one
going
to
kindergarten
in
the
fall.
A
In
my
experience,
south
minneapolis
and
in
particular
our
area
is
pretty
amazing
at
providing
enrichment
and
educational
opportunities
for
our
young
ones.
There
is
already
a
wide
variety
of
schools
to
choose
from
whether
that
be
public
charter
or
private,
so
there
are
a
lot
of
existing
educational
opportunities
for
that
population.
A
However,
on
the
other
side
of
the
life
spectrum,
those
opportunities
and
services
are
much
harder
to
come.
By
again,
I
speak
from
personal
experience.
My
mother's
79.
She
had
a
stroke
last
year,
she's
no
longer
able
to
drive
and
I'm
her
primary
caretaker.
She
moved
here
actually,
so
I'm
your
classic
example
of
a
sandwich
generation.
A
She
lives
on
a
fixed
income
and
we
were
trying
recently
we've
been
trying
to
find
our
affordable
senior
housing.
It's
not
possible,
it's
very
difficult,
that's
no
surprise!
Affordable
housing
is
very
difficult
to
come
by
no
matter
not
much
less
affordable,
senior
housing
and,
in
addition,
it's
just
been
hard
to
find
enrichment
activities
for
my
mom
that
are
affordable
and
reduce
her
social
isolation.
Basically,
she
just
needs
a
place
to
go
to
meet
other
people,
her
age,
find
services
and
have
things
to
do,
and
it's
not
just
because
of
cobin.
A
There
are
senior
centers
established
ones
in
edina
and
bloomington,
but
not
in
this
area.
So
we're
going
to
see
a
lot
more
and
more
folks
who
want
to
age
in
place
either
because
they
want
to
or
out
of
financial
necessity
and
after
this
year,
especially
social
isolation
and
loss.
The
loss
that
our
elders
have
experienced
is
enormous,
so
we
owe
it
to
them
as
a
community
to
provide
places
and
spaces
cater
to
their
needs.
A
So,
rather
than
develop
this
site
into
yet
another
charter
school
that
we
don't
necessarily
need,
and
I'm
speaking
as
a
parent
of
a
five-year-old
here,
we
could
use
it
for
helping
out
our
elders,
either
with
housing
or
with
a
senior
community
center.
It's
just
a
major
missed
opportunity
and
I'd
like
it
to
be,
for
the
public
record
that
it's
a
major
missed
opportunity,
one
that
I
hope
that
you
could
or
would
consider.
B
Is
there
any
other
member
of
the
public
who
would
like
to
speak
on
any
of
the
items
which
are
all
put
on
consent.
B
Okay,
not
hearing
anyone.
I
will
now
close
the
public
hearing
for
the
consent
agenda
and
I
again
I
do
appreciate
you
making
a
comment.
Fortunately
I
mean
hopefully
that
is
something
that
we
can
take
into
account
for
any
future
projects
or
opportunities
that
may
come
by.
B
E
Thank
you
looking
at
item
six,
the
a
big
pardon,
the
46th
street
st
joseph
project,.
E
First
of
all,
I
I
think
that
the
woman
who
just
spoke
she
makes
a
good
point
and
we
do
need
much
more
senior
housing
in
the
neighborhoods
and
and-
and
this
is
a
in
some
respects-
is
a
lost
opportunity.
But
I
don't
think
we
have
the
capacity
to
dictate
what
goes
where
here,
beyond
what
the
zoning
court
allows.
E
But
my
I
have
a
question
looking
at
the
report
and
and
and
there's
it's,
it
refers
to
policy
49,
economic
and
educational
and
economic
access,
and
I'm
looking
particularly
at
item
c,
which
is
to
continue
to
collaborate
with
minneapolis,
public
schools
and
other
educational
providers
to
eliminate
racial
disparities
in
access
to
educational
opportunities,
educational
attainment
and
discipline
in
schools.
G
Forward,
commissioner,
ford,
thank
you
for
that
question,
so
that
policy
is
really
more,
not
a
policy.
That's
intended
to
be
tied
to
a
specific
land
use.
You
know
it's
more
general
policy
on
the
direction
that
we
would
like
the
city
to
go
and
working.
You
know
with
minneapolis
public
schools,
and
you
know
just
a
lot
of
work
to
be
done
there.
So
as
part
of
a
land
use
application,
we
would
not
ask
for
the
applicant
to
provide
information
on
the
demographic
of
the
student
population.
G
It's
not
something!
That's
really
to
be
considered
as
part
of
the
land
use,
application.
E
I'm
not
surprised
to
hear
that,
and
I
appreciate
that,
but
so
is
there
anywhere
else
in
in
the
process?
G
So
there
is
a
separate
city
action
that
I
believe
is
occurring.
I
need
to
double
check,
so
I'm
not
giving
you
bad
information
here,
but
there
was
some
funding
also
tied
to
this.
That
is
not
a
land
use
decision
that
is
going
through
the
city
council
process.
It
has
already
been
to
the
biz
committee
of
the
city
council
and
I
believe
it
is
going
to
the
regular
meeting
of
the
city
council
this
friday
august
6th.
G
G
Oh
so
it
looks
like
yes,
there
was
a
revenue
bond
issuance
in
front
of
the
biz
committee
of
the
city
council
and
I
have
to
look
up
the
actual
file
number
tied
to
that.
E
G
Yes,
I
can
clarify
the
action
at
the
biz
committee
was
to
set
a
public
hearing
for
august
10th
2021
to
consider
to
con
issuing
up
to
22
million
dollars
in
revenue
bonds
for
the
hennepin
schools,
building
company
and
hennepin
schools
project
at
1001,
east
46th
street.
B
You
thank
you,
commissioner,
ford.
Any
other
discussion.
B
Okay,
seeing
no
one
else
who
would
like
to
ask
anything
or
comment,
I
asked
the
clerk
to
please
call
the
role
on
the
motion.
E
F
B
Thank
you
that
motion
passes
and
the
consent
agenda,
which
again
includes
all
the
items
are
adopted,
as
indicated
on
the
agenda.
If,
if
you
were
here
for
any
of
those
items,
and
you
have
any
additional
questions,
you
can
reach
out
to
staff
and
with
that
we
actually
have
concluded
all
of
our
items
on
the
on
the
agenda.
But
I
want
to
ask
if
there
are
any
announcements
from.
G
Staff,
yes,
thank
you,
chair
smiley,
one
update
on
an
appeal,
so
the
cop
and
variances
for
the
cluster
development
at
2648
marshall
street
northeast
were
appealing.
They
were
in
front
of
the
biz
committee
at
the
city
council
last
week
that
appeal
was
granted
effectively
the
land,
use
application
and
overturning
the
action
of
the
planning
commission.
That
appeal
will
be
going
to
the
full
city
council,
this
friday
august
6th,
and
I
don't
have
any
further
announcements.
B
Thank
you
for,
for
that
update.
Are
there
any
other
announcements
from
any
of
the
commissioners
or
do
you
have
a
question,
commissioner?
Ford.
E
I
do
thank
you
mike.
Do
I
remember
correctly
that
the
there
was
an
appeal
also
on
the
parking
lot
for
the
at
downtown
hotel?
That
was
also
the
appeal
was
sustained.
G
F
Thank
you
very
much.
I
did
want
to
jump
in
with
those
two
appeals
just
to
thank
all
the
commissioners
for
all
of
your
work.
I
I
know
that
appeal
like
that
being
granted
goes
against
your
recommendations.
So
I
just
want
to
thank
the
commissioners
know
that
for
what
it's
worth,
I
was
the
lone
no
vote
on
some
of
those.
So
I
I
think
that
I
I
appreciate
the
just
all
the
work
the
commissioners
have
done
and,
of
course
we
will
see
what
what
happens
like.
F
B
Thank
you
for
that
note,
commissioner
schrader.
Any
any
other
announcements
from
the
commissioners.
