next

number
seven

the
agenda
is
also
a
referral
to
the
amendment
review
committee,
a
potential
amendment
referred
by
citizen
timothy
bonham,
to
eliminate
the
board
of
estimate
and
taxation
which
was
just
submitted
in
the
last
couple
of
days.
That
would
also
go
under
the
charter
of
the
amendment
review
committee
to
that
committee
for
consideration,
and
unless
there
is
objection
I
will
so
refer
so
without
objection.
That
matter
is
referred
to
the
amendment
review
committee.

that

appropriate,
especially
given
where
we
are
in
the
calendar
year,
because
practically
the
last
time
we
could
possibly
put
anything
on

ballot
would
be

it's
getting
very
late
already
to

ballot

next
item
on

agenda
is
establishing
a
rules
update
work
group
to
review
the
rules
of
the
charter.

rules
have
not
been
updated
in
some
years

we

discussing
a
couple
of
things
today
which
should

incorporated
in
those
rules.

example,
the
establishment
of
the
permanent
committee,
which
is
the
amendment
review
committee
and
later
will
also
get
to
designating
the
city
clerk's
office,
has
the
responsible
authority
of
the
charter
commission.

the
authority
that
would
respond
to
data
requests
on
behalf
of
the
charter
commission,
so
I
think
those
things
would
need
to
be
included,
and
I
I
would
suggest
that
the
membership
of
that
review
group
be
myself.

office
is
automatically
the
responsible
authority
for
city
boards
and
commissions,

we
are
not
a
city
board
or
commission.
We
are
established
pursuant
to
state
law
and
appointed
by
state
officials
judges.

for

it

We've
conducted
a
number

interviews
in
the
last
month,
including
minnesota
cities
of
the
first
class
duluth
saint
cloud
and
rochester
about
their
charter
form
of
government.

you

find

and
for
the
month
of
february,
we've
scheduled
some
drafting
sessions
start
on
tuesdays
and
thursdays
starting
next
week
to
go
through
and
draft
the
take
a
look
at
the
amendment
and
work
on
the
drafting,
editing
of
that
and
then,
if
there's
time
we
will
go
back
and
overlay
the
values
statements
that
we
created
at
the
beginning
of
our
subcommittee
to
our
proposal
to
the
proposed
amendment
and
as
well
as
the
standards
for
a
good
charter
amendment
that
we,
the
charter
commission,
also
came
up
with
just
to
do
that
for
our
own
work.

objecting

update

which
this

preempt

the
worker

wanted
to
share
with
all
the
groups.
The
work
groups
have
at
various
stages.
Of
course,
over
the
last
year
had
some
preliminary
meetings.
We
had
formed
a
staff
group
and
made
a
few
presentations,
as
the
commission
will
remember
early
on
in
terms
of
the
work
that
we
were
proposing
to
help
support
the
the
commission
in
its
redistricting
efforts.
I
It
is
my
intent
to
be
organizing
a
joint
meeting
between
the
co-chairs
of
the
three
work
groups
and
the
staff
group,
so
that
we
can
now
then
level
set
and
re-evaluate
where
we're
going
forward
in
terms
of
the
redistricting
timeline
and
key
dates,
the
major
tasks
to
accomplish
in
specific
assignments,
given
the
fact
that
we
know
data
from
the
u.s
census
is
going
to
be
very
late
in
getting
to
us,
and
we
don't
have
that
even
yet,
we
know
that
redistricting
will
carry
over
into
year
2022.

So
I
think,
as
a
level
set
to
sort
of
restart
that
effort,
we'll
be
working
in
the
next
week
to
get
a
meeting
scheduled
for
the
six
co-chairs
of
the
three
existing
work
groups
and
the
staff
team
together
and
hopefully
have
that
meeting
one
or
more
as
necessary
and
be
able
to
report
back
with
some
substantive
details,
including
an
updated
timeline
and
work
schedules.

of
the

commission's
regular
meeting
in

the

difficult

community

protect

equates
to
our
constitution

we

lot
going
on
right

just

speak
to
the
commission,

I

give
you
a
potentially
different
perspective
and
hope
you
consider
the
impact
of
your
decisions
on
me.
To
start,
I
know
you're
considering
a
potential
governance
change
and
I
want
to
speak
in
favor
of
any
amendment
that
would
give
us
more
of
a
strong
mayor
system.

We
need
a
sole
executive
officer,
a
mayor,
not
a
panel
of
13
people,
and
our
dysfunctional
system
of
government
has
put
us
into
a
public
safety
crisis
and
any
amendment
that
comes
your
way
with
the
potential
to
end
this
crisis.
I
encourage
you
to
support
or
get
on
the
ballot
so
that
voters
can
decide.

We
need
a
way
of
recalling
humorous
politicians
that
don't
act
in
our
best
interests
and
right
now
we
don't
have
a
way
to
do
that.
So
these
are
all
initiatives
that
I
would
support
and
encourage
you
to
support.
One
initiative
that
I
strongly
oppose
and
encourage
you
to
as
well.
Is
this
ill-prepared
amendment
being
offered
by
three
of
the
city
council?

Require
a
department
of
violence
prevention
that
may
include
a
law
enforcement
division.
They
don't
need
a
charter
amendment
to
do
that.
They
could
do
that
legislatively
the
the
charter
is
the
one
thing
that
we
have
requiring
us
to
maintain
a
certain
number
of
foreign
officers
and
we
need
to
maintain
that
protection.

Yes,
we
need
sweeping
reform
of
minneapolis
police,
but
there
are
some
of
us
that
still
live
here
and
during
that
reform
it
has
become
a
battle
zone
and
violent
crime
is
up
300
in
some
parts
of
the
city,
and
there
are
people
that
live
here
in
fear
of
being
mugged
or
carjacked
at
a
stop
light
or
having
their
catalytic
converters
stolen
their
windows
smashed
out
and
ruled
the
night.
My
business
was
robbed
this
morning.
H
It
was
also
robbed
seven
days
ago
and
thankfully
nobody
was
hurt,
but
let
me
tell
you:
there
is
a
lot
of
trauma
that
gets
left
behind
and
a
few
thousand
dollars
in
losses
at
a
time
that
couldn't
be
worse
for
a
small
business
and
in
the
last
six
months
I've
had
two
neighbors
vandalized
with
graffiti
multiple
times,
cleanup
cost
several
thousand
dollars
per
incident.
The
neighborhood
market's
been
broken
into
so
many
times
I
lost
count.
The
mini
mall
has
been
vandalized
and
looted
a
brew
pub.
H
That's
had
windows
shot
out
by
a
drive-by
shooting,
and
these
are
all
within
two
blocks
of
me
in
a
neighborhood
that
we
encourage
hundreds
of
thousands
of
people
to
visit
at
our
convention
center.
A
new
department
of
violence
prevention
that
replaces
the
police
department,
but
still
has
some
cops,
who
report
to
a
civilian
would
be
a
disaster
not
to
mention
a
bureaucratic
nightmare.

The
only
model
with
any
proven
success
is
community
policing
and
we
have
a
police
department
with
experience
and
the
chief
committed
to
swift,
calculated
and
wide
sweeping
reform,
and
if
we
fund
mpd
to
be
the
best
rather
than
defund
them,
we
could
revolutionize
community
policing
by
taking
a
proven
model
that
works
and
expanding
it
to
be
the
epitome
of
community
policing
in
america
and
parts
and
bike
lanes
and
health
care
and
median
household
income.
Don't
need
to
be
the
only
list
that
we
top.

There
has
been
progress
and
we
they
need
the
right
funding.
The
chief
could
jump
start
his
plans.
He
has
implemented
successful
initiatives
like
crime
prevention,
specialists
and
co-responders,
and
bike
bike,
cops
for
kids
and
mounted
patrol,
and
they
have
either
taken
that
away
or
or
now
want
to
move
that
somewhere
else.
They
could
be
a
lot
much
a
lot
farther
along
if
the
city
council
would
have
provided
them,
the
funding
they've
requested
and
given
them
the
mandate
rather
than
playing
politics
there's
as
a
resident.

I
don't
want
to
become.

I
don't
want
this
to
become
ground
zero
for
some
catastrophically,
failed
experiment,
and
I
hope,
as
commissioners,
you
consider
my
views
and
act
in
the
best
interest
of
the
people.
That
would
be
more
than
I
can
say
for
the
majority
of
our
city
council,
and
I
really
thank
you
very
much
for
your
