development
finance
analyst
assigned
to
this
project,

typically
the
ask
from

planning
commission

to
review
for
consistency
with
comp
plans.

redevelopment
plans
as
well
as
tax
increments
financing
plans,
but
this
one's
a
little
unique
in
which
it's
a

actually
a
spending
plan.

just
to
give
some
background.

2021,
the
minnesota
state
statute
adopted
some
legislation
to
allow
municipalities
some
opportunities
to
re,
redirect
some
unobligated
tiff
funds
for
other
uses,
as
it
relates
to
you
know,
to
the
recovery
efforts.

as
part
of
that
legislative
requirement,
we're
required
to
produce
a
tax
increment
spending
plan
on
how
those
funds
would
be
used
and,
as
proposed,
the
city
is
planning
to
allocate
those
funds
to
developed,
affordable
housing.

So
staff
review
this
with
for
consistency
with
the
comp
plan,
and
you
know
it's:
it's
consistent.
Various
action
plans
or
policies
and
action
tests,
which
includes
you,
know,
preserving
and
producing
affordable
housing,
expanding
housing,
choice
and
opportunities
and
a
staff
is
recommending
that
the
planning
commission
find
that
that
this
tax
increment
spending
plan
is
consistent

the

plan.
