I
serve
as
chair
of
the
minneapolis
heritage.

as

is

a
meeting
for
discussion

the
commission,
my
name
is
john
smoley
and
I'm
very
pleased
to
be
before
you
this
afternoon
to
present
the
national
register
of
historic
places,
nomination
for
3801-3817
pleasant
avenue,
the
church
of
the
incarnation
and
rectory
the
subject.
Properties
are
contributing
resources
in
the
city
of
minneapolis
church
to
the
incarnation
historic
district
designated
in
2018,
and
thanks
again
to
commissioner
steady
and
sunburg,
as
well
as
our
applicant
lauren
anderson
of
new
history,
who
is
then
a
minneapolis
staff
member.
Thank

your

With
that
grant
funded
designation
effort.
Certified
local
government
grant
provided
designation
effort.
The
subject
properties
were
also
deemed
eligible
for
listing
in
the
national
register
of
historic
places
as
part
of
the
church
event.
The
incarnation
complex
in
mead
and
hunts,
2005
southwest
minneapolis
historic
resources
inventory
located
in
the
kingfield
neighborhood.
The
church
of
the
incarnation
directory
consists
of
three
contributing
buildings.

rectory

and
the
arcade
or
covered
walkway.
They
all
sit
on
one
tax
parcel
at
the
southeast
corner
of
pleasant
avenue
and
38th
street
west
next
slide.
Please,
the
nomination
states
that
the
church
of
the
incarnation
and
rectory
are
locally
significant
under
criterion
c
in
the
area
of
architecture.
The
church
of
the
incarnation
is
an
excellent
representation
of
the
academic
eclecticism
practiced
by
american
architects
during
the
early
20th
century,
designed
by
master
architect,
emmanuel
louis
masqueray
and
constructed
in
1918.

The
1913
rectory
at
the
church
of
the
incarnation,
with
its
symmetrical
facade
with
balanced
windows
and
central
pedimented
entry
porch,
is
a
classic
example
of
colonial
revival.
Style
architecture
after
1910
houses
constructed
in
this
style,
tend
to
be
more
accurate
in
their
use
of
federal
and
georgian
elements,
directory
standalone,
single
window
units
box,
thieves
and
red
brick.
Construction
particularly
illustrate
this
trend
as
religious
properties
deriving
primary
significance
from
their
architectural
design.
The
church
and
rectory
meet
criteria
consideration
a
the
building's
period
of
significance
spans
from
1913
to
1932.

reasons,
staff
recommends
the
heritage
preservation
commission
adopt.
This
report
approve
the
national
registered
nomination
for
the
church
of
the
incarnation
directory
at
3801-3817,
pleasant
avenue
and
direct
staff
to
transmit
a
letter
summarizing
the
report
to
the
state
historic
preservation
officer,
I'm
available
for
any

the
applicant
is
on
the

excited

see
this
nomination
come
before

know,
commissioner
stadium
and
I
got
to
participate
in
conversations
with
the
congregation
over
their
local
designation
and
at
the
time
there
was
some
interest
in
the
congregation
for
doing
a
national
register
destination.
So
I'm
I'm
very
excited
to
see
this
come
for
us
and
as
a
ex-kingfield
resident,
I'm
really
excited.

the
the
architecture
is
a
fantastic
addition
to
the
heritage
and
I'm
just
glad
to
see
it
get
recognized
at
this
new.

got
to
visit
the
church.

I
agree
it's
it's
really
great.
This
is
happening.
It's
the
church
has
a
lot
of
history
socially
as
well,
and
it
still
has
a
strong
social
history
today
with
the
present
use
of
it
of
the
spanish-speaking
congregation.

it's
it's
much
deserved.
I
think-
and
it
has
some
interesting
unique
features
to
it.
When
we
did
the
tour,
there
were
some
interesting
things
so
and
the
architect
is
known
for
churches.
So
that's
a
good
thing
to
to
mark
too.
So
this
is
great.

I
likely
said
when
we
we
designated
it
locally.
I'm
I'm
still
sad
we're
not
getting
the
whole
complex
in
the
boundary.

understand
why
the
boundary
was

way
it
is,
though
I
wish
we
could
just
tell
the
whole
story
and
and
that
social
history
is
important
too,
and
it'd
be
great
to
recognize
that
that
as
part
of
the
the
national
register
nomination,
but
it's
so
exciting
to
see
a
project
come
before
us
that
you
know
or
a
property
come
before
us.

started
out
as
a
clg
grant
and
the
staff
doing
all
of
that
work
and
commissioners
sitting
in
and
working
with
the
community
to
do
designation.

emerson,
avenue,
north
st
olaf's
norwegian
lutheran
church.
This
property
was
deemed
potentially
eligible
for
local
designation
in
mead
and
hunt's
2002,
north
minneapolis
historic
resources
inventory.
The
church
was
recommended
for
local
designation
under
criterion
1
for
its
association
with
the
community's
social
and
ethnic
history,
serving
the
needs
of
norwegian
immigrants
and
settlers
of
north
minneapolis
and
possibly
under
criterion
4
for
architecture.

research
located

the
jordan
neighborhood
saint
olof's
norwegian
lutheran
church
consists
of
one
contributing
building
the
church
itself
on
one
tax
parcel
at
the
northwest
corner
of
emerson,
ave,
north
and
29th
avenues,
north
minneapolis-based,
architect
and
norwegian
immigrant
harry
hendrickson,
designed
the
church
building
with
gothic
revival,
elements,
commons,
norwegian,
american,
lutheran
churches
in
the
united
states
and
late
19th
and
early
20th
centuries.
American
churches
in
general,
martin
m
lee,
also
a
local
norwegian
supervised
the
construction
completed
by
members
of
this
congregation
next
slide.

The
church
is
significant
for
its
association
with
broad
patterns
of
minneapolis
history,
including
norwegian
immigration,
the
representation
of
the
north
minneapolis
community
and
effects
of
institutions
on
neighborhood
development
and
growth.
St
olaf's
norwegian
lutheran
church
was
the
first
and
largest
norwegian
lutheran
congregation
in
north
minneapolis.

The
nomination
states
as
an
active
lutheran
church
today
it
also
meets
national
register
criterion,
consideration
a
for
the
significant
role
the
church
has
played
in
the
north
minneapolis
community.
The
church
worked
throughout
its
period
of
significance,
1911-1959
to
support
the
surrounding
community
and
represent
the
congregationalist
ideals
of
the
lutheran
free
church.
The
vision
of
the
saint
olaf
congregation
has
remained
constant
throughout
its
history
and
includes
community
ministry
sunday
school
and
the
lutheran
faith,
as
it
was
supported
by
the
local
and
ethnically
norwegian
lutheran
free
church
in
terms
of
change
over
time.

For
these
reasons,
staff
recommends
the
heritage
preservation
commission
adopt.
This

report

the

at

I
was
wondering
if
you
could
tell
me
a
little
bit
about
how
the
period
of
significance
was
chosen,
and
my
question
is
specifically
why
it
didn't
extend
to
1963,
which
would
have
marked
the
end
of
its
association
with
the
lutheran
free
church
in
the
beginning
of
the
affiliation
with
the
american
lutheran
church.
That
would
have
brought
that
parish
center
in
which
seems
to
be
a
really
key
component
to
how
that
church
reached
out
into
the
community.

And
it
just
seemed
to
be
a
more
logical,
concluding
date
to
the
period
of
significance
than
just
drop
in
the
norwegian
of
the
name.
So
I
was
just
curious.
There
were
discussions
about
that
or
if
that
came
into
any
kind
of
conversations
that
you
recall
when
we
saw
this
previously
through
studies.

Madam
chair,
commissioner
howard:
no,
this
church,
you
know,
although
the
city
of
minneapolis,
did
pursue
a
certified
local
government
grant
and,
as
you
know,
we
were
successful
in
receiving
one
back
in
2017
to
identify
and
protect
properties
associated
for
their
religious
properties
associated
for
their
secular
contributions
to
our
community's
history.
Saint
olaf's
norwegian
lutheran
church
was
not
one
of
the
top
properties
that
you,
our
heritage
preservation
commission
requested.
We
examined
at
that
time,
unlike
church
of
the
incarnation
so
technically
at
the
staff
level.
We
have
not
had
conversations
thus
far.

You
raise
a
great
point
and
I
think
you've
you've
identified
the
you
know,
sort
of
the
you
know
major
decision
points
as
I
see
them
from
the
nomination
just
being
a
reviewer
of
the
nomination,
not
not
a
preparer
of
this
or
any
other
studies
related
to
the
church.
I
think
you
raised
the
major
points
that
the
nominators
have
identified
as
far
as
where
potential
breaks
in
that
period
of
significance
could
occur
where
the
end
could
occur.

The
the
nominators
have
chosen
to
use
the
you
know
the
date
of
1959
when
the
church
sort
of
strategically
reorients
its
mission
from
norwegian
immigrants
to
north
minneapolis
residents
in
general
and
immigrants.
Perhaps
newer
immigrants
at
the
time
versus
1963,
which,
as
you
mentioned,
would
include
a
larger
portion
of
the
property
to
include
some
modern
architecture.

can
see
merits
to
both.
Having
said
that,
the
report
is
written
with
1959
as
the
stated
end
of
the
period
of
significance
and
staff
does
not
object
or
cped
does
not
object
to
that
period
of
significance.

think
it
it
works
in
1959
as
well.
I
just
saw
1963
would
be
a
more

break
for
this

really
enjoyed
the

history
on

connection
to
the
community,
and
I
love
that
it
brought
it
all
the
way
up
to
the
the
present
and
we
we
learned
a
little
bit
about

more
recent
immigrant
history
associated
with

church,

love

see
that
recognized
someday
down
the
line
when
we
know
better
better
about
that
that
historic
context.

it's
a
good
nomination
either
way
