.021,
due

the
declared
local
health
pandemic.
The
city
will
be
recording

posting

city's

a
means
of
increasing
public
access
and
transparency.

what
I
would
like
to
do
is
ask
you

authorize

attorney's
office.

know
the
city
attorney
is
working
on
some
concrete
advice
which
is
not
yet
ready.

we're
trying
the
rent
stabilization
work
group
has
basically
completed
its
work.

I
want
to
remind
people
that
the
history
of
rent
control
is
a
little
bit
strange
in
minnesota,
because,
historically,
the
city
council
would
have
had
full
legislative
authority
to
legislate
in
this
area
and
in
1984
the
state
passed
minnesota
statute,
471.996,
which
basically
prohibited
rent
control
in
all
cities
or
counties
unless
certain
conditions
were
met
and
those
conditions
were
primarily
that
any
ordinance
charter,
amendment
or
other
law
that
controlled
rent
had
to
be
passed
at
a
general
election
so
that
basically
took
the
authority
from
the
city,
councils
or
county
commissions.

In
the
state
and
gave
it
back
to
voters,
so
with
that
background,
with
the
authorization,
the
idea
that
the
city's
authority
has
been
greatly
limited,
the
work
group
broke
up
the
review
into
two
sections,
and
one
is
the
petition
section,
and
one
is
the
initiative
section
and
before
we
get
into
that,
I
want
to
talk
a
little
bit
about
rent
control.
Historically,
is
because
it's
the
background
for
our
recommendations.

We
also
talked
today
about
rent
stabilization,
which
is
a
more
modern
form
of
rent
control,
which
has
greater
allowances
for
increases,
but
it's
an
extremely
complex
subject
and
it's
a
feeling
of
the
work
group
that
it's
a
subject
that
is
best
left
for
the
legislative
process
because
of
all
the
significant
policy
decisions
that
have
to
be
made
and
therefore
we
didn't
spend
a
lot
of
time
on
grant
control
itself.

The
errors
in
the
proposal
are
the
city
council
would
allow
a
any
ballot
question
to
be
approved
at
a
general
or
special
election.
The
state
law
requires
it
to
be
a
general
election.

It
would
allow
an
ordinance
proposal
that
came
through
to
be
passed
by
the
council
without
an
election,
so
those
are
two
significant
errors.
The
city
attorney
has,
in
its
memorandum,
acknowledged
that
there
are
the
legal
issues
as
well
as
well.
There
are
significant
legal
issues.

However,
we
also
felt
that
a
properly
drafted
referendum
amendment
would
be
acceptable
primarily
because
it
returns
the
review
of
rent
control
to
the
legislative
process,
which
is
the
city
council,
where
it
should
be,
because
that's
the
place
where
neighborhood
groups
advocacy
groups,
renters
landlords
all-
can
have
a
input
into
the
proposed
ordinance.

We
have
changed
the
council
proposal
to
allow
the
council
to
adopt
the
rent,
stabilization
or
rent
control
ordinance,
subject
to
the
mayor's
approval,
just
like
any
other
ordinance,
but
we've
clarified
that
and
we
require
that
before
that
ordinance
can
take
effect.
The
council
must
submit
the
ordinance
to
the
voters
at
a
general
election
which
would
correct
the
heirs
in
what
would
violate
state
law,
and
we
also
proposed
changing
the
number
of
votes
that
would
be
required
to
approve
the
ballot
language
in
the
council's
proposal.

It's
50
of
those
voting
on
the
issue,
which
is
the
standard
most
commonly
used
in
city
initiatives
or
referenda.

We
propose
to
use
51
of
the
votes
cast
on
the
ballot
question,
which
is
the
language
that
we
are
familiar
with
from
charter
amendments,
which
is
a
form
of
an
initiative,
and
we
feel
that
that
is
a
better
balanced
approach
for
the
number
of
votes.
We
also
discussed
the
idea
of
having
an
even
larger
requirement,
which
would
be
the
requirement
that
it
be
approved
by
a
majority
of
all
the
voters
voting
in
the
election.

primarily
a
legislative
decision
and
not
a
governmental
structure
decision,
so
we
did
not
weigh
in
on
what
we
believe
to
be
a
legislative
decision
as
a
reminder
that,
even
if
these
go
forward,
they

rent
control
amendment.
They
merely
would
allow
the
possibility,
if
approved
an
election.

scenario
that
we
have
proposed.

think

most

point
things

our

we've
looked

the

on

rent

and

how
it

affect

evident
that
there
are
a
lot

different
versions
of
rent
control,
ordinances
and
so,
depending
on
the
version
will
you
know
that
will
give
a
better
answer
as
to
to
that
question.
There
are
so
many
options
to
follow
that
it's
hard
to
know
until
they
choose
an
option
which
we
hope
they
will
do
with
care,
and
I
had
another
just
a
comment.

office

legality

minneapolis
petition
and
thereafter
whether
the
city
council
will
decide
to
keep
its
own
amendment
on
the
ballot
or
not.

withdraws

amendment,

our
review
of
the
city
council
amendment,

presume,
is
moot.
If
it
does
not
withdraw
their
amendment,
then
we
have
a
timeline
as
follows.
We
received
the
amendment
for

review

march
17th

this
year.
The
statutory
150-day
period
expires
on
august
12
1921..

first
came

us

elections
and
voter
services
division
where
she
worked
as
a
seasonal
employee,
leading
much

our
work
in
our
early
vote,
centers,

which
work
she
was
recognized
by
the
city

service
recognitions

past
year,
and
so
she
quickly
has
been
a
leader
within
my
office,
which
is
why
we
reached
out
and
asked
her

also
consider
serving
as
our
redistricting
project
manager.

charter
commission

unfortunate

really
concerned

the
involvement

one
member

commission

operation
safety,
now's
backroom
deals
with

chief

police,

mayor
and
at
least
one
member

city
council.

request

metke
saying

weakens

little
legitimacy

charter

residents
