working

rules

procedures

the
redistricting
process

completed

analysis,

found
that
there
was
overlap
with
the
advisory
group
selection
work
group,

article

star
tribune,

work

state
legislature,

it's
been
reported
that,
due
to
the
significant
delays
at

federal
level

completing
the
census
and
getting
final
data
totaled
and
submitted

states
to
the
governors
to
be
certified
and
sent
out,
they
are
now
looking
at
the
delay
from
may
to
possibly
into
june,
which
is
well
beyond
the
timeline
that
we
had
expected,
even
even
on
a
later
timeline.

need
to,
and
one
of
my
tasks
between
now
and
the
next
few
weeks
is
to
review
the
original
revised
timeline
that
we
had
put
together
for
redistricting
to
account
for
that
still
recognizing
that
in
every
scenario,
it's
unlikely

redistricting
in
2021
and
that
we
will
be
looking
to
complete
redistricting
by
the
end
of
march
2022
in
almost
every
scenario,
but
certainly
given
the
even
later
projected
timeline

receipt

final
data

us

so
I
will
begin
it
as
follows.
At
our
last
meeting
of
the
full
commission
in
december,
we
as
a
commission
voted
to
approve
the
report
and
recommendation
of
the
public
safety
work
group.

Last
november,
in
fact,
at
the
one
of
the
at
the
last
meeting
with
guests
of
our
work
group,
we
talked
a
little
bit
about
the
city
council's
public
safety
amendment
and
the
application
of
the
racial
equity
and
impact
analysis.

Then
the
analysis
is
meant
as
an
aid
in
considering
any
unforeseen
consequences
of
a
decision
through
a
racial
equity,
lens
and
so
forth.
Attached
to
today's
agenda
is
the
form
to
be
filled
out
for
each
time.
The
process
is
to
occur
and
also
a
more
detailed
description
of
the
process,
and
I
refer
you
particularly
to
page
10
of
the
description
of
a
racial
equity
analysis,
because
it
asks
a
series
of
questions,
including
who
would
benefit
by
the
policy
who
would
be
burdened.

Use
of
the
tool
in
the
budget
process
would
be
a
prime
example
of
how
and
when
it
must
be
used
going
back
again
to
our
meeting
with
the
division
staff.
In
november,
we
asked
if
the
division
had
been
invited
to
participate
in
the
process
revolving
around
the
proposed
public
safety
amendment,
and
we
learned
then
that,
although
there
was
some
initial
involvement,
they
were
in
fact
not
involved.

So
basically,
I'm
bringing
this
matter
up
today,
because
the
charter
commission
was
one
of
the
first
of
the
boards
and
commissions
identified
to
incorporate
the
racial
equity
impact
analysis
in
our
policy
work,
and
at
the
moment,
of
course,
we
have
a
good
deal
of
policy
work
that
we
will
be
working
on
in
over,
certainly
the
next
couple
of
years.

should
be
utilizing
this
tool
in
any
policy
decision
or
recommendation
going
forward.
We
have
some
major
decisions,
of
course,
in
the
hopper,
including
government
structure,
redistricting
and,
of
course,
public
safety.
So
my
purpose
today
was
just
to
introduce
this
process
and
I
was
happy
to
see
it
also
referred
to
with
the
redistricting.

But
now
it's
just
to
give
you
heads
up.
We
need
to
be
aware
of
it
first
and
perhaps
to
consider
amending
our
rules
down
the
road
to
incorporate
it
or
otherwise,
to
discuss
further
how
many
we
may
implement
it
as
a
commission

again,
this
division
of
race
and
equity
stands
ready
to
assist
us
as
needed,
and,
of
course,
the
city
clerk
has
already
been
very
helpful,
and
so
that
again,

just
my

values

integrate
this

racial
equity
or

analysis

important

send

message
to
the
community

the

works

the

position

requirements

departments

boards

commissions
within
the
city
structure,

the
charter
commission

state
agency
is
not
subject.

a
separation
of
powers
issue,
it's
not
subject
to
the
council
and
mayor,
so
I
had
when
this
came
up
asked
if
the
charter
commission
could
be
part
of
that
process,
because
I
believe
that,
in
your
capacity
as
the
custodians
of

city's
constitution,
the
charter
that
the
things
you
do
are
certainly
meritorious
or
worthy
of
having
this
sort
of
race
equity
analysis
done.

are
applying
it
to
all
ordinances,
which
are
local
laws
to
budgetary
and
expenditures
of
money.
And
so
it
seemed
to
me
that
if
there
was
a
body
that
should
be
part
of
this
work,
certainly
if
you
choose
to
be
that
it
should
be
the
charter
commission
and
commissioner
rubenstein
concurred,
and
without
going
through
the
formal
channels.

I
engaged
her
in
that
process.
She
worked
with
our
staff
using
the
public
safety
work
groups,
work
product
which
is
attached

the

for

with
comparable
cities.

nice
dialogue
yesterday
with
some
representatives
of
the
city
of
duluth
about
how
their
charter
works.
They
have
a
strong
mayor
system.
They
also
have
some
fairly
significant
prohibitions
on
council
members
getting
themselves
involved
in
the
administrative
executive
side
in
their
charter.
We
talked
about
that
quite
a
bit.
We
also
yesterday
at
our
our
work
group
meeting.

sent
out
a
memorandum
kind
of
listing
the
areas
in
which
we
think,
after
all,
of
the
testimony
and
information
we've
gathered,
where
we
think
we
ought
to
consider
putting
together
an
amendment,
and
we
have
kind
of
focused
on
what
we
think
is
dividing
and
clarifying
the
the
powers
of
the
mayor
and
the
council
to
clarify
to
have
an
executive
mayor
and
a
legislative
council
system
with
clear
lines
of
authority
for
department,
heads
and
city
staff
to
report
to
the
mayor,
and
they
need
to
concentrate
the
executive
power
of
the
city
under
the
mayor's
side
and
to
concentrate
the
legislative
and
policy
making
functions
onto
the
council
side,
which
we
also
think
will
require
some
language
to
kind
of
strengthen
the
kind
of
the
legislative
and
policy
making
side.

of
the
one
of
the
elements
we
think
we
ought
to
add
is
a
one
of
the
unanimous
agreements.
I
think
in
all
of
the
various
people
we've
talked
to
is
that
the
department
heads
ought
to
be
serving
a
four-year
term
instead
of
a
two-year
term
and
that
four-year
term
ought
to
be
the
coincident
or
run
the
same
time
as
the
term
of
the
mayor,
which
will
eliminate
kind
of
a
this.
This
mid
mid-term
or
two-year
review
process,
which
I
think
everybody's
is
not
convinced,
works
very
well.

Some
other
cities
have
a
similar
provision
which,
in
a
in
a
in
a
in
a
scenario
where
you've
got
executive
power
in
the
mayor's
office
and
legislative
power
on
the
council
side,
you
know
some
cities
will
have
a
provision
that
prevents

council
members
from
directing
the
administration
or
exec
executive
power
from
the
legislative
side,
and
I
think
we
need
to
have
a
conversation
about
that
and
I
and,
although
I
think
there
there's
less
intensity
behind
the
line
item
you
know.
The
other
item
is
a
line
item
veto.

lot
of
some
some
cities
in
a
strong
mayor
system
have
a
line
item
veto
as
well.
I
think
there's
not
a
great
deal
of
support
for
that
in
the
minneapolis
context,
but
I
think
we
should
at
least
kick
that
idea
around

the
work
group
level
before
we
figure
out
what's
going
on,
we
have
scheduled
a
work
group
meeting
for
next
thursday
to
actually
start
hashing
out
the
language
of
a
proposed
amendment.

the
19th,

we'll
hear
more
more
from
other
representatives
of
similar
cities.

and
possibly
rochester
will
be
talking
to
us
on
the

proposed
amendment

the
charter
commission
as
a
whole
sometime
in
february,

march,
depending
on
our
schedule.

one

the
things

still
need

interviews
with
current
elected
officials
and
that's
something
that
we
have
to
put
into
our
calendar
yet
so
that's.

would

committee

would

amendment

from
by
petition,
when
a
for
example,
a
thousand
word
proposed
amendment
requires
that
the
charter
commission
develop
a
summary.
So
this
would
be
the

first
stop

all
proposed
amendments,

than
amendments
from
the
city
council,
which
would
still
come
straight
to
the
full
charter.

feel
that
the
situations

summer,
as
a
result
of
the
minneapolis
park
and
record
of
commissioner's
actions,
were
just
really
horrifying
and
I
was
really
disturbed
by
their
behavior
and
their
lack
of
ability
to
contact
the
appropriate
city
agencies.
When
we
had
emergencies
arise
in
the
minneapolis
park
and
I
think
to
to
make
sure
that
that
kind
of
behavior
doesn't
happen
on
behalf
of
the
minneapolis
park
board
in
the
future.
They
they
really
do
need
to
be
a
part
of
the
city
of
minneapolis
as
a
department
rather
than
independent
operating
agency,
and
also.

I
just
really
feel
that
the
city
of
minneapolis
is
wasting
a
lot
of
taxpayer
dollars
by
allowing
them
to
independently
operate
when
the
city
of
minneapolis
has
hr
finance
administrative
services
within
the
city
of
minneapolis
and
they're,
creating
duplicative
circuits
or
services
by
having
all
those
same
services
for
their
park
board
and
they're
wasting
city
minneapolis
tests
for
a
dollar.

So
I've
outlined
kind
of
my
main
ideas
for
the
updates
to
the
charter
and
kind
of
mirroring
what
I
thought
for
the
city
of
denver
colorado
how
they
operate
their
park
and
rec
department
within
their
city
seems
more
appropriate
and
seems
more
like
a
best
practice.
And
so
I
just
really
encourage
you
guys
to
review
that
document
that
I
sent
over
and
look
at
changing
the
charter
and
really
incorporating
the
park
board
as
a
department
of
the
city
minneapolis
versus
their
current
structure
in
independent
operation.
