our
virtual
meeting.
This
meeting
includes
the
remote
participation
of
members
as
authorized
under
minnesota
statutes,
section
13d
.021,
due
to
the
declared
local
health
pandemic.
The
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
awareness,
access
and
transparency.

the

Next
is
a
chairs
report
just
a
couple
of
announcements?
First,
our
next
meeting
is
officially
noticed
for
january
5th
2022,
which
is
a
wednesday
at
4
p.m.
It
will
be
on
zoom
as
well
our
meetings
until
further
notice.
That
will
be
the
meeting
at
which
we
elect
officers.

Also.
I
would
like
to
note
that
our
december
7th
meeting
of
the
redistricting
group
is
cancelled
at
our
at
our
meeting
the
other
day.
We
considered
guidelines
for
drawing
the
final
set
of
maps,
and
I
think
we
made
it
all
the
way
through
to
the
end,
and
I
haven't
heard
any
other
subjects
for
discussion.
So
by
this
note
I
would
ask
the
clerk
to
send
out
a
notice
to
the
entire
redistricting
group
noted,
noting.

Is
cancelled
so
now,
on
to
our
discussion
agenda
item
number
five
is
considering
adopted,
restating
adopted,
restated
rules
of
the
charter
commission.
As
you
will
recall
a
number
of
months
ago
the
commission
authorized
the
executive
committee
well
or
the
officers
I
will
say
to
consider
and
and
present
new
rules
updating
our
last
set
of
rules.
Those
are
attached
to
your
agenda.

These
new
rules,
eliminate
redundancies,
add
clarity.
I
thought
the
old
rules
were
not
clear
as
to
procedures
for
different
types
of
amendments
that
would
be
presented
to
the
charter
commission,
for
example,
an
amendment
proposed
by
council
versus
an
amendment
proposed
by
the
charter
commission
versus
an
amendment
proposed
by
petition.

So
I
don't
expect
discussion
or
questions
tonight,
although
I'd
be
glad
to
entertain
it.
What
I
would
like
to
do
is
just
introduce
them
tonight,
have
discussion
in
january
and
questions
and
then
put
it
to
a
vote
in
february.

rules

just
received
attached
to
your
agenda
today,
we'll

know
if
it's
an
oversight
or

but
we
had
talked
about,

I
see
you
have
struck
the
language
that
says
requiring
a
person's
estate
their
address.

All

again,
we
will
discuss
in
the
quest
the
rules
and
entertain
questions
at
our
january
meeting
and
hopefully
put
them
to
a
vote
at
our
february
meeting.
This
is
an
amendment
to
our
rules.
I
think
it
will
require
a
two-thirds
vote
to
pass,
but
there
are
no
emergency
applications
of
the
rules
upcoming
in
the
next
couple
of
months.
So
I
think
february
should
be
fine.

As
you
know,
we
all
had
we
had
a
meeting
of
the
redistricting
group,
the
other
day
to
discuss
guidelines
for
drawing
the
final
maps.
We
had
a
meeting
of
the
redistricting
group
and
a
public
hearing
on
december
15th,
and
that
will
be
our
second
meeting
on
the
preliminary
draft
maps.
After
that
we
will
hold
mapping
meetings
prior
to
our
final
meetings.
Our
final
public
hearings
on
the
final
draft
maps
does
anyone
have
anything
to
add
or
any
questions
on
the
redistricting
process.

know
that
maddie
will
be
attaching
this
report
so
that
it
will
be
available
that
greg
did
so
be
available
to
the
rest
of
the
group,
but
it
does
have
quite
a
bit
of
detail
about
some
of
the
outreach
work.
That's
been
done
be
since
the
last
meeting.
So
if
people
are
interested
in
that
they
should
please
review
it.

don't
think
we
have
anybody
signed
up
for
public
commentary,
but
I'll
ask
