Good
afternoon
welcome
to
this
live
broadcast
of
our
virtual
meeting.
This
meeting
includes
the
remote
participation
of
members
as
authorized
under
minnesota
statutes,
section
13d
.021,
due
to
the
declared
local
health
pandemic.
The
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.

B
And
that
motion
passes
and
the
minutes
are
approved.
The
next
item
is
the
chairs
report.
As
we
all
know,
question
one
city
question
one
which
was
the
charter
commission
proposed
amendment
on
government
structure
was
adopted
yesterday.
B
This
was
unanimously
approved
by
the
charter
commission.
So
congratulations
to
all
of
us.
E
Yeah,
I
I
would
second
all
of
the
the
thanks
that
you've
given.
I
think
a
lot
of
a
lot
of
people
did
a
lot
of
work
to
get
this
thing
on
the
ballot
and
then
approved,
and
I
would
like
to
especially
thank
the
members
of
the
the
government
structure,
work
group,
commissioners,
ginder,
mekki
and
smith.
E
I'd
especially
like
to
thank
my
co-chair
jill
garcia,
who
we
work
together
quite
a
bit
on
this
in
the
fall
and
the
early
parts
of
this
year
last
fall
and
early
parts
of
this
year,
and
this
was
really
a
labor
of
love
and
it
was-
and
she
was
very
helpful-
I
think
to
me
anyway-
and
you
know
I-
I
think
this
is
you
know
as
they
say,
this
is
a
big
deal.
I
think
I
was
somewhat
surprised
to
notice.
E
Star
trek
didn't
have
a
separate
article
on
the
government
structure
amendment
in
today's
paper.
I
mean
I
understand
why
the
public
safety
amendment
got
as
much
attention
as
it
did,
but
I
think
in
the
you
know,
50
years
from
now.
I
think
this
is
the
amendment.
That's
gonna
that
people
are
going
to
remember
when
they
look
back
at
the
history
of
minneapolis.
So
it's
a
it's
a
tremendous
effort
by
a
lot
of
people
and
thanks
to
everyone
who
was
involved.
G
Thank
you,
chair
clay,
yes,
I
agree.
It
is
100
years
overdue,
in
addition
to
just
saying
ditto
to
everyone
else
who
was
think
I'd
like
to
say
thank
you
to
the
public
safety
work
group
of
which
andrea,
rubinstein
and
tony
newborn
were
co-chairs
for
the
spark
of
mentioning
and
contemplating
an
executive
mayor,
and
that
spark
is
what
ignited
the
government
structured
work
group
into
existence.
G
B
Thank
you,
commissioner,
commissioner,.
H
Sorry,
I
said
I,
I
won't
repeat
all
the
thank
yous,
but
I
heartily
endorse
them
and
add
my
voice
to
them
and
thank
you
jill
for
that.
Nice
comment
as
well.
I
wanted
to
add,
while
we're
talking
about
the
clerk's
office,
this
is
I'm
sure,
a
very
busy
week
for
them,
and
I
wanted
to
express
thanks
for
that
as
well
and
one
last
thank
you
to
the
league
of
women
voters
for
their
enthusiasm
and
asking
questions
and
helping
get.
I
think
significantly
helping
getting
this
question
receive
a
positive
vote.
I
Well,
I
too
want
to
thank
the
charter
commission
and
you
chair
clegg
and
casey
and
the
city
attorneys.
I
also
want
to
thank
a
volunteer
group
called
charter
for
change
that
hundreds
of
volunteers
participated
with
and
gave
presentations
around
the
city
explaining
different
pieces,
different
questions
about
the
charter.
I
People
found
it
very
helpful
and,
and
those
volunteers
were
pretty
well
received,
and
I
also
want
to
want
to
really
thank
chief
rondo
because
of
his
professionalism,
his
loyalty
to
the
to
his
town,
that
he
grew
up
in
and
his
positive
spirit,
both
going
through
the
last
couple
of
years
and
moving
ahead,
and
I
just
wanted
to
put
that
on
the
table
because
I
think
he's
a
a
very
dedicated
soul
and
a
very
professional
city
staff
with
expertise
and
dedication
for
the
city.
I
B
D
Having
been
the
city
coordinator
and
worked
under
the
14
boss
system,
it
is
really
a
very,
very
outstanding
thing
to
be
able
to
change
that
and
to
have
really
good
management
now
throughout
the
city,
and
I
really
appreciate
the
work
you
did
mr
chair,
as
well
as
everybody
else
on
this.
Thank
you
for
doing
this
job
and
finally,
we
have
something:
that's
going
forward.
We've.
B
B
F
Thank
you,
chair
clegg
or
commissioner
clay.
As
I
understand
it,
this
item
is
up
for
consideration,
but
not
for
a
formal
vote
at
this
point
in
time,
and
I
believe
that
chair
clegg
wants
to
speak
to
it
and
I
understand
the
purpose
maybe
to
send
it
to
the
amendment
review
committee.
So
chair
clegg,
I
think
you're
first
in
line
to
speak
anybody
else,
if
you'll
put
yourselves
in
queue
under
chat,
I'll,
try
and
find
you.
B
Thank
you
you'll
all,
remember
that
we
had
this
discussion
about
and
looked
into
whether
or
not
we
could
move
municipal
elections
to
even
years
about
two
years
ago.
B
You
will
recall
that
we
dropped
the
discussion
primarily
because
hennepin
county
was
telling
us
they
could
not
conduct
an
election
with
a
rank,
choice,
ballot
and
a
conventional
ballot
in
the
same
election,
but
they've
now
figured
that
out.
They've
done
one.
They
conducted
the
special
election
of
council
member
osman
and
a
conventional
general
election
at
the
same
time,
so
I
would
like
to
restart
the
discussion.
B
F
You,
okay,
sorry,
I
misread
that
there
is
an
emotion
and
a
second
on
the
floor.
Is
there
any
further
discussion.
D
C
J
D
F
B
Our
attorney
ms
bushoon
pointed
out
that
our
rules
require
testifiers
at
public
hearings
to
give
their
street
address.
This
is
a
rule
that
I
have
not
been
enforcing
since
most
people.
These
days,
don't
like
to
give
their
street
address
at
a
public
meeting,
and
I
think
our
rules
were
probably
drafted
in
a
different
time
when
that
was
considered
the
safe
thing
to
do,
and
I
think
today
a
lot
of
people
are
uncomfortable,
giving
their
street
address,
especially
at
a
at
a
meeting
that
may
appear
later
on
youtube.
B
I
know
we
are
working
on
revised
rules.
The
the
full
commission
authorized
the
officers
to
work
on
revised
rules
and
we
are
making
good
progress
with
that
and
expect
to
have
them
submitted
to
you
for
review
and
consideration
by
december,
or
hopefully,
adoption
early
next
year,
but
those
aren't
quite
ready
yet
and
we're
going
to
have
public
hearings
before
those
rules
are,
are
ready
to
be
presented
to
you.
So
I
want
to
get
rid
of
the
rule
that
requires
testifiers
to
give
their
street
address.
B
Depending
upon
the
nature
of
the
testimony.
I
would
either
request
that
people
give
their
ward
or
their
park
district
or
their
neighborhood,
but
I
would
I
might
vary
that,
depending
on
the
purpose
of
the
hearing
and
and
the
subject,
they
are
testifying
on.
But
if
we
approve
this
amendment
they
will
not
have
to
give
their
street
address.
B
J
F
All
right,
there
is
a
second,
is
there
discussion
and
I
do
have
one
question
chair
clegg.
Is
there
anything
in
our
rules
about
when
this
would
take
effect.
F
Thank
you.
Is
there
any
other
discussion
on
the
clegg
motion.
F
Mary
has
oh
okay.
I
think
I
have
people
in
line
commissioner
metchi
well
you're
on
the
phone.
Why
don't
you
go
ahead.
I
Okay,
I
agree
with
chair
clegg's
motion,
but
I
would
want
to
make
sure
that
at
our
meetings,
people
we
are
sure
to
ask
if
people
are
testifying
from
minneapolis
or
if
they
live
in
suburbs
or
if
they
live
state,
because
I
think,
as
we've
seen
in
prior
public
hearings,
we
have
had
people
testify
that
are
not
from
here,
and
I
want
to
know
as
a
commissioner
who
I'm
listening
to,
I
think
all
viewpoints
are
very
important.
I
I
also
think
we
need
to
ask
for
names
of
where
people
are
from
as
far
as
cities.
That's
what
I
said:
okay,.
F
Forward
well,
okay,
I
believe
commissioner,
perry
had
a
question.
Yes,.
J
So
I
agree
with
commissioner
matrian
that
concern
that
she
raised
and
I
mentioning
having
them,
give
their
ward
or
park
district
or
what
whatever
is
sufficient
for
me.
But
I
have
a
question
of
commissioner
craig.
J
Is
there
some
legal
reason
way
back
when
that
this
was
inserted
into
why
we
are
asking
the
question?
In
other
words,
is
there
something
in
public
hearings
in
general,
in
the
city
of
minneapolis?
That
requires
an
address
be
given,
because
I
serve
on
another
board
and
we
do
require
them
to
give
their
full
address,
as
well
as
their
name
to
as
part
of
the
public
hearing.
F
K
I
honestly
really
don't
know
the
historical
background
to
the
this
language.
I
think
I
I
know
it's
been
pretty
typical
and
in
the
past,
in
the
recent
past,
people
do
did
not
want
to
provide
their
address.
I
saw
that
happen
10
years
ago
when
we
had
redistricting
meetings
where
we
allowed
public
comment.
K
F
K
A
Yes,
taking
myself,
yes,
see
me
in
my
garage
as
well,
so
my
question
is:
is
if
there's
any
mentioning
of
the
of
pronouns
like
or
referring
to
his
or
her?
Are
we
taking
those
out
of
the
the
language
as
well,
because
I
thought
I
heard
claire
mention
his
or
her
address.
B
That
that
would
be
stricken
that's
the
language,
that's
being
stricken
those
the
existing
rules
have
other
uses
of
his
slasher.
The
the
rules
that
the
committee
will
be
proposing
to
the
full
commission
will
eliminate
those
references.
L
Yes,
I
do
this
kind
of
was
answered,
but
just
for
clarification,
I
do
agree
with
the
chair
and
we
do
live
in
a
different
age
where
people
don't
want
to
give
up
their
address,
and
I
do
agree
with
some
of
the
other
commissioners
comments
where
individuals
are
coming
to
public
hearings
from
different
parts
of
the
city
and
state
of
minnesota
and
just
to
ask
them
to
say
their
ward
or
their
neighborhood.
That's
public
information.
How
we're
going
to
hold
people
accountable
to
ensure
that
they
are
from
the
city
of
minneapolis
is.
B
You
know
we
don't
really
have
control
over
whether
or
not
somebody
is
telling
the
truth
when
they
give
their
address
and
we
never
really
have.
So
I
could
come
up
and
say:
I'm
I
live
at
one
two.
Three
four
main
street
and
nobody's
gonna
know
any
better
and
that's
true
whether
or
not
we
ask
people
for
their
street
address
or
for
their
ward,
we're
relying
on
people
to
be
honest
with
us,
and
I
don't
think,
there's
any
way
we
could
do
an
instantaneous
check
or
verification
whether
we
require
street
address
or
neighborhood.
B
J
Commissioner,
madame
excuse
me,
madam
chair.
Yes,
yes,
mr
perry.
Yes,
so
we
we've
talked
about
before
we
do.
The
roll
call
we've
talked
about,
we've
talked
about
maybe
having
district
or
ward
or
neighborhood
be
put
in.
Can.
Can
I
get
specific
language
on
what
the
motion
is
that
we're
voting
on
before
I
vote.
B
Motion
is
just
to
delete
the
address
language
and
it
would
leave
to
the
discretion
of
the
chair.
What
information
to
request
of
a
testifier,
and
at
least
my
practice
would
be
that
it
would
depend
on
the
nature
of
the
testimony
if
they're
testifying
about
park
districts,
we
would
want
to
know
what
park
district
they're
from
if
they're
testifying
about
wards.
J
B
F
All
right
anybody
else,
it
doesn't
sound
like
it.
So
let's
try
this
again.
Will
the
clerk
please
take
the
role
on
the
clegg
motion.
L
D
C
F
And
that
motion
passes
and
is
adopted
and
will
affect
our
upcoming
meetings.
Let's
see,
I'm
looking
at
a
comment
in
the
chat
we'll
get
back
to
that.
Okay,
chair
clegg,
I
would
be
returning
the
chair
back
to.
B
Thank
you,
commissioner.
Sandberg
next
item
on
the
agenda
is
an
update
on
our
redistricting
progress
to
date,
and
normally
we
would
ask
mr
munson
to
to
give
that
report
and
he
is,
is
busy
counting
ballots.
So,
commissioner
sandberg
and
I
will
give
a
brief
report.
B
As
you
know,
at
our
meeting
last
wednesday,
we
conducted
our
first
map
drawing
exercise
working
on
a
draft
map
for
park
districts
which
was
adopted
last
wednesday
and
is
available
online
at
our
meeting
next
wednesday,
which
is
november.
B
F
B
Sorry,
10th
november
10th,
we
will
be
drawing
ward
lines
with
the
objective
of
coming
up
with
a
draft
ward
map,
either
at
the
november
10th
meeting
or,
if
necessary.
At
the
november
12th
meeting.
Those
will
be
our
first
draft
maps
and
we
will
have
public
hearings
on
those
maps
on
november
17th
and
on.
B
December
15th
and
then
we
will
vote
then
we
will
consider
final
draft
maps
after
that
date
with
again
final
public
hearings
to
be
held
in
february
and
march
I'll.
Ask
if
commissioner
sandberg
has
anything
to
add.
F
The
only
thing
I
would
add
is
that
I
noticed
all
these
meetings
are
in
fact
in
limbs.
They
don't
show
up
in
teams
immediately,
but
that's
fine
they're
in
limbs
and
I
would
suspect
we
will
be
having
additional
map
drawing
meetings
in
the
future.
So
just
because
we
have
this
list,
that's
not
all
the
meetings,
I
don't
think
there'll
be
others.
The
only
other
thing
I
was
going
to
mention
is,
I
believe,
for
the
outreach
part.
B
Thank
you.
I
would
also
remind
all
charter
commissioners
and
redistricting
group
members
if
they
are
listening,
that
our
homework
for
next
week
is,
if
you
wish
to
to
draft
a
compliant
redrawn
ward
map
for
the
city,
and
if
you
don't
wish
to,
please
still
go
online
and
look
at
maps
that
other
redistricting
group
members
have
submitted.
So
you
can
be
prepared
to
discuss
them
at
our
meeting
next
week.
