office

proceeding
with
the
recruitment
process
and
anticipate

we

seat

coming

large

pool
from
the
last
recruitment

two
months

and

the
judge
is
considering
those
individuals
whose
applications
remain

of
deliberation
and
analysis,

of
the
proposed
amendment.

the

charter

amended

limited
initiative

referendum

the
sole
purpose

exercising
the
city's
authority
to
control
rent
on
private
properties?

this
body
is
aware,
the
statute
provides
that
the
charter
commission
then
has
a
total
of
150
days
to
consider
this
proposal
to
return
its
report
that
the
proposal
either
be
affirmed
and
referred
to.
Voters
not
be
referred
to
voters
and
rejected
by
this
charter
commission
or
to
offer
a
substitute
by
the
charter
commission
that
could
be
referred
to.

honestly,
I
was
involved
in
some
of
the
drafting,
so

you

questions
along
the
way,
we

talk

otherwise
I
don't
have
anything
really

that
other
than
the

alternative
paths

matters

in
queue
that
would
be
potentially
referred
to
voters
as
ballot
questions

the

election.
That
includes

proposal

body
related

city's
governance
structure,
and
now
the
council
initiated
proposal
proposed
in
two
different
questions
related
to
rent
stabilization.

the
council
has
initiated
a
proposed
charter
emission
amendment
related
to

creation

a
public
safety
department
which
I
would
anticipate
will
be
transmitted
to
this
body

the
next
two
weeks

consideration

a
citizen
petition,
that's
now
being
circulated,
which
is
of
a

elimination
of
the
police
department
as
a
department

charter,

that

are

potential

questions
in
queue
that
may
ultimately
be
submitted

voters
at
the
general
election

government
structure
proposal,
the
two
questions
related
to
rent
stabilization
and
two
separate
unrelated
questions
about
public
safety.

also
note
that
staff
have
launched
a
new
and
improved
website
for
the
charter
commission,
on
its
city's
digital
platform
and
on
that
site
we
have
provided
space
for
current
proposals
to
amend
the
city
charter.

will
be
adding
details

they're
in
an
official
format,
so
that
the
page
is
available
for
public
access,
providing
the
ability
to
track
the
status

each
of
these
proposed
amendments.
That
site
also
includes
a
link
to
previous

the
charter
and
the
status

historic
archive

status

elections

voter
services
division.
This
past
election
cycle
in
2020,
where,
among
other
myriad
tasks,
she
was
one
of
our
early
voting
center's
supervisors.

detail-oriented
and
has
an
excellent
service
mindset
and
approach
to
her
work.
I
know
that
all
of
you
will
appreciate
her
partnership
on
this
important
work
that
we
are
about
to
undertake,
and
I

relieved

someone

whom
I
can
entrust
this
work,
which
gives
me
a
little
bit
of
relief
as

minneapolis
elections

truly

me
a
passion

civic

decade
opportunity-

don't
take
that

granted.

all

organized

redistricting
timeline,

I

The
u.s
census
bureau
has
indicated
recently
it
will
not
be
able
to
meet
the
april
1st
deadline
to
provide
new
population
data
to
local
jurisdictions,
and
so
that
now
puts
estimates
out
that
data
will
be
distributed
to
state
and
local
jurisdictions
by
september
30th.

That
obviously
impacts
the
previously
approved
timeline
and
plans
that
we
had
put
in
place.
I
think
this
most
recent
news
also
reflects
the
reality
of
our
times
in
which
we
find
ourselves,
and
that
is
instead
of
very
detailed
plans.
We
need
a
very
general
plan
that
has
built-in
flexibility
to
ensure
that
we
can
adapt
and
respond
as
needed
appreciate.
The
technical
crew
has
displayed
my
proposal
to
you
on
the
screen.

outline
of
that
plan,
which
I
provided
still
shows
that
redistricting
will
be
completed
by
the
final
statutory
deadline,
which
is
the
end
of
march
2022
and,
of
course,
the
initial
focus
must
be
on
the
recruitment
and
selection
of
the
nine
advisory
members
required
under
the
city
charter.
The
amended
timeline
shows
that
we
would
anticipate
having
a
final
recommended
strategy
brought
forward
in
time
for
next
month's
meeting
in
april.

charter

require

redistricting

and
I
wonder
if
they
and

materials,
I
think,

materials

them
to
some
sort
of
archive.

do
have
all
the
material
from
from
2010
2012
and
but
it's
it's
only
going
to
be
available
internally,
but
we
can
certainly
put
that
together
to
share
with
the
commission.

impact

the
community
have
on
this
hair
redistricting
plan.

think
that's
for
mr
johnson,

my
best
to
take
it
we're
going
to
have
a
number
of
listening
sessions
if
we
were
doing
them
physically,
we
would
do
them
throughout
the
community.

What
we
discovered
last
time
is
that
we
would
hold
these
information
sessions
at
various
places
around
the
city
and
at
least
until
we
had
a
draft
map
nobody
would
show
up.
It
doesn't
seem
to
be
very
interesting
to
people
until
there's
a
draft
map
to
consider,
but
we
are
required
to
hold
multiple
public
hearings
and
would
presumably
do
so
if
we
are
meeting
in
person
at
various
locations
throughout
the
city,
community
input
is
also
filtered
through
the
advisory
group.

Just
for
commissioner
hawkins,
I
think
that
when
we
develop
the
outreach
strategy
and
so
forth
to
seek
out
those
advisory
group
members,
I
would
certainly
encourage
her
to
take
a
look
at
it
ahead
of
time,
so
that
we
make
sure
that
we
hear
what
her
thoughts
are
on
that,
because
that's
one
of
the
ways
that
we
get
the
advisory
group
members,
but
then,
more
importantly,
or,
as
importantly
later
on,
how
we're
going
to
communicate
with
people
for
public
hearings

outreach
strategy
is
fairly
important.

did
receive
some
email
comments

casey
sent

the

commission
before
our
meeting

people

have
the
opportunity

comment

as

johnson
just
showed
you
so
similar
sort
of
to
the
council
comment
line
that
the
council
had
and
we
had
during
the
public
safety
discussions.

did
notice
many
of
the
comments
that
were
received
via
email
related
to
the
rent
stabilization
proposal.
So
I
think
when
we
set
up
our
public
hearings
to
discuss
the
government
structure,
work
group
we'll
have
to
make
it
very
clear
that
those
public
hearings
are
related
to
the
government
structure
amendment
and
not
to
the
rent,
stabilization
amendment
and
we'll
discuss
it
due
to
course
whether
or
not
we
need
public
hearings
on
those
proposals.

at
today's
meeting.

believe.

be
very

council
member

80s

90s

head

90s
early
2000s,
and
when
I
haven't
been
a
public
official,
I've
worked
closely
with
city
government,
both
elected
officials
and
staff.

really
stellar,

commissioners
have
already
commented,

I
just
want

thank

bringing
it

know

service

community
over

last
