this
is
actually
part
of
that
parcel.
The
reason
why
we're
requesting
that
waiver
on
december
19
2014
the
city
of
minneapolis
acquired
this
parcel
from
hennepin
county
tax
forfeited
land.
The
property
is
adjacent
to
two
parcels.

One
city
owned
that
do
not
have
alley
access,
including
3247
sixth
street
north
owned
by
mr
michael
zappa,
the
purchaser
the
side
year
sale
is
not
in
accordance
with
the
city's
real
estate
disposition
policy,
which
says
buildable.
Lots
may
not
be
sold
as
side
yards
only
if
they
are
more
of
the
following
criteria,
and
one
is
buildable
alive
is
not
served
by
an
alley,
cannot
accommodate
access
to
all
street
parking
along
a
driveway
from
the
frontage
and
would
necessitate
construction
of
a
house
plant
inconsistent
with
the
architecture
of
the
block
and
neighborhood.

In
this
case,
the
lot
being
split
to
be
sold
as
the
side
yard
for
the
two
adjacent
parts
will
allow
these
two
parcels
to
be
served
by
the
alley
and
restore
the
lot
to
what
was
originally
planted.
The
remaining
portion

combined
with

city-owned
lot
at

6th
street

is
slated
for
development
by
habitat

humanity

the

adjacent

subject
site

the

wall

raised
planting
bed
also
requires
two
variances
to
be
constructed
as
proposed
in
the
proposed
project.
The
existing
planting
bed

extended
further
towards
the
front
lot
line.
Maintaining
the
existing
side
yard
setback,
but
reducing
the
existing
setback
from
the
frock
lot
line
raised.

The
applicants
requested
all
four
variances
at
the
zoning
board
of
adjustment
meeting
on
august
19
2021,
the
board
approved
the
request
following
staff
recommendation
and
findings
in
a
5
to
4
vote.
The
decision
was
then
appealed
by
ashley
rahidis,
the
neighbor
of
the
subject
property
within
the
10-day
appeal
period
following
the
board's
decision.

The
board
of
adjustment
did
find
that
all
six
of
the
required
findings
were
met,
but
I
will
discuss
those
briefly
for
the
first
finding
that
practical
difficulties
exist
in
complying
with
the
ordinance
because
of
circumstances
unique
to
the
property
staff,
found
the
size
and
topography
of
the
lot
and
location
of
the
existing
structure
and
parking
areas
to
constitute
a
practical
difficulty,
and
these
conditions
were
not
created
by
the
applicant
and
are
not
economic
alone
for
the
second.
Finding
that
the
property
owner
or
authorized
applicant
proposes
to
use
the
property
in
a
reasonable
manner.

Development
staff
felt
that
the
proposal
would
not
affect
the
visual
quality
of
the
built
environment
and
would
maintain
the
existing
context
of
the
surrounding
residential
area.
The
proposal
is
also
consistent
with
the
spirit
and
intent
of
the
ordinance.
It
is
reasonable
and
in
keeping
with
the
intent
of
the
setback
ordinance,
which
is
intended
to
provide
for
orderly
development
and
to
minimize
conflicts
between
uses
and
to
provide
adequate
light,
air
and
open
space.

So
in
this
case,
staff
did
not
find
the
planter
nor
the
retaining
wall
to
be
any
more
impactful
on
the
required
yards
than
a
fence
would
be,
and
the
proposed
planters
and
retaining
walls
would
be
shorter
than
three
feet
as
viewed
from
the
public
right-of-way,
which
is
the
permitted
height
for
fences
in
a
required
front.

location
and
height
of
the
proposed
retaining
wall
and
planting
bed
on
the
property
would
not
impact
neighboring
properties
and
staff
felt
that
there
would
be
an
environmental
benefit.
Two
node
staff
does
not
assess
neighboring
properties
for
existing
conditions,
such
as
foundation,
strength
of
structures,
things
like
that.
We
do
rely
on
building
officials
to
determine
any
potential
harm
from
construction
activities
and
to
prevent
damage
to
adjacent
properties
from
construction
methods.

subject

So
company
committee
members

view
the
proximity
of
adjacent
homes
in
relation
to
the
subject
site,
as
these
distances
are
impactful
to
the
appeal.

the

is

the

speaking,

appellant
believes
that
the
proposed
project
does
not
meet
the
required
findings
for
practical
difficulty,
based
on
the
uniqueness
of
the
lot
nor

third
finding
that
asserts
that
granting
the
variance
would
be
injurious
to
the
use
of
the
property.

points

appellant

appeal

the
appellant

today

how
the
claims
by
the
representatives
of
3748
was
the
day.
Makaska
parkway
do
not
have
hardship
nor
practicality,
difficulties
from
the
existing
property
elements
and
their
arguments
do
not
support
the
variance
request
for
the
creation
of
large
rays
retaining
walls,
front
patio
concrete
planter
beds,
which
would
cause
issues
for
neighboring
homes.
The
gravity
of
the
project
starts
with
variance
a
which
is
the
first
one
number
one,
which
is
a
good
representation
of
the
scale
of
the
requested
variances.

That's
the
reduction
of
the
front
yard
setback
from
26
feet
to
basically
one
foot
and
change
to
construct
a
over
two
foot
high
retaining
wall
that
does
not
maintain
natural
grade.
Unlike
every
other
house
on
the
block,
highly
discussed
reasoning
seems
to
stem
around
this
common
phrase
and
I'll
quote
jason
simpson,
but
he
says:
there's
no
opportunity
for
yard
sprays
or
good
pedestrian
access
they're
the
two
most
common
points
commonly
made
where,
in
reality,
this
new
design
greatly
reduces
their
current
front
yard
space.

That
is
far
from
jason,
simpson's
reports
of
hardship
for
health
of
the
revenant
residents
to
create
outdoor
green
space.
In
his
letter
on
july,
26
2021
to
the
zoning
administration,
the
contractors
jason
simpson
may
argue
that
they
need
the
concrete,
concrete
patio
retaining
walls
and
raised
grade
specifically
for
a
fourth
pedestrian
access
point
due
to
their
design
of
the
addition,
the
large
sliding
glass
patio
doors
which
are
not
currently
at
the
residence
which
they
plan
to
build.
Therefore,
this
request
is
not
unique.

Circumstance
is
not
created
by
persons
presently
as
jason's
he
presented,
because
actually,
this
is
desire
for
a
third
unnatural
outdoor
patio
space,
which
will
then
require
water
mitigation
for
unnaturally
changing
grade
and
permeable
surface.
Unlike
the
current,
very
stable,
stable
landscape,
the
facts
and
contradictory
statements
by
3748
representatives
do
not
support
claims
of
hardship
nor
practical
difficulty
and
does
not
fit
the
character
or
spirit
along
the
parkway
and
in
fact,
less
dramatic
requests
have
been
denied
by
the
city
and
the
park
board
in
the
last
decade
by
neighboring
homes,
variant
b.

Variant
c
and
d
are
part
of
the
same
massive,
concrete
planting
bed,
which
will
create
a
large
wall.
Dividing
the
two
properties
large
concrete,
raised,
planting
beds
and
extensive
footings
easily
could
damage
the
foundation
of
the
adjacent
homes
as
there's
no
room
for
excavation
without
interfering
to
adjoining
property.

They
will
be
digging
into
our
properties
and
park
property,
and
you
can
see
that
in
the
written
appeal
and
addendum
the
delicate
situation
of
how
the
two
homes,
3748
and
37.50
were
originally
constructed,
means
that
disrupting
the
settled
soils
and
existing
structural
retaining
walls
has
the
greatest
possibility
to
be
just
frankly,
catastrophic,
not
just
for
37.50,
but
also
for
nearby
homes.
Even
the
home
behind
on
3748
upton
avenue,
which
relies
on
the
retaining
walls
and
the
driveway
which
they
will
be
removing
for
earth
control.

So
I'll
spare
you
on
how
everything
was
created,
but
I
do
not
believe
that
it
does
anything
other
than
also
creates
another
hardship
for
37.50,
as,
after
speaking
with
jason
simpson
and
the
landscape
architect,
they
informed
me
that
I
will
need
to
pay
for
a
portion
of
their
lawn
care
because
they
are
landlocked.

So
I
faced
a
hardship
because
now
I
have
no
way
to
get
a
lawn
mower
up
the
steep
hill
without
an
easement
from
the
park
board
and
the
destruction
of
our
native
prairie
garden
and
pollinator
project
which
took
financial
and
significant
investment
from
us
to
manage
and
care
for
with
over
32
native
species.

Speaking
with
the
contractor
and
the
landscape
arc
direct
directly,
they
proceeded
to
design
a
secondary
plan
and
they
would
only
ask
for
front
yard
variances,
so
it
is
possible
for
them
to
do
what
they're
asking
without
the
variance
jason
said-
and
I
said
quote:
we
don't
need
your
permission.
We
can
do
it
anyways.
We
will
just
go.
Ask
the
city
twice.

Instead,
this
is
purely
for
aesthetics
to
create
a
third
artificial
patio,
that's
unprecedented
in
our
beautiful
parkway
system,
and
it
could
very
much
damage
the
nearby
homes

to

to

to

variances

on
enough
information
as
to
the
nature
and
impact
of
the
proposal.

important
departure
from

departure,

from
our
understanding
of
prior
policy
relating
to
overall
plot
ratio
limits
and
establishing
foundational
elements
for
structures
exceeding
near
park.

owners

extensions

haven't
been
provided
with

detailed
explanation
of
how
the

proposed
construction

will

notice
that
this
appeal
hearing

happening

grateful
that
we
have
this
opportunity

present

think,

addition

what
has
already
been
stated,
I
think
one.
The
issue
of
the
question
of
president
precedent,
I
think,
is
important.

Whether
or
not
this
variant
approving
foundational
wall
to
the
front
of
the
properties
on
the
park
board
allows
the
construction
in
the
future
of
additional
covered,
covered
structures
or
extensions
to
the
house
at
3748
in
the
future,
without
any
additional
approvals.
Obviously,
that
would
be
quite
something
of
interest
to
residents
if
they
were
able
to
build
out
on
top
of
those
foundational
walls.

think
the
point
about
the
fire.
Access
between
our
property
of
3746
and
48
should
also
be
discussed,
and,
given
that
normally,
you
would
need
a
minimum
of
10
feet
between
houses.
We
already
have
only
five
foot
and
it
appears
to
us
from
the
pictures,
and
I
I
think
we
made
a
submission
of
one
photo
that
we
were
provided
with,
that
shows
virtually
zero
space
between
the
properties
for
firemen
or
other
emergency
crews
or
access
between
the
buildings.

time

think
the
only
last
two
things
quickly
is
that
excavation
work
on
our
side
of
the
property
we
do
have
concerns.
We
have
big
trees
with
probably
extensive
root
systems
that
may
extend
across

boundary,

like

have
some
comfort
that
that
will
not
affect
the
trees.
Also,
the
water
treatment
and
drainage
has
never
been
properly
explained
to
us,
as
well
as
how
deep
the
excavation
work
will
grow
and
whether
that
has
an
impact

neighbors

given

close
proximity

variances

their

never
received

love

it

has
been
vacant
for

its

life

saw

tremendous
opportunity,

transfer
historically
native
american
land
back
into
the
hands
of
a
family,
our
family,
with
native
american
heritage,
who
will
consciously
and
deliberately
honor
this
profound
history
of
native
american
presence
in
the
area.

am
an
enrolled
member
of
a
local
native
american
tribe.

We
sought
to
re-envision
the
potential
of
this
home
to
pay
homage
to
the
history
of
the
area.
We
did
our
homework.
We
studied
local
architecture
and
viewed
homes
around
the
lakes.
We
had
the
great
luck
and
good
fortune
to
enlist
the
services
of
renowned
architects,
charles
stinson
and
chuck
fifth.
Charles
stinson
has
a
national
reputation.

Our
landscape,
art
architect,
is
michael
keenan.
Urban
ecosystems,
michael
wrote
one
of
the
preeminent
books
on
shoreline
gardens
in
minnesota,
and
he
is
an
expert
on
native
plants
in
our
specific
lake
region.
As
I
said,
we
did
our
homework
and
hired
some
of
the
best
people
in
the
region
to
improve
our
property
in
the
best
possible
ways.

Frankly,
it
has
been
very
frustrating
and
unnerving
to
watch
our
neighbors
at
3750,
go
so
far
out
of
their
way
to
try
and
thwart
our
project
to
try
and
derail
our
progress
to
meddle
in
someone
else's
business
as
they
have
done,
and
this
isn't
the
first
time
this
is
the
second
time
they
have
done
this.
They
already
tried
to
thwart
our
project
at
the
board
of
adjustment
meeting
on
august
19th.

The
only
difference
today
is
that
they
added
personal
attacks
into
their
appeal
to
try
and
sway
this
committee,
and
then
ashi
went
around
to
the
to
our
neighbors
trying
to
gin
up
some
sort
of
scandal.
Regarding
our
project.
She
tried
to
muddy
our
names
and
our
reputation
to
neighbors
neighbors
that
we
have
never
even
met.

Over
the
past
few
weeks,
our
team
has
bent
over
backwards
to
try
and
accommodate
the
concerns
of
our
adjacent
neighbors,
to
assure
them
that
we
will
not
cause
any
harm
or
damage
to
their
properties

good
faith.

their
input
and
ideas
and
we
have
even
changed
our
plans
that
have
already
been
approved
to
accommodate
their
concerns.

hoped

withdrawn

here
we

believe
this
shows
bad
faith
on
her

is
not
what
we
have
encountered.

have
experienced
intolerance.

built
and
so
the
retaining
walls

stairs

Actually,
it's

lot
of

to
get

and

stairs

sloping

icy

was
stating
that
we
worked
with
the
city

we

meet

should

issues

key

corners
were
cut
in
both
design
and
construction.

house

set
very
high

lot,

no
landing
spot
at
the
top
when
you
enter
on
a
north-facing
facade,
so
it's
created
in
icy
condition.
The
steps
that
were
poured
as
jason
mentioned,
have
all
sunk,
so
if
they
are
actively
holding
water
in
the
winter
time
and
when
we
started
looking
at
the
design,
we
worked
with
michael
keenan
to
reduce
the
amount
of
steps
going
up
or
the
the
amount
of
parkway.

This
house
is
on
a
very
small
lot
and
we
work
very
hard
getting
the
hard
cover
to
work
out
and
make
sure
everything
else
we
didn't
have
other
variances
in
the
in
the
permit
process.
So
these
walls
are
there
to
extend
some
of
the
things
that
the
original
house
did
like
the
planter
on
the
east
side
and
also
the
the
walls
out
front
to
create
a
livable
area
to
enjoy
the
parkway.

have
submitted
a
plan
to
move
the
one
planting
wall,
two
feet
off
the
property
line
to
help
out
with
the
ability
to
construct
the
planter
wall.

points

that
are
central

the
project
and
directly
impact
the
neighbors
and

a
demonstration

our
willingness

adjacent
neighbor,
first
and
foremost,
the
space
on
the
west
side
of
the
residence
very
narrow
space
that
most
of
the
roof
drainage
is
directed
to.
Additionally,
a
large
portion
of
the
house
to
the
west
3746
is
also
directed
into
this
area.
This
has
caused
water
intrusion
into
the
3748
basement,
causing
damage
there,
and
we've
also
learned
from
the
neighbors
at
37
46
that
their
foundation
is
very,
very
old
and
highly
susceptible
to
water
intrusion.

So
what
we
have
proposed
is
an
integrated
water
management
system,
starting
with
large
sections
of
green
roof
on
the
roof,
to
help
absorb
first
flush
of
a
rain
event
from
there
we
are
adding
large
catch
basin
boxes
at
the
bottom
of
the
downspouts
so
that
we
can
direct
all
of
the
water
out
of
the
side
yard
into
the
newly
created
front
yard.
So,
within
the
space
of
the
new
retaining
walls,
we
will
have
a
water
collection
system,
so
a
series
of
buried
cisterns
will
collect
and
hold
rain
water
during
a
rain
event.

Furthermore,
this
house
does
sit
on
the
parkway
and
we
have
worked
for
over
one
year
with
various
staff
members
from
the
minneapolis
park
board,
and
we
have
achieved
unanimous
approvals
from
strategic
planning,
construction
and
forestry
for
this
project.
We've
actually
reduced
the
existing
encroachment
and
have
increased
native
biodiversity
and
met
the
ecological
and
aesthetic
intent
of
the
parkway
system,
and
the
project
is
fully
approved
from
their
standpoint.
That
is
all
I
will

for

two
actions
related
to
the
redevelopment
of
the
city-owned
48-acre
upper
harbor
site.
The
first
recommended
action
will
approve
the
final
coordinated
plan
and
the
second
designates
all
proceeds
from
long-term
land
lease
payments
into
a
set-aside
fund
to
support
anti-displacement
activities
in
north
minneapolis.

refined
plan
of
development
and

benefits

were

Presentation

the
upper
harbor
is
divided
into
seven
parcels
for
parkland,

center
or
cpac.

Revenues
come
from
the
the
aforementioned
designated
lease
paid
proceeds
and
a
three
dollar
ticket
fee
from
all
cpac
events.
Economic
inclusion
is
in
the
plan
in

form
of
prioritization
and
hiring
community
businesses
and
residents
for
pre-construction
construction
and
post-construction
jobs
generated
by
uhd
development
projects.
Opportunities
for
community
ownership
include
ground
for
commercial
space
and
hub
components
participating
in
advising
the
development
team
and
the
project
owners
and
assisting
in
the
execution
of
community
benefit
strategies
and
outreach.

Environmental
justice,
sustainability,
river
access
includes
sustainable
development
practices,
mitigation
of
existing
environmental
conditions
and
creation
of
best
storm
water,
best
management
practices,
shoreline
restoration
and
parkland
wealth
opportunities

access

attainable

community
leasing,
priorities
and
ongoing
revenue
streams
that
will
support
community
initiatives

inclusion
of
community-based

residents,

spaces

affordable
housing

construction

mixed

siders

units

of

changes
to
the
implementation

that
the
city
retain
ownership

I
think
that
this
project
has
been
really
incredible.
I
really
want
to
thank
my
colleague,
councilmember
cunningham,
for
his
work
on
this

creating
the
cpc,
but
I
I
wanted
to
give
a
little
bit
of
voice
to
some
of
the
the
rockier
parts
of
the
road
that
we're
on
as
well.
I
think
this
project
is
headed
in
the
absolute
right
direction.

think
that
I
think
I
agree
with
councilmember
cunningham
that
it
has.
It
is
not
the
same
project
that
he
inherited
and
I
think
in
large
part,
that's
due
to
all
of
the
community
voice
that
we've
had
here
at
the
table.
You
know,
but
I
also
wanted
to
note
that
there
are
members
of
the
cpc
who
who
started
out
folks
like
alexis
penny
folks
like
princess
titus,
who
didn't
make
it
all
the
way
here
and
I
know
had
a
lot
of
frustration
in
in
how
this
whole.

You
know
sausage
got
made.
That's
a
part
of
of
government
as
well.
That
doesn't
mean
that
we're
not
creating
something
incredible
here,
but
I
just
wanted
to
be
noted
that
folks
still
might
have
their
trepidation.
They
still
might
have
their
hesitancy
about
this
project
and
I
think
that
that's
because
of
a
long
legacy
of
you
know
the
riverfront
being
developed
in
a
way
that
didn't
benefit
north
siders
development
happening
in
a
way
that
promoted
gentrification.

I
think
we
can
avoid
all
those
things
here,
and
I
think
that
my
counsel,
my
colleague,
is
taking
great
care
to
make
sure
that
we
are
avoiding
those
things.
So
I
just
wanted
to
to
to
note
that,
but
I
also
wanted
to
give
props
where
they're
due
I
did.
I
had
a
conversation
with
councilmember
cunningham
and
I
apologize
for
bringing
this
up
so
last
minute.

There
is
is
one
aspect
of
the
plan,
especially
that
I
am
really
struggling
to
support,
and
that
is
the
the
term
that
has
really
become
politically
charged
quite
politically
charged
over
the
over
the
last
couple
of
years
here
and
that's
the
the
the
acronym
it's
kind
of
taken
on
a
a
right-wing
bend.
That
is
that
can
imply.
You
know
anti-immigrant
sentiment,
and
all
of
that
I
can
kind
of
go
through
all
the
ways
in
which
the
the
movement
has
maybe
become
overly
politicized.

I
know
that
that
we're
taking
a
leap
here
in
in
trying
to
be
very
specific
and
include
that
language,
but
I
I
do
want
to
work
with
the
cpc
members
and
with
councilmember
cunningham
and
with
staff
about
another
way
for
us
to
say
that
without
using
an
acronym
that
has
really
been
leveraged
in
some
really
nasty
ways.

I
know
that
one
of
the
founders
of
of
the
term
has
you
know,
has
been
using
the
term
to
question
even
the
the
blackness
of
folks
like
kamala,
harrison
and
barack
obama,
and
so
I
don't
feel
comfortable
supporting
that
term
being
in
this
official
document,
but
do
want
to
support
the
cpc
members
and
councilman
cunningham
and
figure
out
another
way
that
we
can.
We
can
get
at
that
same
intention
without
without
affirming
such
a
politically
charged
term,
and
so
with
that.

I
do
want
to
allow
somebody
to
make
the
motion
to
bring
this
forward,
but
I
I
I
think,
I'm
going
to
be
abstaining
from
the
vote
today,
with
hopes
of
bridging
that
and
coming
to
an
agreement
with
councilmember
cunningham
cpc
and
staff
before
the
the
vote
comes
up
on
at
the
next
council
meeting.
So
I
just
wanted
to
make
those
comments
and
and
then
allow
allow
the
committee's
business
to
continue
so
sorry
to
be
a
bit.

what
I
would
do,
but
I,
but
if
somebody
wants
to
move
it
forward
with
recommendation,
I
would
simply
abstain
from
that
vote,
but
I'm
also
happy
to
move
it
forward
without
recommendation,

so

it
depends

somebody
else

make
the
affirmative
motion

if
you
want
me
to
make

without

think
it
speaks
for
itself
in
its
magnitude
and
the
key
components
have
been
developed
and
I
think
council
member
cunningham
has
really
expressed
how
community
was
invited
to
craft
that
and
work,
and,
of
course,
this
summary
doesn't
really
capture
all
the
the
detail,
nor
all
the
effort
and
all
the
sort
of
personal
emotional
labor
that
went
into
it,
and
so
I
just
want
to
acknowledge
that
in
in
brief,
but
I
also
will
suggest
that
there's
always
more
work
to
be
done
in
terms
of
the
environmental
inputs
and
outputs
of
a
project
like
this,
particularly
as
it
is
such
a
key
opportunity
on
the
river,
and
I
think,
a
lot
of
that
can
be
meted
out
within
this
framework.

been
put
in
place,
it's
an
unprecedented
regional
system,
that's
being
put
in
place,
still
more
details
to
be
worked
out,
and
I
use
that
as
an
example
of
how
many
of
these
details
have
a
solid
framework
to
be
worked
out.

suggesting
that
we
have
a
framework
to
work
things
out,
but
that's
not
to
say
that
there
aren't
more
details
to
be
worked
out,
and
so
I
don't
know
if
I
want
to
move
without
recommendation
in
that
spirit.

really
unfortunate
reasons.
Obviously
you
know
richard
copeland
has
not
yet
passed,
but
for
members
of
the
committee
that
don't
know-
and
I've
got
some
permission
to
say
this
out
loud,
but
he
is
facing
terminal
illness
so
much
so
that
he
had
a
bit
of
a
a
celebration
of
his
life
with
his
friends
a
couple
of
weeks
ago.

People
who
wanted
to
give
him
his
flowers
while
he's
still
around
so
to
speak,
but
that
he
is
somebody
who
built
quite
a
legacy
in
north
minneapolis.
People
of
north
minneapolis
know
mr
copeland.
So
well
because
he's
one
of
those
folks
who
became
tremendously
successful
and
when
we
see
that
on
the
north
side,
so
often
we
see
those
folks
leave
the
north
side.
That
genius
count
springs
up
from
the
north
side
and
and
it
goes
elsewhere.
But
richard
copeland
stayed
on
the
north
side
of
minneapolis.

It
felt
like
a
a
felt,
a
little
morbid
to
to
make
him
to
make
him
wait
in
his
friend's
weight
and
in
the
spirit
of
of
giving
people
their
flowers,
while
they're
still
around
it
felt
appropriate
for
us
to
bring
this
forward.
You
know
if
he
were,
you
know
simply
aging
or
something
like
that.
I
probably
wouldn't
bring
this
forward,
but
but
but
but
knowing
his
condition
and
and
and
and
considering
the
life
that
he's
lived
and
and
the
exceptional
contributions
to
that
he's
made
to
north
minneapolis.

bit
unique

we'll
have
the
opportunity
to
speak
about
this
in
the
council

want

say
that
councilmember
ellison
reached
out
to
me
I've
known
richard
my
whole
career.

He
was
one
of
the
founders
of
thor
construction
at
a
time
at
which
black
people
did
not
own
big
businesses
working
in
construction,
he
figured
out
a
way
to
move
forward
by
partnering
with
large
white
owned
construction
companies
in
order
to
get
his
people
in
the
door,
and
it
worked
really
well.
He
became
an
incredible
force
in
the
construction
industry.
The
city
itself
has
hired
thor
construction
on
its
own
and
also
in
partnership
with
mortensen
and
others.

For
the
25
years
that
I
have
known
the
city
to
be
doing
these
kinds
of
projects,
he
was
instrumental
in
building
some
of
the
most
important
civic
buildings
in
the
city,
and
I
feel
it
is
entirely
appropriate
to
honor
him
at
this
time
so
that
we
can
tell
him
how
we
feel
while
he's
still
alive.
I
very
much
appreciate
council
member
ellison
bringing
this
forward
and
strongly
support
it,
which
is
why
it's
being
walked
on
today.
