government
oversight
committee
and
I
am
going
to
call
to
order
our
regular
meeting
for
wednesday
october
20th.
I'd
like
to
note
for
the
record.
This
meeting
has
remote
participation
by
council
members
and
city
staff
as
authorized
under
the
minnesota
open
meeting
law,
section
13
d
.021
due
to
the
declared
state
of
local
public
health
emergency.

The
record
reflect
that
we
do
have
a
quorum,
and
so
we
will
start
with
item
number
one
on
our
agenda,
which
is
a
public
hearing
to
consider
an
ordinance
updating
the
dates
for
the
20-year
neighborhood
park
plan
and
approving
the
adjusted
20-year
neighborhood
park
plan
guaranteed
minimum
annual
amount
for
2022
through
2026
due
to
inflation
and
I'll
invite
the
cfo
ms
dushani
die
to
introduce
this
item.

This
ordinance
also
requires
the
city
and
nprb
to
review
the
minimum
level
of
funding
at
five
year
intervals,
with
the
first
review
to
be
completed
by
december
31st.
2020
next
slide,
please
complying
with
the
ordnance,
city
and
nprb
staff
initiated
the
discussions
back
in
july
of
2020,
but
as
a
result
of
competing
priorities
for
both
entities
in
2020.
There
was
no
resolution,
however,
staff
resumed
discussions
this
year
and
has
come
up
with
a
mutually
agreed
guaranteed
minimum
amount
of
funding
for
years
2022
through
2026.

The
initial
reading
for
the
ordinance
was
on
september
24th,
and
it
was
referred
to
this
body
notice
of
public
hearing
was
issued
on
october.

again
today
will
be
the
public
hearing
and
the
ordinance
change
resolution
adoption.

the
resolution
is
adopted
on
friday,
mprb
will
present
a
funding
plan
and
then
funds
will
be
allocated
as
in
the
past,
nprb
will
continue
to
present
annually
to
the
to
the
council
on
its
finances
and
operating
plans.

the
partnership
and
working
with
the
city

comply

say
that
there's
a
lot
of
work
happening
to
make
sure
that
this
agreement
with
the
parks
with
the
park
board
and
our
park
system
you
know,
is-
is
done
well
and
that
we
maintain
that
really
strong
partnership.
I
wanted
to
thank
councilmember
fletcher
for
for
dogging
the
kind
of
details
of
that,
and
it
was
a
big
deal
when
we
passed
the
agreement
last
term
it
will
need
to.

will
take
that
you
know
that
work
and
that
attention
to
detail
to
maintain
the
partnership
and
go
into
the
future,
so
just
appreciate
everyone,
who's
who's.
Doing
that
background,
work,
that's
reflected
here,
but
there's
a
lot
more
going
on
than
than
this
ordinance
change.

Some
of
you
know
there
was
a
pretty
traumatic
shooting
near
phelps
park
yesterday
in
in
ward
8,
and
we
really
need
to
just
be
thinking
about
how
we're
creating
more
opportunities
for
young
people
in
our
neighborhood
parks,
and
so
hopefully,
if
this
ordinance
shift
change
happens
today
that
we
will
hear
more
about
how
we
can
partner
to
to
create
more
opportunities
for
young
people,
and
I
will
note
that
council
member
ellison
has
joined
us.

want

appreciate
the
work
that
went
into
this.

This
was
really
historic
when
we
came
up
with
this
parks
and
streets
plan
and
this
agreement-
and
I
have
been
impressed
with
the
way
the
park
board-
has
managed
the
improvements
that
they've
made
to
the
neighborhood
parks,
and
I
think
they
did
some
really
good,
leading
on
looking
at
things
from
racial
equity
lens,
and
I
think
I
and
my
constituents
have
greatly
appreciated
that
as
well,
and
I
think
that
we
were
very
thoughtful
when
we
decided
to
look
at
okay,
what
about
the
future
spending
and
that
we
take
we're
taking
this
pause
now
and
we're
looking
at
the
need
to
do
an
increase
and
we're
mapping
out
what's
going
on
in
the
future.

work
that
went
into
this
report,
but
also
the
work
that's
going
to
actually
make
this
20-year.

seven

approving
the
2021
assessment
of
delinquent
utility
charges.

nine
is
accepting
funds
from
hennepin
county
to
be
used
in
addition
to
matching
arpa
arpa
funds
from
the
city
of
minneapolis
to
support
the
development
of
a
new
emergency
shelter
facility
for
adults
experiencing
homelessness
as
part
of
a
larger
permanent,
supportive
housing,
shelter
and
service
center
project
at
the
site
of
the
simpson,
united
methodist
church
items
number
10
through
30
our
legal
settlements,
and
with
that
would
any
of
my
colleagues
wish
to
comment
on
any
of
these
items
or
pull
anything
for
discussion.

Today's
agenda
has
a
total
of
2.85
million
dollars
for
worker
compensation
settlements,
with
staff
from
the
minneapolis
police
department,
plus
one
additional
settlement
for
a
total
of
2.96
million
dollars.
We
had
a
presentation
about
the
financial
impacts
of
worker
compensation
claims
at
the
last
pogo
meeting,
which
is
available
on
youtube
for
a
public
review.

We
were
able
to
get
some
questions
answered
about
the
population
of
folks
who
are
taking
burger
compensation
claim
city
is
settling
with,
and
I
think
there
are
more
questions
that
that
staff
wasn't
able
to
answer
in
that
presentation.

We've
also
had
presentations
related
to
this
issue
in
our
budget
committee
meetings,
both
in
the
high-level
discussion
that
finance
presented,
as
well
as
an
mpd's
budget
presentation.
As
a
reminder,
just
for
the
record,
there
is
a
total
of
12
million
dollars
proposed
the
mayor's
2022
budget
and
the
self-insurance
fund
that
we
use
to
pay
out
these
settlements
to
cover
the
increased
costs,
as
well
as
an
increase
in
npt's
budget
and
the
fire
department's
budget.

The
latter
two,
I
believe,
total
just
about
11
million
dollars,
most
of
which
is
an
mpd.
So
that's
how
the
accounting
for
projected
future
settlements
is
showing
up
and
again
these
funds
come
out
of
this
city's
self
insurance
fund.
