this
committee,
as
we
begin
I'll
note
for
the
record
that
this
meeting
has
remote
participation
by
members
of
the
city,
council
and
city
staff
as
authorized
under
minnesota
statutes,
13d
.021
due
to
the
declared
local
public
health
emergency.
I'll,
also
note
that
the
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel.
This
meeting
is
public
and
subject
to
the
minnesota
open
meeting
law.

That
brings
us
to
the
discussion
portion
of
our
agenda.
We
have
one
item
under
discussion
today,
which
is
item
number
three.

The
planning
director
will
report
to
the
cped
executive
director
and
will
be
responsible
for
leading
and
managing
city
planning
programs
and
functions
and
a
40
member
staff.
It
will
also
implement
and
update
the
minneapolis
2040
comprehensive
plan
and
support
the
planning
commission
board
of
adjustment
and
heritage
preservation.
Commission
next
slide,
if
approved,
the
position,
is
expected
to
be
filled
in
2022.

anticipated
costs,
with
benefits
for
2022
would
be
nine
189
dollars
and
will
be
recovered
will
be
covered
by
reallocating
money
from
a
vacant
position
which
represents
seventy
percent
of
the
funding
and
the
community
development
block
grant,
which
represents
thirty
percent
of
the
funding.

position
meets
the
criteria
of
2010-10
of
the
minneapolis
code
of
ordinances
that
discusses
appointed
positions.
The
person
occupying
the
position
must
report
to
the
head
of
the
designated
city
department
or
the
designated
city
department's
head
deputy.
In
this
case,
the
planning
director
will
lead
a
new
planning,
division
and
report
to
the
cped
executive
director.

duties
of
the
position
must
involve
significant
discretion
and
substantial
involvement
in
the
development
interpretation
or
implementation
of
the
city
year.

this
case,
the
planning
director,
will
lead
the
development
and
implementation

city's
planning

goals
and
strategic
planning.

there
is
need
for
the
position
occupying
the
position
to
be
accountable
to
loyal

compatible

with
the
mayor
city,
council
and
department
head.

this

is
responsible
for
establishing
policy
goals

be
approved
by
and
consistent
with,
the
goals

priorities

speak

support
of
this
change.
I've
been
having
conversations
with
cpad
leadership
about
this
for
a
long
time.
Basically,
the
whole
time
I've
been
in
office,
and
I
really
think
that
uniting
the
planners
under
one
leadership,
you
know:
division
director
level
staff
position
is
so
beneficial
to
the
city.
Our
planning
work
is
nationally
renowned.

We
get
invited
all
over
the
country
to
talk
about
the
groundbreaking
work
that
we
have
done
through
the
minneapolis
2040
plan
and
subsequent
zoning
changes
to
implement
that
plan
and
really
to
continue
that
good
work
to
evaluate
it,
to
see
how
it
should
be
built
upon
and
improved,
really
requires
to
have
this
kind
of
staff
level
level
of
leader
who
can
help,
I
think,
orient
the
staff
planning
team
to
to
all
those
different
functions
evaluation.

know
evolution
of
the
policies,
implementation
and
I
really
think
it's
exciting
to
reunite
the
planners
who
have
in
various
reorganizations,
been
separated
out
into
current
and
future
planning.
I
think
you
know
there's
pros
and
cons,
and
I
you
know
back
when
I
first
took
office.
Some
of
our
colleagues
had
really
strong
opinions
about
this,
but
to
me
the
benefits
of
having
the
planners
united
under
one
leadership.

You
know
you
start
to
see
the
patterns
in
maybe
places
where
our
policies
aren't
lining
up
with
our
city's
goals,
and
I
feel
that
those
planners
have
so
much
to
offer
as
far
as
what
our
policies
now
say
and
should
say
in
the
future,
and
you
know
having
a
division
kind
of
creates
a
false
sense
of
you
know,
kind
of
siphoning
people
off
when
I
think
really.
The
team
is
working
best
together
when
they're
sharing
information.

So
anyway,
I
could
go
on
and
on
about
planning
for
a
long
time,
but
I
just
I
really
think
that
this
change
is
just
so
much
in
the
interest
of
the
city
and
really
hope
that
we
can
work
together
to
recruit,
really
talented
candidates
for
this
role
and
support.

know,
especially
lessening
some
of
the
burden
on
our
current
cped
director
who's,
been
playing
a
lot
of
this
role
and
communicating
with
policymakers
and
the
public
about
our
planning
work.

terms

the

structure

process

idea
is
that
we
would,
if,
if
this
was
supported

the
mayor

reactivate
this
position,
that
we
would
work
on
a
profile
position
or
position
profile
and
and
release
that
in
a
national
search
in
the
first
quarter
of
2022,
we
want
to
make
sure
that
we
get
some
some
really
good
input
from
our
planning
team
members,
as
well
as
the
mayor's
team
and
council
leadership
in
this
position
profile.

to
work
with
all
of
you

get
this
position
profile
developed
and
put
out
there,

we
would
anticipate
that
this
would
be
a
you

curious
about
the
funding
for
this
position.
If
it's
existing
and
also
I
I'm
curious
about

long-range
planning
director
position
and
does
this
relate
to
that
at
all.
Does
this
replace
that
I'm
supportive
of
this?

I
think
we
inactivated
it,
because
that
was
the
direction
we
were
asked
to
take
by
previous
cped
directors
and
kind
of
reorganizing
and
that
so
I'm
excited
about
it
coming
back,
but
I'm
curious
about
how
it
would
relate
to
long-range
planning.

I'm
happy
to
answer
that,
mr
mayor
and
council,
member
gordon
the
essentially
it
replaces
the
director
of
long-range
planning
during
the
re-budgeting
process
in
2020
during
the
pandemic.
When
we
were
facing
budget
cuts,
we
in
cped
we
recommended
freezing
the
long-range
planning
director
position
as,
first
and
foremost
a
cost
saving
measure
so
that
it
wouldn't
impact
other
staff
throughout
the
department
and
then
in
the
in
the
last
year.
Since
then,
we've
had
the
community
planning
group
or
long-range
planning
group
move
into
our
development
services.

Division,
always
thinking
that
that
was
a
temporary
solution
to
you
know
what
needs
to
be
a
longer
term
strategy
around
planning
in
the
city.
The
development
services
division
is
very
large,
too
large,
I
think
for
as
a
division,
and
so
the
idea
was
always
to
look
at
the
department's
organizational
structure
and
and
ideally
bring
the
planning
teams
together,
so
that
we
can
think
about
policy
development,
long-range
planning,
development
and
implementation
and
how
they
all
work
together.

think,
challenging
labor
negotiations.

lot

people,
don't

feet

duck
moving

diligently
below
the
surface,

this
work

year
round

been
especially
difficult
through
covet
19,

revamp

these
agreements
and
to
make
sure
that
we're
doing
right
by
our
workforce
and
also
protecting
the
city's
budget.

make

last
minute
meeting

be,

though,
not

the
formal
situation

a
executive
committee

mayor

council
will
continue
to
work
together
on
issues
and
concerns
that
impact
the
entire
city
and
that,
as
we
reimagine
when
our
government
structure
and
government
functions
will
look
like
that,
there
is
a
mechanism
for
that
kind
of
collaboration
and
and
dialogue
between
the
mayor
and
the
council
and
yeah.

been
an
interesting
journey
and
thank
everybody
for
all
of
their
work
on
this
committee,

you
know
we'll
we'll
keep
this
work
moving
forward
in
the
best
ways.
