The
city
of
minneapolis
received
individual
gold
medals
in
these
policy
areas.
Complete
streets,
earned
sick
leave,
healthy
food
procurement,
high
quality,
accessible
pre-k,
safer
alcohol
sales
and
tobacco
21..
In
addition,
the
city
earned
silver
and
smoke,
free
indoor,
air
and
bronze
and
affordable
housing
and
inclusionary
zoning.
C
We
have
a
number
of
staff
from
the
city
health
department
with
us,
as
well
as
guests
from
city
health.
I'm
excited
to
turn
it
over
to
our
health
commissioner,
aggression,
music
camp
and
to
welcome
her
patti
bowler,
corinne
horowitz
from
the
city's
health
department.
As
well
as
katrina
forrest,
katherine
peterson
and
tom
martin
from
city
health,
thank
you
all
so
much
and
I'll
turn
it
over
to
commissioner
musicant.
C
B
You
council,
president
bender.
This
award
really
reminds
us
how
powerful
policy
and
city
policy
is
in
improving
and
impacting
the
well-being
of
people
across
the
city
and
those
who
come
and
visit
our
city
as
well,
and
so
we
are
grateful
to
you
as
policy
makers,
and
we
are
also
grateful
to
staff
across
the
enterprise,
because
these
policies
are
not
necessarily
health
department
owned
policies.
B
Although
we
have
a
great
deal
of
leadership
within
our
health
department
as
well,
that
has
helped
those
departments
make
some
of
these
policy
changes.
Work
policy
change
recommendations
to
you
as
policy
makers,
so
this
is
really
a
medal
for
us
as
a
city
overall,
and
for
you,
as
policy
makers
and
for
city
staff,
and
also
community
members
and
community
activists
who
have
helped
us
get
here.
B
So
it's
a
great
day
to
celebrate,
and
I
would
like
to
turn
it
over
to
either
katrina
forrest
or
catherine
peterson,
whichever
one
of
you
is
going
to
take,
take
the
first
lead
and
let
us
learn
a
little
bit
more
about
this
award.
D
D
D
Bender
touched
on
some
of
this,
but
before
we
get
to
the
full
celebration,
the
whole
reason
that
we
are
here.
I
would
like
to
begin
by
briefly
introducing
our
initiative
and
our
mission
for
all
of
you,
as
well
as
for
the
constituents
who
may
be
watching
and
listening
at
home
if
we
can
go
to
the
next
slide.
D
As
president
bender
shared
city,
health
is
an
initiative
of
the
de
beaumont
foundation
and
kaiser
permanente,
and
we
aim
to
help
cities
thrive
through
the
adoption
of
policies
that
improve
people's
day-to-day
lives
working
collaboratively
with
cities.
We
advance
a
package
of
9
and
soon
to
be
12,
tried
and
tested
policies
that
are
backed
by
evidence
with
significant
potential
to
boost
health,
well-being,
quality
of
life
by
addressing
key
social
determinants
next
slide.
D
Through
your
leadership
and
commitment,
the
city
of
minneapolis
has
moved
the
needle
in
the
adoption
of
many
of
these
critical
policies
and
your
collective
efforts
will
set
up
the
residence
to
thrive
for
years
to
come.
So
once
again,
congratulations
on
your
efforts.
We
are
so
excited
to
honor
you
and
recognize
your
hard
work
and
without
further
ado,
I'm
going
to
pass
it
over
to
catherine's
to
share
more
about
this.
Much
deserved
commendation.
F
F
F
You
know.
President
bender
mentioned
some
of
the
cities
who
minneapolis
is
now
joining.
The
ranks
of
these
are
all
of
the
gold
medal
cities
that
have
earned
this
distinction
for
city
health
and
they
include
atlanta,
boston,
chicago
dallas,
la
louisville,
new
york,
city,
san
antonio
san
francisco,
and
seattle
next
slide.
Please.
F
So
I'd
like
to
just
share
a
little
bit
about
what's
next,
how
are
we
kind
of
moving
the
needle
as
katrina
mentioned
earlier
next
slide?
Please
in
2022
city
health
will
expand
both
its
geographic
footprint
and
our
policy
package,
starting
in
2022
city
health
will
assess
annually,
assess
the
nation's
top
75
cities.
We
used
to
only
assess
the
top
40
and
I
am
really
excited
to
announce
that
minneapolis
will
be
a
part
of
that
expansion.
F
We
will
also
have
a
brand
new
set
of
policies
to
work
with
citizen,
and
I
would
encourage
you
to
visit
our
website
cityhealth.org
to
learn
more
about
what
those
new
policies
are
next
slide.
Please,
you
know
earning
this.
Distinction
is
an
impressive
achievement
that
relied
on
many
different
agencies,
leaders
and
residents
to
fully
realize
congratulations
to
mayor
frye,
the
city
council,
the
minneapolis
health
department,
and
to
all
of
the
advocates
who
pursued
these
policies.
F
We
look
forward
to
continuing
to
work
together
to
ensure
that
all
city
residents
have
the
chance
to
live
longer.
Healthier
lives
next
slide,
please
you
know
thank
you
so
much
for
having
us
here
this
morning.
We
hope
to
continue
to
connect
with
you
all,
as
minneapolis
continues
its
health
journey.
We
appreciate
your
time
and
again,
congratulations.
C
Thank
you
so
much
for
taking
the
time
to
be
with
us
today
and
for
all
of
your
efforts
to
support
health
and
all
policies.
I
think
you'll
see
our
small
health
department
has
a
great
reach
across
the
enterprise
and
helping
us
design
and
evaluate
policies
for
their
impacts
on
health.
So
we're
just
so
grateful
for
the
support
that
you
have
brought
and,
as
you
mentioned
all
the
folks
in
our
community,
who
have
gotten
involved
to
help
shape.
C
We're
having
some
creative
muting
issues
today,
so
I'll
pause
there
and
see.
If
there's
any
other
comments
from
you,
commissioner,
or
your
team
or
my
colleagues,.
B
Thank
you.
Yes,
I
just
wanted
to
add
a
couple
points:
there's
actually
a
medal
and
we
will
have
a
copy
for
the
mayor.
We'll
have
a
copy
for
the
city
council,
we'll
have
a
copy
for
the
the
health
department
and
then,
when
we
think
about
this
next
iteration
that
will
have
additional
policies.
I'll
have
a
chance
to
learn
about
that
through
our
connection
with
the
big
city,
health
coalition
and
so
I'll
bring
that
information
back.
B
So
we
can
think
about
what
the
fit
is
for
some
of
those
other
added
policies-
and
I
look
at
this
as
like
the
olympics,
so
we
got
our
gold
medal,
but
there'll
be
another
contest,
and
so
we'll
continue
to
work
on
our
policies
so
that
we
can
be
even
a
more
more
supportive
community
for
the
well-being
of
all
that
are
here.
So
thank
you.
C
Thank
you.
So
much
with
that,
we
have
concluded
the
presentation
and
we
will
continue
on
to
our
agenda.
So
as
we
begin
I'll
just
note
that
we
have
remote
participation
from
council
members
and
city
staff
today
as
authorized
under
the
provisions
of
the
minnesota
open
meeting
law,
section
13d
.021
due
to
the
declared
state
of
local
public
health
emergency,
the
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.
C
G
C
C
Thank
you.
We
do
have
a
quorum
for
today's
meeting.
Customer
elsin
is
out
with
a
medical
issue,
he's
just
fine
but
is
missing
today's
meeting,
and
then
councilmember
johnson
is
also
absent
today,
with
that
we
do
have
the
agenda
before
us.
C
I
think
we
may
have
one
amendment
to
the
agenda
related
to
an
issue
that
finance
has
brought
forward
happy
to
recognize
ms
kruver
from
finance,
and
I
also
know
customer
fletcher
is
working
to
support
this
effort.
C
H
I
I
believe
the
answer
is
yes,
but
I
think
the
clerk's
office
might
be
best
for
that
question
to
add
a
notice
of
intent.
We
we
were,
we
were
hoping
to
get
a
notice
of
intent
on
to
happen
at
today's
meeting
and
the
technicalities
of
adding
it
to
the
agenda.
I
think
that's
the
right
call,
but
I
would
definitely
check
with
the
clerk.
I
Thank
you,
council
president.
Yes,
I
put
myself
in
queue
to
make
that
motion
to
amend
the
agenda
to
add
a
notice
of
intent.
This
is
a
very
technical
change
to
change
the
dates
in
the
ordinance
around
the
20-year
park
plan
to
reflect
that
the
negotiations
that
were
supposed
to
happen
last
year
did
not
because
of
kovid,
and
we
want
to
make
sure
that
when
we
refer
to
the
ordinance
in
the
future
that
we're
referring
to
an
ordinance
that
accurately
reflects
the
negotiations
that
happened.
I
So
the
city
attorney's
office
and
finance
have
asked
me
to
bring
this
forward
in
my
finance
subcommittee,
chair
role
and
I'm
making
a
motion
to
amend
the
agenda
to
add
this
notice
of
intent.
Second,.
C
J
B
B
C
Eyes
that
carries
and
the
agenda
is
adopted
as
amended
if
there
are
any
other
questions
or
discussions
on
that
added
item,
we
can
take
that
up
under
the
notice
of
intent
section,
as
I
noted
in
the
chat,
I
just
wanted
to
say
that
for
the
record
out
loud
as
well,
so
we
have
an
adopted
agenda.
We
have
actually
three
sets
of
minutes
from
meetings
held.
Previously
we
have
the
minutes
from
august
20th,
one
from
the
special
emergency
meeting
on
september
7th.
E
There
are
three
three
all
from
august
20th
because
of
the
three
adjourned
sessions.
We
had
right
and
then
there's
a
set
of
minutes
from
september
7th.

the
public

today.

the
neighborhoods

shared
resources
and
collaborations
fund.
C
J
Thank
you,
madam
chair.
I
was
just
going
to
suggest
that
we
are
ready
to
move
forward
with
approval
on
that
item
one,
but
it
looks
like
council.
Member
cunningham
has
already
suggested
that
and
done
so
with
the
committee
report.
So
I
don't
have
anything
that
I
need
to
interrupt
and
say
at
this
time.
Thanks.
I
Thank
you,
council
president
yeah.
I'm
gonna
support
this
somewhat
reluctantly
for
reasons
that
if
people
want
to
go
back
and
refer
to,
the
committee
discussion
were
expressed
there,
it's
a
good
research
project.
I
think
dr
bostrom
brings
something
good
to
the
table.
That's
a
question
we
should
be
asking.
I
I
think
this
raised
some
bigger
questions,
that
we
need
the
city
coordinator
to
work
with,
on
a
with
us
on
to
actually
really
manage
a
coherent
research
agenda
for
the
city,
rather
than
see
what
gets
grants
and
what
doesn't
and
have
different
departments
doing
similar
parallel
outreach
on
the
same
topics
over
and
over
again,
without
necessarily
feeling
as
coordinated.
I
think
we're
feeling
both
some
frustration
about
in
general.
I
The
way
mpd
tends
to
operate
in
isolation,
but
also
the
way
the
city
coordinator
has
not
necessarily
made
use
of
the
office
of
performance
and
innovation
to
coordinate
and
prioritize
research
in
a
way
that
could
really
help
us
get
to
better
answers
to
a
lot
more
questions.
So
I'm
going
to
not
let
this
project
get
caught
up
in
our
frustration
in
general
about
the
bigger
picture
structural
concern
about
the
way
our
city
manages
research
and
outreach.
I
There
are
significant
areas
for
improvement,
and
I
just
want
to
name
that
as
something
that
we
all
need
to
be
working
on.
If
we
still
had
our
enterprise
committee,
it
would
be
a
really
important
conversation.
We've
been
having
there,
but
in
this
consolidated
structure
I
think
it's
important
for
us
to
continue
to
raise
up
that.
I
One
area
that
our
city
can
and
should
improve
in
is
our
capacity
to
do
research
and
to
structure
those
research
questions
in
a
way
that
allows
us
to
prioritize
them
together,
to
invest
in
them
together
and
to
make
sure
that
that
we
have
a
coherent
research
agenda.
That's
moving
us
forward.
C
I'll
note
that
we
do,
of
course,
now
have
our
interim
city
coroner
who's
been
with
the
city
for
just
a
very
short
time,
with
quite
a
lot
of
things
to
sort
out,
including
the
issues
that
councilman
fletcher
just
noted.
I
did
also
have
a
chance
to
have
a
meeting
together
with
our
interim
coordinator,
as
well
as
some
of
the
staff
that
are
working
on
public
safety
related
issues.
C
I
think,
in
addition
to
the
dynamics
that
council
member
fletcher
mentioned
citywide,
we
have
the
continued
issue
of
having
a
number
of
separate
issues
related
to
public
safety
that
have
included
public
engagement
and
research
with
frankly,
very
little,
follow
through
in
action,
which
is
leading
to
the
frustration
and
lack
of
trust
in
our
community.
So
is
the
extent
to
which
there
can
be
more
cohesion
between
all
of
these
separate
processes
that
are
that
are
going
on.
A
B
C
C
L
Thank
you.
Madam
president.
The
committee
affords
10
items
for
full
council
consideration
item.
One
is
an
mwmo
grant
for
the
downtown
east
reconstruction
drainage
improvement
project.
Two
is
a
joint
powers
agreement
with
the
city
of
columbia,
heights
for
final
engineering
design
for
the
37th
avenue
northeast
street
reconstruction
project.
L
3
is
an
easement
agreement
with
the
minneapolis
park
and
rec
for
sanitary
sewer
at
bryn
mawr
meadows
park.
Four
is
the
hennepin
county
lake
street
42nd
street
east
pedestrian,
crossing
safety
improvement
project
and
that's
layout
approval
four
or
five?
Is
the
contract
with
neovision
technologies
incorporated
for
traffic
account
processing
services?
L
Six
is
the
contract
amendment
with
black
and
beach
corporation
for
design
and
construction
services
for
the
10th
avenue
bridge
water
main
river
crossing
project.
Seven
is
the
designating
of
the
2022
non-governmental
tax
exempt
parcel
flight
operation
fee
assessment.
Eight
is
a
similar
designation
for
tax
exempt
parcel
maintenance
assessments.
L
K
B
B
E
C
That
carries
and
the
report
is
adapted.
The
next
order
of
business
is
the
notice
of
ordnance
introductions.
We
have
the
three
notices
from
the
original
agenda,
plus
the
one
that
was
added.
The
first
is
from
councilmember
cunningham
amending
the
air
pollution
and
environmental
protection
portion
of
the
code
to
govern
requirements
of
paint
boots.
The
next
is
from
councilmember
johnson
amending
the
offenses
miscellaneous
portion
of
the
code
to
regulate
the
sale
and
purchase
of
catalytic
converters.
C
The
next
is
from
council
member
reich
amending
the
traffic
code
to
modernize
and
enhance
current
traffic
conditions
and
situations,
and
the
fourth
is
the
one
that
we
amended.
The
agenda,
which
is
notice
of
intent
for
an
ordinance
introduction
for
administrative
change
related
to
our
parks,
funding
agreement
with
the
minneapolis
park
board.
C
Seeing
them
those
notices
are
given
and
no
further
action
is
required
at
this
time.
Next
is
the
introduction
and
referral
calendar.
There
was
one
item
today
that
was
noticed
at
the
last
meeting
to
be
introduced
and
given
us
first
reading
and
referred
to
the
business
inspections,
housing
and
zoning
committee.
It's
a
motion
by
council
member
schroeder
to
reflect
revisions
to
the
zoning
code
to
correct
citations
and
inconsistencies
and
clarify
vague
or
confusing
provisions.

C
That
carries
and
that
resolution
is
adopted.
Next
we
have
the
order
of
new
business.
The
first
item
under
new
business
is
to
receive
and
file
the
presentation
on
the
2021
gold
medal
rating
for
from
city
health
for
improving
the
health
and
well-being
of
the
city's
residents,
which
was
given
at
the
beginning
of
the
meeting
today.
C
If,
unless
there's
any
objection,
I
will
direct
the
clerk
to
file
that
honorary
presentation
seeing
none
the
clerk
has
directed
to
do
so.
Next,
we
have
an
amendment
to
the
resolution
that
ratifies
and
extends
the
emergency
regulation
2021-5
issued
by
the
mayor
to
adopt
a
kobit,
19,
testing
and
proof
of
vaccination
policy
for
city
employees
and
to
amend
regulation
2020-21
related
to
the
use
of
emergency
sick
lead
leave
for
eligible
employees.
C
We
did
have
a
presentation
at
the
executive
committee
earlier
this
week
from
staff
who
described
the
new
testing
and
proof
of
vaccination
policy,
which
is
the
subject
of
the
new
emergency
regulation
in
case
there
are
any
questions
so
I'll
pause
and
see
if
there's
any
questions
or
discussions
from
council
members
on
either
of
these
actions
related
to
the
emergency
declaration.
C
Seeing
none,
I
will
just
note
that
myself
and
council,
vice
president,
are
meeting
regularly
with
mayor
frye
and
staff
from
the
city
coordinator's
office,
hr
the
health
department
to
determine
our
next
steps
as
the
evolving
covid
situation
continues.
We,
of
course,
are
still
under
the
declaration
of
emergency
through
the
end
of
october.
K
K
J
K
C
G
Thank
you,
madam
president.
I
want
to
announce
that
later
this
morning
I
will
be
joining
yourself
and
the
governor
and.
C
C
We
will
let
the
council
vice
president,
know
if
she
doesn't
already
that
about
the
technical
issue.
We
do
have
a
couple
other
council
members
in
queue,
so
I'll
continue
along
and
then
hopefully
we
can
resolve
cbp's
computer
council
member
cunningham.
K
Thank
you,
madam
president.
Just
briefly
I
wanted
to
make
the
announcement
make
sure
folks
know
that
tomorrow
is
open
streets
on
west
broadway
and
so
make
sure
that
folks
come
on
out,
come
to
the
north
side,
if
you're
from
other
parts
of
the
city
and
enjoy
west
broadway
open
streets,
I'm
very
excited
to
to
be
there
myself
and
celebrate
with
our
community.
So
please
join
us
thanks.
C
Thank
you
so
excited
councilmember,
goodman.
A
Wanted
to
take
an
opportunity
to
invite
everyone
on
the
council
to
the
first
annual
pickle
tasting
contest
being
hosted
by
little
earth
on
the
21st
of
september,
which
is
before
our
next
meeting.
I
will
be
entering
my
dill
and
sweet
pickles
in
the
contest
competing
against
council
member
lilligren,
dr
ehrenreich,
and
a
number
of
elders
at
little
earth.
You
are
all
encouraged
and
invited
to
come
and
taste
all
the
beautifully
homemade
pickles
coming
from
many
different
community
gardens
around
the
community.
A
It's
a
blind
tasting,
so
there
would
be
no
favorites,
no
matter
what
it
will
be
judged
and
if
you're
interested
in
being
a
judge,
maybe
let
cassandra
know
but
again
little
or
at
little
earth's
community
garden
on
the
21st,
the
first
annual
pickle
making,
taste
off
contest-
and
I
hope
everyone
who
has
time
can
join
us.
Thank
you,
madam
president.
A
C
C
C
This
is
a
project
that
many
at
the
city
have
worked
on
for
a
really
long
time,
including
council,
member
reich
who's
been
the
chair
of
our
transportation
and
public
works
committee.
Throughout
this
project's
development
and
implementation,
several
mayors,
a
number
of
council
members,
including
former
council
member
lilla,
grin
robert
lilligren
and
elizabeth
glidden,
who
were
instrumental
in
advocating
for
the
city.
C
So
thanks
to
the
advocacy
of
folks
from
the
city,
especially
the
council
members.
As
far
as
I
know,
elizabeth
glidden
and
robert
lilligren
lillagren,
this
project
included
a
lot
of
community
benefits.
That
likely
would
not
have
otherwise
been
there,
including
significantly
the
orange
line,
bus
rapid
transit
project,
a
new
green
space
connecting
folks
to
the
greenway
and
a
lot
of
pedestrian
improvements,
including
the
location
of
the
event
today,
which
is
at
a
new,
beautiful
pedestrian
and
bicycle
bridge.
C
That's
connecting
across
24th
street
connecting
the
whittier
neighborhood
across
near
the
swedish
institute,
and
so
many
amazing
community
destinations
as
well.
Of
course,
the
hospital
many
jobs
so
and
that's
from
my
perspective,
the
ward
10
to
east
perspective.
C
So
it's
just
been
a
really
incredible
project
and
I,
before
I
finish,
I
do
want
to
just
recognize
the
staff
from
public
works.
Who've
worked
on
this
project,
cal
wallace,
paul
miller,
jennifer,
hager,
nathan,
coster,
alan
klugman,
scott
kramer,
chad,
donnelly
christy,
hallicky
and
mary
altman
from
cped
who
helped
with
the
public
art
components
of
the
project,
as
well
as
a
number
of
public
works
directors,
steve
kotke,
robin
hutchison
and
our
interim
director
now
brett
jelly.
C
G
Hey
I
just
want
to
apologize,
I
don't
know
what
happened.
I
got
dropped
but
yeah.
That
was
my
announcement.
So
I
guess
I'm
I'm
done,
but
thank
you
and
I'm
glad
I
got
back
in.
I
guess.
