first

referring

subject
matter
of
an
ordinance
amending
title
15
chapter
398
of
the
I'm
sorry
389
of
the
minnesota
code
of
ordinances
relating
to
offenses
miscellaneous
noise.

Amending
regulations
related
to
amplified
sound
permitting
item
number
two
is
authorizing
an
agreement
with
the
cdc
to
host
an
associate
from
the
public
health
associates
program
in
the
minneapolis
health
department
for
a
two
year
period.
Item
number
three
is
accepting
a
fire
safety
grant
from
the
hartford
financial
services
group
for
five
thousand
dollars.
This
is
going
to
be
going
towards
accessible
fire
protection
alerts.
For
folks
who
are
deaf
and
hard
of
hearing
item
number
four
is
authorizing
the
submittal
of
a
grant
application
to
the
minnesota
department.

sorry
minnesota
office
of
justice
programs
in
an
amount
of
forty
five
thousand
dollars
annually
over
a
two
year

to

way
more
covert
cases
than
we
did
last
year
at
this
time

the
school

we
are
seeing
an
increase
in

number
of
covet
cases
amongst
school-aged
children.

We
are
also
we've
also
had
a
vaccine
clinic
on
october
4th,
where
we
vaccinated
21
people
and
will
host
a
second
clinic
on
october
25th.
We
are
working
with
our
partners
when
we
are
in
high
schools.
We
are
asking
them
to
reach
out
to
their
theater
middle
schools
so
that
we
have
a
higher
chance
of
attracting
families
and
other
children
to
those
vaccine
opportunities.

zip
codes
and
vaccination
rates
for
that
one
at
least
one
vaccine
dose,
and
so
we
see
that
most
of
the
zip
codes
have
are
at
least
70
percent
or
higher.
The
lower
rates
continue
to
be
in
the
cedar,
riverside
and
surrounding
areas
and
in
near
north.
Although
these
zip
codes
have
increased
slightly
each
week,.

It's
important
to
know
that
that
represents
just
around
1
of
fully
vaccinated
people,
and
so
it's
still
very
highly
protective
to
be
vaccinated
and
you'll
see
that
hospitalizations.
While
there
have
been
136
hospitalizations
of
vaccinated
people,
that
is
0.4
so
way
under
one
percent
of
the
population.

And
so
vaccine
continues
to
be
something
that
is
so
important
and
we
are
working
with
community
partners
and
others
to
host
clinics
to
promote
clinics.
In
september
we
had
11
clinics,
you
can
see
there.
We
had
one
near
the
george
floyd
memorial.
We
had
one
as
part
of
the
west
broadway
open
streets
event.
We
had
one
in
the
whittier
neighborhood
an
association
event,
and
then
we
had
one
at
a
head
start
location
and
all
those
opportunities
resulted
in
about
130
vaccines.

Part
of
our
challenge
right
now
is
just
continues
to
be
staff
capacity
and
we
have
funding
for
staff
and
we
will
be
hiring
some
outreach
workers
to
do
some
proactive
outreach
in
the
east,
african
and
african-american
communities.
But
there
are,
there
is
a
lot
of
hiring
going
on
in
the
city
right
now,
and
so
just
getting
through.
That
process
is
a
bit
of
a
challenge.

think
I
have
another
slide
on
the
same
subject
if
we
can
go
to
that
one.

we're
also
thinking
ahead
and
planning
for
vaccination
of
children,
age
5
to
11..
We
are
already
receiving
requests
from
elementary
and
middle
schools
and
are
exploring
options
to
restart
a
regular
clinic
at
the
public
school
davis
center.

And
then
we
are
also
looking
at
vaccine
clinics
or
have
participated
in
vaccine
clinics
at
the
high
schools.
In
september
we
hosted
vaccine
clinics
at
washburn
and
edison
high
schools
november.
We
have
one
planned
for
patrick
henry
and
we
are
also
providing
information
at
longshella
high
school
really
reaching
out
to
the
students
there
addressing
vaccine
hesitancy.

There
might
be
about
boosters,
because
it
is
only
at
this
point
for
people
who
receive
the
pfizer
vaccine
and
we
are
planning
for
boosters
at
the
public
housing
high-rises.
One
thing
to
know
about
those
is
that
we
provided
quite
a
bit
of
vaccine
at
those
high
rises,
but
it
was
moderna,
and
that
is
another
consideration.
A
That's
coming
to
the
federal
government,
probably
this
month
about
boosters
for
those
vaccinations
that
are
not
yet
approved
since
pfizer
is
the
only
booster
so
far,
moderna
and
johnson
johnson
will
be
under
review,
and
so
once
guidance
is
available
for
boosters.
For
those
vaccinations,
we
would
move
forward
with
our
relationship
with
the
high
rises
to
to
plan
that.

All
city
staff
must
be
tested
on
a
weekly
basis
for
cobit
19
unless
they
are
fully
vaccinated
and
so
beginning
with
the
convention
center.
We
are
working
on
implementing
that
and,
in
fact,
are
beginning
to
implement
that
this
week,
staff
at
the
convention
center
have
been
asked
to
complete
an
attestation
form
and
city
staff
across
the
enterprise,
have
the
option
to
complete
attestation
forms,
and
hopefully
we'll
do
that
by
this
friday.

just

little
more
detail
on
the
rollout
with
the
convention.
Center
testing
began,
their
weekly
testing
began
october
11th
and
the
next
layer
of
staff
will
include
the
mayor's
office,
human
resources
and

health
department,
and
our
testing
could
begin
as
early
as
october,
18th
and
then
phase
three
and
four.
Those
departments
and
the
dates
have
yet
to
be
determined,
but
it
will
all
be
implemented
before
the
end
of
this
year.

overview

Just
talk
a
little
bit
about
the
purpose
of
the
green
costumer
awards
and
then
I'll
hand
it
over
to
isaac.
Evans
he's
the
green
costumer
coordinator.

last
time
we
were
actually
able
to
touch
base
before
council.
If
you
look
at
the
graph
off
to
the
left,
was
back
in
2018

it's
2019
talking
about
the
2018
project,
so

We
have
had
a
lot
of
growth.
So
if
you
liked
the
program
before
we're
doing
an
incredible
amount
of
work
now,
the
green.

we
have
grown
quite
a
bit
through
the
support
of
council
and
the
mayor's
office
to
make
all
this
work
happen
through
franchise
fees.
The
arpa
funding
has
been
key
in
this
last
year
to
get
a
lot
more
work
done.
It's
been
hard
to
tell
the
story
with
everything
else
going
on
in
the
world
over
the
last
two
years.
So
I'm
really
grateful
that
we
get
a
chance
to
tell
some
of
the
amazing
work.
That's
been
going
on,
especially
in
2020
in
our
communities
and
it's
not
just
about
pollution
reduction.

There
is
60
million
dollars
in
lifetime.
Savings
that
are
coming
from
these
projects
and
it's
equivalent
to
the
energy
savings
is
equivalent
to
taking
about
4
900
single-family
homes.
If
you
took
them
off
the
grid,
that's
the
equivalent
of
what
the
reductions
have
been
14
500
metric
tons
of
co2
reductions,
that's
the
equivalent
to
taking
three
thousand
cars
off
of
our
roads
every
year.
So
we
like
to
put
these
projects
into
social
math
like
that.

If
you
wanna
go
to
the
next
slide,
we
really
and
with
this
program
we
really
focus
on
environmental
injustice
or
sorry,
environmental
justice,
as
with
our
incentives
as
a
focus
of
the
program.
So,
while
only
20
20
to
25
percent
of
properties
are
in
environmental
justice,
communities,
55
of
our
program,
funds
go
to
those
communities
and
it's
equivalent
to
600
homes
of
energy.

Through
that
program,
4
320
tons
of
carbon
emissions,
we
have
served
buildings
that
have
over
3000
units
of
low-income
qualified
units
in
those
buildings,
households
in
those
buildings
and
in
2021
alone
we
have
1776
low-income
units,
households
that
are
being
that
are
being
benefited
from
these
projects.
If
you
look
on
the
right,
those
are
the
the
same
kind
of
growth
that
we've
seen
with
the
program,
actually
more
growth
in
the
environmental
justice
communities,
and
that
is
the
green
zones.

street
eligible
priorities,
areas
that
are
have
racial
inequity
as
a
qualifier
and
then
income
qualified
housing.
So
we
are
really
every
year
we
go
back
and
to
see
how
we
can
really
focus
this
program
in
environmental,
environmental
justice
communities
and
meet
those
standards
to
ensure
that
those
funds
are
getting
to
those
communities.

there's
a
lot
of
partners
to
recognize
as
well
and
to
show
the
real
world
examples
of
air
pollution
reduction
and
climate
change
work
going
on
in
minneapolis,
and
then
the
other
side
of
this
is
to
promote
pollution
reduction
opportunities.

are
very
connected
into
your
communities,
especially
this
time
of
year
during
campaign,
seasons
is
you're
having
conversations
with
folks.

awards
this
year.
We'll

I
think
so
I'll
go
kind
of
as
fast
as
possible,
while
doing
justice
to
the
awardees,
and
we
will
be
following
up
with
awardees
afterwards
to
try
to
coordinate
getting
them
their
physical
award
since
we
are
in
a
virtual
space
this
year.

projects

2019

to
showcase.
You
know
the
many
different
kinds
of
projects
that
are
going
through

program,

we

2019

it's

4d
energy
efficiency.

Those
are
energy
efficiency
projects
specifically
going
through
cped's
4d,
affordable
housing,
incentive
program,
our
small
business,
energy
efficiency
projects,
non-profit
energy
efficiency,
commercial,
energy
efficiency,
nonprofit,
solar,
commercial,
solar
and
then
innovative
pollution
reduction
projects.
So
next

start
off
with
the
2019
awardees
go
to
the
next
slide.

there's
there's

lot

first
off,
I'm
recognizing
from
2019
one
of
our
4d
energy
efficiency
participants,
david
nelson,
so
david
nelson
joined
the
4d
program
in
2019
and
is
a
member
of
the
4d
affordable
housing
incentive
program.
He
is
committed
to
keeping
and
preserving
naturally
occurring
affordable
housing
in
these
two
24
unit
buildings.
So
every
single
unit,
the
24
units
are
in
that
program
and
are
income
qualified
so
to
further
increase
that
affordability.

He
went
through
the
4d
energy
efficiency
program
here
at
the
health
department,
doing
a
lot
of
different
things.
So,
to
give
you
a
little
flavor
of
everything
you
can
do,
he
did
lighting
led
upgrades
lighting
control,
upgrades
weather,
stripping,
new
ac
units,
energy,
efficient
boilers,
everything
that
you
could
think
of
to
kind
of
reduce
the
energy
bills
for
people
living
in
those
apartment
buildings.
So
combined.
Those
improvements
will
reduce
the
utility
bills
by
an
estimated
forty
eight
hundred
dollars
annually
next
slide.

sagar
restaurant
is
located
in
south
the
southside
green
zone.
It's
a
local
restaurant,
serving
authentic
east
african
cuisine
in
the
cedar,
riverside
neighborhood.
So
with
through
the
chamber
and
the
city
of
minneapolis.
Here
they
actually
did
a
project
I've
never
seen
before,
which
is
pretty
cool.
They
got
a
custom
rebate
for
upgrading
their
deep
fryers,
so
reducing
the
gas
use
that
you
would
see
in
deep
fryers,
and
I
would
imagine
there'd
be
a
lot
of
restaurants
that
could
also
benefit
from
that
type
of
upgrade
next
slide.

rs
eden
and
they
did
a
lot
in
2019,
so
rs
eden
for
those
who
aren't
aware
it's
a
non-profit
that
owns
dozens
of
properties
around
the
twin
cities.
The
organization
addresses
a
wide
array
of
issues,
including
addiction,
homelessness,
disability,
poverty
and
crime,
and
is
often
a
source
of
stable
housing
for
people
that
find
themselves
in
difficult
situations.

Q
properties,
so
they
recognizing
for
their
commercial
energy
efficiency
work.
So
they're,
also
known
as
triangle
warehouse
they're,
a
third
party
logistics
company
operating
in
minneapolis
with
an
over
one
million
square
foot
warehouse.
This
warehouse
includes
a
lot
of
refrigeration
and
freezer
equipment,
and
they
found
a
lot
of
ways
to
reduce
energy
efficiency
over
the
years.

If
you
look
at
our
beautiful

over
here,
this
might
not
be
what
you
think
of
when
you
think
of
climate
change
work,
but
they
did
a
lot
of
controls
upgrades
to
their
refrigeration
and
freezer
systems.
So
together
that
panel
right,
there
is
helping
them,
save
sixty
two
thousand
five
hundred
dollars
in
energy
savings
annually
and
is
equivalent
to
the
reduction
of
a
hundred
for
average
minneapolis,
single
fam
or
minnesota
single
family
homes.

is
our
non-profit
solar
awardee
for
2019,
and
that
also
includes
their
community
gym.
I'm
realizing
that
you
can't
see
me
pointing
at
anything
on
the

you
look

right
side

that's
edison
high
school
and
then
a
left
side
right
across
the
street
is
their
community
gym
and
something
they're
calling
sustainability
plaza,
and
you
can
see
it's
a
massive
array.
You
had
to
zoom
out
really
far
with
a
drone
to
get
a
shot
like
this,
just
covering
all
the
panels.

They
serve
a
large,
diverse
and
bipart
community
and
about
80
percent
of
the
students
there
could
qualify
as
low
income
coming
from
low-income
families,
and
this
array
not
only
will
help
the
schools
save
money,
but
it
also
is
serving
as
sort
of
a
demonstration
and
is
being
used
in
their
school's
stem
programming
and
is
wrapped
up
with
a
larger
sustainability
initiative
that
includes
things
like
storm
water
management
and
ev
charging.
So
a
really
great
representative
array
up
in
edison
high
school
in
the
north
side
green
zone.

near
the
historic
stone
arch
bridge,
there's
two
towers
down
there
and
they
are
a
mixed
income.

installed
this

array
on
there's
one
array

the
towers

recognize
newgate
school,
so
newgate
school
is
a
non-profit
automotive
training
school
that
offers
tuition-free,
auto
body
and
collision
repair,
training
and
general,
auto
mechanics
training
to
underserved
young
adults
in
the
twin
cities.

The
school
receives
vehicle
donations
from
the
community
and
uses
those
cars
as
training
tools
to
teach
students
the
skills
they
need
to
become
entry-level
technicians
in
the
field,
and
this
photo
here
is
of
one
of
the
students
using
the
new
paint
booth
that
they
installed
with
the
help
of
the
green
costume
program.
So
the
paint
booth
is
part
of
a
larger
project
to
convert
from
solvent-based
paint
to
water-based
paint
systems,
and
why
is
that?

So
that's
the
picture
in
the
upper
left-hand
corner,
that's
the
excavator
at
the
material
recovery
facility
and
they
converted
that
to
an
electric
one,
so
in
2019
that
was
so
successful
that
they
converted
their
second
and
last
excavator
to
an
electric
one
as
well
and
then
worked
with
us
and
the
minnesota
pollution
control
agency
to
convert
many
of
their
old
diesel
trucks.
So
the
waste
hauling
trucks
to
the
highest
tier,
efficient
diesel
engines.

So
when
you
have
a
lot
of
those
trucks,
kind
of
concentrated
in
one
area
can
cause
some
significant
health
impacts
to
people
working
and
living
in
the
area
surrounding
those
facilities.
So
you
see
here
the
are
some
of
the
big
pollution
reductions
and
the
big
one
here
is
the
particulate
matter
that
has
some
harmful
long-term
effects
on
on
lungs
and
different
cancer-causing
chemicals
reductions
here
as
well,
and
it's
no
secret
that
a
lot
of
this
harmful
air
pollution
is
disproportionately
concentrated
and
underserved
and
under
resourced
and
often
minority
communities
here
in
the
city.

So
he
sent
me
a
beautiful
picture
of
him
and
his
daughter
there,
as
well
as
an
equally
beautiful
picture
of
the
water
heaters
he
installed
at
his
property.
So
though,
not
as
large
as
our
2019
4d
winner.
It's
also
important
to
recognize
that
a
lot
of
naturally
occurring,
affordable
housing
doesn't
necessarily
take
place
in
large
buildings.
So
this
is
a
two
unit:
income
qualified
housing
building
in
our
4d
program.

That
did
a
myriad
of
different
improvements,
including
insulation,
air.
Sealing
added
ventilation
and
then
upgrade
to
their
two
furnaces
and
water
heaters.
So
there
was
a
furnace
and
a
water
heater
for
each
unit
in
the
building,
so
overall
that
reduces
energy
bills
and
improves
the
comfort
and
quality
of
housing
of
the
people
living
in
that
building.

For
our
small
business
energy
efficiency
excuse
me,
I
would
like
to
recognize
valerie's
carniceria,
it's
a
located
in
a
great
street
eligible
priority
area.
So
that's
another
program
that
we
use
to
try
to
target
our
funding
into
environmental
justice
and
frontline
communities.
So
valerie's
carniceria
is
a
local
grocery
store,
taqueria
and
butcher
shop.

The
shop
was
started
in
1999
and
has
continued
to
today,
so
they
worked
with
our
partners
at
minnesota
center
for
energy
and
environment
and
the
utilities
to
do
an
audit
of
their
refrigeration
equipment.
So
they
actually
did
a
lot
of
refrigeration
upgrades,
including
led
lighting
night
curtains.
So
if
you're
not
familiar
when
you
have
an
open
case
refrigerator,
you
know
it
doesn't
have
a
door
on
it.

Next
slide,

so
nonprofit
energy
efficiency,
shiloh
temple
international
ministries-
and
I
know
a
lot
of
you-
may
be
thinking
and
are
already
familiar
with
the
work
that
they've
done
to
construct
a
large
community
solar
array.
A
few
years
ago
that
increases
the
access
and
benefits
of
solar
energy
to
low-income
households.
However,
I
think
it's
equally
important
to
highlight
the
fact
that
they
continue
to
pursue
energy
savings
and
recently
completed
some
led
lighting
upgrades
through
our
partners
at
the
minnesota
chamber
of
commerce's
energy
smart
program.

That
kind
of
reduces
worker
exposure
to
you
know
different
kind
of
particulates
that
come
up
when
you're
cooking,
as
well
as
use
less
energy
overall
through
their
demand,
control,
ventilation,
kitchen
exhaust
systems.
So
it's
a
lot
of
savings.
It's
twelve
thousand
one
hundred
dollars
for
installing
this
high
efficient
equipment,
which
is
equivalent
to
about
twenty
five
average
minnesota
homes
annually
next
slide.

Non-Profit
solar,
we
recognizing
north
market,
slash
pillsbury
united
communities,
so
north
market
is
really
an
initiative
from
a
lot
of
different
partners,
but
primarily
pillsbury
united
communities
and
pillsbury.
United
communities
is
one
of
minnesota's
longest-running
community-based
organizations.

They've
been
in
service
for
over
140
years,
and
their
mission
is
to
co-create
enduring
change
toward
a
just
society
where
every
person
has
personal
social
and
economic
power.
So
this
project
includes
more
than
just
the
solar
array.
It
also
has
an
aquaponics
garden
attached
to
it,
and
the
building
itself
is
a
full-service
grocery
store,
offering
healthy
food
at
affordable
prices
in
an
area
that
traditionally
could
have
been
considered
a
food
desert.

So
the
array
will
help
this.
North
markets
save
a
lot
of
money
on
their
energy
bills.
You
can
see
it's
twenty
thousand
dollars
annually
and
about

homes
worth
of
energy.

We
had
a
lot
of
good
commercial
solars
in
2020..
This
was
a
project
that
had
been
in
the
works
for
a
couple
years
and
they
actually
ran
into
some
problems
with
their
roof,
so
it
was
delayed
for
some
roof
repair.
So
it
was.
We
were
glad
when
we
saw
it
kind
of
come
back
into
the
program
in
2020.

this
is
a
joint
solar
array.
Another
really
big
array,
not
quite
as
big
as
edison
high
school
in
2019,
but
still
one
of
the
largest
arrays
in
minneapolis,
and
it's
a
joint
venture
between
cristo
rey,
jesuit,
high
school
and
urban
ventures.
So
cristo
rey
is
a
jesuit
high
school
private
school
located
in
south
minneapolis.

This
one
I
geeked
out
a
little
bit
on
because
it's
something
I
never
would
have
thought
of,
even
though
I
work
in
the
sustainability
space.
So
this
is
the
foci
center
minnesota
center
for
glass
arts,
so
they
got
a
custom
rebate
to
kind
of
install
and
improve
the
efficiency
of
their
glassblowing
furnaces.

So,
as
you
can
imagine,
those
are
really
high
energy
use
equipment
that
they
have
and
they
also
got
some
standard
rebates
for
hvac
improvements
and
lighting.
So
all
in
all
this
kind
of
artistic
community,
one
of
the
only
non-profits
blast
blowing
studios
in
the
the
state,
will
save
about
sixty
five
hundred
dollars
annually
next
slide.

grown
and
how
much
we've
been
able
to

variety
of
different
uses
that
happened,
I
think
I
really
appreciated
that
duplex
the
4d
program
was
participating
and
they
were
able
to
take
advantage
of
that
on
that
scale.

people
out
there
small
time
landlords
who
right
now
are
wondering
hey.
How
do
I
get
in
on
this?
So
I
think
it's
absolutely
fantastic.

we
should
keep
promoting
it,
and
I
know
we
don't
use
the
term,
but
we
pretty
much
have
a
minneapolis
green
new
deal
right
here
in
our
green
costume
program
already,
and
I
think
we
should
just
ramp
that
up
and
we
do
it.
I
I
just
also
really
like
the
way
we've
taken
advantage
of
the
climate
action
plan
and
the
green
zones
and
says
we
can
do
this
in
a
way
that
is
also
targeted
to
make
up
for
the
past
environmental
injustices.
So
fantastic
work,
keep
it
up.
