A
Thank
you.
Madam
president,
I
just
had
a
question
for
staff
about
item
number
five.
I
know
that
there's
seems
to
be.
I
read
in
the
paper
at
least
some
litigation
regarding
item
number
five
and
I'm
just
haven't
heard
a
lot
of
information
on
our
site
about
it
and
just
wondering
the
status
of
it.
I
know
we
can't
discuss
what
our
exposure
is,
but
just
wondering
is
it
anything
that
the
council
should
be
briefed
on
or
that
we
should
know
about,
and.
F
Yeah,
so
everyone
on
the
council
was
sent
an
email
about
this
from
our
lawyers,
which
was
attorney,
client
privileged,
and
we
have
been
directed
by
staff
that
it's
good
to
move
forward.
And
I
don't
want
to
say
much
more
about
it,
because
there
was
a
briefing
memo
that
went
out.
That
was
listed
as
a
clear
attorney-client
privilege,
and
I
believe
mr
hanson
also
briefed
anyone
willing
to
get
the
briefing.
H
H
G
C
There
are
eleven
eyes
except
for
item
four.
There
are
ten
ups.
B
A
So
I
do
not
have
my
committee
report
prepared
at
the
second
at
this
moment.
B
A
A
Yes,
yes,
yes,
committee
of
the
whole
has
one

to
to
write
to
coming
forward.
Is
the

of

will
move

the

from
the

It
seems
like
the

having
technical
issues.
We
could
check
we.
We
could
hear
your

H
H
H
A
E
G
B
G
Thank
you,
madam
president,
and
the
executive
committee
brings
forward
two
items
today.
Item
number
one
is
referring
to
the
policy
and
government
oversight
committee.
The
appointed
position
of
planning
director
in
the
community
planning
and
economic
development
department
and
item
two
is
referring
to
the
policy
and
government
oversight
committee.
The
collective
bargaining
agreement
of
the
machinist
unit
remove
approval
of
the
executive
committee
report.
B
Council
vice
president
jenkins,
has
moved
the
committee
report.
We
did
note
in
committee
that
that
was
the
final
meeting
ever
of
the
executive
committee,
which
has
now
been
eliminated
by
the
passage
of
question
one
on
the
ballot,
the
charter
amendment.
So
the
powers
that
were
vested
in
the
executive
committee
now
either
go
to
the
mayor
or
to
think
in
the
case
of
approvals
of
department
heads
to
the
full
council.
D
G
B
That
carries
and
let's
see
those
items
are
both
referred
to
the
pogo
committee
in
the
next
cycle.
Is
that
correct?
Yes,
yes
thanks.
Finally,
we
have
a
request
from
the
city
clerk
to
receive
and
file
the
results
of
the
two
ballot
questions
related
to
government
structure
and
rent
stabilization
that
were
passed
as
part
of
the
2021
general
election.
B
Okay,
seeing
them
the
clerk
is
directed
to
receive
and
file
those
items.
We
do
have
a
request
for
a
closed
session
this
morning
to
receive
a
briefing
on
the
litigation
matter
of
sword,
sorensen
versus
john
doe.
One
john
does
two
and
three
john
does
seven
through
eight,
acting
in
their
official
capacities
as
minneapolis
police
officers,
madaria
arredondo,
acting
in
his
official
capacity
as
minneapolis
police
chief
and
the
city
of
minneapolis.
D
Thank
you,
president
bender.
As
you
stated,
the
next
item
on
the
agenda
is
the
case
of
thorns
stevenson
versus
the
city
of
minneapolis
at
all
court
number
20
death
dv-2007
this
case
is
an
active
litigation
in
federal
court
and
your
lawyers
would
discuss
with
the
council
litigation
strategy
and
or
settlement
possibilities.
B
Thank
you
to
our
city
attorney,
mr
router.
I
will
move
that
the
meeting
be
closed
pursuant
to
open
meeting
law,
minnesota
statute,
section
13d,
.05
subdivision
3b
to
discuss
litigation
strategy
related
to
the
legal
matter
of
soren
stevenson
versus
john
doe
1
john
does
2
through
6
john
does
7
through
eight
acting
in
their
official
capacities
as
minneapolis
police
officers,
madera
and
arredondo,
acting
in
its
official
capacity
as
minneapolis
police
chief
and
the
city
of
minneapolis.
C
E
B
Aye
there
are
12
eyes
that
carries
so.
We
will
now
move
to
the
closed
session.
We
will
reconvene
in
open
session
after
we've
concluded
that
closed
session.
For
my
colleagues,
you'll
need
to
exit
out
of
this
meeting
and
join
the
second
team's
meeting
for
the
closed
session
for
the
public.
This
meeting
will
continue
in
this
format
and
then
we'll
rejoin
this
public
meeting
after
the
closed
session
has
ended.
B
B
G
B
B
G
Good
morning
or
thank
you,
madam
president,
I
I
do
want
to
just
really
acknowledge
and
announce
that
november
20th
is
transgender
day
of
remembrance.
G
G
This
year
has
been
the
most
deadly
year
on
record
for
transgender
and
gender
non-conforming
identified
people
almost
50
transgender
non-conforming
people
have
been
murdered
this
year.
The
vast
majority.
G
I
want
to
bring
I'm
I
just
want
to
continuously
bring
this
issue
forward,
because
we
have
to
include
these
communities
in
our
thoughts
around
housing
around
employment,
public
safety,
all
the
issues
that
we
work
on
there
there's
no
real
inclusion
of
of
this
very
vulnerable
community
that
we
witness
when,
when
people
talk
about
violence
against
lgbtqia
plus
communities,
what
they're
really
talking
about
is
violence
against
black
trans
women
and
so
in
in
women,
trans
women
of
color.
G
Those
are
the
majority
of
victims
of
violence,
from
quote
lgbtqia
plus
violence.
This
this
year
alone,
2021
there
were
130
anti-transgender
bills
introduced
in
legislatures
all
over
the
country,
including
minneapolis.
I
mean
I'm
sorry,
including
minnesota,
which
saw
13
of
those
bills.
Thank
goodness,
we
have
a
a
governor
that
would
have
vetoed
those
bills
had
they
passed,
however,
when
when
these
bills
come
to
light,
whether
they
pass
or
not,
they
still
have
a
debilitating
impact,
an
effect
on
these
communities.
G
When
we
see
you
know,
media
figures
like
dave
chappelle
denouncing
the
reality
of
transgender
people's
lives,
that
has
a
impact
and
an
effect
on
the
mental
health,
particularly
of
our
young
people,
young
trans
and
gender
non-conforming
people,
which
the
majority
of
those
130
anti-transgender
bills
that
I
mentioned
were
targeted
towards,
and
so
it
it's
a
it's
a
constant
battle
for
recognition
of
the
humanity
of
trans
and
gender
non-conforming
people.
G
I'm
I'm
proud
to
be
in
a
city
where
we
can
have
this
conversation
where
we
can
host
eight
transgender
equity
summits,
where
we
can
elect
two
transgender
people
to
serve
on
the
minneapolis
city
council.
But
I
tell
you
we
still
have
a
very,
very,
very
long
way
to
go
and
a
lot
of
work
to
do,
and
so
this
is
transgender
awareness
week.
G
Many
of
them
work
are
our
colleagues
and
we
we
don't
know
it,
but
we
have
to
continuously
lift
up
this
community,
so
I
just
wanted
to
to
highlight
that
and
and
bring
some
awareness
to
these
issues
that
are
impacting
a
community
that
I'm
a
part
of.
Thank
you,
madam
president,.
B
Thank
you,
madam
vice
president,
and
I
know
that,
while
the
kind
of
violence
that
harms
people
or
and
someone's
life
is,
is
the
most
painful
we've
also
seen
such
an
extraordinary
increase
in
violent
language
and
violent
threats,
and
I
know
that
our
two
trans
council
members
have
experienced
extraordinary
rates
of
threatening
language
and
violent
language
directed
at
them,
which
you
know
it's.
It's
unacceptable
in
so
many
ways,
and
it
just
really
creates
an
environment
where
it's
hard.
B
B
I
hope
that
more
and
more
the
community
will
see
that
and
and
step
up
and
start
to
speak
up.
You
know,
I
think
it
really
matters,
even
if
it's
a
comment
on
next
nextdoor
or
facebook
or
in
a
community
meeting.
I
think
it
matters
when
neighbors
step
up
and
speak
up.
B
B
So
thank
you
to
everyone
for
all
the
work
this
cycle
have
a
good
weekend
and
next
week,
there'll
be
a
long
weekend
with
thanksgiving
holiday.
Thank
you
to
everyone.
We
are
jerked.
