The
regular
meeting
of
the
minneapolis
committee
of
the
whole
will
now
begin
good
morning.
Everyone,
even
though
my
script
always
says
good
afternoon,
cow
is
always
in
the
morning.
My
name
is
jeremiah
ellison,
I'm
the
chair
of
the
committee
of
the
whole
and
I'm
going
to
call
to
order
our
regular
committee
meeting
for
thursday
september
23rd.
A
I'd
like
to
note
for
the
record.
This
meeting
has
remote
participation
by
council
members
and
city
staff
as
authorized
under
the
minnesota
open
meeting
law,
section
13
d
.021
due
to
the
declared
state
of
local
public
health
emergency.
I
will
also
note
that
the
city
will
be
recording
and
posting
sorry.
I
I
will
also
note
that
the
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel.
This
meeting
is
public
and
subject
to
the
minnesota
open
meeting
long
at
this
time.
D
D
B
D
D
A
Thank
you.
Let
the
record
reflect
that
we
have
a
quorum.
We
have
just
one
item
on
our
agenda
today,
in
addition
to
our
reports
of
committees
that
have
met
this
cycle.
The
agenda
item
is
a
report
on
the
contract
awards
and
amendments
that
have
been
approved
over
the
last
several
weeks
by
the
ad
hoc
work
committee
established
for
the
american
rescue
plan
act
related
expenditures.
A
A
All
right
well
seeing
no
discussion.
I
will
direct
the
clerk
to
file
that
report.
A
Next
we
will
receive
reports
from
the
standing
committees
on
matters
to
be
considered
by
the
full
council
this
friday
and
we
will
begin
with
the
budget
commit
committee
chaired
by
councilmember,
paul
masano,
but
councilmember
paul
asano.
If
you
can
hold
off.
I
want
to
allow
council
member
osman
to
note
himself
for
the
record.
A
Awesome
councilmember
paul
masano.
F
Thank
you,
mr
chair.
Last
week
we
received
and
filed
the
mayor's
2022
recommended
budget,
and
this
and
today
this
afternoon
in
committee,
we
will
start
to
receive
departmental
presentations.
Those
reports
will
begin
oops
with
presentations
from
the
city
clerk's
office,
the
coordinator's
office,
which
includes
igr
the
city
auditor
and
our
assessor,
happy
to
answer
any
questions.
A
Thank
you
for
the
report
not
seeing
any
questions.
Our
next
report
will
be
from
the
business
inspections,
housing
and
zoning
committee
chaired
by
council
member
goodman.
G
Good
morning,
mr
chair
members
of
the
committee,
the
biz
committee
is
bringing
13
items
forward
for
approval
on
friday
item.
One
is
approving
an
application
for
a
restaurant
at
tennent
at
4300.
Bryant
item
number
two
is
ito
bottle
shop.
E2
must
be
like
east
town
bottle
shop
at
305,
washington
avenue
south
item
three
is
the
buttered
tin
also
approving
a
license
for
them
and
item
four
is
approving
a
license
for
strike
theater
item.
Five
is
the
final
resolution
for
the
tax
increment
plan
at
worth
on
the
woods
item?
Six?
G
G
Is
the
minneapolis
workforce
board
appointment?
This
is
filling
an
unfilled
term
item.
11
is
a
rezoning
at
5113
east
lake
street
item
12
is
the
exterior
exterior
building
materials
ordinance
and
item
13?
Is
the
loan
for
the
aquifer
thermal
energy
storage
system
at
the
towerside
innovation
center?
With
that,
I'm
happy
to
answer
any
questions
about
items
1
through
13
for
tomorrow.
A
Thank
you
for
the
report.
Councilmember
goodman,
I'm
not
seeing
any
questions.
Oh
actually
councilmember,
council.
Vice
president
jenkins.
Yes,.
D
Thank
you,
mr
chair.
I
I
just
had
a
inquiry
council
member
goodman.
I
think
it's
item
number
nine.
You
mentioned
tod
grant
for
30
30
nicolet.
D
G
D
G
So
it's
good
news
we're
accepting
money
as
well
as
accepting
money
for
a
project
that
ppl
is
doing
and
for
the
chicago
lake
rebuild
at
810,
east
lake
street
and
a
tod
grant
and
then
the
tod
grant
as
we
discussed.
So
this
is
accepting
grants
from
the
met
council.
D
That's
great,
I
mean
30
30
nicolette
is
one
of
them
as
chicago
and
lake
rebuild
as
well
were
damaged
in
the
last
summer's
unrest,
and
so
the
3030
nicolet
project
is
going
to
be
a
affordable
housing
development
that
the
community
is
really
excited
about,
so
glad
to
know
that
funding
and
resources
are
starting
to
flow
in
that
direction.
Thank
you.
So
much.
G
A
D
Thank
you,
mr
chair.
The
policy
and
government
oversight
committee
will
be
bringing
forward
37
items
today
or
tomorrow.
Rather
item
number
one
is
waiving
the
residency
requirement
for
john
bernstein
serving
on
the
capital
long-range
improvement
committee.
D
D
Item
number
12
is
accepting
a
bid
for
mailing
services
for
utility
billing
item
number.
13
is
a
request
for
proposals
for
legal
services
panel
for
a
legal
services
panel
for
2022
through
2024
items
14
through
36
are
legal
settlements
and
item
number
37
is
related
to
the
hiawatha
maintenance
facility.
D
Campus
expansion
authorizing
staff
to
continue
with
the
project,
with
the
exception
of
the
outreach
and
training
facility
and
new
central
stores
building.
D
While
this
item
is
on
tomorrow's
council
agenda
staff
is
recommending
that
this
item
be
held
over
in
council
for
one
cycle
to
allow
for
the
completion
of
an
updated
fiscal
and
racial
equity
impact
analyses
to
correspond
with
this
staff
direction.
It
is
my
understanding
that
council
member
reich
will
make
this
motion
at
tomorrow's
city
council
meeting.
D
We
also
had
a
very
timely
and
comprehensive
policy
recommendations
report,
an
update
from
the
transgender
equity
council
and
mr
chair.
I
will
stand
for
any
questions.
A
Thank
you
I'll
pause
for
questions
for
a
second,
I
don't
see
any
incoming.
So
thank
you
for
the
report.
Next,
we
will
hear
from
the
public
health
and
safety
committee
chaired
by
council
member
cunningham.
E
Thank
you,
mr
chair.
The
public
health
and
safety
committee
is
bringing
forward
six
items
for
approval
tomorrow.
The
first
is
authorizing
a
contract
with
caju
non-profit
organization,
the
amount
of
60
000
for
culturally
specific
programming
for
youth
engagement
and
leadership.
Development
item
number
two
is
authorizing
a
contract
with
the
local
foundation
and
the
amount
of
30
000
for
running
and
cross-country
skiing
youth
programming
item
number
three
is
authorizing
a
revenue
contract
with
the
minnesota
timberwolves
in
the
amount
of
285
000
for
bomb
detection
security
services
at
target
center.
E
E
E
Six
is
authorizing
a
contract
with
nationwide
mutual
insurance
for
the
use
of
a
vehicle
by
the
police,
auto
theft
bait
vehicle
program
for
two
years-
and
I
do
just
also
want
to
flag
for
folks
that
this
upcoming
meeting
of
the
public
health
and
safety
committee
on
the
30th
will
include
a
public
hearing
related
to
the
right
to
counsel
as
well
as
present
ordinance,
as
well
as
presentations
related
to
a
community.
E
Our
monthly
community
safety
update,
as
well
as
the
update
on
the
eliminating
lead
action
plan,
an
update
on
the
alternatives
to
policing
work
that
has
been
happening
so
that
will
include
the
overnight
parking
work.
The
mobile
mental
health
teams
civilianizing
the
positions,
the
one
and
nine
one.
One
work
we'll
be
getting
an
updating,
update
related
to
the
staffing
study,
as
well
as
the
traffic
enforcement
safety
staff
direction.
E
E
Resolution
city
city,
council
resolution,
so
we
have
some
pretty
important
action
items
coming
up
on
september
30th,
so
just
want
to
flag
that
for
folks,
both
the
public,
as
well
as
my
council,
colleagues,
that
there's
going
to
be
some
really
important
information
there,
both
about
public
safety
and
public
health
and
I'm
happy
to
answer
any
questions
on
the
items
that
will
be
brought
forward
before
council.
Thank
you.
A
Thank
you
so
much
for
the
report
and
and
I
will
call
on
council
president
bender
to
speak.
B
Thank
you,
chair
ellison,
I'm
here
for
the
record,
and
the
executive
committee
has
just
one
item
simply
a
receive
and
file
report
of
the
mayor's
emergency
regulation
that
the
council
had
approved
last
cycle.
B
A
All
right,
thank
you
for
the
executive
committee
report,
jumping
in
line
and
budging
tpw,
but
it's
okay.
So
next
we
have
the
transportation
and
public
works
committee
chaired
by
council
member
rank.
C
C
The
first
three
have
to
do
with
our
special
service
districts
and
improvement
districts.
Four
is
a
border
avenue
extension
project
and
the
acquisition
exchange
of
real
estate.
For
that
end,
five
is
an
mou
for
requests
for
proposals
for
a
shared
bike
and
scooter
program
and
I'll
be
working
with
our
other
jurisdictional
partners
with
newborn
park
and
rec,
and
the
city
of
saint
paul.
C
Six
is
a
contract
with
global
specialties
contractors
for
pv
plaza
construction
project.
Seven
is
electrical
vehicle
charging
rates
for
the
twin
cities,
electrical
vehicle
mobility
network:
eight
is
the
uniform
assessment
rates
for
2022
and
9
10
11
are
all
bids
low
bids
for
activities
of
the
department.
Mr
sure
I'll
stand
for
questions
as
necessary.
A
Sounds
good,
I'm
not
seeing
any
questions.
