begin

meeting

the
city,
council
and
staff
is
authorized

minnesota
statutes.

the
city

meeting

the

This
meeting
is
public
and
subject
to
the
minnesota
open
meeting
law

this

the

past
december,

department
to
present,
but
I
know
that
the
head
of
hr
and
patience
ferguson
is
going
to
open
us
up
before
we
get
in
I'll
note
that
I've
met
with
mben
over
the
last
several
months
and
also
have
met
with
people
from
hdhr
departments,
and
I
really
appreciate
all
the
work
that
we
have
have
done
and
they
have
done
in
order
to
get
to
this
point
and
with
that
I'll
turn
it
over
to
patients.

We
were
directed
at
that
time
to
do
some
engagement
with
our
various
employee
groups
and
today
what
we
will
do
is
ricka
will
do
is
provide
that
information
for
you
and
a
recommendation,
and
so
with
that
in
mind,
I
will
turn
the
rest
of
this
presentation
over
to
ricka
stenderson,
who
is
the
director
of
total
compensation
for
the
city
of
minneapolis.

During
the
past
year,
many
organizations
incorporated
juneteenth,
which
is
june
19th
into
their
paid
holiday
programs,
and
many
more
both
public
and
private
sector
are
considering
adding
it
as
a
paid
holiday
this
year,
juneteenth,
as
everyone
is
aware,
as
a
day
of
historical
importance
that
celebrates
the
emancipation
of
those
who
had
been
enslaved
in
the
united
states.

When
we
looked
at
what
some
of
our
neighboring
jurisdictions
are
doing,
hennepin
county
recently
eliminated
their
christmas
eve
holiday
and
replaced
it
with
a
leave
day
of
pay
which
employees
can
take
with
supervisor
approval.
Many
other
jurisdictions
also
offer
floating
holidays.
Ramsey
county
has
10
holidays,
plus
two
floating.
H
The
state
of
minnesota
offers
ten
holidays
and
one
floating
holiday,
hennepin
county,
as
I
said,
has
ten
holidays
and
one
floating
holiday.
St
paul
currently
has
ten
holidays.
Mac
council
has
10
holidays,
plus
two
floating
holidays
next
slide.
Please,
as
patients
mentioned
earlier
in
january,
hr,
delivered
a
presentation
to
the
executive
committee
and,
as
a
result
of
that,
we
agreed
to
go
back
and
obtain
feedback
from
city
employees
and
labor
unions.
As
a
next
step.
Based
on
that
research,
the
following
options
were
decided
to
be
presented
to
employees
in
labor
for
feedback.

It
would
be
considered
a
benefit
takeaway.
If
we
removed
either
of
those
days
and
converted
them,
because
that
time
off
would
be
no
longer
considered
confirmed
time
off
for
the
employee,
in
addition,
some
of
our
employees
rely
on
working
holidays
to
earn
holiday
pay
and,
if
converted
to
a
floating
holiday,
employees
could
not
earn
that
holiday
pay
and,
in
addition,
employees
would
be
required
to
obtain
supervisor
approval
to
use
a
floating
holiday,
so
that
approval
would
be
subject
to
staffing
requirements
and
other
factors
and
therefore
not
a
guarantee
that
employees
could
have
that
day
off.

Next
slide
there
was
strong
interest
and
support
for
adding
a
new
floating
holiday
to
the
holiday
schedule
or
adding
juneteenth
as
a
new
paid
holiday.
Either
of
these
options
would
reflect
the
city's
commitment
to
diversity,
equity
inclusion
and
would
likely
receive
strong
support
from
both
our
employee
population
and
labor
unions.

So
in
essence,
the
hard
dollar
cost
of
adding
a
new
paid
holiday
as
far
as
labor
costs
would
be
approximately
300
000,
which
would
be
borne
by
departments
in
the
form
of
labor
crap
labor
costs.
That's
because
the
city
would
be
paying
the
1.5
million,
regardless
of
whether
it
was
a
holiday
or
not.

The
soft
cost
of
a
holiday
would
be
the
last
productivity.
For
that
particular
day,
adding
a
floated
floating
holiday
would
cost
slightly
less,
as
the
costs
would
be
spread
across
multiple
dates
that
employees
would
take
the
holiday
and
wage
factors
are
not
as
significant
the
floating
holiday
would
also
accommodate
employees
who
would
who
wish
to
celebrate
other
significant
religious
or
personal
dates
with
the
day
off.
However,
employees
would
need
supervisor
approval
to
use
that
day.
H
So,
based
on
the
input
gathered
and
the
options
available,
human
resources
is
recommending
that
the
city
create
a
new
paid
holiday
on
juneteenth.
This
action
would
commemorate
an
event,
that's
important
to
many
city
employees.
It
reflects
our
commitment
to
inclusive
holiday
offerings.
It
will
be
positively
received
by
employees
and
labor.

It
would
be
our
intent
that
this
inclusive
holiday
would
be
available
to
all
city
employees
and
the
timing
and
passing
approval
of
this
would
be
to
allow
for
the
juneteenth
holiday
to
be
recognized
this
year
in
2021,
because
juneteenth
is
a
saturday.
This
year
the
holiday
would
be
celebrated
on
friday
june
18th
and
we
in
hr
will
work
with
those
other
departments
on
the
implementation
plan,
as
discussed
and
determined
at
today's
meeting,
and
with
that
I
will
be
happy
to
answer
any
questions
or
hear
any
comments
or
discussion.

sure
there
will
be
both
a
number
of
questions
as
well
as
comments,
but
I
will
I
will
go
ahead
and
move
approval
of
this.
This
item
right
now
it
it
makes
a
whole
lot
of
sense
to
me,
and
especially
after
I
had
the
time
to
engage
with
our
mbn
employees
and
others
at
hr.

Our
staff,
and
especially
our
black
employees
in
minneapolis,
have
been
through
quite
a
bit
over
this
last
year
and
having
a
day
of
of
both
recognition
and
certainly
a
day
that
is
celebrating
the
emancipation
of
of
those
who
have
been
slaved
in
the
united
states,
I
think
is,
is
in
many
respects
the
least
we
can
do
not
to
mention.

We
need
to
retain
employees
right
now,
especially
our
black
employees,
and
this
is
one
small
step
to
ensure
that
that
they
are
are
both
celebrated
and
have
the
necessary
space
to
reflect,
especially
after
the
last
year
that
we've
had
we.

We
did,
of
course,
look
at
the
floating
holiday
as
an
option,
but
the
issue
there
was
that
it
would
require
supervisor
approval
which
may
or
may
not
be
granted,
and
if,
if
people
were
looking
to
take
juneteenth
off,
then
you
know
it
would
be
questionable
as
to
whether
they
could
actually
get
it,
especially
if
all
the
black
employees
in
our
in
our
city
were
looking
to
take
that
particular
day
off.
I
think
it
would
be
even
more
problematic
so
happy
to
move
approval
of
this
item
and
I
see
council
vice
president
jenkins.

First
of
all,
just
thank
the
director
ferguson
as
well
as
miss
stenderson
for
bringing
this
proposal
forward.

I
wholeheartedly
support
this
recommendation,
as
is
including
the
expedited
approval
process
to
come
to
the
council
this
coming
friday
and
and
really
expedite
this
this
process
as
a
descendant
of
enslaved
africans,
I
I
gotta
tell
you
this
is
more
than
just
a
holiday
or
more
than
just
a
day
off
or
a
or
even
even
just
a
a
recognition
of
the
value
of
african
american
employees
at
the
city
of
minneapolis.
It's
much
more
than
that,
and
it
it's
it
absolutely.

You
know
the
the
recommendation
that
goes
beyond
just
having
it
as
a
floating
holiday.
This
is
a
day
that
every
american
should
be
proud
of,
because
we
no
longer
have
the
horrible
institution
of
slavery
as
a
part
of
our
ongoing
narrative.
Yes,
it
is
absolutely
a
part
of
our
history
as
a
nation,
but
we
have
thankfully
moved
beyond
that
chapter
and
we
have
so
much
more
work
to
to
do.

But
this
recognition
of
juneteenth
as
a
city-wide
holiday
is
is
really
of
critical
importance
and
I
think,
as
we
move
forward
and
and
give
our
employees
the
opportunity
to
recognize
this
day
and
have
a
day
off
to
reflect
to
to
to
be
with
family
to
to
share.

also
as
a
city
need
to
promote
this
holiday
more
widely
and
more
broadly
throughout
our
city
and
and
really
educate
our
community
about
the
importance
of
juneteen
etc.
So
I
don't
see
this
as
just
a
recognition
of
african
americans
who
have
been
emancipated
from
slavery,
but,
more
broadly,
as
america
awakening
to
the
oppressive
harms
that
have
been.

today

we'll

voting
to
support
it,
as
recommended.
