the

for
today
and
we'll
begin
with
item

which
is

interim
designation
of

director

regulatory
services,

I

pronounce
the
whole
name.
I

approval
of
this
item
and
will
ask
if
there
is
any
discussion
and
I'll
just
note
how
excited
I
am
about
suray's
leadership
in
this
department.

course,
it's
sad
to
lead
director
lee
sad
to
lose
director
kim
keller.
She's
done
an
extraordinary
job,
but
I
know
that
sarai
is
ready,
willing
and
able
to
step
up
into
this
position
at
this
particular
time.
As
I've
mentioned,
she's
shown
some
really
incredible
leadership
throughout
and
proud
to
move
her
name
forward
as
in
his
interim
director.

echo

sentiments

just
offer
my
appreciation
to

garnett

julie,
for
stepping
into
this
interim
role.

You
know
reg
services
right
now
is
it's
one
of
the
most
important
ways
that
the
city
touches
people,
our
businesses,
our
our
rental
properties
and
we're
often
there
to
enforce
rules
which
are
intended
to
keep
people
safe
to
keep
our
community.

You
know
members
supported
and
healthy,
and
I
feel
that
you
know
during
my
time
in
office,
we've
really
been
able
to
focus
the
efforts
of
reg
services
in
being
being
able
to
meet
our
goals
of
race,
equity,
of
economic
equality
of
housing,
stability
and
really
leverage
the
work
of
this
department
even
connecting
you
know,
what's
happening
in
animal
care
and
control
to
our
broader
goals
around
safety
and
equity,
and
I
just
think
that
this
position,
you
might
think
of
someone
who's
a
rule
enforcer
as
being
you
know,
more
of
a
a
less
creative
role,
but
I
think
the
most
important
thing
about
regulatory
services
right
now
is
the
creativity
that
the
department
is
bringing
to
their
work.

about
how
I
can
support
your
leadership
in
this
time
as
your
interim
and
just
want
you
to
know
again
that
you
have
the
city
councils
on
unwavering
support
in
continuing
the
creative
approach
to
leadership

we've

regulatory
services

really
leveraging
all
of
the
work
of
the
department
to
make
sure
that
we're
supporting
community
safety,
community
health
and
racial
equity.

coordinator
I'll

this

know.
Similarly,
I'm
really
sad
to
lose.
Mark
ruff
he's
helped
to
lead
our
city
in
a
coordinator's
capacity
through
this
last
year,
which
I
mean
he's
been
working
tirelessly.
It's
this.
It's
been
tough
and
it's
been
hard,
but
he's
stepped
up
with
just
a
great
deal
of
integrity,
and
thank
you
so
much
for
his
leadership.

I'm
really
pleased
that
heather
johnson
has
had
the
willingness
to
come
forward.
She
has
such
a
great
deal
of
experience
and
she
comes
in
ready
to
lead.
B
This
is
a
really
hard
job
and
she's
she's
willing
to
come
in
to
find
some
stability
during
this
transition
and
serve
as
as
the
interim
coordinator
here,
she's
got
15
years
of
leadership
as
well
as
management
experience,
she's
a
former
city
manager
at
two
different
cities,
20
years
of
experience
working
for
cities
most
recently
with
chanhassen
and
I'll
also
note
that,
given
that
our
city
is
in
a
bit
of
a
financial
crisis
due
to
the
economic
downturn
in
covet
19.,
it's
helpful
to
have
someone
in
heather
who
is
also
a
former
budget
director
of
the
city,
former
city
manager,
two
cities
budget
director
brings
a
boatload
worth
of
experience
and
I
know
she's
ready
to
step
up
and
work
directly
with
others
in
the
city
coordinator's
office,
as
well
as
others
throughout
her
enterprise.

Through
this
transition,
you
know,
she's
someone
who
is
a
good
listener,
establishes
trust,
no
ego
and
and
just
a
smart
articulate
person
who
works
hard
for
government
and
are
again
really
pleased
of
her
willingness
to
step
forward.
So
I've
moved
approval
and
is
there
any
discussion
on
this
item.

But
I
I
did
want
to
just
comment
a
little
bit.
You
know
my
tenure
at
the
city
is
long
and
I
guess
buried
and
I
have
had
the
opportunity
to
work
with
miss
johnson
johnston
in
the
past
in
her
capacity
as
budget
director
and
found
her
to
be
very
extremely
knowledgeable
about.
You
know,
city
financing
and
budgeting
sort
of
you
know,
machinations,
etc,
etc.
D
And
you
know
you
have
noted
that
since
ms
johnson's
tenure
with
the
city,
she
has
gone
on
to
achieve
some
pretty
significant
accomplishments
on
behalf
of
various
cities
in
the
metro
area.
D
And-
and
I
I
mean,
I
think,
that's
excellent
background
and
experience
to
bring
to
this
interim
role
at
the
city
yeah.
I
do
just
want
to
express
my
own
personal
concern
and
I
I
guess
I
should
say
thank
you
heather
for
being
willing
to
step
into
this
role
at
the
city
at
this
really
difficult
time.

When
we
have
this
brain
drain,
it
feels
like
leaving
the
city
someone's
stepping
forward
and
saying
hey.
I
want
to
be
a
part
of
helping
to
move
the
city
forward.

You
have
to
appreciate
that
I'm
really
deeply
deeply
concerned
about
the
work
that
you
know,
city
former
city
coordinator,
mark
ruff,
was
very
supportive
of
and
leading
the
work
that
I've
been
focused
on
and
that's
racial
equity,
truth
and
reconciliation.

Updated
for
us
moving
into
the
year
2022
and
so
yeah.
I
I
just
want
to
just
really
express
those
concerns.
That's
where
I
am
really
going
to
be
focusing
my
energy
and
efforts,
I'm
bringing
this
up
so
that
all
of
us
may
think
about
how
do
we
keep
this
really
unique
and
important
work
does
truth
and
reconciliation
work
moving
forward?

It's
it's
a
it's
work,
that's
not
really
happening
elsewhere
around
the
country,
though
it
should
be,
and
I
really
would
like
to
ensure
that
that
we
can
devote
the
right
amount
of
attention
and
resources
to
that
work.

believe
we
have
council
president,
although
this
may
be
from
before.
I
can't
tell.

so
I
got
the
chance
to
talk
to
ms
johnston
this
morning
before
the
meeting.
I
think
she
left
the
city
just
as
I
was
coming
in
about
eight
years
ago,
and
so
we
didn't
overlap.
Like
some
of
my
colleagues,
I
believe
there
are
three
council
members
who
are
back
in
office
now
who
were
in
office
at
the
time
when,
when
johnson
was
last
here,
so
there's
been
a
huge
turnover
in
elected
leadership
in
the
city
and
an
enormous
amount
of
change
in
the
last.
E
You
know
eight
to
ten
years,
so
I
think
I
guess
I
just
want
to
share
some
of
the
themes
that
that
she
and
I
got
the
chance
to
discuss
briefly
this
morning
quickly
before
the
meeting
I
do
want
to
say
there
wasn't
engagement
with
the
city
council
before
this
appointment
was
made.
That's
just
a
fact,
so
we
are
just
reacting
to
a
nomination
which
I
understand
is
coming
with
a
quick
timeline
with
the
departure
of
mr
ruff.

You
know-
and
I
offered
my
support
with
a
very
short-term
interim
role
here
in
in
working
together
with
the
council.
Having
someone
come
in,
who
doesn't
know
the
current
leadership
of
the
city,
one
could
imagine
taking
a
month
or
two
just
to
get
up
and
running
and
get
to
know
everybody
and-
and
that's
not
really
going
to
be
possible
with
the
amount
of
work
that
is
before
all
of
us.
E
So
I
think,
we'll
all
have
to
come
together
and
figure
out
how
to
manage
that
transition
so
that
the
interim
coordinator
can
stay
focused
on
the
important
work
of
managing
the
department,
and
that
was
the
last
theme
that
we
covered,
which
is
just
the
real
desire.
I
think,
of
staff
and
leadership
within
the
coordinator's
office
to
have
more
focus
on
the
management
of
this
critically
important
department,
and
I
think
for
this
interim
role
for
future
coordinators,
which
will
happen
after
my
time.

I
think
it's
really
important
to
give
the
city
coordinator
the
time
and
encouragement
to
really
stay
focused
on
managing
this
critical
department,
which
includes
3-1-1
all
of
the
city's
communications
and
engagement
activities,
of
course,
budget
and
finance,
the
race
equity
work
sustainability
and
when
coordinators,
I
think,
get
you
know
drawn
in
or
or
themselves
kind
of
jump
into
trying
to
sort
of
mediate
or
get
very
involved
in
the
politics.

I
think
it
does
a
disservice
to
the
department
and
I
don't
think
it's
necessary.
Ms
johnson
and
I
talked
about
this.
We
have
a
process
to
make
policy.
As
elected
leaders,
each
city,
council,
member,
gets
a
vote.
The
mayor
gets
a
veto,
of
course,
there's
a
lot
of
back
and
forth
that
happens
behind
the
scenes,
but
I
do
think
it's
important
that,
at
the
end
of
the
day
that
we
we
rely
on
that
public
process
and
we
not
try
to
have
unanimous
consensus
behind
the
scenes
for
every
single
issue
that
comes
before
the
city.

So
I
would
encourage
all
of
us
to
help
support
ms
johnson
in
this
transition
to
really
focus
on
the
importance
of
managing
this
department
and
really
focus
energy
on
getting
to
know
the
staff
and
the
work
that
they're
doing
and
figure
out
how
she
can
support
again.
This
important
critical
work
around
race
equity
so
that
we
don't
miss
a
beat
and
so
that
we
don't
lose
any
time
in
continuing
the
work.
That's
so
critical
to
our
city
recovering
in
a
way
that
is
equitable
and
moves
our
city
forward
thanks.

both
heather

well
as
all
our
staff
throughout
the
city
who
truly
do
need
our
support,
especially
right
now
and

I
I
offer
my
full-hearted
support
to
her
leadership

interim

johnson's
face.

worked
with
her
before
but,
like
I
said,
highly
acclaimed
and
really
had
an
opportunity
to
chat
with
her
and
appreciate
what
she's
thinking
about
coming
into
this
role
and
her
interest
in
from
a
policy
maker
standpoint.
What
we're
seeing
and
what
the
opportunities
are,
what
the
strengths
are,
and
I'm
excited
to
work
with
her.

looking
forward

supporting
this
nomination
