we
have
to
honor
mark
ruff,

outgoing
city
coordinator
for
his
service
to
the
city.
So
I'll
just

it

I
wanted
to
bring
forward
this
resolution,
as
many
of
you
know,
mark
ruff's
last
day
was
last
week
and
it
wasn't
a
council
friday,
so
we
weren't
able
to
give
him
an
appropriate
send
off.
So,
mr
ruff,
we
wanted
to
provide
an
honorary
resolution
on
your
behalf,
and
I
will
I
will
start
by
reading
it.

Whereas
mr
ruff,
an
ardent
and
lifelong
advocate
for
environmental
justice
and
sustainability
represented
the
city
in
the
minneapolis
clean
energy
partnership,
a
partnership
among
the
city
and
its
electric
and
gas
utilities,
which
was
established
to
help
the
city
reach
its
climate
action
plan
goals
and
2040
energy
goals.
All
as
set
forth
in
the
city's
energy
vision
2014
through
the
development
and
implementation
of
activities
and
deliverables
outlined
in
biannual
work
plans.

whereas
mr
ruff
led
the
city
enterprise
through
several
major
public
events
that
were
held
in
the
city
of
minneapolis,
including
the
super
bowl.
The
ncaa
final
four,
the
x
games,
all
of
which
brought
national
and
international
attention
and
interest
to
the
city
and
raised
our
city's
profile
for
similar
opportunities
in
the
future.

Whereas
mr
ruff
took
the
helmet
city
coordinator
weeks
prior
to
the
onset
of
covid19's
global
health
pandemic
and
provided
steady
leadership
through
some
of
the
most
complex,
multifaceted
transitions
of
our
city,
enterprise
to
a
remote
work
environment,
leading
staff
efforts
to
address
our
city's
critical
financial
needs,
including
the
construction
of
two
complete
budgets
in
2020.
In
order
to
maintain
our
solvency
and
stability
and
whereas,
in
the
wake
of
the
murder
of
george
floyd,
mr
ruff
worked
tirelessly
day
and
night
to
coordinate
information
and
decision
making
during
a
period
of
intense
civil
unrest.

can't
see
mr
ruff,
so
I
I
assume
he's
on
the
call
somewhere
hard
to
talk
to
a
screen,
but
I'll
try
to
do
it.
It
is
with
enormous
regret
and
yet
respect
that
I
turn
on
my
mic
to
speak
to
my
friend
and
colleague,
mark
ruff
and
congratulate
you
for
a
really
great
job.
You've
done
for
the
city.
I
will
never
forget
the
first
time
I
met
you.

I
had
the
good
fortune
to
work
with
mr
ruff
on
the
building
commission,
which
I
would
point
out,
is
a
thankless
job
and
he
has
been
one
of
the
lead
staff
people
at
the
building
commission,
primarily
because
of
his
passion
for
workers
in
putting
together
the
new
public
service
center,
wanting
to
make
sure
that
the
city
hall
building
also
wasn't
left
behind,
but
brought
up
to
current
standards
and
made
sure
that
our
employees
working
in
that
building
had
a
really
great
work
environment.
But
I
think,
most
of
all,
for
me.

But
as
usual
in
both
of
his
positions
at
the
city,
he
stepped
towards
the
fire
in
order
to
create
a
better
outcome
for
residents.
I'm
really
sad
that
mark
made
the
decision
to
leave
the
city
during
this
critical
time.
But
I
respect
the
decision,
and
I
am
grateful
for
the
years
that
we've
had
to
work
with
you
mark,
and
I
wish
you
the
best
and
hope
that
we
will
be
able,
as
an
enterprise
and
individually
to
stay
in
touch
as
we
move
forward.

behalf

myself
and
my
colleagues
in
the
enterprise
executive
leadership
team.

I
met
mark
about
20
years
ago,
and
one
of
my
first
interactions
with
him
was
in
a
meeting
with
multiple
participants
discussing
a
very
high
profile
project
in
a
suburban
city.
The
meeting
was
heated
like
it
got
really
heated.
I
was
a
deer
in
the
headlights
and
I
looked
around
the
room
and
everyone
either
wanted
to
crawl
under
the
table
and
hide
or
step
into
a
boxing
ring
except
for
mark
mark,
was
perfectly
composed
and
somehow
managed
to
help
steer
the
conversation
in
a
more
productive
way.

I
called
him
after
panicked,
and
he
just
he
said
it's
just
personalities,
so
I've
I've
learned
from
mark
in
the
years
since
that
he
does
not
let
conflict
derail.
The
important
and
impactful
work
that
is
before
us
I'll
also
add
as
an
aside
that
20
some
years
ago,
he
was
the
first
person
that
I
knew
to
drive
an
electric
hybrid
car.

I
also
knew
that
he
shared
the
goals
of
the
city
of
minneapolis
in
that
govern,
there's
an
imperative
in
government
to
center
equity
sustainability
and
resilience
in
everything
that
we
do
so.
I
am
so
grateful
that
mark
chose
to
bring
his
talents
to
the
city
of
minneapolis
to
join
us,
his
colleagues
in
this
work
and
and
to
lead
this
work.

I
frequently
hear
from
from
colleagues
in
appreciation
for
mark's
wise
counsel,
his
authenticity,
his
humor,
his
kindness
and
his
his
investment
in
non-transactional
relationship
building.
That's
a
term!
I
hear
a
lot
lately
and
I
I
all
it
really
means
is
his
genuine
interest
in
in
getting
to
know
people
and
willingness
to
share
his
own
experiences
from
his
broad
life
interests
and
in
family
adventure,
travel,
biking
and
skiing.

His
love
of
the
boundary
waters
and
adventures
and
and
the
the
community
building
work
that
he
does,
that
he's
done
his
whole.
His
whole
life
outside
of
his
job,
his
home
improvement
projects
and,
just
generally
his
his
insatiable
curiosity
and
interest
in
people,
culture,
nature
and
place.

One
of
mark's
legacies-
and
this
was
touched
on
in
the
in
the
I
think
said
well
in
the
resolution-
is
that
he
led
and
supported
the
city
and,
in
particular
the
city's
enterprise
leadership
team,
to
come
together
and
work
as
a
team
during
the
greatest
period
of
crisis
and
turmoil
that
I
think,
we've
known
as
a
city
in
in
a
long
time,
and
I
really
can't
overstate
mark's
role
behind
the
scenes
in
ensuring
that
all
of
us
were
able
to
focus
on
the
most
critical
work
and
the
critical
needs
face
that
that
our
residents,
businesses
and
community
members
had.

this
teamwork,
and
not
just
the
leadership
team
inside
the
city,
but
also
the
teams
that
we've
built
with
with
external
partners
as
well.
This
will
continue
for
a
long
time,
so
I'm
very
grateful
to
mark
for
that
and
really
believe.

a
strong
legacy.

mentioned,
he's
a
consummate
problem
solver-
and
I
think
in
many
ways,
including
the
specific
things
that
have
been
highlighted,
is
that
combination
of
skill
and
experience
matched
with
a
real
big
overview
of
of
purpose
and
functionality
in
government,
and
so
it's
always
a
great
pleasure
to
not
just
work
on
specific
things
with
mr
ruff,
but
to
take
the
time
to
soundboard
specific
things
in
a
bigger
framework
and
his
ability
to
do
that.

His
wisdom
in
that
area,
I
think
I
leaned
a
lot
that
was
not
necessarily
formally
what
we
were
supposed
to
be
talking
about,
but
informally,
and
for
many
things
that
we
do,
and
certainly
I
was
enriched
by
it
and
wanted
to
make
a
public
extension
of
gratitude
for
that.

that,

certainly
is
something
that
I
will.

councilman
wright
wanted

just
offer
my
public
gratitude

your
commitment

service

city

stepping

city,
coordinator's
role,
and
then
subsequently,
you
know
having
to
to
help
guide
and
lead
through
a
global
pandemic
which
would
have
been
herculean
and
and
monumental
enough.

then
we
had
the
subsequent
uprisings
and
and
and
turmoil
that
has
rocked
our
city
and
and
your
your
leadership
and
and
calm
demeanor
had
was
just
so
invaluable
during
those
times
and
to
keep
the
city
help
us
keep

city
moving
forward
in
this
time
of
crisis
and
keep
the
work
going.
That
had
been
already
started,
trying
to
help
keep
employee
morale
up.
You
know
it's
been
an
enormously
challenging
time
at
the
city,
and
so
just
want
to
thank
you
for
your
service.

Your
humor,
in
in
in
many
situations,
has
helped
me
personally
to
to
deal
with
some
of
the
the
challenges
and
the
crisis
of
governing
the
city
of
minneapolis.
So,
like
many
others
have
stated
best
wishes
to
you
in

your
future
endeavors,
and
I
am
hopeful
and
sure
our
past
will
continue
to
cross
in
the
future.

really
miss
seeing
him

the
hallways,

matter

was
going
on,

matter

urgent
matter
was
happening

midst.

always

steady

calm,
and
I
just
will
greatly
miss
him

person

work
my
best
to
continue
with
some
of
the
relationships
he's
helped
to
bring
between
the
city
and
the
county
between
the
city
and

others,

I
just
wanted
to
make
sure
that
got
included.

Just
I
wanted
to
share
a
few
words
you
know
for
our
city
coordinator,
mark.
I
had
the
opportunity
to
first
meet
you
out
in
the
community
in
in
ward
9
and
you
you
got
to
meet
my
family
and
we
had
a
really
a
really
good
exchange,
and
I
was
really
happy
to
to
know
somebody
at
such
a
high
level
position
at
the
city
who
had
roots
in
ward
9.
I
I
I
think
that
that
is
that
is
hard
to
find,
frankly,
because
ward
9
is
such
a
disempowered,
neighborhood
and
community
overall,
because
we
are
a
racially
concentrated
area
of
poverty,
as
noted
by
the
by
the
metropolitan
council.
So
I
felt
really
really
good
about
having
you
in
the
in
the
top
echelons
of
city
leadership,
because
you
understood
that
community
you,
you
visited
that
community.
I
You
know
probably
once
a
week
because
of
your
connections
to
to
that
ward
and
that
neighborhood
and
that
and
that
congregation,
and
so
I
quickly
warmed
up
to
you
and
and
of
course
my
then
aide,
aisha
gomez,
who
is
now
a
state
representative.
I
You
know
bonded
over
over
kombucha
recipes
and
and
things
like
that
with
you,
and
that
was
also
really
really
really
nice,
because
we
don't
get
to
make
those
personal
connections
as
much
with
city
staff
on
an
everyday
basis.
We
really
have
to
focus
on
solving
all
of
the
crises
of
the
city,
and
so
it
really
prevents
us
from
really
enjoying
the
collegiality
and
and
personal
attributes
that
people
bring
to
the
workspace.
I
So
I
just
wanted
to
say
that
I'm
I'm
really
sad
to
see
you
depart.
I
think
that
you
have
been
an
extremely
capable
and
and
confident
and
reliable
leader
in
in
very
unstable
times,
where
frankly,
council
members
weren't,
on
top
of
it
all,
and
we
just
couldn't
and
probably
shouldn't
have
been
expected
to
be,
on
top
of
it
all
because
of
the
the
pandemic
and
and
the
murder
of
mr
floyd
and
everything
that
our
city
survived
last
year.
I
And
I
just
wanted
to
to
share
that.
You
always
projected
a
very
calm
nature
about
the
work
of
the
city
coordinator,
which
I
feel
like
ward
9
residents
benefited
from,
because
we
could
then
focus
on
a
lot
of
the
other
emergencies
happening
in
our
districts,
and
I
had
the
opportunity
to
work
with
a
few
different
city
coordinators,
stephen
bosacker.

Of
course,
nuria
vandermeide,
you
and-
and
I
feel,
like
you,
you
of
all
really
were
able
to
show
up
in
in
this
work
and
in
the
space
and
in
this
job,
in
a
very
in
a
very
confident
place
of
bringing
people
together
and-

I
really
just
appreciate
your
public
service
to
residents
to
the
city
of
minneapolis
to
our
award,
and
I
hope
that
your
future
adventures
include
staying
connected
with
us
and

that
your
family,

chair,
is
able

cherish

him

had

opportunity

him

The
mayor
issued
emergency
regulation
2001-4

august

which

coverings,
went
inside
all
city
hall,
buildings
and
facilities
and
city
employees
went
inside
all
properties,
regardless
of
vaccination
status.
This
amendment,
the
resolution,
will
ratify
that
emergency
regulation.

emergency
declaration
