the
chair
of
this
committee
and,
as
we
begin
I'll
note
for
the
record
that
this
meeting
has
remote
participation
by
members
of
the
city,
council
and
city
staff
as
authorized
under
minnesota
statutes,
section
13
d
.021
due
to
the
declared
local
public
health
emergency.
I'll,
also
note
that
this
meeting
will
be
recorded
and
posted
to
the
city's
website
and
youtube
channel.

just
note
that
we
are
attempting
to
see
if
we
can
get
council
member
johnson
to

join
us

we

there's
a
possibility
by
the
time.
We
need
to
take
a
vote
that,
in
fact,
we
will
have
the
required
numbers.
So
with
that
colleagues,
our
our
agenda

I
won't
move

Nor
will
I
move
the
the
minutes.

I
will
move
directly
into
the
the
primary
item
that
we
want
to
talk
about
today,
which
is
the
discussion
portion
of
our
agenda
and
it's
an
update
on
the
covet
19
regulations
and
future
action
plans
and
our
chief
human
resources
officer
patience.

that

mayor
frye
and
members
of
the
executive
committee,
I
am
here
to
report
on
the
the
policy.
As
mayor
fry
had
mentioned,
the
executive
order
regulation
is
designed
to
inform,
and
also
to
communicate,
enterprise-wide
what
the
city's
response
is
to
protect
the
to
the
extent
possible
city,
employees
and
the
public
from
the
threat
resulting
from
the
spread
of
covenant.

to
that
end,
we
are
working,
and
we
have
created
a
policy
designed
to
do
just
that
in
the
policy.
It
defines
what
a
covered,
what
it
is
around
testing
and
the
testing
and
vaccination
policy.
It
talks
about
the
the
goals
of
the
policy.
It
also
defines
for
the
city
what
a
cup,
what
cover,
what
covered
persons
are
and
who
this
the
policy
is
designed
for.
It
also
lays
out
the
roles
and
responsibilities
of
each
and
every
person
in
the
city,
including
staff,
including
employees,
leaders
in
human
resources.

also
provides
for
us
to
modify
our
procedures
based
on
the
most
recent
information
that
we
receive
from
public
health,
and
we
in
this
policy
also
felt
it
was
very
important
for
us
to
take
a
phased
approach
and
we
have
included
that
in
the
policy.
As
you
all
know,
because
this
is
the
covet
pandemic-
is
still
ravishing
our
communities,
we
felt
it
was
very
important
to
take
a
deliberate
and
intentional
approach
based
on
science
and
that's
what
you'll
see
in
this
policy.

also
like
to
mention
that
the
reason
why
we're
taking
a
phased
approach,
specifically
around
the
procedures
is
that
we
wanted
to
have
the
ability
to
put
the
systems
and
processes
and
structures
in
place
to
create
the
right
infrastructure
to
test
our
employees
with
minimal
disruption,
at
the
same
time
also
creating
and
encouraging
a
safe
environment
for
employees.

So
our
plan
is
around.
The
procedures
is
to
begin
testing,
starting
with
the
convention
center
this
week
as
a
way
to
work
out
our
process
and
our
logistics.
In
addition,
we
also
are
working
on
the
communication
regarding
the
attestation
process,
and
that
is
so
that
we
can
verify
how
many
employees
within
our
enterprise
have
actually
been
vaccinated.

So
we
are
working
and
putting
together
the
timelines
for
that
we
have
had
many
meetings
with
the
convention
center,
which
is
our
pilot
in
this
phase
one.
We
have
also
put
together
communications
plans
in
collaboration
with
our
communications
department,
and
we
will
continue
to
communicate
to
our
employees.
We've
already
started
communicating
to
our
employees.

know
that
you,
mayor,
put
in
place
an
emergency
order
as
part
of
the
declared
state
of
emergency
related
to
covid,
to
implement
this
policy.
You
did
that
with
my
full
support.
I
know
council
vice
president,
isn't
here,
but
had
also
voiced
her
support
for
that
approach
in
our
private
meetings
and
as
we
do
with
all
of
the
emergency
regulations,
the
council
will
have
the
chance
to
approve
that
as
part
of
friday's
city
council
meeting.

So
just
wanted
to
appreciate
all
the
work
that
staff
has
done
to
really.
You
know
from
the
very
beginning,
engage
with
employees
to
talk
with
the
department
heads
to
meet
with
our
employee
resource
groups,
the
bargaining
units
and
really,
you
know,
hear
from
folks
about
how
they've
experienced
the
pandemic
as
well
as
to
rely
on
the
expertise
of
our
health,
commissioner
and
public
health
experts
to
help
us
create
an
environment
where
our
employees
can
be
safe.

I
know
a
lot
of
our
employees
have
been
working
in
person
from
the
very
beginning
of
the
pandemic
and
then
others
are,
in
various
stages
of
you
know,
working
from
home
or
transitioning
back
in
the
future.
So
as
we
navigate
all
of
that
again,
I
know
that
we
all
have
a
commitment
to
making
sure
that
the
environment
we
create
is
as
safe
as
possible
for
everyone.

This
was
no
light
lift
and
it
won't
be
an
easy
lift,
especially
over
these
next
few
months
as
we
move
towards
implementation,
it's
a
pretty
significant
endeavor
to
roll
out
a
policy
like
this
and
by
the
way
it's
the
the
the
requirement
is
testing
which
you
can
opt
out
of.

If
you
are
vaccinated
just
to
be
clear
on
where
the
requirement
lies,
it
lies
with
the
testing
itself,
but,
of
course,
if
you
are
vaccinated,
it's
not
necessary,
and
so
so
yes,
we've
signed
an
emergency
regulation
now
moving
it
through
the
council
cycle
as
well
and
any
other
questions
or
or
comments.

clerk,
I'm
assuming
council
member
andrew
johnson,
is
not
here
yet.

correct.
His
his
staff
was
trying
to
reach
out
to
him
to
see
if
he
could
join,
but
we
have
not
heard
anything
yet
and
he
has
not
joined
yet.

Well,
in
the
interest
of
moving
things
along,
my
understanding
is
that
staff
can
and
is
commencing
work
already
on
this
due
to
the
regulation
itself,
and
you
know-
certainly
I,
if,
if
you
all,
are
able
and
to
coordinate
to
just
to
make
sure
we've
got
next
steps
moving
along
both
for
this
executive,
the
next
executive
committee
meeting,
but
then
also
the
the
council
meetings
as
well.
I
think
that's,
probably
the
route
council
president.

Yes,
mayor,
I
think,
as
far
as
the
emergency
regulation
we're
all
set
to
take
that
up
on
friday,
with
with
no
issue,
I
do
think
as
as
it
currently
stands,
the
emergency
declaration
is
set
to
expire
at
the
end
of
october.
So
I
think
one
you
know
just
to
highlight
one
topic.

I
guess
for
councilmember
gordon
here
and
others
is
that
you
know
our
choice
at
that
time
would
be
to
either
codify
this
policy
and
others
in
a
different
way
through
the
counsel
process
or
to
review
and
and
determine
if
we
should
extend
the
emergency
declaration
further.
So
those
conversations
are
also
underway
as
part
of
just
understanding
how
we
might
transition
from
the
state
of
emergency
to
a
different
phase
of
the
pandemic
and
policies
to
to
handle
it
long
story
short.
I
think
everything
is
you
know
moving
along
as
it
should
be.

regulation,
as
you
said,
is
in
place.
It
will
be
at
the
council
on
friday
and
then
we're
working
together
to
look
at
the
longer
term
transition
plans
with
great
leadership
from
from
patients
and
others
