units,

which

be
affordable
to
households
at

developer,
jadt
development
llc
has
requested
up
to
three
million
eight
hundred
and
seventy
six
thousand
four
hundred
dollars
in
pay-as-you-go
tiff
assistance
from
the
city
to
pay
for
eligible
construction
costs.
The
satori
apartments
tax
increment
financing
plan
establishes
a
new
housing
tip
district
with
a
term
of
26
years.

addition
to
this
tax
increment
financing,
the
project
has
also
received
a
hennepin
county,
tod
grant
and
a
state
deed
grant.
This
request
for
tax
increment
financing
represents
the
final
piece
of
the
capital
stack
needed
to
bring
the
project
to
closing,
and
the
project
has
also
received
all
of
its
land
use
approvals.

The
increased
property
value
resulting
from
the
construction
of
this
project
will
not
be
included
in
the
city's
general
tax
base.
The
increase
in
property
value
will
be
applied
to
the
city's
general
tax
base
once
the
tip
district
is
decertified
which
is
anticipated
to
occur
in
about
26
years,
the
city
would
retain
10
percent
of
the
tax
increment
generated
each
year
for
payment
of
tiff
administrative
costs.

were
approved
by
the
city
council
through
the
2021
budgeting
process.

zoning
code
text,
amendment
addressing
off-street
parking
loading
and
travel
demand
management
regulations.
The
amendment
is
being
brought
forward
by
council
members,
gordon
and
fletcher.
I've
been
working
with
joe
bernard
on
the
amendment
who
has
really
been
leading
this
work
and
I'll
turn
this
over
to
him.
After
several
slides,
I
think,
to
sufficiently
cover
the
amendment
we
have
about
10,
maybe
15
minutes
of
presentation
for
you
today
next
slide.

see
this
as
a
critical
step
in
the
implementation
of
minneapolis
2040
grounded
in
the
goals
that
include
eliminating
disparities,
access
to
affordable
housing
and
furthering
climate
change,
resilience
and
minneapolis
2040
does
have
pretty
clear
language
calling
for
the
elimination
of
minimum
off-street
parking
requirements,
which
is
a
key
part
of
this
amendment
next
slide.

further
updating
our
standards
related
to
travel,
demand
management
and
is
an
important
part
of
this
effort.
Updating
tdm
standards
is
explicitly
called
for
in
both
minneapolis
2040
and
the
recently
adopted
travel
demand
management,
transportation
action
plan.

to
the
types
of
strategies
that
we
ought
to
consider
requiring
of
developers,
as
well
as
references
to
expanding
the
scope
of
travel
demand
management
plans
so
that
more
projects
are
subject
to
such
plans.

a
little
bit
of
context
about
the
history
of
sort
of
what
has
led
us.
Partly
to
today
we
have
been
reforming
our
off
street
parking
regulations
in
one
form
or
another
for
the
past
20
plus
years,
that
has
included
targeted
reductions
or
eliminate
elimination
of
minimum
off
street
parking
requirements
in
some
parts
of
the
city,
and
it
has
also
addressed
things
like
design
of
parking
garages
or
or
minimizing
impacts
of
of
parking
on
the
surrounding
areas.

Also,
it
allows
businesses
to
more
easily
locate
in
older
properties
in
the
city
that
maybe
don't
have
parking
and
don't
have
the
ability
to
supply
parking
and
last
it
will
allow
us
to
reallocate
staff
resources
away
from
administering
parking
related
provisions
in
the
zoning
ordinance
and
focus
more
on
regulations
such
as
the
proposed
travel
demand
management
ordinance
that
will
that's
more
directly
tied
to
achieving
city
transportation
goals.

As
part
of
this
work,
we
also
propose
changing
existing
maximum
parking
requirements.
The
staff
proposal
is
to
move
from
our
current
two-tiered
approach,
which
distinguishes
downtown
from
the
rest
of
the
city
to
a
three-tiered
system
that
adds
a
new
category
of
mostly
areas
along
our
major
transit
corridors.

noting
that
the
new
travel
demand
management
process
would
also
be
a
good
place
to
determine
some
flexibility
for
loading
requirements
if
needed
as
appropriate.

We
propose
increases
in
requirements
for
most
uses
city-wide.
Some
of
those
increases
are
modest
and
some
are
more
significant.

a
unique
byproduct
of
the
elimination
of
parking
requirements
is
that
some
changes
are
needed
to
our
university
area
overlay.
The
overlay
was
created
over
10
years
ago,
and
one
of
the
main
driving
forces
behind
its
creation
was
to
address
the
unique
parking
challenges
that
come
with
uses
located
near
the
university.

that
end,
staff
proposes
that
a
residential
hotel
and
office
uses
be
required
to
supply
ev
charger
charging
stations
for
10
percent
of
the
spaces
supplied,
while
other
non-residential
uses
supply
charging
stations
for
five
percent
of
the
spaces
supplied,
ev
readiness,
meaning
running
electrical
service
and
wiring,
is
required
in
lieu
of
charging
stations
for
residential
developments
with
fewer
than
10
units.

readiness
is
also
required
for
a
portion
of
the
remaining
spaces
that
are
not
required
to
have
chargers
in
those
larger
developments.
There
will
be
a
phase-in
period
for
these
requirements.
They
won't
kick
in
until
january
1st
of
2022
and
then
we'll
have
proposed
a
two-year
period
that
will
allow
for
developments
to
provide
additional
ev
readiness
in
lieu
of
installing
actual
charging
stations
next
slide.

approach
is
something
that's
grounded
in
research.
It
shows
what
is
effective
and
enforceable
moving
forward.
Regulations
will
apply
to
much
more
development
in
the
future
than
than
we've
captured
with
our
tdm
process
in
the
past.

New

this
ordinance
is
a
point
system
that
would
allow
most
development
to
administratively
comply
with
our
tdm
requirements
by
delivering
a
series
of
predetermined
strategies
that
we'll
go
over
briefly
in
one
of
the
next
slides
last.
We're
proposing
to
retain
a
discretionary,
tdm
process
that
we
have
today
for
use
is
known
to
have
particularly
challenging
transportation
impacts
and
for
development
occurring
in
locations
with
known
challenges.

proposed
point
system
draws
a
distinction
between
projects
based
on
size
and
use
which
we're
referring
to
as
major
versus
minor,
depending
upon
the
size
and
the
use
of
your
project
you'll
be
required
to
achieve
a
minimum
number
of
points
again
by
employing
those
predetermined
strategies
from
the
ordinance
that
will
have
points
values
attached
to
them.

addition
to
requiring
more
points
for
larger
projects,
those
major
tdms
will
still
be
required
to
to
perform
a
traffic
study,
whereas
the
smaller
minor
projects
will
not
next
slide.

are
structured
in
such
a
way
that,
in
most
cases,
doing
one
of
the
top
two
items
would
satisfy
your
requirement
and
if
those
are
too
heavy
of
a
lift,
you
can
select
from
any
number
of
these
strategies

Total
ongoing
reporting
is
required
of
development
and
that's
something
that
will
be
administered
jointly
by
public
works
and
cped
next
slide.

want

briefly
run
through
the
public
feedback
we
received
throughout
this
process.
Generally
you'll
see
positive
feedback
from
the
official
public
comment
that
is
included
in
the
packets
for
this
item.
We
attended
a
handful
of
city
boards
and
commissions
and
received
supportive
and
constructive
feedback
from
a
number
of
those
groups.

also
heard
some
concern
from
a
couple
of
business
support
organizations
about
potential
spillover
impact
to
on-street
parking
if,
in
the
long
run
residential
parking
supply
decreases,
we
also
convened
a
small
working
group
of
local
and
regional
transportation
experts
and
advocates
who
offered
some
constructive
feedback.
That
is
reflected
in
the
amendment
that
you're
seeing
today.

Finally,
I
want
to
acknowledge
some
really
helpful
feedback
we
received
from
our
colleagues
in
public
works.
They've
made
key
contributions,
in
particular
to
the
tdm
ordinance.
Metro.
Transit
was
really
helpful
in
getting
our
transit
pass
strategy
cleaned
up,
and
then
our
sustainability
staff
and
the
coordinator's
office
was
a
great
partner
in
in
developing
the
ev
charging
infrastructure
requirements
with
that.
That

by
the
steering
committee

implementation
of
minneapolis
2040.,

there's
more
staff
involved

that
also
and
council
member
reich
was
very
involved,
as
we
got
reports
back
on
this
and
moved
through
the
process

the
planning
commission
was
engaged
in
so
many
people.

a
pretty
significant
step
that
we're
taking
here
we
did
hear
in
the
report.
Some
concerns
were
raised
by
our
advisory
committee
on
people
with
disabilities
and
council.
Member
fletcher
mostly
has
worked
on
a
amendment,
and
I
think
the
clerk
should
have
this,
and
so
maybe
we
could
post
it
and
he's
not
on
the
committee,
but
so
I'm
moving
it
and
also
I'm
very
supportive
and
worked
on
it.

the
intention
here
is
this-
will
help
make
sure
that
there
are
some
off
street
or
loading
spaces
that
can
be
serviced
as
drop
off
and
pick
up
space
and
they
can
be
labeled
as
such,
and
this
will
help
make
sure
that
there

accessibility
for
those
folks
who
may
need
it
closer
to
the
building,
and
hopefully
that's
a
good
enough
presentation
on
this.
So

I'll
