this
committee.
As
we
begin
I'll

this
meeting

the
city,
council
and
city
staff
is
authorized
under
minnesota
statute.

I'll
also
note
that
the
city
will
be

meeting

the
city's

and

This
meeting
is
public
and
subject
to
the
minnesota
open
meeting

note
that
I'm
really
pleased
to
nominate
alberto
today
as
the
interim
civil
rights
director.
Many
of
you
have
had
the
opportunity
to
to
work
with
her
directly
and
observe
the
work
that
she's
done,
whether
that
was
through
the
census
in
2020
or
her
work
over
in
the
neighborhood
relations
and
community
in
the
ncr
department.

She's
spent
her
entire
career,
really
ensuring
equity
and
inclusion
are
at
the
core
of
the
decision-making
process
and
she's
got
some
very
deep
relations
in
the
community,
and
I
appreciate
it
alberta.
Thank
you
so
much
for
stepping
up
into
this
into
this
interim
role.
Your
your
service
here
is
is
deeply
appreciated.
We
are,
we
are
fully
behind
you
and-
and
I
I
wanted
to
just
give
my
deepest
appreciation
for
your
your
willingness
to
serve
during
during
this
time.

note
that
it's
obvious
from
the
amount
of
turnover
in
our
civil
rights
department
and
all
of
the
things
that
are
underway,
including
the
investigations
into
our
police
department,
that
this
is
a
very
challenging
role
that
requires
significant
support
from
elected
officials.

oldest
child
made
me
a
little
ripping
off
of
the
rings
countdown,
so
I
think
I
have
59
days
left
in
office,
so
you
know
in
that
short
time.
You
know
please
count
on
me
and
I
know
my
colleagues
to
support
you
in
this
role.

do
want
to
say
in
this
public
venue
that
that
that
this
this
job
will
not
be
possible
without
support,
and-
and
so
I
hope
that
you
know
the
current
and
then,
of
course,
the
future
or
elected
officials
of
the
city
will
recognize

really
be
there
for
you
in
this
role
and
for
the
department,
as
it
manages
through
all
of
this
change
and
turnover

all

challenges
that
are
facing
the
city.

so
the
civil
rights
director,
I
think,
is
a
is
an
amazing
opportunity.
I'm
sure
you
will
be
amazing
in
that
role.

my

as
I

worked

hand
with
you

I'm
telling
you
miss
galipsi
singlehandedly
saved
minnesota,
a
congressional
seat,

for
that
I
will
be
forever

witness

abilities,

always

is
amazing,

look

working

meeting

the

ever

past

present

the
work
from
the
the
clerk's

to
get
this
set
up
over
quite
a
long
period
of
time,
and
you
know.

to
minnesota

believe
the
council
member
gordon,

I'm
happy

move
approval

that

also
just
acknowledge
here
in
the
open
meeting
the
fantastic
work
of
our
staff,
especially
mr
atkinson.
In
doing
this,
there
was
clearly
there
was
differences
of
opinion
even
between
the
leadership
of
the
union
and
the
membership.
When
we
thought
this
was
going
to
be
settled
first,
there
was
concerns
about
a
possible
strike
and
we
were
able
to
weigh
in
on
it
and
and
discuss
it
and
send
our
excellent
staff
back
to
resolve
this.

I
really
appreciate
that
work
and
wanted
to
make
sure
we
acknowledged
it
here
in
the
open.
I
know
that
we
were
also
very
cognizant
of
this
in
our
closed
session
as
well
just
a
few
minutes
ago,
but
really
appreciate
the
work
thanks
so
much
councilmember.

I
just
want
to
echo
that
sentiment
as
well
to
our
staff
just
so
much
appreciation,
and
especially
the
director
atkinson.
This
is
just
outstanding
work.
I
mean
just
so
so
wonderful
that
we've
reached
this
point.

It's
been
such
a
challenging
time
for
our
city's
workforce
over
these
last
18
months,
and
we
know
our
workers
have
faced
really
difficult
circumstances
and
conditions
and
to
get
to
a
fair
contract
that
balances
honoring
our
city's
workforce
and
respecting
them
and
also
addresses
the
financial
sustainability
and
realities
that
we're
dealing
with
was
a
very
difficult
needle
to
thread,
and
it
is
just
really
remarkable
all
the
work
that
director,
atkinson
and
staff
have
put
into
this,
and
I'm
just
so
appreciative-
and
I
know
the
residents
of
our
city
are
as
well.

echo
all
of
my
colleagues
sentiments
as
well,
and
gratitude
for
an
amazing
job,
particularly
given
the
realities
of
you
know
the
staff
changes
in
the
department
and,
as

noted,

challenging
time

workers
in
america,
workers
in
our
city
and
to
be
able
to
to
come
to
an
agreement
where
you
know
our
labor
force
is,
is
feeling
value
and
support.

take
this

amendment
number
one
passed
last
night
and
so
moving
ahead.

there
won't

say
what
a
pleasure
it
is
to
have
worked
with
all
of
you
over
the
last
four
years
as
a
part
of
this
committee
and
doing
the
work
on
this
committee,
so
hopefully
we'll
get
at
least
one
more
chance.
