the

hoc
work
committee
established
for
the

expenditures.

like
revenue
filling
allocations,
so
my
understanding
is
so.
I
think
we
all
know
that,
as
public
survey
went
out
there
I
think
were
a
couple
thousand
responses.

know
finances
working
through
that
all
of
the
department
heads
have
received
an
invitation
to
fill
out
some
forms
about
future
rounds
of
arpa
spending,
and
then
my
understanding
is
that
some
nonprofit
organizations
have
received
the
same
form
that
department
heads
were
asked
to
use,
but
that
isn't
fully
publicly
available
for
like
any
non-profit
organization
to
fill
out.
And
so
I
think
it
was
in
the
economic
recovery
meeting
that
some
of
the
council
offices
were
asking
about
this.

think
it's
worth
just
stating
here
that
since
we're
seeing
how
the
allocations
are
going-
and
I
think
it's
really
great-
to
have
the
level
of
detail-
there
was
a
sentiment
in
that
meeting
from
a
lot
of
the
council
offices,
including
myself,
that
you
know,
I
think
it
will
be
important
for
us
to
track
how
we're
doing
in
terms
of
equity
allocations
for
arpa
dollars.

community-facing
funds.
I
think
there
will
likely
be
a
very
quick
turnaround
time
if
with
the
second
round
of
arpa
funding,
so
I
just
think
it's
something
to
keep
in
mind
as
we're
thinking
about.
Should
these
be
rfp
processes
that
could
allow
you
know
multiple
smaller
organizations
to
respond
or
are
there
kind
of
set-asides
that
are
carved
out
with
one
particular
organization
in
mind,
and
there
may
be
reasons
to
do
either
one
or
the
other.

the
things
that
I
think
this
report
is
helping
us
see
even
in
this
very
preliminary
phase,
is
how
it's
going
using
an
rfp
process.
What's
the
timeline,
how
quickly
are
we
able
to
get
money
out
the
door
using

various
strategies

how
that
can
inform
the
next
round
of
arpa
dollars
so
happy
to
follow
up

anyone?

phase

seeing

front

you

the

organizations

part

the
rfp
process.
Those
are
all
related
to
phase
one

was
adopted,
yes,
and
so
so
they
are
all.

we'll

some
clear
communication

timelines

communication
efforts

phase

specific
procurement
approvals
that
are
coming

of
them

connected
to
one

the
proposals,

not
super
familiar

all

they

necessarily
have

pre-existing
relationship
with
the
city.
They
are
just
the
folks
that
have
applied
meet
the
requirements

implementing
the
goals

those
proposals

rolled

see
the
organizations

and
what
activities
are
they
going
to
actually
be
doing?
That's

alignment
with
this
higher
level
objective
for
the
purpose,
so
I'm
not
totally
sure
what
that
information?

when
we
go
through

typical
process
of
rfps.

again
I
can't
speak
for
other
committees,
but
in
you

public,
health

safety
committee.
We

blurbs

what
each
of
the
organizations

will

doing
the
activities
and
where
they
focus,
and
so
that
just
would
be
helpful
to
have
that
information.
So
we
know
what's
happening
across
the
city
with
the
arpa
dollars.
More
specifically,
this
does
that
make
sense.

in
real
quick,

think
the
it
sounds
like
some
of
the
the
questions
that
you
guys
are
asking
is
also
getting
us
into
sort
of
the
performance

outcomes
reporting
piece
of
this.
And
so
I
just
want
to
sort
of
preview
that
the
arpa
dollars
will
be
spent
over
a
period
of
about
four
years
or
three
and
a
half
years,
and
we
will
be
submitting
annual
performance
reporting
where
we
are
showing
what
is
happening.
What
are
what
are
the
activities?

Where
is
the
money
being
spent,
and
that
will
all
happen
annually
in
our
formal
reports
to
the
to
the
federal
government
around
arpa
dollars?
But
it's
something
that
we're
starting
planning
on
right
now
now
that
dollars
are
starting
to
flow
out
the
door
from
our
phase
one.
So
I
think
that's
something
that
we
are
working
on,
and
I
just
wanted
to
put
that
on
your
on
your
radar,
and
I
think
what
I'm
hearing
from
this
group
is
that
there
is,
in
addition
to
understanding
which
part
of
phase
one.

related
to
more
information
about
geography
and
and
some
of
the
activities.
So
this
is
very
good
feedback

we'll
keep
that
in
mind,
as
we
plan
through
phase
two.

support

organizations
in
our
community

leading
this

that

additional

council

balance

are
getting
this
information

they're
being
awarded
grants,

feel
like
we
need

This
cycle,
our
budget
committee,
met
three
times
this
cycle.
On
september
27th,
we
heard
from
the
directors
of
our
I.t
department,
information
technology,
human
resources,
finance
and
property
services
and
the
mayor's
office
through
chief
of
staff,
gia
vitale
on
september
30th.

community
planning
and
economic
development
office,
and,
although
our
also
our
health
department
and
on
october
4th,
we
heard
from
the
convention
center
and
meet
minneapolis,
neighborhood
and
community
relations,
civil
rights
and
the
youth
coordinating
board.
All
of
these
presentations
were
received
and
filed.
While
the
questions
at
this
point
in
committee
were
pretty
light,
we're
just
taking
in
an
enormous
amount
of
information,
something
particularly
helpful
was
when
our
directors
provided
the
performance
metrics
as
requested
in
the
budget
instructions.

saying

groups

hit

sac
charges
or
how?
How
are
we
managing
that
process.

most
of
these
are
places
where
they're
just
having
a
small
outdoor
sidewalk
cafe
and
the
regulations
for
sac
are
much
lower
than
they
would
be
for
indoor
space.
Sac
has
not
come
up
as
an
issue
I
can
use
an
example
of
indeed
brewing
is
having
a
small
expansion
of
premise,
as
is
heather's
neither
of
those
things.

one
mentioned
sac
charges
being
an
issue
at
those
sites,
but
remember
how
it
works.

mean.
Essentially,
you
have
a
certain
number
of
credits
and
if
you
go
outside
you
don't
have
to
have
as
much
credit
or

sack.

it's
75
percent
of
the
current,
or
maybe
it's
50
of
the
current
fee
to
be
outside,
because
it's
just
transferring
people
from
inside
to
outside.
It's
not
necessarily
completely
increasing
the
number

people
using
water

about
the
second
item,
which
is
our
coven
vaccination
policy
council
vice
president
and
I
have
been
getting
updates
along
with
the
mayor
and
it
sounds
like
things
are
going
really
well
as
far
as
getting
employees
to
enter
in
their
information.
I
want
to
remind
all
of
us
to
to
go
into
the
system
and
enter
your
own
vaccination
information
as
we
work
to
get
compliance
with
our
policy.
That's
on
this
agenda.

This
is
all
part
of
the
new
kind
of
return
to
work.
Next,
normal
phasing,
we've
also
been
having
a
number
of
conversations
with
department
heads
about
the
sort
of
resource
needs
and
phasing
and
timing
of
return
to
work
in
person
for
folks
who
have
been
working
remotely.
Of
course,
much
of
our
workforce
has
been
working
in
person
throughout
the
pandemic,
with
the
delta
variant.
The
way
it
is,
we
do
still
have
the
indoor
masking
policy
in
place.

are
likely
to
extend
the
mayor's
emergency
declaration,
essentially
through
the
end
of
the
year,
a
little
bit
into
january,
so
that
our
boards
and
commissions
can
continue
to
meet
remotely
and
then
council
best
president,
and
I
would
like
to
follow
up
with
all
of
you
about
timing
for
fraternity
to
work
in
person
for
city,
council
meetings
and
committee
meetings
again,
knowing
that
the
mask
mandate
is
still
in
place
for
indoor
buildings,
but
also
just
speaking
for
myself,
I
I'm
increasingly
worried
that
we're
sort
of
missing
some
something
from
being
remote
and
that
we
would
benefit
from
being
in
person
kind
of
weighing
that,
against
the
you
know,
all
the
health
issues
and
things
so
with
lots
of
things
to
staff.

have
been
working
really
hard
on
getting
some
technology
and
other
logistics
in
place
for
potential
hybrid
meetings.
I
just
wanted
to
share
that
update
within
you
know,
commitment
to
talk
with
all
of
you
and
also
an
open
invitation

touch.

amending

seven

minneapolis
code
of
ordinances
related

civil

a
new
chapter
143
entitled
right
to
counsel,
to
create
a
right
to
council
for
tenants,
sorry
for
tenants
facing
eviction.

We
also
got
an
update
on
the
eliminating
child,
lead,
poisoning
action
plan.
We
received
an
update
on
progress
around
the
various
pilots
and
implementation
projects
for
alternate
alternatives
to
police
response,
and
so
just
so
folks
know
we
got
an
update
about
all
sorts
of
work,
that's
happening,
so
that's
really
important,
including
the
mpd
operations
or
what's
also
known
as
the
staffing
study,
and
then
we
also
got
the
quarterly
transforming
community
safety
engagement.

pump
station
north

for

bridge
rehabilitation
project
at

avenue.
Southeast

is
the
design

hearing
related
to
the
bryant
avenue
south
reconstruction
