B
Good
morning,
everyone,
my
name,
is
jeremiah
ellison
and
I'm
the
chair
of
the
committee
of
the
whole
and
I'm
going
to
call
to
order
our
regular
committee
meeting
for
thursday
november
4th
I'd
like
to
note
for
the
record.
This
meeting
has
remote
participation
by
council
members
and
city
staff
as
authorized
under
the
minnesota
open
meeting
law,
section
13d
.021
due
to
the
declared
state
of
local
public
health
emergency.
B
A
A
F
A
B
Thank
you
and
let
the
record
reflect
that
we
have
a
quorum.
We
have
just
one
item
on
our
agenda
today,
in
addition
to
our
reports
of
committees
that
have
met
this
cycle.
The
agenda
item
is
a
report
on
the
contract
awards
or
amendments
that
have
been
approved
over
the
last
couple
of
weeks
by
the
ad
hoc
work
group
established.
Four
american
rescue
plan
acts
related
expenditures.
B
B
All
right
seeing
no
discussion
I'll
direct
the
clerk
to
file
that
report.
Next,
we
will
receive
reports
from
the
standing
committees
on
matters
to
be
considered
by
the
full
council.
This
friday,
we
will
begin
with
the
budget
committee
chaired
by
councilmember,
paul
masado.
B
Actually
remembered,
I
saw
the
council
president
jumped
in
with
a
question
so.
C
Actually,
maybe
maybe
budgetary
palmisano
can
speak
to
this.
I
still
don't
know
if
and
when
we
will
have
a
a
proposal
for
round
two
arpa
funding
and,
and
maybe
budgetary
palmisano
do
we
anticipate
that
coming
through
the
budget
process
this
year?
It
would
just
be
helpful
to
know,
as
we
are
coming
up
on
our
first
public
hearing
on
november
16th.
G
C
B
G
Thank
you,
mr
chair.
This
past
cycle
we
receive
the
rest
of
all
of
the
departments
of
presentations
that
completes
all
of
our
department
by
department,
presentations
and
question
and
answer
periods
of
the
mayor's
proposed
2022
budget,
and
I
look
forward
to
working
with
all
of
you
in
advance
of
markup
and
eager
to
hear
what
the
public
has
to
say
in
a
few
weeks
here.
The
first
public
hearing,
as
the
council
president
mentioned.
B
Great,
are
there
any
questions
for
customer
promising
all
right,
seeing
none?
I
will
move
us
to
the
business
inspections,
housing
and
zoning
committee
chaired
by
council
member
goodman.
D

I'm

to

for
any
questions
on
any
of
those
items.
B
A
Yeah
it's
a
lot
of
static,
but
I
will
try
to
present
this
report.
I'm
having
some
really
significant
community
computer
problems,
but
the
policy
government
oversight
committee
is
bringing
forward
20
items.
A
A
B
Thank
you
and-
and
we
could
hear
you
clearly
so
thank
you
for
weathering
through
the
the
technical
difficulties.
Are
there
any
questions
for
council
vice
president
jenkins,
all
right,
seeing
no
questions,
we
will
move
to
the
public
health
and
safety
committee
chaired
by
council
member
cunningham.
E
E
The
first
item
is

a

the
minnesota
department
of
health
as
a
sub-grantee
of
a
cdc

workforce
grant

up

000

education

thousand

from
the
minnesota
department
of
health
for
fifteen
thousand
dollars
for
the
vaccination
incentive
program
and
item
number

is
accepting
a
grant
from
the
cdc
for
four
hundred
thirty
seven
thousand
two
hundred
fifty
dollars
for
covet
19
in
influenza,
vaccines
in
minneapolis.
F
Thank
you,
mr
chair.
The
committee
will
be
forwarding
six
items
for
full
council
approval
item.
One
is
a
traffic
code.
Modernization
ordinance
two
is
the
cooperative
agreement
with
mndot
for
trunk
highway
55
project
three
is
the
contract
memo
of
western
waterproofing
company
for
rampi
helix
overlay
project.
F
Four.
Is
the
university
avenue
southeast
fourth
street
southeast
street
improvements
project?
Five
ascending
four:
without
recommendation
regarding
the
e-line
bus,
rapid
transit
department,
comments
and
six
is
the
consolidating
and
updating
public
work
services
fee
and
rate
schedule.
I
will
stand
for
questions
mr
chair.
G
Thank
you,
mr
chair.
More
of
a
comment
I
have,
since
this
move
forward,
without
recommendation
last
week,
been
working
with
city
staff
and
have
a
recommendation
from
them
that
I
will
socialize
with
my
colleagues
today.
G
I
think
a
way
to
reflect
the
community
feedback
that
we've
heard
about
the
elon
project,
but
not,
as
we
were
trying
to
in
committee,
place
it
with
broader
project
comments
per
se.
So
I'll
explain
this
all
in
a
communication
with
my
colleagues
and
work
with
the
chair
of
the
committee
on
it
first,
I
just
haven't
had
an
opportunity
to
do
so.
These
past
two
days,
it'll
be
ready
for
committee
tomorrow.
Thank
you.
B
All
right,
seeing
none,
we
will
move
to
the
executive
committee
chaired
vice
chair
by
council
president
bender.
C
Thanks,
mr
chair,
there's:
no
action
from
the
executive
committee
coming
forward,
but
we
did
take
action,
final
action
to
appoint
or
to
approve
mayor
frye's,
nomination
of
alberto
gillespie
to
be
the
interim
civil
rights
director.
Interim
appointments
only
go
through
the
executive
committee
in
the
current
government
structure,
which
will
change
going
forward.
But,
as
I
mentioned
at
that
meeting,
and
I
think
is
worth
sharing
here,
you
know:
we've
had
a
lot
of
turnover
in
the
civil
rights
department,
particularly
in
the
director
position.
C
So
I
hope-
and
I
I
fully
expect
all
of
us
to
step
forward
and
really
support
our
interim
director
in
this
position.
Oh
thank
you
and
the
clerk
is
reminding
me
that
we
actually
did
take
an
important
action
at
executive
committee.
We
do
have
the
one
item
to
forward
to
council,
which
is
approval
of
laborers
363
bargaining
agreement
with
amazing
and
excellent
work
by
our
city
staff,
and
thanks
to
the
leaders
of
that
bargaining
unit
to
for
coming
to
an
agreement
that
was
forwarded
by
exec
for
the
city
council
to
approve
on
friday.
