I
will
also
note
that
the
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel.
This
meeting
is
public
and
subject
to
the
minnesota
open
meeting
law
at
this
time.
I'll
ask
the
clerk
to
call
the
role
to
verify
the
presence
of
a
quorum.
D
D
A
D
D
C
B
Sorry
for
the
interruption
and
I'll
note
that
councilmember
cunningham
did
send
me
a
note
saying
that
he
had
to
tend
to
an
emergency
in
his
ward
and
so
he's
there
now
and
may
join
us
if,
if
he
can
but
but
may
not
be
able
to
make
committee
today,
let
the
record
reflect
that
we
have
a
quorum.
B
We
have
just
one
item
on
our
agenda
today,
in
addition
to
our
reports
of
committees
that
have
met
this
cycle.
The
agenda
item
is
a
report
on
the
contract
awards
and
amendments
that
have
been
approved
over
the
last
couple
of
weeks
by
the
ad
hoc
work
group
established
for
the
american
rescue
plan
act.
Related
expenditures.
B
E
Thanks,
mr
chair,
I
have
one
very
specific
question
and
then
one
more
general
I
was
having
trouble
finding
the
detail
of
the
contract
with
hennepin
healthcare
and
I'm
sure
I
just
missed
it.
But
I
wondered
if
anyone
could
point
me
to
where
that
detail
is.
I
didn't
see
it
in
the
in
the
got
a
more
detailed
document,
and
I
could
also
just
follow
up
after
this.
B
Are
there
any
staff
members
present
to
address
the
council
for
evidence,
question.
E
Okay,
I'm
happy
to
follow
up
and
track
it
down.
This
was
an
increase
to
a
pretty
large
contract.
So
I
just
wanted
to
understand
some
of
that
detail,
and
then
I
had
a
more
general
question
or
I'll
just
make
a
statement
and
staff
would
be
welcome
to
comment
too.
E
My
understanding
from
finance
is
that
the
mayor's
office
intends
to
make
a
proposal
for
round
two
our
funding
like
in
mid-november,
which
won't
give
the
council
a
lot
of
time
to
review
that
as
we'll
be
adopting
the
budget
that
first
and
second
week
of
december.
E
So
again,
just
more
of
a
comment
that
you
know:
there's
been
some
urgency
to
getting
money
out
the
door
for
specific
community
uses
and
I
think
we're
all
united
and
continuing
to
you
know
work
as
quickly
as
we
can
to
get
money
where
it
needs
to
be
in
the
community,
and
I
also
think
there
will
likely
be.
E
You
know,
funds
to
roll
over
or
some
assessment.
That's
that
may
need
to
happen.
You
know
again
either
at
the
very
end
of
this
year,
very
quickly
or
perhaps
next
early
next
year.
So
I
guess
I
just
wanted
to
flag
that,
and
I
think
it
will
also
be
helpful
to
get
some
of
those
numbers
from
finance.
So
we
can
see
how
much
of
the
arba
spending
has
gotten
out
the
door
in
2021..
E
We
didn't
expect
it
to
be
100
so,
but
it'll
just
help
us
understand.
Maybe
we
can
get
a
sense
of
what's
been
obligated
or
what
you
know
kind
of
what
stage
the
funding
is
at
so
that
we
can
see
what
that
phased
spending
looks
like
thanks.
B
Thank
you,
council
president,
and
it
looks
like
we
did,
have
someone
able
to
speak
to
the
hennepin
healthcare
issue.
F
Thank
you,
council
members.
This
is
josh
schaefer
from
the
health
department.
I'd
love
to
forgive
me.
I
don't
have
a
camera
this
morning,
but
if
I'm
correct
is
this
the
addition
of
the
to
the
heaven
health
master
contract?
So
it's
the
165
000
and
says,
thank
you
so
yeah.
The
reason
that
we
have
it
is
such
a
large
contract
to
begin
with
and
we're
making.
F
This
addition
is,
our
master
contracts
process
sets
not
to
exceed
amount
when
we
develop
the
contracts
for
a
five-year
period
and
that's
what
we
have
as
an
expected
spend
with
to
those
organizations.
That's
not
money,
that's
obligated
at
that
time,
so
the
addition
is
simply
because
these
are
dollars
are
separate
and
we
wanted
to
call
them
out.
So
we
added
them
as
an
addition
to
the
not
to
exceed
amount
simply
so
they
could
be
segregated
from
any
other
dollars
that
would
be
associated
with
that
contract.
B
All
right,
thank
you
and
anything
further
council
president.
No,
no
all
right,
councilmember,
gordon.
A
Yeah
and
this
this
question
a
little
bit
about
where
the
money
is,
I
understand
that
we've
approved
these
grants
and-
and
I
think
council
president
was
getting
to
this
a
little
bit,
but
I'm
unclear
if
the
money
has
actually
been
dispersed
out
to
the
agencies
that
are
listed
in
the
extensive
report
and
it's
really
great
and
I
really
appreciate
the
appendices.
A
So
we
can
see
more
specifics
about
these,
but
can
somebody
just
clarify
that
what
we're
doing
here
is
approving
the
contract
awards
and
that
later,
we'll
learn
if
the
money
is
actually
spent
and
checks
are
cut
to
some
of
the
groups.
I'm
particularly
curious
about
the
off-duty
police
officer
funding.
That's
going
to
go
to
the
outside
agencies.
G
Go
each
year
and
councilmember
gordon,
the
purpose
of
the
approval
is
to
get
the
contracts
signed
and
approved
up
front
so
that
money
has
not
been
spent.
Yet
it
will
go
out
later.
A
Do
we
think
that'll
go
through
this
committee,
and
maybe
you
don't
know
that.
G
I
I
don't
know
what
the
process
is,
but
I
will
certainly
communicate
that
information
to
anyone
who
is
interested.
B
All
right,
thank
you.
Both
let's
die.
H
B
Cool
all
right,
yes,
thank
you
I'll,
take
a
second
to
see
if
any
of
my
colleagues
have
any
other
questions.
B
Usually
somebody
swoops
in
I'm
trying
to
move
on
all
right,
seeing
no
further
discussion,
I'll
direct
the
clerk
to
file
that
report.
B
I
Thank
you,
mr
chair
for
budget,
the
psycho
the
committee
has
met
a
couple
of
times.
We've
received
the
updated
reports

the

of
emergency
management,

I
Our
next
committee
meeting
is,
I
believe,
the
25th,
where
we
will
receive
the
rest
of
the
reports,
and
then
we
have
some
overflow
time
if
needed.
After
that.
Thank
you.
B
Thank
you.
Are
there
any

on
that
