panel
consisting

the
chief
judge
of
hennepin
county,
the
dean
of
the
university
of
minnesota
law
school
and
the
dean
of
the
st
thomas
law
school.
That
committee
makes
a
decision
as
to
who
they
believe
should
be
appointed
to
the
ethical
practices
board
when
they
make
their
decision.
I
am
notified,
and
I
then
give
you
notice
via
a
letter
which
was
done
in
december,
and
I
also
notice
a
beginning
of
a
comment
period
on
the
ethical
practices
board
website
and
also
on
the
city
council's
website
for
the
scheduling
of
public
hearings.

how
we
prioritize
the
the
limited
resources

we

and
the
way

we
approach
this
work.

the
ways
the
city
enterprise
came
together,
collaborated
and
supported
community
residents
and
businesses,
but
this
is
not
a
comprehensive
or
exhaustive
list
of
all
of
this
activity.
The
presentation

much

also
like
to
note
that
this
presentation
doesn't
focus
on
first
response:
work
of
police,
fire,
911
and
other
first
responders
in
the
city.
This
focus
is
on
work
related
to
economic
impacts.

city
enterprise
worked
creatively
with
community-based
partners,
other
levels
of
government
and
across
departments
to
respond
to
community
needs
the
city
directly
and
working
with
partners
helped
ensure
that
hundreds
of
millions
of
dollars
were
available
to
those
in
need.
While
we
are
highlighting
these
efforts,
it
is
important
to
note
that,
despite
all
of
our
collective
efforts
overall
need
did
and
still
does
exceed
available
resources
next
slide.

Emergency
management
happens
in
phases.
Much
of
2020
was
spent
in
response
and
relief
cycles.
Not
yet
in
recovery,
the
city's
enterprise
broke
down
operational
barriers
to
build
cross-departmental
teams
to
react
to
over
100
state
emergency
orders,
20
mayoral
emergency
regulations
and
multiple
city
council
staff
directions
to
help
meet
immediate
needs
and
look
toward
future
opportunities.

Since
april,
the
community,
the
city
enterprise,
has
worked
under
the
framework
of
minneapolis
forward
to
align
our
response,
recovery
and
transformation
actions
centered
on
reducing
racial
inequity
and
facilitating
inclusive
economic
solutions.
Our
approach
leverages
existing
relationships,
grows
new
partnerships
and
attempts
to
restore
trust
where
it
had
been
broken.

moving
on
to
provide
more
details
on
the
city's
response,
and
with
your
permission,
madam
chair
I'd
like
to
take
a
few
minutes
to
highlight
the
importance
of
our
community-led
solutions
by
inviting
anthony
taylor
from
cult

cultural
wellness
center
and
a
member
of
the
core
strategy
team
of
the
minneapolis
forward
community
now
coalition.
To
share
some
comments
about
the
work
they
and
the
coalition
are.

All
right
good
afternoon,
and
thank

ms
brennan,
I
really
appreciate
being
here.
I
get
a
regular
opportunity
to
work
with
cvp
jenkins
on
work
that
we
are
doing
collectively
in
south
minneapolis
are
always
an
honor.
The
minneapolis
ford
now
coalition
is
a
cross-sectional
coalition,
really
working
to
transform
minneapolis
into
a
stronger,
equitable,
inclusive,
resilient
and
innovative
city.
And
again
we
emerged
immediately
as
a
response
to
again
again
the
tragic
murder
of
george
floyd
immediately
as
the
neighbors
began
to
do
work.

We
actually
began
to
organize
and
our
first
meetings
were
in
early
june.
So
as
they
met,
we
began
a
very
aggressive
sprint
towards
looking
at
solutions
and
our
friends.
We
came
back
to
this
body
with
a
number
of
recommendations,
with
a
very
particular
focus
on
business
retention,
prioritizing
black
indigenous
and
people
of
color
businesses
and
minority
and
other
minority
owned
businesses.
We
wanted
to
look
at
support
for
entrepreneurs
who
invest
in
community
and
real
estate
owners
and
tenants
that
were
directly
impacted
by
the
uprising
from
there.

We
actually
moved
into
a
second
sprint
and
emerged
again
with
three
two
two
large
areas
that
we
can
look
at
systemically.
One
was
inclusive
economic
solutions
and
looking
at
reimagining
public
space
shortly
after
that,
in
september,
by
working
with
the
city,
we
actually
began
to
establish
the
minneapolis
foundation,
listing
of
core
strategy
plan
members
and
working
in
decision
making
with
the
mf
cnc
fund,
and
then
we
began
to
look
at
actual
implementation
of
those
core
strategies
in
october
of
this
year.
So
currently
we
we
really
continue
to
work
on
this.

We've
actually
come
back
to
this
board
and
put
a
couple
pieces
in
action
as
well.
One
is
that
we
have
actually
really
been
proud
to
introduce
our
resilience,
2021
legislative
agenda,
which
is
going
to
have
three
major
pillars:
one
is
economic
relief
for
business
owners
to
program
and
support
to
enhance
training
and
education
for
all
the
organizations
that
actively
work
in
community
and
then
looking
at
land
acquisition.

We
are
clear
that
these
are
responses
that
are
needed
for
us
to
create
the
resilience
that
we
aim
for
the
last
piece
of
this
and
another
immediate
action
for
us
was
really
the
minneapolis
forward
rebuild
resilient,
where
we
identified
two
projects
particularly
related
to
energy
efficiency
and
solar
as
we're
rebuilding
our
communities.
So
we
have
a
2021
solar
project
and
the
2021
energy
efficiency
project.

again
are
working
in
a
way
that
is
new.
We
believe
that
the
this
coalition
and
our
partnership
with
the
city
represents
something
significant
and
departure
the
way
that
business
has
done
in
the
past.

gate

office
of
emergency
management
and
department
of
health,
with
strong
support
from
communications
and
many
other
departments,
the
city
deployed
resources
to
community
to
build
awareness
of
and
combat
the
covet
19
pandemic
over

past
year.
It
has
built
a
tracking
dashboard
to
monitor
the
ever-changing
conditions
in
the
city,
distributed
personal
protective
equipment,
provided
testing
and
contact
tracing
and
offered
other
public
health
supports.

As
of
mid-december.
The
city
has
tracked
over
29
000
cases
of
covet
19
in
the
city
issued
dozens
of
public
health
advisories
supported
the
statewide
effort
to
complete
over
5
million
cova
19
tests,
sponsoring
33
testing
events
distributed
distributed
over
1.2
million
masks
to
businesses,
residents
and
community
organizations
installed.
50
community
stand
sanitation
stations
and
is
now
supporting
the
state's
vaccination
program

The
city
provided
an
additional
three
million
dollars
in
partnership
with
community
organizations
to
support
housing
stability
for
renters
and
homeowners.
This
three
million
dollars
includes
1.5
million
in
grant
funds
through
the
housing
stabilization
pilot
program
to
support
housing,
stabilization
services
and
funding,
specifically
for
tenants
and
one
to
four
unit
rental
properties.

It
also
includes
1.2
million
approved
by
the
council
in
a
new
contract
to
mid-minnesota
legal
aid,
to
provide
free
legal
services
to
minneapolis
renters
facing
eviction
or
displacement
related
to
habitability
issues.
Finally,
this
3
million
includes
300
thousand
dollars
and
increased
support
for
the
minnesota
homeownership
center
to
support
foreclosure
prevention
services
provided
by
multiple
non-profit
organizations.

The
city
joined
county
state
philanthropy
and
non-profit
partners
to
invest
a
total
of
55
million
dollars
to
expand
emergency
shelter,
low
barrier,
housing
and
protective
housing
for
people
experiencing
homelessness,
as
well
as
enhance
existing
shelters
and
expand
support
services,
rapid
rehousing
and
street
outreach.
The
city's
portion
of
this
investment
is
13.4.

The
city
is
actively
working
on
a
new
single
room,
occupancy
ordinance
to
further
expand
permanent
permanent
housing
options
for
persons
experiencing
homelessness.

Through
this
task
force
work,
the
city
provided
more
than
nine
hundred
thousand
dollars
in
grants
to
local
free
food
distribution
sites
to
support
capacity
building
and
acute
emergency
food
relief,
collaborating
with
minneapolis
public
schools
to
ensure
children
and
families
in
minneapolis
had
emergency
food
and
knew
where
to
get
it
and
provided
culturally
specific
meal
delivery
for
seniors.
In
partnership
with
appetite
for
change,
we
worked
with
minnesota
farmers,
market
managers,
farmers,
market
of
minneapolis,
collaborative
leadership
and
state
agencies
to
develop,
implement
and
communicate
covet
protocols
to
allow
safe
and
successful
operation.

The
city
helped
leverage
more
than
60
thousand
dollars
in
local
funding.
Resources
for
markets
to
safely
operate
and
provided
in-kind
support
such
as
ppe
and
signage,
and
co-hosted
bi-weekly
virtual
convenings
for
market
managers.
Because
of
this
work,
most
of
the
large
farmers
markets
were
able
to
open
in
2020
not
listed
on
the
slide
but
important
to
note.
The
department
of
public
works
established
the
stay
healthy
streets
program.

The
city
joined
forces
with
other
jurisdictions,
chamber
businesses,
community
partners
to
help
secure
and
ensure
access
to
for
minneapolis
businesses
to
receive
more
than
three
billion
dollars
in
support.
The
bulk
of
this
support
was
in
the
form
of
paycheck
protection
program,
loans
from
the
u.s
small
business
administration,
state
loans
and
the
county's
use
of
its
cares
act.
Funding
overall,
minneapolis
businesses
performed
very
well
in
accessing
these
programs
exceeding
our
expected
per
capita
share
of
this
funding.
This
outcome
is
a
direct
result
of
the
thousands
of
hours,
the
city
dedicated
in
technical
assistance
to
small
businesses.

The
events
after
the
killing
of
mr
george
floyd
have
had
a
devastating
impact
on
community
stability,
already
fragile
in
the
midst
of
the
pandemic,
low
and
moderate
income
communities
and
communities
of
color
experience,
the
worst
damage,
oem
coordinated,
a
three-day
canvas
of
damage
with
with
support
from
public
works,
cpad
regulatory
services
and
the
assessor's
office.
The
city
found
a
total
of
1025
impacted
buildings,
of
which
53
were
destroyed.
31
sustained
major
damage,
56
sustained,
sustained
minor
damage
and
the
remaining
885
were
affected,
displacing
or
disrupting
businesses
and
workers
and
some
residents.

The
food
and
security
task
force
hosted
regular
virtual
convenings
for
community
food
relief,
organizers,
both
traditional
food
shelves
and
new
community-led,
pop-up
relief
efforts
and
provided
direct
access
to
food,
the
health
department
and
ncr
partnered
with
local
food
banks.
The
city
managed
a
community
food
distribution
site
in
partnership
with
minneapolis
park
and
recreation
board.
Second
harvest
heartland,
the
food
group,
corcoran
neighborhood
organization
and
community
organizers
at
parterhorn
and
corcoran
parks.

The
city
provided
ninety
thousand
dollars
in
support
from
the
hunger
solutions,
coveted
food
fund
grant
and
provided
food
for
up
to
800
families.
Per
week.
The
health
department
worked
with
community
pop-up
sites
to
maintain
food
safety,
while
continuing
to
allow
the
community-led
food
relief
to
happen.
The
city
developed
a
new
food
distribution
site
permit
to
regulate
this
type
of
activity.

The
assessor
completed
a
re-evaluation
of
998
of
the
damaged
properties
and
reduced
assessed
value
by
42
million
dollars,
reducing
property
tax
liability
for
these
properties
by
1.6
million
dollars.
The
mayor
and
city
council
approved
two
million
dollars
in
funds
to
support
city
conducted
rubble,
removal
for
approximately
18
properties
working
with
the
property
owners.
Each
of
these
sites
will
be
cleared
in
early
2021..

The
city
approved
an
ordinance
amending
an
ordinance
amendment
rather
repealing
the
ban
on
exterior
security
barriers
facing
public
streets
in
response
to
requests
from
property
owners.
The
city
created
minneapolis
forward
rebuild
resilient
program
to
increase
energy
efficiency
improvements
in
buildings
that
were
impacted
by
the
unrest
and
approved
1.4
million
for
this
program.

As
part
of
the
2021
budget,
the
city
investment
is
estimated
to
leverage
another
15
million
in
private
utility
state,
federal
and
foundation
funds
for
this
resiliency
work
throughout
city
staff
across
the
enterprise
provided
individual
guidance
and
consulting
for
navigation
for
navigating
regulation,
relocation
and
accessing
relief
funds.

earlier,
community
need
is
far
greater
than
the
resources
that
have
been
made
available
so
far.
That
said,
the
work
highlighted
in
this
presentation
has
made
a
significant
difference
in
mitigating
the
negative
impacts
of
the
2020
crises

thousands
of
minneapolis
residents
and
businesses.

remote

many

furloughs

operating
in
a
state
of
emergency
