think
this
is
wonderful
and
great,

more

that

it
ends
up

full
council.
The
event
will
have
passed.

maybe
this
is
more
just
a
question
for
staff
or
just
something,
on
my
mind,
is
as
these
come
through.

proving
things
that
almost
happen

that
can
happen

know
if
this
needs

be
more

curiosity

than
anything

that

events

trying

with

the
transportation,
engineering
and
design
division
in
public
works.
Today
I
am
presenting
for
the
public
hearing
for
the
8th
street
southeast
reconstruction
project,
which
is
city
project
number
2283.

The
estimated
cost
for
street
lighting
for
the
project
is
178
000
public
works
is
no
longer
recommending
a
street
lighting
special
assessment
for
the
project.
A
decision
regarding
the
inclusion
of
street
lighting
in
the
project
and
associated
funding
will
be
made
at
some
point
in
the
future.
In
cooperation
with
the
university
of
minnesota.

this

This
has
been
a
long-awaited
small
stretch
of
roadway
that
needs
refurbishing
reconstruction
and
the
university
of
minnesota
is
being
a
great
partner
in
this
and
then
giving
their
input
because
it
certainly
serves
their
needs
and
interests
as
well.

if
I
missed
this
earlier,
as
I
was
joining
the
meeting,
but
I
I
wondered
if
customer
gordon
or
perhaps
staff
or
someone
could
share
a
bit
more
about
the
plan
for
resolving
the
questions
around
pedestrian
lighting.

Yeah
I'd
be
happy
to
speak
to
it
a
little
bit
further.
My
understanding
from
the
briefing
that
I
got
from
staff
in
some
conversations
are
that
the
typical
way
that
we
do
the
enhanced
lighting
is,
we
do
an
assessment
and
we
it
has
to
be
something
that
folks
are
willing
to
go
into.
So
there
were
only
two,
a
few
property
owners
and
neither
of
them
wanted
the
extra
assessment
for
the
lighting,
so
we
couldn't
incorporate
it
in
as
usual
and
have
it
paid
for.
However,
the
university
is
interested
in
having
the
lighting.
A
The
university
has
also
been
making
a
major
investment
in
kind
of
buying
down
the
reconstruction
of
this
street.
It's
sort
of
in
lieu
of
assessments
to
them,
and
it's
it's
it's.
They
have
a
lot
of
road
right
on
their
edge
of
their
campus
there.
So
it's
serving
them.
So
it's
great
that
we
get
these
in
kind
in
lieu
of
assessments
directly
from
the
university
for
these
projects,
but
that
also
means
we're
actually
saving
a
little.
So
what
we're
trying
to
do
now
is
thread
the
needle
about
okay,
the
university
wants
the
lighting.

The
city
thinks
it's
advantageous.
Can
we
afford
to
do
it
without
that
little
assessment
on
the
property
owners?
We
think
so,
and
maybe
it's
just
gonna
mean
we.
The
city
might
make
a
contribution
and
the
university
might
make
a
contribution
to
cover
that,
and
maybe
we
won't
make
any
extra
contribution
and
they
will
make
all
of
it.

I'm
really
not
quite
sure,
but
we
have
our
staff
and
they're
having
conversations,
and
I
think
that
this
action
today
is
actually
going
to
help
them
get
back
to
the
table
and
figure
out
how
we
can
sort
that
out.
So
it
can
be
instead
of
this
added
project
paid
for
separately
will
actually
become
part
of
the
base
costs
of
everything
and
worked
into
the
budget.
Hopefully
that
makes
sense-
and
hopefully
I
didn't
divulge
any
of
our
secret
negotiating
plans
in
this
public
forum.

that's

know
perhaps
maybe
it
makes
sense
for
me
to
just
follow
up
offline,
but
I
I
guess
this
does
seem
like
a
place
where
the
pedestrian
lighting
would
be
advantageous
for
community
use,
and
it's
really,
you
know,
kind
of
busy
corridor
a
place
where
we
want
people
to
be
feel
safe
and
secure
in
every
way
from
traffic
concerns
et
cetera.

I
you
know,
I
guess
I
feel
a
little
uncomfortable
with
the
ambiguity
around
I
just
I
guess
I
just
want
to
follow
up
with
you
and
and
staff
to
see
if
there's
a
checkpoint,
that
we
could
build
in
to
make
sure
that
the
street
doesn't
start
construction
without
resolving
this
question
one
way
or
another.

that
make
sense?
So
we
have
some
time
now.
I
assume
there's
the
design
process
bidding
process
like
all
the
detailed
engineering
work.
So
there
seems
like
plenty
of
time
to
work
out
some
of
the
details,
including
the
lighting
question,
but
you
know
we
would
hate.
I
would
hate
to
see
the
road
rebuilt
and
leaving
out
the
lighting
if,
if
there
could
have
been
a
solution.

would
as
well,
I
think,
the
full
intention
if
I
made
mr
chair,
the
full
intention
is
to
get
the
lighting
level
there,
and
I
think
that
we
will
I'm
not
sure
that
we
necessarily
will
have
it
all
figured
out
by
the
council
meeting.
But
we
could
even
do
that,
and
I
know
that
don
elwood
would
be
happy
to
give
you
a
briefing
on
this
too.
And
he
probably
knows
more.
The
ins
and
outs
of
that
that
part
of
it.

think
you
outlined
the
situation
and,
of
course
we
have
to
juxtapose
it
against
our
standard
policies
in
this
area,
because
I
know
some
streets
who
are
not
by
policy
eligible
for
the
automatic
street
lighting.
Inclusion
are
subject
to
you,
know
extra
assessment,
and
so
I
want
to
make
sure
that
we're
mindful
of
how
others
have
been
treated
to
so,
but
conversations
seem
to
be
very
mature
and
moving
along
swiftly
with
that.

repair
public
works
today,
we're
here
for
the
public
hearing
for
the
2020
sidewalk
construction
season,
public
works
completed
its
annual
inspection
and
repair
public
sidewalks
in
2020
property
owners
had
the
option
of
contracting
for
the
repairs
themselves
or
allowing
the
city
to
complete
the
work
and
be
billed
or
assessed
for
the
work
for
those
choosing
the
latter.
This
action
is
to
proceed
with
the
process
for
collecting
those
assessments.

the
property
owner
chose
to
contest
the
cost
of
the
work,
they
had
an
opportunity
to
appeal
at
an
administrative
hearing.
If
the
property
owner
is
satisfied
with
the
determination
of
the
administrative
hearing
officer,
no
further
action
is
necessary
if
the
property
owner
chooses
to
contest
the
administrative
hearing
officer's
determination,
and
they
had
the
option
to
to
testify
here
at
the
tmpw
committee.

principal
amount

the
proposed
assessment

list

properties

recommend
passage

adopting

loving
the
assessments
and
adopting
the

sidewalk
repair

construction

the
2020
construction
season

a
quick
recap:
we
had
a
public
hearing
on
recommended
changes
to
the
truck
parking
ordinance
at
our
last
during
our
last
cycle
that
went
to
the
council
for
full
council
approval.
There
was
a
discussion
around
a
couple
of
amendments
and
the
decision
was
to
return
that
this
back
to
committee,
we
staff
worked
public
works,
community
planning,
economic
development
and
intergovernmental
relations.

Yes,
I
am
prepared
to
do
that.
I
think
that
the
I
think
the
clerk
might
have
the
copy
of
the
staff
direction
with
the
wording
that
was
worked
out
with
staff
and
council
member
osman
asked
me
to
bring
this
forward
and
it
should
be
before
you
now.

actually
think
that
the
amending
the
proposed
section
reads
the
same,
and
but
the
staff
direction
reads
differently
and
it's
shorter.
It's
directing
community
planning
and
economic
development
staff
to
work
with
all
interested
parties
to
provide
site
search;
assistance
of
properties
zoned
appropriately
for
development
of
commercial
truck
parking
facilities
in
the
city
of
minneapolis.

finally,
it's
directing
staff
to
deliver
a
report
to
the
city
council
in
the
fourth
quarter
of
2022
on
developer
reported
feedback
in
attempting
to
build
truck
parking
in
minneapolis.
The
first
year's
experience
with
education
enforcement
and
the
results
of
regional
intergovernment
efforts
to
find
regional
solutions
to
truck
parking.

colleagues

the
