I'm
going
to
call
to
order
this
regular
meeting
for
friday
november
5th
before
we
proceed
I'll
note
for
the
record
that
we
have
remote
participation
by
city,
council,
members
and
city
staff
as
authorized
under
the
provisions
of
the
minnesota
open
meeting
law,
section
13d
.021
due
to
the
declared
state
of
local
public
health
emergency,
the
city
will
be
recording
and
posting
this
meeting
to
the
city's

and

as
a
means
of
increasing

and

Thank
you,
madam

The
policy
and
government
oversight
committee.
I
just
needed
to
make
sure
I
was
not
muted.
The
policy
and
government
oversight
committee
is
bringing
forward
20
items.
Item
number
one
is
accepting
the
third
quarter.
2021
donations
made
to
the
city
valued
under
15
000
item
number
two
is
approving
a
5.3
percent.

to
the
salary
schedule
for
the
position
of

D
A
Seeing
then
I'll
just
note
that
we
do
have
a
number
of
worker
compensation
claims,
we
continue
to
receive
constituent
feedback
about
these
and
I
always
like
to
just
mention
it
in
the
interest
of
transparency,
to
acknowledge
those
comments
that
are
coming
in
see
no
further
discussion.
The
clerk
will
call
the
rule.

H
Thank
you.
Madam
president.
The
committee
is
forwarding
six
items
today.
Item
one
is
the
traffic
code.
Modernization
ordinance
two
is
the
cooperative
agreement
with
indot
for
trunk
highway
55
project
three
is
a
contract
amendment
with
western
west
proving
company
incorporated
for
rampi
helix
overlay.
H
Four
is
the
university
southeast
fourth
street
southeast
improvement
project
five,
which
we
sent
for
without
recommendation
with
the
e-line
bus,
rapid
comments
and
six
is
consolidating
and
updating
the
public
works,
parking
service,
fee
and
rate
schedule.
It's
my
understanding
that
confirmer
palmisano
wishes
to
address
item
5,
which
I
would
recommend
pulling
and
moving
the
remainder.
I
Thank
you
very
much.
Madam
president,
I
just
wanted
to
express
my
excitement
over
number
four.
This
is
the
layout
for
university
and
fourth
street.
This
is
something
that
we've
been
working
on
for
years.
It's
actually
a
county
road
and
the
final
design
looks
dramatically
different
from
what
we
were
hearing
in
the
beginning.
I
It's
going
to
include
a
protected
bikeway
on
4th
street,
and
I
encourage
people
to
check
out
the
layouts.
It's
also
got
some
innovative
designs.
It's
got
protected
intersections
at
15th
and
university.
Several
floating
bus
stops.
It
really
looks
like
our
complete
streets
policy
is
being
implemented
here,
and
these
are
complete
streets.
Once
this
is
done,
there's
going
to
be
connections
to
oak
street,
protected,
bikeway
and
it'll
be
possible.
I
think,
to
get
all
the
way
around
the
university
of
minnesota
without
leaving
a
protected
facility.
I
I
want
to
thank
public
works
staff
for
their
years
of
work
on
this.
These
two
two-way
bikeway
on
university
wasn't
included
originally,
and
this
effort
really
has
has
culminated
in
a
project
that
will
be
a
local
model
and
so
dramatically
different
than
the
way
we
used
to
do
business.
I
really
appreciate
it.
It's
really
exciting.
I
know
councilmember
fletcher,
who
shares
and
a
lot
of
this
is
in
the
third
board
shares
my
excitement
over
this.
Just
wanted
to
make
that
no.
Thank
you
so
much.
C
C
C
A
F
Thank
you,
madam
chair.
I
did
want
to
note
from
our
colleagues
now
on
transportation
public
works
committee
that
this
item
was
forwarded
without
recommendation
from
committee.
After
a
lot
of
discussion
around
my
desire
to
incorporate
the
enormous
amount
of
feedback
that
I'd
been
getting
around
the
eight
stops
of
this
route
that
are
in
my
ward,
I
have
worked
with
staff
and
they
support
this
change.
I'm
not
sure
if
we
could
get
it
up
on
the
screen,
but
the
change
to
the
document
in
the
following
way.
F
So
I
would
like
to
move
this
letter
as
amended.
Unlike
we
were
discussing
in
committee,
and
I
mentioned
at
committee
of
the
whole
yesterday.
It
does
make
sense
for
these
not
to
be
general
comments
about
the
e-line,
but
rather
in
a
section
that
lists
unique,
location-based
kinds
of
issues.
So
I
think
this
approach
is
a
way
to
reflect
the
community
feedback,
but
not
place
it
with
broader
project
comments,
which
is
where
some
of
the
discomfort
was
in
committee.
F
So
I'm
looking
to
add
the
following
sentence
in
the
very
last
paragraph-
and
it
says
this:
the
city
will
collaborate
with
metro
transit
refinements
in
the
plan
as
a
result
of
ongoing
public
comment
which,
to
date,
has
included
comments
related
to
the
localized
importance
of
parking
tree
loss
and
replacement,
changes
to
underlying
bus
service,
neighborhood
design
and
improving
the
speed
and
reliability
of
transit.
So
I
this
is
what
I
sent
out
to
colleagues
yesterday,
and
this
is
what
I
would
like
to
move
forward
in
its
in
place
of
the
draft
plan.
A
Councilmember
palmisano
has
moved
this
motion,
which
is
a
language
addition
to
the
letter
that
the
city
will
submit
on
the
e-line
bus,
harper
transit
project
council
member
jenkins.
D
Thank
you,
madam
president.
I'm
just
not
totally
clear
on
the
route
of
the
e-line.
Can
someone
please
I'm
not
I'm
not
on
the
transportation
public
works
committee
and
just
want
to
be
familiar
with
this
route.
A
A
Counselor
promise,
I
know
I
appreciate
this
approach
very
much
for
my
constituents
in
my
highly
transit
dependent
ward,
having
transit
priority
as
part
of
this
transit
priority
project
is
really
important,
so
excited
to
keep
this
project
moving
and
keep
our
comments
in
alignment
with
all
of
our
adopted
city
goals,
at
least
for
now.
C
C
C
A
D
Thank
you.
Madam
president.
The
executive
committee
brings
forward
one
item
today.
It
is
the
referral
to
the
policy
and
government
oversight
committee,
the
collective
bargaining
agreement
for
laborers
local
363
unit
for
2021
through
2023.
C
C
C
C
A
That
carries,
and
that
will
be
referred
to
pogo
in
the
next
cycle.
Next
is
the
introduction
referral
calendar.
There's
one
item
that
was
noticed
at
the
last
meeting.
Excuse
me
to
be
introduced
given
its
first
reading
and
referred
to
the
policy
government
oversight
committee.
It's
a
motion
by
council
vice
president
jenkins
to
amend
title
ii
and
title
8.5
to
update
the
statutory
citations
related
to
campaign
finance
disclosure
forming
a
simple
candidates.
Are
there
any
questions
or
comments
from
council
members
on
that
introduction,
referral.
C
C
C
C
B
A
We
do
have
a
request
for
a
closed
session
this
morning
to
receive
a
briefing
on
the
litigation
matter
of
justice,
feldman
versus
muhammad
jama,
the
city
and
the
city
of
minneapolis.
Before
I
move
to
close
this
meeting
I'll
call
the
city
attorney
to
give
us
the
reasoning
for
this
requested
closed
session.
J
J
Accordingly,
under
the
minnesota
open
meeting
law,
minnesota
statutes,
section
13d,
.05
of
division
3b,
the
council
may
upon
proper
motion
close
the
meeting
for
the
purposes
of
attorney-client
communication
and
considering
the
motion.
The
council
could
weigh
the
right
of
the
public
to
know
what
its
government
is
doing
against
the
need
for
the
city
to
preserve
the
confidentiality
of
its
discussions
with
its
attorneys.
A
D
C
C
C
A
That
carries
so.
We
will
now
move
to
the
closed
session,
we'll
reconvene
in
this
open
session
in
public
after
we've
concluded
that
closed
session.
For
my
colleagues,
you'll
need
to
and
exit
out
of
this
meeting
and
join
the
closed
session
teams
meeting
the
public
meeting
will
continue
so
then
again,
we'll
just
rejoin
this
meeting
after
the
closed
session
is
over.
I
will
see
you
in
the
closed
session.
A
B
A
A
A
A
A
And
just
deep,
deep
thanks
to
everyone
who
supported
record
turnout
in
our
city's
election.
Of
course,
we
still
have
a
long
way
to
go
to
reach
full
representation
in
our
local
elections,
but
we
make
some
progress
every
time,
thanks
to
the
efforts
and
investments
that
we
make
I'll
offer.
My
congratulations
to
mayor
fry
on
his
re-election
and
all
those
who
will
be
returning
and
entering
city
hall
and
look
forward
to
supporting
a
smooth
transition
to
the
next
administration.
