the
provisions

minnesota,
open
meeting

due
to
the
declared
state
of
local
public
health
emergency.

Before
we
begin,
we
have
a
resolution
today
brought
forward
by
council
member
cunningham
condemning
racialized
harm
against
asian,
american
and
pacific
islander
individuals
and
communities.
So
before
we
begin
the
official
agenda,
I'd
like
to
invite
councilmember
cunningham
to
present
that
resolution-
and
I
believe
we
may
also
have
some
guests
here
for
this
as
well.

Good
morning,
everyone,
thank
you,
madam
president,
so
it
is
my
honor
to
bring
forward
this
resolution
today,
although
it
is
under
very
unfortunate
and
tragic
circumstances,
think
it's
important
for
us
as
a
city
to
make
a
strong
stance
against
the
racialized
harm,
as
well
as
stand
in
solidarity
with
the
asian-american
pacific
islander
community.

So
with
that,
this
is
a
resolution
condemning
the
racialized
harm
against
amer,
asian-american,
pacific
islander
individuals
and
communities,
whereas
on
march
16
2021,
the
killing
the
city
of
atlanta
and
its
asian
american
community
experienced
a
tragic
and
traumatic
event
resulting
in
the
killing
of
eight
people.

Ai
and
whereas
these
horrendous
acts
of
violence
targeting
asian
women
among
the
victims
were
motivated
by
misogyny
and
have
reverberated
throughout
the
asian-american
pacific
islander
community
nationwide,
including
the
city
of
minneapolis,
and
whereas,
since
the
start
of
covin,
the
kovit
19
pandemic,
the
aapi
community
has
experienced
discrimination,
harassment
and
racialized
attacks
in
every
public
sphere,
including
health
care,
local
businesses,
public
streets
parks,
transit
schools
and
other
public
spaces.

And
whereas,
to
date,
the
reporting
center
stop.
Aapi
hate
has
received
3
800
reports
of
hate
incidents
stemming
back
to
march
2020
and
whereas
reported
harm
experienced
by
the
aapi
community
includes
verbal
harassment,
shunning,
which
is
the
deliberate
avoidance
of
asian
americans,
physical
assault,
civil
rights
violations
in
the
workplace,
discrimination
refusal
of
service
and
being
barred
from
transportation
and
online
harassment.

Now,
therefore,
let
it
be
resolved
by
the
city
council
and
this,
the
city
council
of
of
the
city
of
minneapolis,
that
the
mayor
and
city
council
stand
in
solidarity
with
the
asian-american
pacific
islander
community,
both
in
the
city
of
minneapolis
and
across
the
united
states,
and
expressed
its
unwavering
commitment
to
com,
combating
anti-asian
hate
and
discrimination
by
protecting
aapi
minneapolis
and
holding
accountable.
Those
who
cause
them
harm.

Be
it
further
resolved
that
the
mayor
and
city
council
hereby
express
its
strongest
condemnation
for
racism
and
intolerance
against
asian
asian
american
pacific
islander
community
communities
and
peoples
and
be
be
it
further
resolved
that
the
mayor

city
council
do
hereby
recognize,
recognize,
celebrate
and
honor
the
rich
cultures
and
contributions
of
our
aapi
families,
friends
and
neighbors.

that
it
is
of

importance
that
we
as
a
city
stand
with
our

during
these
challenging
times,

to
take
a
moment
to
celebrate
all
of
the
assets
that
that
community
brings
to
our
city

how
lucky

be

call
them

neighbors
and
our
friends.

council

issues

need

make

being
communicated
to
our
communities,

is
the
reason
why
that
I
started
it.

trying
to
still
process
what
is
going
on.
We've
been
unpacking
a
lot
and
the
more
that
we
unpack
the
more
that
we
are
realizing
that
there's
still
a
lot
of
work
that
we
have
to
do
to
dismantle
the
barriers
that
are
keeping
us
from
moving
forward
and
in
the
conversation
that
I'm
having
with
my
network,
you
know.
Obviously,
the
the
things
that
we
are
feeling
is
a
great
sense
of
fear
and
anxiety.

So
again,
there
is
a
lot
of
fear
and
anxiety,
and
I
want
to
share
a
personal
story
with
you.
I
I
came
to
the
states
in
the
winter
of
79.
I
was
a
year
at
the
time
and
now
I'm
going
to
fast
forward
to
fall
of
1981,
my
mother,
who
was
then
pregnant
with
her
third
child.
My
younger
sister
named
lusandra.

This
is
not
something
new
hate
crimes
against
asians.
This
is
something
that
we
continue
to
face
and
we've.
The
other
thing
that
I
want
to
share
is
also.
I
appreciate
that
these
hotlines
are
being
created
and
the
recording
tools
online
are
being
creative,
but
please
keep
in
mind
that
these
are
reactive
tools
to
help
us,
but
also
there
is
something
that
you
need
to
understand
about
the
asian
mentality
or
attitudes
against
reporting
crimes.
They
are
going
to
continue
to
go
under
reported
because
it
is
not
within
our
nature
or
attitudes.

We
are
very
non-confrontational
people
for
the
most
part,
so
we
are
hesitant
to
report
because
there
is
still
a
level
of
mistrust.
So
what
I
would
encourage
us
all
to
do
is:
let's
go
beyond
the
words
I
I
like
the
energy.
I,
like
you,
know
everything
that
we're
all
doing
to
organize
and
to
raise
awareness
around
hate
crimes,
but
if
we
don't
go
beyond
the
words,
if
we
don't
take
action
to
change
laws
to
change
policies,
this
is
not
going
to
go
away.

hate
crimes
will
not
decide
subside
and
then
the
other
thing
that
I
want
to
make
sure
we
understand
is
that
it
goes
beyond
just
coronavirus.

geopolitical
tensions
that
exist
that
are
a
cause
of
this
as

in
order
for
us
to
effectively
address
what's
happening,
we
have
to
dig
deeper

courage
to
have
open
discussions
around
racism.
This
is
not
just
about
asian
americans.
This
is
about
you,
know
the
black
communities,
the
hispanic
communities
are
experiencing
the
same
thing.

leadership
acknowledging

trauma
that
is
impacting
the
aapi
community

hope
to
people
who
are
afraid
of
going
out
who

afraid
of
going
down
for
groceries,
who
are
afraid
of
going
out
to
their
doctor's
appointment
and
who
is
who
are
afraid
of
just
walking
their
neighbor
a
neighborhood,
the
killing
in
atlanta
by
asian
women's,
the
killing
of
an

american
in
san
francisco
and
the
continued
attacks
on
asia
asian
americans.

is
a
broad
back,
tremendous
trauma
and
fear
and
distrust
in
the
community
that
we
live
in,
and
this
resolution
helps
gives
a
light
to
a
lot
of
people
about
city
leadership
in
the
city
of
minneapolis
and
for
them
to
feel
protected
and
safe.

want
to
say
again

the
leadership
council
member
cunningham
for
bringing
forth
this
resolution.

means
a
lot
to
many
of

strategies

combat

cannot
be
developed

chip
away

larger
pattern

race-based
violence

coordination

Staff
are
also
community
members
and
residents
in
crisis.
It
will
take
all
of
us
to
support
asian
employees
and
build
visibility
and
awareness
of
our
incredible
powerful,
diverse
community.

with
acknowledgement
and
a
willingness

anticipated

be

vaccination
would
open
wide
up.
So
this
comes
as
a
bit
of
surprise
to
us.

I
received
the
information
about
middle
of
the
afternoon
yesterday
and
honestly
had
a
moment
of
panic
and
then
started
thinking
about
what
we
need
to
do
as
a
health
department
to
continue
to
prepare
for
this.

We
have
actively
been
seeking
locations
out
and
about
in
minneapolis
and
our
in
our
various
communities
and
neighborhoods
so
that
we
can
have
vaccine
locations
located
in
close
proximity
to
those
folks
that
we
are
trying
to
serve
so
we've
been
able
to
add
three
or
four
additional
locations
over
the
last
couple
weeks
and
we
will
continue
to
add
additional
locations
so
that
people
do
not
need
to
come
downtown
or
they
do
not
need
to
get
over
to
election
and
voter
services
that
there
will
be
locations
in
close
proximity
to
them.

We
will
continue
to
do
this.
We
will
also
need
to
continue
to
prioritize
just
because
the
qualifications
or
eligibility
has
opened
up
does
not
mean
that
we
are
getting
more
vaccine,
so
we
will
be
continuing
to
operate
approximately
with

same
level
or
amount
of
vaccine
that
we
have
been,
which
means
that
next
tuesday,
we
cannot
have
everyone
show
up
for
vaccine
and
expect
to
get
it.
So
we
will
continue
to
work
with
the
guidelines
that
had
originally
been
set
forth
by
the
state
and
federal
government
and
use
those
to
help
guide.

I
know
that
north
point
clinic,
which
is
awesome
in
my
ward,
is
going
to
be
having
some
accessibility
for
vaccines.
Are
there
plans
to
expand
that
in
north
minneapolis?
You
know.
We
know
that
the
disparity
between
for
folks
having
access
to
covet
tests
now
the
disparity
between
who's,
getting
the
vaccine
is
it's
present
and
north
point's
a
great
resource.
But
if
we
look
on
them
for
everything,
I'm
afraid
we
won't
actually
get
an
equitable
distribution
of
folks
getting
vaccinated
over
north.

Additionally,
we
are
finalizing
a
contract
with
a
group
called
black
nurses,
rock
and
black
nurses
rock
in
our
conversations
with
them.
Getting
ready
for
this
contract
have
agreed
between
the
two
of
us
that
they
will
have
a
particular
focus
in
north
minneapolis
and
in
the
work
that
they
will
be
doing
on
our
behalf.

healthcare
organizations

offering
vaccinations

pharmacies

clinics

that
we
are
aware
and
have
an
understanding,
I
know
sir
anthony,
I
believe,
is
a
vaccination
site,
but
certainly
want
to
make
sure
that
vaccinations
are
available
for
communities
of
color
that
reside
throughout
the
city.

I

if
I
can't
remember
them

right

I

to

so
election
and
voter
services
is
our
busiest
spot.
We
are
there
tuesday

saturday
every
week,
and
that
has
been
where
we've
invited
a
majority
of
people
to
come
to
clinic.

We
have
just
added
the
davis
center.
We
are
working
with
midtown
global
market
to
do
vaccinations
there.
We
are
working
with
park,
avenue
united
methodist
church
to
use
them
as
a
location.

Sabathany
is
still
a
testing
site
for
us
and
we
understand
that
either
hennepin
county
or
the
state
are
doing
vaccinations
there,
but
I'm
not
entirely
sure
which
group
that
is
and
then
we
have
been
doing
some
clinics
on
site
so
there.
If
there
are
employer
groups
that
have
enough
employees
in
their
pool,
we
will
go
on
site
to
that
location
in
order
to
do
vaccinations
instead
of
having
those
folks
come
to
election
voter
services
or
one
of
the
other
sites.
We've
also
implemented
vaccine
clinics
at
all
of
the
minneapolis
public
housing
buildings.

Now
we
just
finished
up
yesterday
with
the
first
round
of
vaccine
for
those
locations,
and
then
we
have
a
week
off
and
then
we'll
get
back
to
all
of
those
locations
to
do
second
round
vaccine
and
we
are
continuing
to
look
for
consistent
locations
for
other
vaccine
sites
so
for
testing.
We
have
consistently
been
using
the
columbia
golf
course
in
northeast,
but
they
are
opening
soon
and
that
location
will
not
be
available
to
us
any
longer.

So
we
are
actively
seeking
a
place
in
the
northeast
as
council
member
ellison
mentioned
something
further
north
into
north
minneapolis
and
then
something
a
little
bit
more
south
west
in
minneapolis.
So
if
there
are
our
ideas,
please
forward

us

are
out
and
about
our
our
planning
team
is
out
and
about
actively
seeking
additional
locations
for
our
vaccine
effects.

one

religious
festivals
of
the
jewish
calendar,
which
is
passover.
Jews
celebrate
the
feast
of
passover
to
commemorate
the
liberation
of
israel
israelites,
who
are
led
out
of
egypt
by
moses.
Many
people
are
familiar
with
this
holiday
because
it
is
a
part
of
a
time
when
jewish
people
do
not
eat
anything
leavened
and
eat
matzah
instead
of
leavened
bread.

lives
lost

I
know
today

noon.
The
city
hall
bells
will
be
ringing
40
times
for
the
400
neighbors
friends,
family
residents
of
minneapolis,
whose
lives
have
been
lost
since
march
27th
2020,
and
I
would
ask
that
we
take
a
moment
of
silence
to
remember
and
commemorate
and
honor
those
who
have
been
lost
over
the
past
year.

loved

often
done

very
unusual
