That
carries
and
the
agenda
is
adopted
and,
as
you
noted
in
the
last
roll
call,
we've
been
joined
by
council
vice
president
jenkins,
before
we
take
up
the
business
matters
for
this
meeting,
we
have
a
presentation
of
an
honorary
resolution
which
will
be
presented
by
council
members
cunningham
and
ellison,
which
is
the
2021
asian
american
and
pacific
islander
heritage
month,
honorary
resolution
and
I'll
turn
it
over
to
the
council
members
for
this
presentation.
H
Thank
you,
madam
president.
I'll
be
kicking
us
off.
It
is
my
honor
for
the
annual
tradition
of
bringing
forward
the
resolution
honoring
asian
american
and
pacific
islander
heritage
month
here
in
minneapolis.
H
So
we'll
go
ahead
and
read
through
the
resolution
and
as
was
mentioned,
we
have
some
esteemed
guests
who
will
be
a
part
of
this
presentation.
H
But
the
aapi
population
represents
hundreds
of
national,
ethnic
and
tribal
identities,
including
many
politically
unrecognized
ethnic
groups,
multi-racial
and
multi-ethnic
peoples,
whereas
the
diverse
aapi
community
includes
political
refugees
from
war-torn
countries.
Asylum
seekers,
choice,
immigrants,
undocumented
immigrants,
adoptees
green
call
card
holders,
new
citizens,
multi-generational
american-born
citizens
and
indigenous
people,
call
indigenous
colonized
peoples,
and
whereas
there
is
no
single
asian
or
asian
american
past
politic
or
culture.
I
Islander
employee
group
has
been
established
to
support
aapi
employees
in
the
city
of
minneapolis,
connect
employees
to
city
resources
and
help
create
a
respectful
and
welcoming
workplace
free
of
racial
discrimination.
Now,
therefore,
be
it
resolved
that
the
mayor
and
the
city
council
do
hereby
commemorate
april.
I
30Th
2021,
as
the
one
year
anniversary
of
the
launch
of
the
minneapolis
asia
pacific,
employee
group,
and
recognize
the
value
and
rich
contributions
of
asian
american
and
pacific
islander
employees
and
residents
to
the
city
of
minneapolis
that
we
recognize
the
month
of
may
as
asian
american
and
pacific
islander
heritage
month,
that
we
denounce
racist
scapegoating
xenophobia
and
acts
motivated
by
hatred
targeting
aapi
communities
that
we
continue
to
support
a
vision
for
the
city
that
strengthens
the
health
and
well-being
of
the
most
vulnerable
members
of
our
communities,
including
the
aapi
community,
such
as
greater
economic
inclusion,
housing
security,
public
safety
and
sustainable
transportation
options
that
we
commit
to
recognizing,
elevating
and
addressing
the
aapi
communities,
diversity,
unique
challenges
and
vital
role
in
the
strength
in
the
growth
and
strength
of
our
nation
region
and
in
minneapolis.
I
B
Thank
you,
council
members.
We
have
a
number
of
guests
who've
joined
us
today.
We
have
sunny
chantha
navang
from
the
lao
assistance
center,
michael
yang
from
our
neighborhood
and
community
relations
department,
marie
maria
lee
from
civil
rights
who's,
a
co-chair
of
the
minneapolis
asian
pacific
employees,
group
jimmy
yang
from
I.t
who's,
a
leader
in
the
employees
group
and
karuna
mahajan
from
cped
who's,
the
executive
sponsor
of
the
minneapolis
asia
pacific
employees
group.
B
And
you,
if
you've
called
in
by
phone
you'll,
push
star
six
to
unmute
your
line.
J
J
I
use
she
her
pronouns
and
I
work
in
the
civil
rights
department
and
I'm
one
of
the
co-leads
of
the
asian
employee
resource
group
here
at
the
city
a
couple
years
ago,
when
we
started
talking
about
building
an
employee
resource
group
for
asian
employees,
we
are
really
excited
about
building
community
over
potlucks
and
going
to
our
favorite
asian
owned
restaurants
for
happy
hours
and,
of
course,
in
this
first
year
we
have
done
none
of
those
activities,
but
rather
this
year
was
a
crash
course
in
learning
how
to
support
our
community
through
some
really
challenging
times
and
also
learning
how
to
show
up
for
and
also
receive
support
from
our
peer
ergs.
J
We're
really
hopeful
that
this
next
year
gives
us
the
opportunity
to
gather
around
food,
and
but
we
know
that
we'll
continue
to
provide
space
for
asian
employees
to
come
together
and
celebrate
both
the
good
times
and
bad
times.
So,
thank
you
so
much
for
council
and
mayor
frye
for
recognizing
our
heritage
month
and
for
recognizing
just
the
incredible,
diverse
asian
pacific
islander
communities
here
in
minneapolis
right
and
I
see
that
sunny
just
joined
so
I'll
sign
off
now.
J
B
B
Or
if
any
of
the
other
speakers
would
like
to
go
ahead,
and
we
can
see
if
there
are
any
technical
issues
that
we
can
help
sort
out.
K
Good
morning
this
is
kiruna
mahajan,
I'm
the
executive
sponsor
for
the
asian
pacific,
employee
resource
group
in
minneapolis
good
morning
respected.
Madam
president,
council
members,
thank
you
so
much
for
honoring,
the
asian
american
and
pacific
islander
heritage
month
today
and
celebrating
the
first
anniversary
of
made
the
minneapolis
asian
pacific
employee
resource
group,
so
a
very
special
thank
you
to
councilmember,
cunningham
and
council
member
allison
for
reading
the
resolution
today.
You
know
your
the
council's
vision
to
strengthen
and
support
all
the
communities,
including
the
api,
is
sincerely
appreciated.
K
Your
gesture
today
will
definitely
help
us
strengthen
our
commitment
to
build
the
visibility
and
the
awareness
of
a
very
diverse
community.
Here
we
look
forward
to
your
continued
support
to
the
asian
community,
both
within
the
city
enterprise
and
in
the
community,
and
very
rightly,
as
maria
lee
said,
that
we
had,
we
would
have
definitely
planned
some
festivities
and
celebrations
in
the
city
hall
today
and
all
next
month,
but
we'll
definitely
wait
for
the
next
normal
to
do
that.
But
I
just
want
to
say
thank
you
so
much
for
your
continued
support.
B
E
L
Welcome
hello,
everyone,
my
name
is
jim
yang
and
I'm
from
iit.
I
just
wanted
to
thank
everyone
here
for
taking
the
time
to
honor
asian
heritage
month.
I
first
joined
the
erg
because
I
wanted
to
do
my
small
part
in
making
the
city
a
better
place
to
work
at
and
to
help
bring
a
little
more
information
to
the
diverse
cultures
that
we
have
here
at
the
city
and
I
hope
for
a
I'm
sorry.
L
Sorry,
I
just
wanted
to
thank
everyone
for
taking
the
time
to
do
this.
For
us,
it
means
a
lot.
Thank
you.
B
B
B
It
has
been
a
challenging
and
difficult
year
in
so
many
ways,
and
it
is
really
incredible
to
see
how
you're
all
coming
together
and
we
are
honored
today
to
be
able
to
celebrate
and
honor
and
recognize
this
important
part
of
our
city's
heritage
and
culture
and
community.
Well,
thank
you
all
with
that.
We
will
proceed
to
the
next
item,
which
is
accepting
the
minutes
from
the
april
16th
meeting
for
acceptance.
May
I
have
a
motion
to
accept
those
minutes.

seeing
any

so
thank
you
to
kushner,
musican
and
her
staff,
who
I
know
have
contributed
to
these
reports
throughout
the
year,
but
that
I'll
direct
the
clerk
to
receive
and
file
that
report
and
that
will
bring
us
to
the
reports
of
our
standing
committees.

move

items.
B
Yes,
we
can
either
discuss
that
now
or
we
could.
Why
don't
why
don't
we
go
ahead
and
vote
on
the
rest
of
the
agenda?
Is
there
any
discussion
on
the
other
agenda
items
except
for
23.
E
G
E
C
E
O
Thank
you
very
much
and
I
believe
everybody
should
have
this
amendment
and
maybe
the
clerk
could
display
it
for
all
of
us.
It's
a
relatively
small
amendment
to
one
of
the
provisions
of
the
staff
direction.
The
wording
people
may
recall
that
I
called
out
a
few
words
in
that
staff
direction.
At
the
committee
meeting,
I
wasn't
sure
about
not
needed
for
municipal
operations
and
to
the
credit
of
council
members
reich
and
cano.
There
were
discussions
that
proceeded.
O
I
probably
need
a
second
for
that,
and
I
can
speak
to
it
briefly.
Second,
and
I
can
speak
briefly,
I
think
I
think
it
was
alexander
pope
who
says
in
one
of
his
poems
hope
springs
eternal
and
I
think
the
more
we
as
a
council
can
come
together
and
support
some
staff
direction.
O
Moving
forward
with
this
difficult
and
challenging
situation,
where
we
seem
to
see
some
pretty
big
divisions,
the
better
off
we
are-
and
I
think
this
direction
offers
us
a
pathway
so
that
we
could
get
there
and
make
sure
that
this
is
a
win
for
the
community,
but
also
that
it's
a
win
for
the
city
enterprise,
so
that
we
can
maintain
services
on
find
new
locations
is
needed
for
some
of
what
we
hope
to
accomplish
at
this
site.
O
P
Thank
you,
madam
chair.
I
am
in
favor
of
this
motion
and
I
just
wanted
to
thank
all
of
the
council
members
who
made
themselves
available
for
discussions
with
the
community
yesterday
and
with
discussions
with
each
other.
I
think
it's
really
important
that
we
collaborate
in
this
moment
in
time
when
our
city
is
facing
so
many
challenges.
P
So
I
I
do
appreciate
everybody
that
doubled
down
on
their
interest
to
engage
with
this
topic
and
to
find
a
way
that
could
be
more
flexible
and
unifying
for
our
community
and
our
city.
Our
city
staff
have
wonderful
ideas
about
what
could
happen
and
how
we
can
work
with
the
community.
P
The
community
also
has
a
lot
of
suggestions
and
strategies
that
they
would
like
to
be
able
to
explore
with
us,
and
so
I
think
this
language
reflects
that
spirit
of
collaboration
and
allows
that
space
for
commonality
and
and
compromise
that
we
hope
to
be
able
to
bring
forward
together
in
unison
by
the
time
the
august
5th
report
is,
is
due
to
come
to
us.
P
So
so
I
just
wanted
to
thank
all
of
all
of
the
council
members
that
really
went
out
of
their
way
in
in
a
busy.
What
we
know
is
a
busy
re-election
season
and
is
a
busy
time
for
a
city
to
have
these
discussions
and
to
be
able
to
agree
to
to
something
that
we
could
take
up
today.
F
Thank
you,
madam
president,
and
I
just
want
to
just
state
my
support
for
for
this
amendment
as
well,
and
really
just
thank
the
authors
and
my
colleagues,
particularly
councilmember
wright,
for
coming
together
and
really
trying
to
figure
out
the
path
forward.
That's
the
spirit
that
we
need
in
addressing
the
really
challenging
issues
that
are
facing
the
city
of
minneapolis,
and
I
appreciate
it
and
will
be
supporting
this
amendment
today.
B
It
is
not
a
small
decision
to
throw
away
over
four
million
dollars
worth
of
planning,
design
and
environmental
review
work,
and
so
I
do
actually
really
appreciate
the
the
amendment
which
seems
to
indicate
a
willingness
to
at
least
consider
additional
options
that
could
get
great
community
benefits
and
potentially
allow
for
a
water
yard
here
as
well.

Q
G
E
G
E
C
G
G
B
That
carries
and
the
report
is
adopted.
That
brings
us
to
the
reports
of
special
committees.
We
have
a
little
bit
of
a
unique
situation
here
where
we'll
be
combining
the
item
with
the
introduction
and
referral
calendar
for
one
item,
which
I
will
now
explain.
B
So
the
first
item
that
we'll
take
up
on
this
is
the
report
from
the
executive
committee
and
then,
after
that,
we
have
added
this
item
to
the
council's
introduction
and
referral
calendar.
This
way,
we
hope
to
expedite
the
internal
process
of
establishing
that
holiday
in
time
for
it
to
become
effective
for
this
year.
B
F
Thank
you,
madam
president.
It
is
my
really
deep
honor
to
bring
forward
from
the
executive
committee.
One
item
today,
which
is
the
recommendation
to
approve
the
edition
of
juneteenth
june
19th
as
a
paid
city
holiday.
F
F
As
the
council
president
has
stated,
I
will
yeah
I
I
will
stand
down
and
hopefully
have
some
discussion
about
this
momentarily
or,
if
not,
I
will
just
say
that
this
is
a
huge
step
forward
for
our
city,
for
the
african-american
employees
of
the
city,
but
even
more
broadly
for
the
entire
city,
as
we
recognize
the
belated
emancipation
of
enslaved
african
americans
in
texas
in
1865,
and
it's
a
recognition
that
is
long
overdue
and
I'm
just
really
proud
that
our
city
is
considering
us
and
bringing
this
issue
forward.
B
Thank
you,
council
vice
president,
so
council
vice
president,
has
moved
the
executive
committee
item
and
we
will
also
so
we'll
just
take
these
up
as
one
vote
and
thank
you
very
much
council.
Vice
president.
Your
comments
were
very
appropriate
at
that
time
and
very
welcomed.
B
O
I
think
this
is
going
to
put
us
at
the
forefront
of
well.
We
already
are,
I
suppose,
but
as
one
of
the
best
places
to
work
in
the
region,
and
so
I
hope
it's
acknowledged
for
that,
and
I'm
really
grateful
that
we
took
our
time
and
we
did
a
good
job
and
I
certainly
support
this
recommendation.
M
Thank
you,
madam
president.
I
just
want
to
say
thanks
to
our
staff
and
to
our
city
employees,
for
advocating
for
this.
I
think
it's
a
great
moment
and
I'm
proud
to
support
this
and
long
overdue,
but
I
just
gotta
say
it's:
it's
the
advocacy
of
our
employees,
our
staff,
that
really
made
this
happen,
and
I'm
very
grateful
for
all
of
your
efforts.
Thank
you.
B
There
was
some
talk
of
alternatives
and
really
emphasizing
the
importance
of
this
not
only
for
our
employees,
but
our
whole
community,
as
council
vice
president
spoke
very
eloquently
about
at
the
executive
committee.
So
thanks
again-
and
I
don't
see
any
other
comments,
I'll
just
pause
and
make
sure
no
one
else
wants
to
speak.
G
G
E
C
B
That
carries,
and
that
is
those
two
items
are
adopted,
which
means
that
matter
is
referred
to
pogo
in
the
next
cycle
for
the
public
hearing.
Thank
you.
All.
The
next
order
of
business
is
resolutions.
We
have
two
honorary
resolutions
today.
The
first
is
the
2021
asian
american
and
pacific
islander
heritage
month
resolution
that
was
presented
at
the
beginning
of
today's
meeting
and
also
the
2021
public
service
recognition
resolution.
B
We
keep
saying
how
how
much
of
you
know
how
much
our
staff
have
carried
and
really
all
public
employees
have
carried
this
year
and
it's
it.
We
can't
say
it
enough,
because
it
is
so
true
that
staff
are
doing
more
with
less
and
really
taking
on
more
responsibility,
often
for
their
families
during
a
very
tumultuous
year.
So
we
are
deeply
appreciative
and
wanted
to
take
the
time
to
honor
with
this
resolution.
B
So
I
will
see
if
there
are
any
other
comments
on
those
two
resolutions.
Cnn
clerk
will
call
the
role
I
will
move
and
ask
the
clerk
to
call
the
role
on
those
two
resolutions.
G
G
E
E
C
G
N
B
B
F
Thank
you
so
much
and
my
apologies
councilmember
schrader,
but
I
did
want
to
just
really.
F
Madam
president,
take
a
moment
to
note
that
this
week
we
learned
that
the
minneap
I
mean
the
united
states
census
numbers
were
announced
and
minnesota
was
able
to
retain
its
eight
congressional
seats
apportionment
and
and
that's
because
of
the
extraordinary
work
that
so
many
of
our
staff,
public
servants,
public
service
employees,
the
communities
that
made
up
the
complete
count
committee
in
in
minneapolis
and
the
state
of
minnesota
and
making
minnesota
the
number
one
census
turnout
in
the
nation
at
75.1.
F
I
believe
that
is
a
significant
achievement
in
that
this
will
bring
millions
and
millions
and
millions
of
dollars
to
all
minnesotans
all
throughout
the
state.
It's
been
estimated
at
around
fifteen
hundred
dollars
per
minnesotan
for
the
next
ten
years,
and
so
it
is
it's
just
an
extraordinary
effort.
Given
that
we
were
in
the
midst
of
a
pandemic,
we
were
in
the
midst
of
social
and
racial
uprisings,
and
and
yet
we
still
had
the
highest
turnout
in
the
country.
F
It's
too
many
people
to
name
at
this
moment,
but
that
effort
was
really
led
by
ms
alberta,
gillespie
internally
and
externally,
and
all
of
our
partners
all
throughout
the
state
and
just
want
to
to
acknowledge
and
recognize
that
achievement
today.
Thank
you,
madam
president,.
A
Thank
you,
mr
president,
and
I'll
also
be
brief.
I
just
wanted
to
make
sure
that
we
didn't
go
through
this
meeting
without
some
acknowledgement
of
the
execution
of
a
no
knock
warrant
that
happened
in
anoka
county
under
the
direction
of
you
know
the
minneapolis
police
department.
You
know
there
was.
We
were
told
back
in
november
that
there
was
a
change
in
policy
that
there
will
officially,
you
know
not
use,
no
knock
warrants,
and
then
here
we
are.
You
know
that
there
was
a
no
knock
warrant,
putting
a
family.
A
You
know
at
red
the
wrong
family
at
risk,
and
so
I
just
wanted
to
kind
of
point
out
I'll
be
following
up
on
this,
but
it
just
is
very
disturbing
to
hear
that
we
don't
even
follow
our
own
policies
and
then
two
just
to
learn
that
mpd
zone
information
was
incorrect
and
that
basically
basic
investigation
work
that
any
journalism
student
could
do
would
have
found
out
that
that
was
the
wrong
address.
B
R
Thank
you,
president
bender.
As
you've
noted,
the
next
of
two
items
on
the
agenda
for
consideration
is
consideration
of
strategy
for
labor
negotiations
involving
several
city
bargaining
units,
consideration
of
negotiation
strategies
or
discussion
and
review
of
labor
negotiation.
Proposals
may
be
held
in
closed
session
pursuant
to
minnesota
statute,
section
13d
.03.
R
In
order
to
close
the
meeting
to
the
public,
a
majority
of
the
council
must
vote
to
close
the
meeting
in
deciding
whether
to
close
a
meeting
for
labor
negotiation
strategy.
The
council
should
weigh
the
right
of
the
public
to
know
what
is
the
government,
what
the
what
its
government
is
doing
against
the
need
of
the
city
to
reserve
the
confidentiality
of
its
labor
negotiation
strategy
and
also
president
bender.
R
Accordingly,
under
the
minnesota
open
meeting
law,
minnesota
statute,
section
13d,
.05,
subdivision
3b,
the
council
may
upon
a
proper
motion,
close
the
meeting
for
purposes
of
attorney-client
communication
and
considering
that
motion
the
council
should
weigh
the
right
of
the
public
to
know
what
its
government
is
doing
against
the
need
of
the
city
to
preserve
the
confidentiality
of
its
discussions
with
its
attorneys.
Thank
you.
B
Thank
you.
I
will
move
that
the
meeting
may
be
closed
pursuant
to
the
open
meeting
law,
minnesota
statute,
section
13d
.03
to
discuss
labor
negotiation
strategies
on
all
open
labor
contracts
generally,
including
an
overview
of
911
dispatcher
interest
arbitration
and
an
update
on
federation
negotiations
and
section
13d,
.05
subdivision
3b
to
discuss
litigation
strategy
related
to
claims
and
lawsuits,
including
workers,
compensation
and
first
amendment
related
legal
matters
stemming
from
the
civil
unrest
that
occurred
in
the
aftermath
of
george
floyd's
death.
E
E
E
B
And
we
will
now
move
to
the
closed
session
this
city
council
meeting
will
the
broadcast
will
continue
while
the
council
is
in
the
separate,
closed
meeting
and
then
you'll
see
us
come
back
and
reconvene
after
the
closed
session
is
completed
for
my
colleagues
we'll
exit
out
of
this
meeting
and
join
the
closed
session.
B
C
Madam
president,
this
is
casey.
I
believe
we
have.
The
council
returned
for
the
reconvene
portion
of
this
open
session.
If
you'd
like
to
begin.
