we
begin
our
formal
agenda
today
we
have
a
very
large
number
of
honorary
resolutions,
so
we
will
begin
diving
right
into
those.

So
there
are
nine,
so
you'll
have
to
bear
with
us
and
as
we
honor
a
number
of
city
leaders
who
are
retiring
or
leaving
the
city,
the
first
is
david
rubidor
and
that
will
be
presented
by
council
vice
president
jenkins.
So
I
will
recognize
the
council
vice
president.

Thank
you,
madam
president,
and
I
am
thrilled
to
share
this
resolution.
Honoring
a
dear
friend
and
colleague
for
the
past
25
years.
I
first
met
david
rubidore
when
he
was
the
director
of
the
powderhorn
park,
neighborhood
association
and
I
was
a
hennepin
county
employee
and
we
were
working
on
transformational
change
in
the
powderhorn
neighborhood
and
we
have
been
working
together
on
huge
projects
ever
since.
So
it's
it's
with
a
a
heavy
heart
that
I
read
this
resolution,
because
I
just
love
working
with
mr
rubidor,
but
I
will
dive
into
it.
C
And
whereas
mr
rubidor,
through
his
commitment,
relationships,
principles
and
leadership,
has
positioned
the
neighborhood
and
community
relations
department
as
a
strategic
partner
to
city
departments
and
divisions
in
the
enterprise
and
with
community
stakeholders
and
allies.
And
whereas,
as
part
of
his
commitment
to
center
community
voices
and
city
decision
making.
Mr
rubidor
created
a
team
of
cultural
community
specialist
positions,
including
the
american,
indian,
african-american,
latino,
southeast
asian
and
east
african
cultural
community
specialists,
as
well
as
community
specialists,
focused
on
working
with
people
with
disabilities
and
seniors.

These
positions
were
created
to
ensure
that
the
city
of
minneapolis
intentionally
engaged
community
cultural
communities
in
processes,
programs
and
decision
making
and
whereas,
as
part
of
his
commitment
to
ensure
robust
community
engagement
in
city
decision
making.
Mr
rubidor
led
the
transition
of
the
historic
neighborhood
revitalization
program,
also
known
as
nrp
into
the
city
of
minneapolis
and
in
2010,
created
the
community
participation
program
to
continue
to
build
and
support
strong,
sustainable
and
representative
minneapolis
neighborhood
organizations
and
whereas
centering
the
core
values
of
equity
and
inclusion.

Mr
rubidor
led
the
creation
of
the
newest
funding
program
for
neighborhood
organizations
through
the
neighborhood's
2020
engagement
process,
resulting
in
a
new
program
which
maintains
a
city-wide
network
of
neighborhood
organizations
and
furthers
the
city's
commitment
to
supporting
equitable
engagement
practices
to
reach
residents
in
meaningful
ways
and
whereas,
under
the
leadership
of
mr
rubidor,
the
spirit
and
work
of
the
americans
with
disabilities
act
was
institutionalized
within
the
city's
enterprise
and
the
city's
language.
Access
plan
was
overhauled.

And
whereas
the
leadership
of
mr
rubidor
was
critical
in
establishing
the
largest
community
engagement
event
hosted
by
the
city
of
minneapolis,
the
community
connections
conference
and
this
annual
event
has
grown
together.
More
than
a
thousand
residents
community
leaders,
organizations,
businesses,
elected
officials,
see
city
leadership
and
staff
with
the
purpose
to
connect
to
get
involved
around
local
decision-making
and
share
city
and
community
programs
and
services,
and
has
guaranteed
a
well-managed
lunch
line.

And
whereas,
under
the
leadership
of
mr
rubidor
and
his
commitment
to
connect
the
city
to
the
community
and
the
community
to
the
city,
various
opportunities
were
created
for
the
city
to
work
together
with
community
on
projects
both
large
and
small,
ongoing
and
new.
To
continue
to
foster
this
value,
including
the
passage
of
the
dream
act
at
the
state
level
to
allow
children
of
immigrants
to
access
college
educations
and
maintaining
the
ongoing
historic,
formal
partnership
between
the
american
indian
community
and
the
city
of
minneapolis
through
the
american
indian
memorandum
of
understanding.

whereas,
during
his
tenure
with
the
city
of
minneapolis.
Mr
rubidor
worked
with
other
city
departments
to
enhance
recruitment
and
engagement.
Efforts
to
ensure
the
city's
boards
and
commissions
were
representative
of
the
city's
diverse
communities
balanced
and
in
alignment
with
the
city's
shared
values
of
equity
and
inclusiveness.

And
whereas,
in
collaboration
with
former
civil
rights
director
velma
corbell.
Mr
rubidor
created
the
office
of
immigrant
and
refugee
affairs
in
february
2018
to
proactively
provide
guidance
to
elected
officials,
policymakers
and
city
staff
on
immigration
and
refugee
issues.
To
recommend
policies
to
the
city
council
that
further.
The
mission
that
the
city
of
minneapolis
is
a
welcoming
city
to
all
and
to
ensure
the
city's
immigrant
and
refugee
residents
have
access
to
information
and
resources
necessary
to
obtain
more
secure
immigration
status
and
fully
participate
in
civic
life.

whereas
mr
rubidor
was
I'm
sorry
and
whereas
mr
rubidor
was
committed
to
ensuring
our
lgbtqia
plus
community
was
seen
and
their
voices
heard
in
city
decision
making
process.

filled
with
all
of
the
folks
across
our
community.

people
that
feel
in
touch
with
their
city
government
that
have
never
felt
that
way
before
it's
because
of
your
work,
your
vision
and
your
willingness
to
partner
with
so
many
people
that
I
think
has
put
our
city
on
on
a
really
positive
track
towards
engagement
and
equity
and
dave.

love
you
and
we're
really
going
to
miss

energy

particular
position
that
you've
held
that
you
have
really
laid
the
groundwork
for
and
initiated
here
at
the
city.
You
really
have
had
to
carry
some
surprisingly
controversial
and
and
and
high
drama
work
and
you've
done
so
with
grace.

with

tremendous
leadership
showing
up
for
community,
and
so
you
know
I
just
want
to
say
thank
you
for
all
your
service.
They
really
have
helped
us
out
a
model
for
the
rest
of
the
country
around
neighborhood
engagement,

city
is
better
off
because
so
much
so
because
of
your
leadership

your
dedication

bodies

shocking,

they're
either
shocking

deeply
ingrained

minneapolis
culture
in
public
life
and
politics,
and
you
know,
I
think
it
is
a
reflection
of
people's
deep
love
for
this
city,
and
you
know
I'll
channel
councilmember,
gordon
in
saying
that
democracy,
you
know
in
its
most
pure
form,
I
think,
is
often
found
at
the
local
level
where
people
are
showing
up
and
expressing
their
opinions
and
getting
involved.

It
challenges
us
as
a
community,
and
I
really
think
that
your
leadership
has
been
crucial
in
guiding
our
city
to
a
place
that
is
more
equitable,
where
all
voices
are
really
heard
and
at
the
table-
and
I
know
I
saw
that
in
my
ward
over
my
time
in
office,
where
we've
really
been
able
to
transform
the
amount
of
inclusiveness
and
representation
that
we
have
and
that
work
is
is
hard
and
I
think,
will
be
a
lasting
legacy
that
you
have
left
this
city.

leadership

found

every
corner
of
our
city,

legacy

left

our

really
appreciate
hearing

been
hard.
It
was
a
hard
decision
for
me

decide
to
retire
early,
but
I
think
it's
the
right
thing
to
do
and
I'll
talk
about
that
in
just
a
minute.
But
one
of
the
things
I
did
want
to
kind
of
comment
on
is
I.

I
remember
specifically
when
stephen
bozaker,
then
the
city
coordinator
had
reached
out
to
me
and
said
that
there
there
was
an
idea
of
a
new
department
and
we
would
be
interested
in
if
you
would
be
wanting
to
come
in
and
help
set
that
up,
and
I
had
to
think
about
that
for
a
while,
because
I
really
wanted
to
make
sure
that
if
I
were
to
do
this,
that
I
would
be
able
to
dive
into
this
thing
and
really
make
a
difference
to
our
our
community
and
as
much
as
I
can
say
that
it's
really
important
for
me
to
be
able
to
hear
from
others
that
it
did
make
a
difference
and
that
the
work
that
I've
been
doing
over
the
last
12
years
has
made
an
impact
into
our
community.

So
hearing
all
your
comments
this
morning
is
just
very
much
appreciated
to
to
know
that
that
actually,
that
actually
did
make
a
difference
and
that
ncr
is
is
making
an
impact
in
the
city
on
a
daily
basis.

The
you
know
the
one
thing
that
comes
to
mind
as
I
hear
all
when
the
council
vice
president,
was
reading.
The
kind
of
list
of
accomplishments
is
none
of
that
was
done
alone.
It
was
done
in
really
in
partnership
with
a
lot
of
different
people.
It
was
done.
We
have
a
stellar
staff
over
at
ncr.

We
have
some
great
leadership:
a
great
management
team
over
there,
but
also
just
working
with
the
elected
officials
working
with
community
members
working
with
the
council
and
the
and
the
mayors
over
the
years
has
really
helped
to
shape
this
department
into
being
something
not
only
just
unique
in
the
country,
but
just
unique
for
minneapolis
and
just
a
real
asset,
and
so
I
really
want
to
send
out
a
collective
thank
you
to
all
of
you
today,
as
well
as
previous
council
members
and
previous
mayors.
That
really
worked
with
me.

I
know
we
had
a
lot
of
along
the
way
we
had
some
spirited
debates
about
different
things
that
were
going
on,
but
I
think,
ultimately,
it
lands
into
a
place
where
we
all
have
the
community
at
heart.
We
all
want
the
best
for
our
city
and
that
common
ground
is
what
brought
us
together
to
really
create
a
department
that,
I
think,
is
an
asset
for
our
community
and
our
city
and
the
the
last
thing.

know
you
have
a
number
of
resolutions
to
go
through,
so
I
don't
want
to
go
too
long,
but
I
do
want
to
also
say
that
as
much
as
I'm
stepping
out
and
providing
an
opportunity
for
new
leadership
to
step
into
ncr,

really
the

department
is
in
a
really
good
place.

have
a
really
great
team
over
there
right
now
very
dedicated
individuals
that
are
doing
a
lot
of
work
really
committed
to
their
communities.

saying
that
I've
had
the

good
fortune

being
able
to
work
with
very
closely

commissioner
music
hand
and
so

truly
have
learned
so
much
in
our
time.
Working
together,
I've
become
quite
passionate
about
public
health,
largely
because
of
commissioner
music
hands.
Support
and
helping
me
understand
how
public
health
impacts
everything
how
it
is.

It
really
integrated
into
every
aspect
of
our
lives
and
that's
why
her
leadership
has
been
so
important
over
the
years,
but
especially
important
over
the
last
two
years,
while
we've
been
in
a
once
in
a
generation
once
every
hundred
years
pandemic,
truly
remarkable
leadership
and
our
city
is
so
much
better
off
because
of
the
fact
that
we
had
commissioner
music
in
leadership
in
our
city
during
this
very
tumultuous
time.

So
so,
with
that
I'll
go
ahead
and
read
this
resolution,
I
will
say
it's
not
nearly
long
enough
to
be
able
to
capture
all
of
the
accomplishments.
But
I
am
grateful
to
be
able
to
to
share
some
of
them
here.

Championing
community
programming,
including
addressing
violence
as
a
public
health
issue
and
increasing
investment
in
local
public
health
and
whereas
gretchen
has
strengthened
the
foundational
capacities
of
the
minneapolis
health
department,
enabling
it
to
win
state
and
national
awards,
such
as
the
2021
gold
medal
rating
from
this
from
city
health
for
improving
the
health
and
well-being
of
its
residents.
By
adopting
local
policies
that
can
make
lasting
impacts
on
in
one's
everyday
quality
of
life.
Along
with
the
2019
krumping
consumer
protection
award
for
excellence
in
food
protection
and
whereas
gretchen
started
her
career
as
a
pediatric
staff.

Nurse
working
on
an
acute
care
unit
using
that
lived
experience
to
influence
policy
as
a
lobbyist
for
the
minnesota
nurses,
association,
helping
to
pass
health
care
reform,
human
rights
and
reproductive
health
legislation,
and
whereas
gretchen
received
her
masters
of
public
health
university
of
minnesota
and
became
a
mondel
fellow
humphrey
institute
of
public
affairs
university
of
minnesota.

it

resolved
that
the
mayor

city
council
do
hereby
thank
gretchen

for
her

years
of
service
to
the
residents
of
minneapolis

wish
her

family

think

embodies

leadership.

come
to
know
from
you,

real
focus
that
you've
put
on
equity.

focus
that
you've
put

making
sure
that
the
city
is
doing
everything

it
can
for
our
youth
for
through
our
school
clinic
programs
and

everything
else,

the
critical
role
that
you've
played
in
the
crisis

unsheltered
homelessness.

also
characterized
the
last
several
years
of
your
term.

I
just
want
to
say
job
well
done.

role

grown

shifted
throughout

recall
conversations
when
it
was:

we
even
need
a
health
department
at
the
city
of
minneapolis,
because

county
has

health
department
and
you
were
able
to
demonstrate
why
it
is
important
for
the
city
to
to
to
have
that,
but
not
only
that,
but
to
really
make
the
department
a
integral
part
of
the
work
that
we
do
at
the
city
working
in
communities
working
with
young
people
working
in
the
schools,
the
community
clinics
and
now
the
declaration
of
violence
in
our
communities
as
a
public
health
crisis,
racism
as
a
public
health
crisis
in
in
the
climate
change
as
a
public
health
crisis.

All
of
these
things,
and
certainly
as
councilmember
fletcher,
noted
the
global
pandemic
that
has
impacted
public
health
professionals
all
over
the
world.

Well,
I
also
just
want
to
express
my
gratitude.
I've
had
the
opportunity
to
work
with
you,
commissioner,
since
I
first
arrived
on,
the
council
and
you've
been
a
real
good
role
model
for
me.
I
really
appreciated
your
openness
to
try
new
ideas
and
creativity
and
kind
of
in
a
steady,
strong
and
flexible
way
push
the
limits
to
what
could
happen.

think
we
all
often
talked
about
the
health
department
as
the
little
department
they
could
didn't
get
much
funding
from
the
general
fund,
but
boy
was
able
to
cobble
together
lots
of
other
funding
and
do
some
really
big
and
significant
things.
I
served
on
the
committee
that
had
to
do
with
health.

My
whole
time
on
the
council
and
some
of
the
biggest
initiatives
I
worked
on
came
through
you
and
your
staff.
I
think
your
openness
to
ideas
and
also
openness
to
partnering
with
other
departments.
It
never
seemed
like
there
was
much
of
a
silo
over
there,
because
oh
urban
agriculture
and
local
foods
initiative.
Well,
obviously,
people
had
to
go
and
work
elsewhere.
Green
cost
share.

Well,
that's
really
a
sustainability
thing,
but
it's
the
health
department
doing
it
and
we
were
able
to
build
out
those
things
and
and
also
keeping
your
eye
on,
what's
really
going
to
make
a
difference
so
having
some
data
having
some
evidence
tracking
life
expectancy,
birth
weights,
you
know
the
those
kind
of
indicators
that
we
wanted
to.
The
work
that
you
did
in
your
department
did
on
tobacco
regulations
was.

This
has
been
significant,
a
real,
I
think,
a
leader
in
the
in
the
whole
state,
and
I
think
you
were
able
to
see
in
small
things
and
ideas
and
and
and
help
them
grow
into
bigger
things
and
stronger
things.
So
your
open-mindedness
and
your
focus
on
the
future
and
your
willingness
to
work
with
others
have
really
been
admirable,
and
I
really
appreciate
the
work
you've
done
and
I
know
the
city
is
better
off
because
of
you.

voices

community
really

of
the
curve
on
race,
equity
and,
I
think
very
quietly,
leading
the
city,
maybe
ahead
of
its
time
in
a
lot
of
ways
to
to
really
address
the
urgent
problems
facing
our
city.

leadership
and

think,
like
many
women

I
think
I
know

you're

think

policy
maker

in
partnership

our

the

I'm

he

inclusive

leader

leader
on
the

a
chance

work
with
him
closely
through
the
executive
committee,
where
we
tackled
important
issues
and
was
able
to
just
see
the
value
that
he
brought
to
those
conversations,

a
colleague,
I've
seen
cam
work

many
issues.

know
we
had
a
report,
I
believe
at
the
end
of
last
term,
where
we
could
see
you
know
the
number
of
ordinances
people
authored
and
I
don't
have
the
exact
staff
but
kim
was
either
the
the
number
one
author
of
the
most
ordinance
changes
or
like
the
second
most
I
mean
he
put
a
lot
of
effort
into
into
very
detailed
and
thoughtful
changes
to
our
city's
policies
over
the
years.

He's
a
thoughtful,
knowledgeable
and
collaborative
leader
and
all
throughout
this
time
has
really
carried
himself
with
a
calm,
demeanor
and
maintained
a
sense
of
humor.
Even
through
the
most
difficult
moments
proud
to
call
him

friend
and
I'm
going
to
miss
him
as
a
colleague,
but
I
know
that
he
will
continue
to
lead
throughout
our
community
and
that
will
continue
to
stay
in
touch
because
he
is
heavily
invested
and
that's
reflected
through
all
of
his
actions.

advocated

decentralization,

support

neighborhood

pushing
for
participatory
budgeting

company,
the
food
council
and
the
green
zones
task
force

cam
has
worked
to
reorient
development
policy
towards
community-based
economics,

his
leadership
of
homegrown
minneapolis,

allowed

market
gardens
urban
farms,
farmers
markets,
mobile
grocery
stores
and
more
by
fighting
corporate
welfare.

as

cisgender
man
cam,
has
consistently
supported
feminism
and
gender
equity,

minneapolis

rights

was

true

councilmember
fletcher
was
the
vice
chair
of
every
committee,
and

we
mean
he
was

leader

willing
to
step

role

enormous
amount
of
work,
but
not
necessarily
with
that
title
of
chair,
and
I
think
it
actually
speaks
to
his
working
and
leadership
style,
which
is
to
just
literally
always
show
up
whenever
anyone
asked
for
help
when

whenever
there
was
a
gap
and
something
needed
to
get
done,
steve
was
one
who
would
always
step
up
and
step
in,
and,
I
think
led
with
a
great
deal

humility

the
opportunity

dedicate
four
years
to
public
service,
to
the
city
that
I
love.

I
I'm
really
grateful
for
that

unsatisfying

teams,

sort

gonna
just
speak

gratitude

at

my

moments

were
the

to

consensus

everything
from
the
coalition
that
formed
around
freelance
wage
theft.

data
privacy,
the
coalition
that
formed

renters
rights
that
brought
people
together,
who
might
not
have
found
each
other
and
might
not
have
found
their
common
interests.

for
the
work
that
we
did
at
city
hall

connect

I'm

proud
of
that
work.

know
that
that
work
will
continue
and

that'll
be
what
I
really
remember
reflecting
on
this
term.

decision-making

of
north

he

with
his
husband

activist

person

to
run
for

if
it

not
for
robert
lilligren,

not

able

achieve
the
most
progressive
city
council

history

minneapolis,
the
most
diverse,
the
youngest.
He
was
really
seeding
the
beginnings

the
change
that
we
have
both
embodied
and
witnessed
over
the
last
decade
in
minneapolis
politics.

appreciate
his
leadership

the

allied
support

I

received
from
the
glbtq
community
over
the
years

my
life

a
new
immigrant,
coming
here
at
the
age
of
10
and
as
a
budding
organizer

university

minnesota

now
as
an
elected
official
that

leaving
the
city
enterprise.

just
want

sure
that
I
highlighted
the
role
that
people
from
that
movement

glbtq
movement
have
had
a
positive
impact
on
the
life

the
ninth
ward

the
fight
for
social
justice

racial
equity.

original
kitchen
cabinet
team
was
very
small
but
very
mighty
and
very
visionary.
And
I
really
wanted
to
thank
them
publicly.

many
of
you

are

are
here

and
with

the

new
council
that
came
in
four
years
ago,
so
that
that
you
know
body
of
work
really
just
kept
growing

kept
getting
stronger

the
budget

our
ordinances

staff
directions
and
and

many
many
other

work
happens

grants

coalitions

environmental

work

up

ideating

seward
co-op,

I
would
sometimes

would

strike

conversation
about
the
things
we
needed
to
do
in
green
zones.
So
there's
just
so
many
beautiful
and
community-rooted
ways
that
this
work
happens
and
it's
really
a
true
privilege,
an
opportunity
to
have
been
asked
to
do
this
work
and
to
be
entrusted
to
do
this
work.

the
ninth
ward
community
really
has
a
big
heart
and
has
a
deep
belief
that
that
we
can
do
better

we
should
be
better

I'm

elect

twice

confident

work
that

done
over

past

years

unprecedented

demands

leadership

seen
with

of
the
challenges

is
just
a
very
passionate
leader

emergency
declaration

was
a
fierce
champion

environmental
justice

president
and

upon
election
council,

immediately
embarked
on

sustained
an
expansive
legislative
agenda
to
affirm
and
codify
the
city's
city
of
minneapolis's
commitment
to
race,
equity
and
climate
justice
in
every
aspect
of
public
policy,
including
delivering
groundbreaking
worker
and
tenant
protections.

Building,
safe
and
equitable
transportation,
infrastructure,
transforming
city
policies
surrounding
land,
use,
zoning
and
housing
and
investing
in
community-based
violence
prevention
and
whereas
council
president
bender
delivered
protections
for
tens
of
thousands
of
minneapolis
workers.
By
serving
as
the
lead
author
of
this

the
state's
first
local
paid
sick
and
safe
time

15
minimum
wage
ordinances.

first
workers
day
at
city
hall
and
securing
funding
for
worker
outreach
and
wage
theft
enforcement

president

in
partnership
with
her
constituents,

percent
of
whom
rent

homes

evictions

stability
by
passing
the
strongest

tenant
protections
in
minnesota,

renter

and

council

to
this
that
I
think
should
be
spoken
out
loud,
is
that
this
didn't
end
up
rolling
out
until
december,
which
is
later
than
we
were
all
hoping,
and
that
means
that
a
significant
amount
of
money
that
we
allocated
to
alternative
response
did
not
get
spent
and
will
be
in
rollover
dollars
that
the
next
council
will
need
to
consider
what
to
do
with
those
rollover
dollars.

so

just
wanted
to
flag
for
the
public
and
for
my
returning
colleagues
that,
as
we
have
all
been
considering
the
appropriate
ratio
of
investments
in
policing
to
investments
and
alternatives,
as
we've
talked
about
a
both

strategy,

we
think
about
the
funding
for
the,
and
we
need
to
revise
it
downwards.

money
forward
and
make
sure
that
the
money
that
we
have
already
allocated
and
publicly
discussed

alternatives

or
