This

remote
participation
of
members
as
authorized
under
minnesota
statutes,
section
13d
.021,
due
to
the
declared
local
health
pandemic.

city's

a
means
of
increasing
public
access
and
transparency.

meeting

subject
to
the
minnesota
open
meeting
law.

and
ask
the
clerk

call
the
rules
so
that
we
may
verify
the
presence
of
a
court.

The
public
safety
work
group
reconvey
convened
in
march
basically
to
consider
and
review
a
new
public
safety
amendment
that
had
been
proposed
by
the
city
council.
The
new
amendment
is
substantially
similar
to
the
one
we
received
and
studied
and
reviewed
a
year
ago.
In
that
again
it
creates
department
of
public
safety.

Another
reason
that
we
are
requesting
the
extra
time
is
because,
as
you
are
all
aware,
a
citizen's
petition
is
pending
to
amend
the
charter
as
well
and
to
remove
the
public
to
the
police,
remove
the
police
department
and
replace
it
with
the
department
of
public
safety.

If
that
petition
is
successfully
placed
on
the
ballot
in
november,
we
understand
from
the
city
council-
and
it
has
been
re
represented
to
us
in
the
past-
that
it
might
withdraw
its
amendment,
and
so
for
that
reason
we
would
need
extra
time
for
these
pending
events
to
occur.

possible
substitute

is
still
at
the
work
group
level

not
ready
for
consideration
by
the

seven
on
the
agenda
is
receiving
an
update
from
the
government
structure,

group

status

review
and
evaluation
of
improvements
to
city
structure.
Regarding
the
charter
defined
relationship
between
city
council,
the
mayor
and
city
staff.

work
and

a
motion
from
the
work
group,
which
does
not
require
a
second
that
we
adopt
that
report
as
the
report
of
the
charter
commission.

forward

the
city
attorney's
office
with
respect
to
transmitting

We've
already
obviously
adopted
the
government
structure
amendment

send
it

vote,
but
we
were
waiting
on
the
official
language
from
the
city
clerk's
office
for
the
amendment,
the
the
clean
copy
of
the
amendment
and
the
proposed
language
for
the
ballot
to
send
over
to
the
city
council.

agree
with

that

report

really

remarkable
document,

really
like

thank
the
chairs
of
that
study
group

work
they
put

this,
but
it
really
lays
out
in
great
detail
the
work
that
was
put
into
coming
up,
not
only
with
report
but,
more
importantly,
the
proposed
amendment.

think
this

a

important
document

think
it

really

the

give
guidance

many
mayors
and
councils

endorse

work

group
put

put

to
try
to
get
this

primary
thing
that
we
received
into

last
meeting
was
an
oral
report
from
the
city
attorney
on
some
of
the
legal
questions
that
we
had
regarding
the
rent
control
amendment,
and
it
does
appear
that
there
are
some
errors
in
the
proposal,
particularly
in
the
language
that
would
purportedly
authorize
a
record
for
amendment
to
be
passed
at
a
special
election.

meeting

work
group,

do
a
little
recap:
the
rules
work
group
met
co-chair
rubenstein
and
I
and
work
group
members
met
for
three
meetings,
one
starting
in
may
of
last
year.

going

start
out
with
the
rules,
but
another
thing,
I'd
like
to
say
overall,
is
that
10
years
ago
was
we
were
first
dealing
with
a
charter
change
that
led
to
the
redistricting
process
that
we
used
10
years
ago,
and
there
was
substantial
language
to
explain
the
new
process
at
that
time,
and
we
subsequently
remove
that
in
this
version.

there'll
be
a
lot
of
mark
out
of
that
language
and
that's
the
reason
why
we
didn't
feel
we
needed
to
repeat
that
also
a
sort
of
a
broad
change
that
we
did
was
we
changed
the
word
citizen
to
resident

it
came

public
engagement
and
voting
eligible
in
terms
of
advisory
work
group,
one
thing
so
what
I'd
like
to
do
is
put
forth
a
motion
to
adopt
the
rules,
procedural
rules
and
then
just
do
a
couple

highlights

procedures

changes
in
that
we
made

highlights
of
the
changes
we
made
in
the
procedural
rules,

the

I'd
like
to
also
put
forth
a
amendment
and

not
sure

proper
process

doing
that,
but
to
keep
in
line
with
what
the
advisory
group
selection
work.

participation

the
advisory
group
and
nonpartisan
nature
of
the
process.

The
goal
of
bringing
an
array
of
diversity
to
the
redistricting
process,
through
the
selection
of
the
advisory
group
further
defines
diversity
to
include
racial,
ethnic,
sexual
orientation,
gender
identity,
geographic
representation,
socioeconomic
diversity,
educational
and
or
occupational
background,
and
eliminates
the
provisions
for
public
hearing
and
comment
on
the
advisor
group,
job
description
and
application
form.

we
move
forward

the

few

going

learn
from

outreach
work

group
selection
and
that
will
inform
how
we
will
do
outreach
as
we
get
further
along
to
educate
the
community
about
redistricting
in
general.

am
now,
mr
chair
and
commissioners,
when
this
commission
adopted
criteria
or
guidelines
for
evaluating
council
proposed
charter
amendments,
it
may
have
been
even
for
commissioned
proposed
charter
amendments.

I
think
it
might
be
useful
for
you
at
some
time
to
do
what
you
did
when
you
adopted
those
criteria
for
your
evaluations
of
charter
proposed
amendments.
That
is
maybe
you
should
consider
coming
up
with
recommended
guidelines
for
the
courts
to
use
in
deciding
what
to
do
with
inconsistent
amendments
that
the
voters
approve
in
an
election.
I
think
they
would
add
further
transparency
and
credibility
to
the
amendment
process.
It
might
be
something
as
simple
as
whichever
or
two
conflicting
amendments
gets.
