residents
to
the

the
rooming
units

emergency
shelter
beds

135
persons
residents

be
placed
at
the
emergency
shelter
through
a
combination
of
adult
shelter,
connect
and
the
hennepin
county
street
outreach
program
program

appropriate,
shelter
residents
would
have
access
to
case
management,
housing
assignments
and
referrals,
rule
25
assessments
and
general
assistance
benefits.
The
shelter
would
operate
24
hours
per
day
and
residents
would
be
permitted
to
stay
up
to
six
months.

Health
care
services
may
also
be
provided
through
the
hennepin
health
care
for
homeless
to
residents
on
site.
The
emergency
shelter
regulations
in
the
zoning
code
were
amended
last
december
and
the
applicant
had
the
option
of
applying
for
either
an
interim
use
permit
to
allow
for
the
emergency,
shelter
or
conditional
use
permit.

that
point,
the
applicant
would
either
have
the
option
to
convert
the
use
to
a
permitted
use
or
apply
for
conditional
use
permit
to
allow
for
the
emergency
shelter
permanently,
but,
as
noted
they're
looking
for
a
permanent
location
somewhere
else,
the
applicant
presented
to
the
elliott
park,
neighborhood
association
and
a
copy
of
elliott,
park's
neighborhood
letter
in
support
of
the
project
has
been
included
in
the
public
record.

Staff
has
found
that
the
proposed
project
is
consistent
with
the
legal
findings
that
are
listed
on
pages
three
through
seven
of
the
staff
report.
It
is
recommending
that
the
application
for
the
interim
use
permit
be
allowed
for
an
emergency
shelter

up
to
44
beds,
subject
to
the
condition
that
the
interim
use
permit
shall
expire
no
later
than
april
1st
2026,
and

of

really
excited

introduce
fuzzies
to
minnesota

the
north
loop
fuzzy
started
in
fort
worth
texas
almost
20
years
ago,

has
a
hundred
locations
throughout
the
country.
However,
this
will

first
taqueria
we'll
be
serving
traditional
baja
style,
tacos,
burrito
salads,
we're
going
to
be
serving
beer,
wine,
liquor
and,
of
course,
margaritas
with
your

positioned

touch

very
few
crucial
points
to
this,
and
I
also
want
to
note
that
my
partner
who
lives
with
me,
who
takes
care
of
all
of
the
home
maintenance
and
renovation
and
improvement.
He
is
also
in
the
cue
to
speak,
because
I
think,
when
I
attended
the
initial
hearing,
I
probably
was
not
prepared
enough
or
understood
enough
about
the.

But
another
point
that
I
really
want
to
talk
about
is
that,
where
everything
is
located,
right
now
really
enhances
the
privacy
for
both
our
neighbors
and
ourselves,
because
there's
a
privacy
fence
there
and
if
we
bump
it
out
the
additional
two
feet
they're
going
to
be
able
to.
You
know
see
us
better
in
the
hot
tub
any
of
that
stuff
and
we
also
plan
on
putting
in
retractable
walls
to
our
gazebo
so
that
it
muscles
more
sound
and
enhances
privacy.

third
point
I
want
to
make
is
that
when
we
purchased
the
home,
it
was
in
a
real
state
of
disrepair.
The
assessed
value
has
increased
by
about
200
000
in
less
than
five
years
since
we
purchased
the
property
and
we
really
feel
like
our
renovations.
They
benefit
our
neighbors
and
our
neighborhood
and
the
city
in
general
by
making
the
property
more
livable
and
more
valuable
and
really
essentially,
at
the
end
of
the
day.
You
know
we're
talking
about
two
feet:
to
move
these
items,
which
you
know,
we've
got
the
practical
issues.

got
privacy
issues
and
we
have
value
issues,
and
I
I
really
appreciate
you
considering
our
request
to
grant
this
appeal
to
our
variants.

what
what
we
had
to
do?
One
of
the
first
problems
we
had
to
solve
was
seepage
into
the
basement
which
we
did
with
a
drainage
system.

What
I
didn't
know
on
the
drainage
system
is
the
the
water
collection
point,
and
I
don't
know
if
you
saw
this
on
the
slide,
but
it's
on
the
east
and
south
side
of
the
house
and
it's
where
the
water
is
collected
into
the
system
and
then
it
goes
into
the
pipe
towards
the
backyard
in
the
alley
and
on
a
drainage
system
like
that
it
does
require
maintenance.
You
cannot
build
over
it
and
I
had
spaced
why
the
designer
had
done
it
that
way
or
that
it
did
require
maintenance.

So
what
happens
in
the
collection
area?
Is
it
fills
up
with
silt
and
there's
also
a
filter
over
that
collection
portion
of
the
piping,
so
that
has
to
be
dug
up
every
five
to
ten
years
and
replace
the
filter
and
clear
out
any
silt
in
that
portion
of
the
system.
The
rest
of
the
system
is
not
your
main
to
to
you
can
build
over
the
top
of
that,
so
that
system
really
solved
our
water
issue.

other
thing
I
I
would
say
is
when
we
had
the
patio
poured.
The
contractor,
I
said,
do
I
have
to
worry
about
setback
and
said
no
you're,
fine,
the
the
neighbors
that
filed
this

said

misses
these
setbacks,
no
one
complies
with
them
and
and
it
it,
it
just
seems
over
two
feet:
we've
solved
our
water
problem
in
the
basement
and
we
have
to.

can't
build
over
the
collection
portion
of
the
of
the
drainage
system,
so
it
just
really
puts
a
stop
to
something
we've
solved
and
made
the
property
much
better
and
privacy
and-
and
we
get
along
very
well
with
all
our
neighbors
we're
good
neighbors,
we
blow
snow.
We,
you
know
I've
helped
my
neighbor
repair
his
deck.
I
we're
good
neighbors
and
we
have
one
particular
neighbor
who
has
three
violations
currently
and
it
never
even
considered
we
never
considered
turning
them
in
for
anything.

disruptive

year

can't
even
open
the
windows
in
your
house.
You
hear
it
inside
your
house,
you
hear
it
in
the
backyard.

want
to
have
a
workout
area
out
outside,
but
when
he
does
that
we
don't
have
a
you
know,
outdoor
area
to
enjoy
his
neighbors.
So
it's
it's
been
pretty
bad
and
you
know
obviously
they've
been
cited
by
the
city
for
noise
issues
in
the
past.

claims
he's
going
to
like
self-monitor,
but
that
hasn't
worked
in
the
past
and
you
know
basically

lot
of
the
neighboring
residents
are
concerned
about
this
and

don't
want
this.
