Planning
Commission,

city

want

thank
the
fellow
members

giving
me
this
extra
13
days
to
to
work
a
little
bit
harder
on
this
issue
in
answering.
In
particular,
I
want
to
recognize
Vic
Thorson,
the
president
of
Marcy
Holmes
neighborhood
who's
in
the
crowd
today,
and
thank
you
for
that
letter
and
thank
you
for
spending
all
that
time
with
me
last
Friday
over
coffee
to
just
talk
about
all
things.

particular's
project
I
also
want
to
thank
the
county
staff
who
did
provide
a
management
plan
which
I
did
pass
on
to
Vic
and
commissioner
Conley.
So
I
had
several
conversations
with
commissioner
Conley
about
why
I
wanted
to
delay
this
and
spend
a
little
bit
more
time,
understanding
it
at
all
parties.
And,
ironically,
we
had
a
very
contentious
meeting
and
there
were
some
harsh
words
directed
at
our
chair
and
vice
chair
and
the
people
who
did
that.
Never
never
contacted
me.

we
gave
them
the
chance,
but
they
just
walked
out
the
door
and
did
not
participate
anymore,
so
I
I'm,
just
so
sorry
about
the
Chloe
is
not
here,
but
you.
You
are
also
part
of
that
chair
Olson
and
there's
no
room
for
that
in
our
in
our
body.
So

question
that
I'll
then
contextualize.
My
question
is
when-
and
this
is
maybe
I
think
for
you
Kimberly
when
and
I'm-
not
sure
that
there's
a
clean
answer
to
this,
but
when
you
and
your
staff
bring
items
to
our
agenda
for
review
and
votes
what
sorts
of
public
engagement
has
been
undergone
before
it
gets
here
and
the
reason
I'm
asking
this
question
is
I.
Don't
want
us
to
get
in
the
habit
of
pushing
votes
off
when
the
public
has
been
given
notice
of
and
I.

Think
in
this
case,
in
particular,
the
Marcy
Holmes
neighborhood
association
had
reviewed
and
is
out
of
practice
of
submitting
a
letter,
so
there
may
have
been
some
Communication
in
that
point.
I
want
to
make
sure
that
we
as
Commissioners
have
a
good
understanding
of
the
work
that's
been
done
before
it
gets
here,
so
that
we
can
keep
that
in
mind
for
future
votes.

That's
a
really
good
question.
I
will
say
that
varies
significantly
from
one
neighborhood
to
the
next
in
one
project
to
the
next.
So
the
requirement
for
submitting
a
complete
land
use
application
is
that
the
neighborhood
group
and
the
Council
Office
need
to
be
notified
by
the
applicant
of
their
project.

We
do
not
require
applicants
to
meet
with
neighborhood
groups
or
get
approval
from
neighborhood
groups.
That's
been
a
conversation
as
long
as
I've
been
at
the
city
so
15
years.
The
reason
we
don't
do
that
is
because
neighborhood
group
meeting
frequency
really
varies,
and
it
would
be
at
sometimes
impossible
for
applicants
to
meet
the
6120
if
they
were
waiting
to
get
on
a
neighborhood
calendar
and
get
approval
from
a
neighborhood.

Also,
this
body
cannot
give
up
their
Authority
as
the
Planning
Commission
to
individual
neighborhood
groups
by
essentially
delegating
that
Authority
by
waiting
for
approval,
letters
or
denial,
letters
from
neighborhood
groups.
So
the
short
answer
is
they
are
notified.
There
is
no
requirements
that
the
applicant
go
to
an
official
neighborhood
meeting.

Sorry
I
just
want
to
reiterate
commissioner
rainville's
comments,
particularly
as
it
relates
to
the
type
of
conversation
that
we've
had
in
here
as
a
group
and
I
think
the
both
the
courage
that
she
showed
in
sharing
the
information
that
she
did
with
the
public,
but
also
encouraging
the
public
to
approach
conversations
with
the
Planning
Commission
in
a
thoughtful
and
constructive
way.

I
think
the
meeting
last
time
was
a
really
dark
moment
in
my
short
tenure
on
this
board
and
I
really
do
hope
that
we
can
come
to
these
meetings,
understanding
the
role
of
public
input
of
public
service
and
and
try
to
operate
with
best
intentions
in
mind.

is
the
I
think
the
third
meeting
we've
had
in
the
last
two
months
that
has
been
interrupted
by
people
rightfully
or
wrongfully,
and
I.

it
is

the
darkest
meeting
I've
seen
so
I
think
we'll
all
be
looking
forward

some,

boring
meetings.

Two
appeal
updates
related
to
items
that
have
been
in
front
of
the
Planning
Commission
recently.
The
city
did
receive
an
appeal
of
the
planning
commission's
approvals
for
613
and
623
Van
Buren
Street
Northeast,
that
went
to
the
biz
Committee
of
the
city
council.
Last
week
the
biz
committee
denied
the
appeal
so
essentially
upholding
the
planning
commission's
approval
of
that
project,
and
it
goes
to
the
full
city
council.
This
Thursday
and
we
just
today
received
an
appeal
of
the
trolley
line.

Condos
project
at
4352,
Zenith
Avenue
South,
that
is
scheduled
to
go
to
the
biz
committee
on
November,
29th
and
I,
will
keep
you
apprised
of
any
further
action
on
that
item
and
then
also
just
to
note.
We
do
have
a
big
Committee
of
the
whole
agenda.
